The Role:

The City of Redwood City is seeking Firefighter Trainees who, under immediate supervision, actively participate in the Firefighter Academy training program. Trainees perform all related learning and testing activities in preparation for the Firefighter/Engineer classification within the Fire Department of the City of Redwood City.  See Firefighter Trainee job description for more details. The City of San Bruno Fire Department offers an exciting opportunity to serve as a Fire Cadet. Our one-year Fire Cadet program is an unpaid, volunteer work experience program that offers hands-on training, and introductory knowledge of firefighting skills, fire service tools and equipment. Cadets respond to emergency calls, render Basic Life Support and participate in training, and participate in the daily station duties.

Cadets must be willing to commit to 24-hour shifts, two to four times per month. The cadet program is one year in length. Upon completion, this program meets the manipulative training and experience requirements in obtaining a California State Fire Marshal’s Office Firefighter II certification.

MINIMUM REQUIREMENTS

• State of California EMT or National Registry EMT certification
• Possession of a valid driver’s license and a driving record with minimal violations

DEFINITION
Under general supervision to perform general duty firefighting and fire prevention activities; to respond to  emergency calls; to operate and maintain firefighting apparatus and equipment; to assist and participate in fire training programs and fire station maintenance: and to do related work as required.

DISTINGUISHING CHARACTERISTICS
This classification includes a variety of assignments in preventing, controlling and extinguishing fires, performing emergency medical care and rescue operations, public education activities, and maintenance operations. While time spent fighting fires constitutes a small fraction of the scheduled work time, incumbents must be able to meet such emergencies and the hazards which may involve considerable physical exertion, and potential risk to health and safety.

EXAMPLES OF DUTIES
Responds to fire alarms with fire company; connects and lays hose lines; operates nozzles and applies fire streams on fire surfaces; carries and operates hand extinguishers; carries and uses ladders, ropes, axes and other equipment; enters burning structures to combat fires and remove occupants; lays salvage covers and protects exposures and performs salvage operations; responds to emergency rescue calls, administers appropriate emergency first aid to victims; conducts inspections of buildings and properties for compliance with safety codes; conducts public information/education programs for the public; attends and participates in fire department training programs, maintains required skills; inspects, and performs appropriate preventative maintenance on vehicles, apparatus, equipment and fire hydrants, assists in the maintenance of fire station and grounds; as assigned drives and operates fire apparatus; receives and transmits radio messages and prepares and completes forms and reports; and performs other tasks as required.

MINIMUM QUALIFICATIONS

Ability to: Learn firefighting techniques, principles and practices; learn the basic operation and mechanics of firefighting equipment, streets and locations and the locations of hydrants, mains, and major fire hazards; learn to operate apparatus and equipment in conformance with safety procedures; demonstrate physical endurance, agility, dexterity and strength necessary to perform required duties; understand and act in accordance with Fire Department and City Rules and Regulations, policies and procedures; to follow written and oral directions; perform in a calm and efficient manner under stress; analyze emergency situations and adopt effective courses of action; respond to orders from supervisors; perform cooperatively and effectively as a member of a team; interact positively and cooperate with coworkers, respond politely to customers, work as a team member. function under demanding time pressure, respond in a positive manner to supervision attend work and perform duties on a regular and consistent basis.  Must have graduated from the San Mateo County Recruit Academy or other firefighter I academy, and have served a minimum of one year as a regular, non-probationary firefighter.

Education:

• Graduation from high school or equivalent. (College level course work in fire science desirable).

License/Certification: 

• Possession of a valid Commercial Class B California Driver's License OR a valid Class C California Driver's License with a Firefighter Endorsement, as currently provided by law.
• Possession of a valid Emergency Medical Technician-1 (EMT-1) Certificate.

Age:

• Twenty-one (21) years of age for entrance.

Physical Requirements:

• Weight commensurate with height and build. Normal visual functions and visual acuity not less than 20/70 vision in each eye without corrections, and corrected to 20/20 in the better eye and not less than 20/30 in the lesser eye; normal hearing; freedom from color blindness.

