Under the general direction of the Supervising Vessel Master, this position is responsible for the safe navigation of the vessel in accordance with Division policy and the requirements of law.  Responsible for the start-up and shut down of engines and generators plus the in-service care and maintenance of machinery and auxiliaries.   Supervises crew in general upkeep and cleanliness of vessel when in-service crew is aboard and performs other related duties as required by management policy.

Essential Responsibilities

• Navigates the vessel and is responsible for the safety of the passengers and crew.
• Supervises crew-members in safety procedures.
• Monitors and inspects the engine room and carries out servicing and maintenance procedures as directed.
• Conducts and supervises emergency drills prescribed by the US Coast Guard at intervals set by management.
• Assists with US Coast Guard and FCC inspections when required.
• Ensures that all US Coast Guard and FCC certificates are valid for vessel operation.
• Maintain an accurate daily vessel log and prepares such reports and documents as are required by law and District policy. 
• Knows and follows the safety and health rules and safe working practices applicable to his or her job
• Establishes and maintains effective working relationships with District employees, customers, vendors and all others contacted during the course of work using principles of excellent customer service.

The Civil Rights Analyst reports to the Manager, Civil Rights Programs and is responsible for supporting the Disadvantaged Business Enterprise (DBE) and labor compliance programs with data entry, contract compliance, outreach, monitoring, and reporting. Minimum Qualifications:

ABOUT THE ROLE

Reporting to the Executive Director, the Deputy Director will oversee department-wide administrative operations and strategic initiatives including organizational planning, program performance, budget development, financial accounting, procurement, contracting, human resources, recruitment, and other administrative functions. This role will supervise three staff members in the Operations Division and closely collaborate with other staff to achieve the Commission’s strategic goals.

The Deputy Director must be willing to forego involvement in all local political activity while a member of the Commission staff and publicly file an annual Statement of Economic Interests (Form 700).

ESSENTIAL DUTIES

Essential duties of the position include, but are not limited to the following:

• Establish and implement departmental goals, policies, and strategic plans as directed by the Executive Director.
• Develop and maintain a broad understanding of the Commission’s laws, policies, programs, procedures, and operations.
• Oversee daily administrative operations of the department including financial management, procurement, accounting, payroll, and related office operations.
• Effectively plan, coordinate, supervise, and evaluate the work of direct reports.
• Manage the department’s hiring initiatives including tracking vacancies, producing hiring-related documents, coordinating recruitment functions with staff and DHR, and supporting onboarding activities.
• Manage the department’s HR and personnel functions and lead initiatives to promote staff engagement and professional development.

Minimum Qualifications

• Bachelor's degree from an accredited college or university, AND
• Two (2) years of managerial experience in governmental ethics, campaign financing, and/or lobbying laws and regulations, all of which must include supervisory experience.

Substitution: Additional experience as described above may substitute for the required degree on a year for year basis up to a maximum of two (2) years.

Desired Qualifications

• A Master's degree in public administration, business administration, public policy, or a closely related field of study, or a juris doctor degree.

• Two or more years of demonstrated experience with public sector management, budgeting, financial accounting, procurement, contracting, and/or recruitment functions.
• Experience in the fields of campaign finance and governmental ethics.
• Experience working objectively, efficiently, and effectively under strict deadlines and highly visible, sensitive, or politicized settings.

The Position
Paralegals perform a wide range of complex legal support work, such as conducting legal research, preparing legal memoranda, motions and other documents, responding to discovery requests, corresponding with attorneys, and assisting attorneys in all aspects of case preparation. Incumbents may receive general direction regarding the scope and approach to projects or assignments, but procedures and techniques are discretionary, and incumbents are expected to possess the initiative to operate with a significant degree of independence.
  
