This position involves a wide range of responsibilities to ensure that the Agency’s programs, activities, and services are delivered effectively and achieve high customer satisfaction. The Housing Assistant will support various teams by performing general office tasks, including reception, filing, scheduling, and data entry, as well as assisting with program-specific functions such as eligibility, lease-up, client services, and owner services.

The Department:

The Finance Department administers the financial affairs of the City of Santa Clara, including City-owned public utilities. The department is comprised of five divisions, Administrative Services, Budget and Treasury, Accounting, Municipal Services, and Purchasing. Together these divisions carry out the mission of the Finance Department to ensure that the financial/fiscal activities of the City are performed, recorded, and presented in compliance with professional and ethical standards.

The Position: 

The Finance Department is seeking to recruit a Senior Management Analyst in the Accounting Division to support personnel management, general accounting, and accounts payable. The Senior Management Analyst will also be involved in the financial analysis of special grants and fund accounting and prepare periodic and annual reports for the City, its Agencies and Corporations, and the annual State Controller Reports. The incumbent would be a contributor of the Annual Comprehensive Financial Report which includes Management’s Discussion and Analysis (MD&A), basic financial statements including notes, and supplementary information.

The ideal candidate for this position will have a strong accounting background and possess a bachelor's degree in a related field. This position will be required to perform high-level technical support and complex financial analysis related to accounting. It would be especially valuable if the candidate is familiar with governmental accounting and related Governmental Accounting Standards Boards (GASB) pronouncements. Candidates should have strong attention to detail, solid written and verbal communications, and must be deadline-oriented. Responsibilities

• Manage professional, technical, clerical, and other lower level staff to include, prioritizing and assigning work; conduct performance evaluations; provide training; and making hiring, termination, and disciplinary recommendations. Evaluates training needs and workload balance for staff and prepares plan for implementation.
• Prepare and monitor the department or division budget; prepare revenue estimates and forecast; prepare and monitor operating and capital budgets, grants, contracts and other financial transactions;
• Analyze organization structures, functions, procedures, and practices; provide analyses and recommendations of various kinds and levels of services provided by City government and other budgeted resources; recommend process improvements.
• Review and analyze policies and procedures to determine efficiency and effectiveness, both financially and operationally;
• Conduct statistical analyses and apply information technology applications, spreadsheets and databases, to analyze and evaluate data;
• Propose reasonable conclusions, effective solutions and potential options;
• Write complete, concise reports designed to effect improvements and/or implement solutions;
• Present report contents and provides constructive feedback to departments, organizations, functions impacted by the report;
• Assist in the development and implementation of new and/or revised programs, systems, policies, and procedures
• Create and manage project timelines; work with staff, other departments, and/or vendors/outside consultants to meet deadlines and achieve project goals; Manage department or City-wide programs and projects with general direction;
• Investigate, research and respond to assigned complaints, issues or concerns raised by the public or employees, and propose responses and/or resolutions for review and acceptance by City Manager or senior management;
• Perform monitoring, review and analysis of procedures, plans, contracts, processes, guidelines, and instructions to ensure compliance with departmental policies and Federal, State, and City regulations;
• Analyze and report on the effects of recent legislation and case law on assigned areas of responsibility;
• Effectively explain and clarify departmental and City policies, procedures, and programs to City staff, elected officials, other agencies, businesses, and the general public as required; Serve as staff liaison, as assigned, to City Commissions and/or committees;
• Represent the City and the department in interdepartmental, interagency, community, and/or professional organization projects, meetings, and events;
• Maintain, as directed, relations with governmental jurisdictions, organizations, associations and other external groups, making personal appearances as necessary;

As a member of the City's Unclassified Service, this is an "at-will" position and the incumbent serves at the discretion of the City Manager.

Minimum Qualifications:

Education and Experience

• Graduation from an accredited college or university with a bachelor's degree in Public Administration, Business Administration or closely related field; and
• Three years of responsible professional journey-level experience in public administration which may include systems and procedures, budget, fiscal program and project coordination, or human resources programs.

Desirable Qualifications

A Master's degree in Public or Business Administration or closely related field is desirable.

