San Mateo Consolidated Fire Department

The San Mateo Consolidated Fire Department commenced operations on January 13, 2019, and serves the cities of Belmont, Foster City, and San Mateo as a Joint Powers Authority. What You’ll Do

• Interpret and enforce provisions of fire prevention and fire safety laws, ordinances, and other regulations.
• Perform periodic inspections of new and existing buildings, structures and installations requiring fire clearances; identify fire hazards; recommend corrective actions; perform follow-up inspections to see that corrective actions have been taken.
• Investigate complaints pertaining to violation of fire prevention laws, issue correction orders as necessary.
• Investigate fires; secure fire scenes; identify types of fires; investigate causes of fire; collect, prepare, and present evidence; interview witnesses and suspects; write fire investigations; testify in court when required.
• Provide information to the public concerning the fire prevention practices and procedures; develop and conduct training programs and group presentations relative to fire prevention and fire investigation.
• Instruct fire suppression crews about code interpretation and inspection techniques regarding fire prevention.
• Draw and prepare diagrams of buildings for pre-fire planning and fire inspections.
• Check building plans for code compliance, consult with architects and developers regarding problems and solutions.
• Perform tests on water flow, sprinkler and fire alarms and elevator return systems; certify smoke detectors.

General

The Operations Contract Administrator reports to the Manager, Bus Contracts, and is responsible for the development and compliance of multiple third-party contracts of the San Mateo County Transit District.

Essential Functions & Duties

• Manage fixed route, paratransit, shuttles, microtransit, and other third-party contracts. 
• Answer inquiries regarding operation from both internal and external customers.
• Investigate, identify and correct operational problems. 
• Develop operational and technical provisions for each service agreement.
• Work with assigned department staff to monitor contract compliance such as monitoring field inspection activity and review reports or writ- ups.
• Design campaigns to encourage superior performance, and providing feedback to contractors for continual improvement, especially in safety-related areas.
• Work directly with private and public entities on route development, scheduling, and reporting on service quality.
• Track budgetary expenditures throughout the year. Prepare monthly reports for assigning performance bonuses or liquidated damages based on contractor performance criteria established in contractual agreements.
• Represent the Bus Contracts Department at consumer advocacy forums, various committee meetings, city council meetings, and SamTrans Board of Directors meetings. Attend meetings with various agencies, both private and public, and city council in development of routes and schedules, coordinates schedule changes with SamTrans and SMCTA planning teams, third-party contractors, other transit providers.
• Collect, organize, and complete monthly, quarterly and annual reports.

• Provide effective team leadership to department staff that incorporates the District’s core values. Provide on-going staff mentoring in application and practice of business ethics while fostering personal growth.
• Review and retrieve information in the Vector EHS Management, Business Intelligence and other District-related databases. 
• Conduct inspections of property and equipment at sites in and around District service area in a variety of weather and road conditions.
• Monitor bus maintenance and substance abuse programs of contractors through frequent random and regular inspections of equipment and records.
• Represent the District at community meetings and serves as SamTrans representative on the multi-agency consortiums.
• Represent SamTrans in contract compliance issues, always keeping the best interests of SamTrans at the forefront of priorities. 
• Collaborate with Accessible Services staff in quality oversight of paratransit service for the senior and disabled community under ADA rules and regulations.
• Perform all job duties independently and with the upmost professional discretion. 
• Responsible for intra-department training in: PeopleSoft, Microsoft Office, and Adobe Acrobat. Also responsible for general business systems training for department staff.
• Plan and operate special event transportation services for Bus Contracts.
• Perform all job duties and responsibilities in a safe manner to protect oneself, fellow employees, and the public from injury or harm. Promote safety awareness and follow safety procedures to reduce or eliminate accidents.
• Perform other duties as assigned.

 

Minimum Qualifications

Sufficient experience, training and/or education to demonstrate the knowledge and ability to successfully perform the essential functions of the position. In lieu of a degree, full time work-related experience that demonstrates the skills and experience necessary to perform this role will be accepted. Development of the required knowledge and abilities is typically obtained through but not limited to:

• Associates degree in transportation, business or related field.
• Four (4) years of management or supervisory experience in bus operations, or management or supervisory experience of consultants, contractors, vendors or contracted services. 
• Must be able to possess a Valid California driver's license.
• Capable of conducting inspections of property and equipment at sites in and around District service area (San Mateo County, Santa Clara County & San Francisco County) in all types of weather and road conditions.

Preferred Qualifications: 

• Bus transportation operations (ideally public transit) experience. 
• Proficiency in Microsoft Word and Excel.
• Excellent oral and written communication skills.
• Possess the ability to perform detailed work with a high degree of accuracy, thoroughness and independence.
• Able to represent the District in contract compliance issues.
• Valid California driver's license with a safe driving record preferred.

The Position:

The Assistant City Manager works directly for the City Manager in the Office of the City Manager. The Office is responsible for the general management and oversight of Daly City’s municipal operations, including the North County Fire Authority and North San Mateo County Sanitation District. This involves service and coordination to multiple agencies and municipalities.  Additionally, the general management of the operating and capital budgets;
financial planning for the municipal corporation; continued improvement, expansion, or redirection of programs and activities within the organization to meet community needs; recommendation of senior management personnel; participation in labor relations activities; generating public information, facilitating conversation and information exchange with citizens, encouraging community participation; and representing the organization in

The Bus Fleet Facilities Infrastructure Department oversees the delivery of major bus fleet and facilities infrastructure projects for SamTrans. The projects include design and construction of zero emission infrastructure (battery electric bus (BEB) charging infrastructure and hydrogen fuel cell electric bus (FCEB) infrastructure) for SamTrans's revenue and non­revenue fleet of nearly 400 vehicles, sea level rise and flood mitigation structures, bus administration, transportation, and maintenance buildings, and other structures at SamTrans' North Base and South Base Maintenance Facilities. 

The Construction Manager will report to the Director, Bus Infrastructure and Capital Projects and will be responsible for establishing standards, policies, and processes to manage the construction of SamTrans projects. This position oversees both the construction and construction management of projects, working with Project Managers, Construction Management Team, and Contractors to ensure successful project delivery. Responsibilities include providing constructability review of Contract Documents prior to advertisement, providing guidance to engineering and construction management staff in the planning, organizing and directing the work of contractors, negotiating changes to project scope or budget, directing the advertise, award, and administration phases of construction, and ensuring project and contract compliance with public contracting law.

ABOUT THE POSITION

Under the direction of the Custodial Services Supervisor, the Maintenance Custodian serves as the worker in the duties of care and cleaning of assigned buildings and related facilities.  The incumbent will be required to travel between several City buildings during their scheduled shift. Custodial services are provided seven days a week with shifts starting at 5pm and ending at 1:30am. Please note that schedules for this role could vary Monday-Sunday and will be determined prior to appointment.

Typical duties may include, but are not limited to the following:

• Sweep, vacuum, shampoo, and mop
• Dust fixtures and equipment up to twelve feet from floor.
• Wash windows and doors up to twelve feet from floor.
• Clean desk and countertops if cleared of items.

THE INTERNAL AUDIT DIVISION

The Division works to help safeguard County assets and reduce risks. The Bay Area Air Quality Management District (Air District) is a regional government agency, committed to achieving clean air to protect the public's health and the environment. The Air District accomplishes this goal through regulation of industrial facilities and various outreach and incentive programs designed to encourage clean air choices. 

The Air District's jurisdiction encompasses all of seven counties - Alameda, Contra Costa, Marin, San Francisco, San Mateo, Santa Clara and Napa, and portions of two others - southwestern Solano and southern Sonoma.
 
The Air District is currently accepting applications for the position of Air Quality Engineer I/II in the Air Quality Modeling and Analysis (AQMA) Section of the Assessment, Inventory, and Modeling (AIM) Division. This is an open recruitment for one (1) full-time, represented vacancy position.
 
 DEFINITION
 
Under direction, performs professional engineering work in a variety of areas such as permit application evaluation, calculation of air pollutant emissions, toxic risk screening and health risk assessment evaluations, compliance audits and source testing; performs related work as assigned.
 
 DISTINGUISHING CHARACTERISTICS
 
 Air Quality Engineer I is the entry-level class of this series. Initially under close supervision, incumbents perform a variety of routine air quality engineering duties while learning District policies and procedures and specialized air quality knowledge. With experience, the work becomes increasingly more diversified and difficult and requires increasing independence of judgment. This class is alternately staffed with Air Quality Engineer II and incumbents may progress to the higher level after gaining experience and demonstrating proficiency which meet the qualifications for the higher-level class.

Air Quality Engineer II is the journey level in this series. Incumbents perform a variety of difficult air quality engineering work and exercise a greater latitude of independent judgment. This class is distinguished from Senior Air Quality Engineer in that the latter is the specialist level and performs the more complex air quality engineering duties and provides lead direction to engineering staff.

About the Division

The Assessment, Inventory, and Modeling (AIM) Division prepares comprehensive source emission inventories for the Bay Area and conducts air quality modeling at both regional and community scales. AIM prepares technical assessments that evaluate equity in air pollution exposures and health impacts in support of Air District programs. AIM coordinates and implements programs to improve and report estimates of emissions of criteria pollutants, toxic air contaminants, and climate forcing pollutants. AIM assesses emissions, modeled concentrations, and exposures of toxic air contaminants, particulate matter, ozone and their precursors, to support targeted strategies that reduce impacts of air pollution both regionally and within communities, especially in impacted communities requiring action plans in accordance with Assembly Bill 617 (AB617). AIM reviews and provides guidance on environmental health risk assessments within environmental review documents prepared pursuant to California Environmental Quality Act (CEQA).