The Position
Paralegals perform a wide range of complex legal support work, such as conducting legal research, preparing legal memoranda, motions and other documents, responding to discovery requests, corresponding with attorneys, and assisting attorneys in all aspects of case preparation. Incumbents may receive general direction regarding the scope and approach to projects or assignments, but procedures and techniques are discretionary, and incumbents are expected to possess the initiative to operate with a significant degree of independence.
  
The ideal candidate for this position will be able to handle several projects and assignments simultaneously, have experience with complex legal support work, strong oral and written communication skills, well developed computer skills, as well as proficiency with the full range of Microsoft products (including Word, Excel, PowerPoint and Outlook) in addition to legal case management software. The ideal candidate will work collaboratively with office management, attorneys, support staff, and other County departments, and will be able to accept assignments outside of their prior work experience. The abilities to independently conduct legal research, use initiative, exercise sound judgment, set priorities and meet critical deadlines are also strongly desired. In addition, the ideal candidate will have experience in processes and procedures related to the field of criminal law.

QUALIFICATIONS

Education and Experience:
Any combination of education and experience that would likely provide the required knowledge, skills and abilities is qualifying. A typical way to qualify is:

• Completion of coursework leading to paralegal certification or completion of the first year of law school, or two years of increasingly responsible legal office experience including legal research and policies and procedures related to the specified field of law.

Knowledge of:

• Legal research techniques and standard legal reference materials.
• Processes and procedures related to criminal law.
• Legal office terminology, processes, procedures, and the format for legal documents.
• Record keeping, report preparation and filing methods.
• Correct English usage, including spelling, grammar, punctuation, and vocabulary.

The Role:

Required Qualifications:

General

The Engineering Manager will report to the Director, Bus Infrastructure and Capital Projects and will be responsible for the engineering functions of the infrastructure and capital project development department for the San Mateo County Transit District (SamTrans). 

The Bus Infrastructure and Capital Projects Department oversees the delivery of major bus fleet and facilities infrastructure projects for SamTrans. The department’s projects include design and construction of zero emission infrastructure (battery electric bus (BEB) charging infrastructure and hydrogen fuel cell electric bus (FCEB) infrastructure) for SamTrans's revenue and non­revenue fleet of nearly 400 vehicles, sea level rise and flood mitigation structures, bus administration, transportation, and maintenance buildings, and other structures at SamTrans' North Base and South Base Maintenance Facilities. 

Essential Functions & Duties

Examples of Essential Functions:

• Oversee the development of standard plans and specifications that can be used for future SamTrans infrastructure projects.
• Oversees the development of a Design Quality Management Plan for SamTrans projects.
• Manage general engineering and architecture consultants that develop design documents, technical specifications, cost estimates, and schedules for construction projects.
• Oversee management of the scope, schedule, budget, and quality of infrastructure projects from initiation leading into construction phase.
• Responsible for the selection, management and ultimate successful delivery of vendors, contractors, and other professional services for infrastructure projects. 
• Manage consultants and professional level staff outside of the agency. Ensure District DBE, SBE and other labor compliance policies are followed. 
• Responsible for the capital project development and implementation for SamTrans.

Examples of Essential Duties:

•  Inspects ongoing construction projects to ensure compliance with design intent.
• Manage and participate in the development and implementation of Standard Plans and Specifications, Design Quality Management Plan and other relevant documents to help improve the workflow and development of the department.
• Plan, direct, coordinate, and review the work directives for assigned staff or contractors; assigns work activities, projects, and programs; reviews and evaluates work products, methods, and procedures; meets with staff and/or contract service providers to identify and resolve problems.
• Provide reviews and approve final project plans, specifications, and cost estimates as well as conduct quality assurance checks for project managers in the preparation of plans, specifications, cost estimates, requests for proposals, and bid documents for SamTrans’ infrastructure projects as necessary.
• Manage consultants with technical expertise across multiple disciplines in conducting independent technical reviews of SamTrans’ infrastructure projects.
• Coordinate and collaborate closely with SamTrans project stakeholders.
• Provide documents and briefs to Executive Management and the Board on the status, progress, and requirements of SamTrans infrastructure projects.
• Manage coordination, communications and expectations with project stakeholders, and internal cross-functional teams responsible for different aspects of planning, design, and engineering
• Provide direction and guidance to consultant staff responsible for managing infrastructure projects.
• Provide support for federal and state grant applications for funding of SamTrans infrastructure projects.
• Support development of contract solicitations.
• Investigate, evaluate, and resolve project issues.
• Identify root cause of issues. Determine and present appropriate solutions.
• Review cost estimates, monitor project schedules and budgets, and monitor work in progress.
• Coordinate the provision of capital project development and implementation services with other departments and divisions.  
• Act as subject matter expert of all technical and regulatory matters affecting bus facility and infrastructure projects.
• Coordinate with federal, state, and local agencies during project implementation, and ensure compliance with their administrative guidelines.
• Represent SamTrans before the Board of Directors, city councils, and other state, federal, local, and regional agencies, boards, and before local citizens in public meetings and hearings as needed.
• Develop, negotiate, and monitor contracts and cooperative agreements with other governmental agencies, private consultants, and private contractors.
• Perform all job duties and responsibilities in a safe manner to protect one’s self, fellow employees, and the public from injury or harm.  Promote safety awareness and follow safety procedures in an effort to reduce or eliminate accidents.
• Perform other duties as assigned.

Supervision: Works under the general supervision of the Director, Infrastructure who establishes goals and objectives and evaluates performance.   

Minimum Qualifications

Sufficient experience, training and/or education to demonstrate the knowledge and ability to successfully perform the essential functions of the position. In lieu of a degree, work-related experience that demonstrates the skills and experience necessary to perform this role will be accepted. Development of the required knowledge and abilities is typically obtained through but not limited to: 

• Bachelor’s degree in engineering or a closely related field.
• Five (5) years full-time increasingly responsible management experience in the area of civil, electrical, mechanical, or other closely related engineering design, construction management, or public works project management.
• Three (3) years full-time direct management level supervision of engineering staff.
• Possess a registered Professional Engineer License in the state of California.

Preferred Qualifications:

• Experience in management and delivery of complex engineering design projects for public transit agencies.
• Leadership of engineering design teams and projects.
• Experience with federal, state, and local funded projects. 
• Experience with Quality Control/Quality Assurance throughout a project lifecycle.
• Experience with Storm Water System Design management.
• Development of Capital Improvement Plans and Budgets.
• Experience working in Transportation Operations and Maintenance.
• Knowledge of CEQA and NEPA requirements, especially those relevant to transit agencies. 
• Able to possess a valid California drivers’ license.

ABOUT THE POSITION

The City of Redwood City, Public Works Department invites you to apply for the position of Management Analyst I.  This is an excellent opportunity for a motivated professional to provide highly responsible staff assistance in the preparation and administration of various contracts and agreements, as well as development, coordination and monitoring of various department budgets, grant proposals, reports and records maintenance.

Typical duties include, but are not limited to: assist the Public Works Superintendents and Director in tracking divisional workload and projects, helping prepare staff reports, monitoring the budget associated with existing projects; assist in the preparation, review, implementation and monitoring of various professional services contracts; work in conjunction with legal counsel to ensure that contracts are in  compliance with the City’s policy, local, state, and federal laws; ensure that contracts  are in compliance with agreed upon terms, fees, schedules and scope of work; generate and analyze data regarding cost-effectiveness and quality of services; analyze budget reports and forecasts; analyze revenue producing programs and make recommendations; assist in the preparation of Notice of Inviting Bids (NIB) and Requests for Proposals (RFPs); assist in the evaluation of proposals and make recommendations as appropriate; prepare purchasing and payment requisitions in accordance with agreed upon terms; evaluate the effectiveness of technology and make recommendations that will improve operational efficiencies; conduct research and analysis on best practices in the field of Public Works, and produce various written reports and recommendations. The Management Analyst I may serve as department liaison to various committees and associations for compliance of environmental and regulatory requirements.