Certifications/Licenses 
 Possession of an appropriate, valid California Class C driver's license is required at time of appointment and for duration of employment.

About the Division

Engineering Services Division is comprised of four sections: Construction Management Services, Structural Engineering and Code Inspection, Material Testing Laboratory, and Survey. This division provides technical support services for Capital Improvement Projects, development/utility permit projects, inspection oversight, Underground Service Alert (USA)services, land surveying, monument preservation services, field and laboratory testing, pavement design and evaluations, and building code inspection services.

The Land Survey Section provides land surveying services to Capital Improvement Projects and development permit projects; Maintains the City of San Jose's system of benchmarks; Provides monument preservation services for those monuments impacted by City improvement projects; and Technical map review services for subdivision maps within the City of San Jose.

Position Duties

Salary range for the classification of Chief of Surveys is:

$133,682.64 - $162,860.88 Annually. This range includes an approximate five percent (5%) ongoing non-pensionable pay. Actual salary shall be determined by the final candidates’ qualifications and experience.

The Department of Public Works is recruiting for (1) Full-Time Chief of Surveys position to provide the following typical duties and responsibilities which may include but are not limited to:

• Supervises an office technical staff in the preparation of drawings, corner records, record of surveys, reviewing improvement plans and specifications, parcel maps and tract maps.

• Provides direction and supervises several field survey crews to locate property lines, gather data for topographic surveys and stake construction projects.

• Reviews, schedules, and assigns crews to survey projects; recommends methods and procedures to efficiently complete assigned projects.

• prepares time and cost estimates for requested survey work. 

• Reviews preliminary construction drawings to determine nature and extent of required survey work; participates in pre-construction, project scheduling, and other meetings concerning survey matters.

• Reviews, approves, or examines land surveying documents (maps, plats, reports, descriptions, etc.) under supervision of the Land Surveyor.

• Manages surveying staff including supervision, hiring, training and performance evaluations.

• Plans, coordinates, and schedules all office surveying activities.

• Sets and maintains standard practices for office surveying activities and quality control.

• Consults with public and private engineers, inspectors, and contractors relative to requested work and coordinates any necessary activities.

• Communicates with clients and the public and resolves issues that arise during field surveys.

• Performs map and document research for field and office survey projects.

• Interprets construction documents for construction surveys.

Education: High School Diploma or equivalent (General Educational Development [GED] Test or California Proficiency Certificate)

Experience: Eight (8) years of increasingly responsible sub-professional engineering/surveying work, including three (3) years at a level of a Survey Party Chief, Senior Engineering Technician, Senior Construction Inspector, or equivalent.

Acceptable Substitutions

Up to four (4) years (equivalent to 120 semester units or 180 quarter units) of undergraduate course work in college engineering, surveying, geography, and/or mathematics, or related fields, from an accredited college or university, may be substituted for subprofessional engineering/surveying experience on a year-for-year basis.

Certifications

Possession of a Land Surveyor-in-Training certificate and possession of a valid driver's license authorizing the operation of a motor vehicle in the State of California. - Land Surveyor's license is highly desirable.

ABOUT THE DEPARTMENT

The Library and Recreation Department is comprised of two divisions, Library and Recreation & Childcare, that are dedicated to enhancing the quality of life of San Rafael residents. The Department’s mission is to enrich the community through discovery, learning, and play, and strives to maximize the delivery of strategically aligned programs and services to provide the highest value for the community.

The current vacancy is at our San Rafael Community Center and Albert Field, which is located in downtown San Rafael and hosts a wide variety of events, programs, and activities.  The community center is a multi-use facility to accommodate groups of all ages, from tiny tots to older adults.  Individuals, groups, or organizations are welcome to rent any part of the facility for meetings, weddings, seminars, banquets, fundraisers or any other events.  The center includes an auditorium/theatre, kitchen, lobby, lounge, and four multi-purpose meeting and activity rooms - three of which can be combined to create a single larger room.  

THE POSITION

The Custodian position will primarily support the Recreation & Childcare Division.  The Division includes three community centers, five children's centers, one cultural center, an aquatics center, two community gardens, three ball fields, a multi-use  turf field, three community parks, 11 neighborhood parks, six pocket parks, and five special use parks.  The Recreation Division is responsible for developing innovative, diverse, and community-centered programs and services at the City's park and recreation facilities.