The ideal candidate for this position will be able to handle several projects and assignments simultaneously, have experience with complex legal support work, strong oral and written communication skills, well developed computer skills, as well as proficiency with the full range of Microsoft products (including Word, Excel, PowerPoint and Outlook) in addition to legal case management software. The ideal candidate will work collaboratively with office management, attorneys, support staff, and other County departments, and will be able to accept assignments outside of their prior work experience. The Novato Sanitary District is seeking a highly motivated, and goal-driven individual to join our Collection System team as a Collection System Worker (CSW). The District will hire at the level of CSW I or CSW II depending on skills, certifications and licenses held by candidates in the pool of qualified applicants. 

The CSW performs a wide variety of tasks associated with the maintenance of wastewater collection and reclamation systems, including inspection, cleaning, maintenance, and repairs on lines, pump stations, and treatment facilities. The successful CSW I candidate will possess experience in general maintenance tasks, including the safe and effective operation of a variety of hand and power tools and equipment. Possession of a commercial driver's license is highly desirable. Experience working with sewer cleaning trucks and equipment is also a plus. HCD is recruiting for a Housing and Community Development Specialist II/III position. Reporting to the HCD Deputy Director of Real Estate Development and Asset Management, the Housing and Community Development Specialist II/III positions will engage in a variety of functions aimed at increasing the supply of affordable housing throughout San Mateo County and forging partnerships to address critical housing needs. The ideal candidate for this position has broad experience with real estate lending asset management, as well as specific experience managing affordable housing loans and assets in a public sector housing department, community development lending department at a financial institution, or asset management department for an affordable housing owner or developer. The ideal candidate will be able to develop and manage systems for documenting loan and sponsor health, including risk rating systems. HCD Specialist II: Two years of experience in construction administration, building inspection, real estate appraisal, community development project coordination, economic development, or loan application preparation and processing.

• Assist with accessing financing for affordable housing, such as Low-Income Housing Tax Credits, Home Investment Partnership Program (HOME), Community Development Block Grant (CDBG), and other local, state, and federal financial sources.

The Manager, Track & Structures reports to the Deputy Director of Infrastructure Engineering and is responsible for overseeing railroad track and structures engineering support for the Peninsula Corridor Joint Powers Board (Caltrain)

Essential Functions & Duties:

• Acts as agency lead on matters related to track and structures.
• Oversee the track and structures engineering tasks for design/construction of Caltrain Capital and SOGR projects and provide technical support for planning on grade separation projects.
• Ensure the capital and maintenance projects comply with the contract agreement and implement the approved design for compliance with JPB standards and specifications. 
• Lead the advanced technical reviews of projects to assess constructability, examine design details, perform quantity audit, and recommend construction sequencing.
• Establish effective relationships and liaise with Caltrain operation contractors, consultants, internal departments, and other agencies (CPUC, FRA, UPRR, etc.) on railroad track and structures related to influence design and project development.
• Supervise staff.  Hire, mentor and take appropriate corrective and/or disciplinary action.  Ensure EEO policies and procedures are followed. Participate in selection of staff. Coordinate staff training and professional development. Establish performance objectives. Monitor and evaluate employee performance.

Examples of Essential Duties: 

• Plan, develop and implement the group’s work plan, budget, goals, and objectives to be consistent with the Engineering Department’s goals.
• Manage the design review of project documentation such as drawings, basis of design, specifications, technical reports, and calculations for compliance with Caltrain Standards and for cost effectiveness of the design. 
• Lead development of potential solutions to the design/construction team and presents for design optimization, risk management challenges, and constructability improvements.
• Assist with Maintenance Department to develop the annual and long-term railroad track engineering and maintenance plans, coordinate these plans with capital projects and support to implement the plans.

• Perform QA reviews of RFIs and submittals as well as participate in change order review and final inspections to construction. 
• Ensure track and structures comply with all return-to-service requirements following all construction activities.
• Review and evaluate project specific designs and provide technical recommendations to design variance approval process.

• Responsible for updates to Caltrain Engineering Standards.
• Train, motivate and monitor staff activities, provide direction, and to identify and resolve the problems.

The Bilingual Spanish Psychiatric Social Worker / Marriage and Family Therapists will provide specialized psychiatric assessment, brief treatment, and clinical case management services for adult clients with Severe Mental Illness. Principal duties will include mental health and substance use assessment and treatment; engaging clients to services; consultation with providers; and linkage/referrals to other community providers. The main role of this position will be working within a dynamic multi-disciplinary team to provide specialized psychiatric casework and care coordination, provide individual and group psychotherapy, case management, and refer clients to Private Provider Network and/or community agencies for additional services.

Position Summary

Under general supervision of the Director of Planning and Principal Planners, manages projects and performs work tasks to support the department’s work program, which includes service and operations planning, short- and long-range planning, facilities planning, and compliance reporting for all three of the District’s operating divisions.

This position advances the District’s business interests by analyzing complex operating conditions and recommending detailed changes, producing reports and planning studies, researching and interpreting relevant regulations, and meeting with internal staff and external stakeholders on a wide variety of topics. Work may require the use of specialized software, such as GIS and Hastus, and travel to District facilities and off-site meeting locations. May supervise and assign work to Associate Planner(s) and Planner(s) as directed.

Essential Responsibilities

• Research, compile, analyze, and interpret complex technical, demographic, economic, financial, and other statistical data for the development of transit plans and projects, such as the District's transit service plan, transit capital improvement program, and proposed bridge toll or transit fare changes.
• Monitor, forecast, and evaluate transit service performance and patterns of bridge traffic, parking, and transit service patronage and recommend changes where necessary.
• Prepare or supervise preparation of routine evaluations of the efficiency and effectiveness of bus and ferry routes, schedules, major transit facilities, and bus stops. Recommend specific improvements based on these evaluations.
• Prepare or oversee preparation of major compliance documents, including the Short-Range Transit Plan (SRTP), National Transit Database (NTD), Title VI, and other federal and state reports, including the organization of internal stakeholder meetings to provide input on these reports.
• Prepare official recommendations and informational reports for consideration by the public, the District’s Board of Directors, and technical staff of the District or other agencies and groups.
• Prepare or assist with verbal presentations to staff groups, public groups, and the boards of local municipalities and advise District personnel on matters related to interactions with these groups.
• Support and coordinate staff responsibilities regarding other internal and external coordination meetings as directed. May participate in public meetings and hearings.
• Act, when directed, as liaison between the District and other agencies on planning matters by reviewing outside reports, attending meetings, drafting correspondence, and providing technical information to public agencies and other transit groups.
• Develop and coordinate changes to the District’s routes and fares in the Clipper and Genfare systems.
• Provide staff support to the District’s public advisory committees, including attendance at off-site meetings and/or meetings that occur outside normal business hours.
• Formulate short- and long-range plans or recommendations on transit services; coordinate service planning, detour, and bus stop issues with local jurisdictions when needed.
• Study and research physical characteristics of areas served by Golden Gate Transit; assess conditions of roads and related features; determine the physical and operational feasibility of transit routes and bus stops.
• Assess feasibility of transit service changes and develop plans for implementation. May use Hastus scheduling software as appropriate.
• Analyze possible environmental impacts that could result from proposed service, operations, or pricing changes to the District’s transit or bridge operations.
• Obtain encroachment or other permits as necessary to address the District’s business needs.
• Perform bridge traffic or transit demand projections and studies based on available travel data, community surveys, U.S. census data, and development reports from cities served by the District.
• Conduct geographical and demographic analyses of existing and potential District customers using socioeconomic data from passenger or other market research surveys. May use geographic information system (GIS) software as appropriate.
• Develop, coordinate, and conduct bus and ferry passenger surveys; analyze data from those surveys and prepare related reports.
• Review environmental impact reports and statements and project plans within the Golden Gate Transit service area and assess potential impacts to the District’s operations.
• Support environmental reviews related to the District’s transit projects.
• Research and interpret applicable local, state, and federal laws and regulations relating to transportation, planning, or environmental permit activities.
• May supervise and assign work to Associate Planner(s) and Planner(s) as directed.
• Perform other related duties as required or assigned.