The Software Services Manager will lead Valley Water’s Software Services Unit, which is responsible for all enterprise applications including, but not limited to: ESRI ArcGIS, IBM Maximo Asset Management, Web Design and Publishing, Intranet, Oracle and SQL Databases, Application Development, and Infor ERP.

• Manages and participates in the development, design, implementation, and modification of Valley Water-wide and division/unit-specific business applications and platforms, including applications development and support, database administration, systems administration, and internal and external websites; directs the review, analysis, and modification of existing systems and applications; coordinates the design, development, upgrading, implementation, and testing of new systems and applications.
• Prepares and develops project specifications; evaluates third-party software applications; ensures new and revised software applications adapt with existing computer systems. Coordinates with the Technology Innovation, Program Management, and Infrastructure unit to execute Valley Water technology goals.
• Leads and guides project teams in selecting and executing applications support projects, including developing strategies to complete work and ensuring compliance with acceptable information services standards and Valley Water procedures. Responsible for governance and prioritization of the software services application portfolio with a drive to reduce costs and to provide Valley Water employees with the best applications available on the market.

The Position: 

This is a professional position in the classified service assigned to the City of Santa Clara’s Electric Utility Department, Silicon Valley Power (SVP). This position works directly for SVP’s Systems Support Group (SSG) which is the technology backbone of SVP.  SSG is a growing division, we directly support a large range of technology projects and modernization efforts within SVP, including activities in support of the unprecedented load growth of the Utility. 

We are seeking a highly skilled and experienced Network Administrator to design, implement, and support both enterprise and utility-specific network infrastructure, with a strong emphasis on Cisco technologies. The incumbent plays a critical role in ensuring the availability, performance, and security of the organization’s overall network environment, including SVP’s utility communication and control systems.

In this role, the Network Administrator is responsible for administering and monitoring network services, managing a variety of advanced network and security products—including Cisco firewalls and intrusion prevention systems- and maintaining compliance with Federal Energy Regulatory Commission (FERC) requirements as well as applicable state and local mandates. This position involves supporting and maintaining complex infrastructure components such as enterprise-grade Cisco firewalls, routers, switches, wireless controllers, such as HP Aruba switches, and RSA Authentication Manager, while also managing secure VPN access and routing protocols and future state zero trust network access initiatives.

The incumbent will oversee DNS infrastructure, support VoIP systems to ensure call quality and reliability, and proactively monitor network performance to detect and resolve issues related to

connectivity, latency, or system failures. The role also requires accurate documentation of network configurations and changes, collaboration with internal teams on infrastructure projects and upgrades, and participation in organizational capacity planning.

In addition, this position supports business continuity by ensuring high availability and disaster recovery capabilities across all network components, investigates and reports on security incidents in accordance with departmental policy or direction from senior management, and provides technical leadership and mentorship to others.

• Five (5) years of network operations and administration experience in Utility Operations and/or Electric Scheduling or the equivalent, including experience in utility cyber security and facility security.
• Three (3) years of the required experience must have been in a lead position; and
• Three (3) years of the required experience must include operations and maintenance level experience with Synchronous Optical Networking (SONET) equipment installed in utility applications.  

Acceptable Substitution: 

Additional qualifying experience may be substituted on a year for year basis for the required education, up to a maximum of four (4) years.

License/Certifications: 

Possession of a valid California Class C driver’s license is required at time of appointment and for the duration of employment.

Desirable Qualifications: 

• A bachelor’s degree in either Computer Science or Engineering is highly desirable;
• Training in electric utility substation safety standards is highly desirable;
• Specific experience with the General Electric JungleMUX product is highly desirable;
• Experience with any of the following systems is highly desirable:

1. Network Intrusion Detection Systems (NIDS);
2. Virtual machine VMWare environments;
3. Configuration and administration of networks, firewalls, routers, switches ACL policies;
4. Cisco Access Control Systems (ACS) 2-factor authentication; and

The Department:
