The Position
Paralegals perform a wide range of complex legal support work, such as conducting legal research, preparing legal memoranda, motions and other documents, responding to discovery requests, corresponding with attorneys, and assisting attorneys in all aspects of case preparation. Incumbents may receive general direction regarding the scope and approach to projects or assignments, but procedures and techniques are discretionary, and incumbents are expected to possess the initiative to operate with a significant degree of independence.
  
The ideal candidate for this position will be able to handle several projects and assignments simultaneously, have experience with complex legal support work, strong oral and written communication skills, well developed computer skills, as well as proficiency with the full range of Microsoft products (including Word, Excel, PowerPoint and Outlook) in addition to legal case management software. The ideal candidate will work collaboratively with office management, attorneys, support staff, and other County departments, and will be able to accept assignments outside of their prior work experience. The abilities to independently conduct legal research, use initiative, exercise sound judgment, set priorities and meet critical deadlines are also strongly desired. In addition, the ideal candidate will have experience in processes and procedures related to the field of criminal law.

Examples Of Duties

Duties may include, but are not limited to, the following: 

• Perform legal research under the direction of an attorney; gather information regarding statutes, rules, regulations, court decisions, local resolutions and ordinances, and similar materials related to assigned responsibilities.
• Draft and prepare responses to motions, including points and authorities, discovery requests and other legal actions.
• Format and edit briefs written by attorneys.        
• Prepare and send subpoenas and subpoenas duces tecum to witnesses, agencies, medical professionals, and businesses.
• Organize, index, and summarize research results and assist in preparation for litigation.
• Prepare, file, and serve a variety of legal documents such as motions, petitions, and orders, while utilizing a computerized case management system.
• Work with law enforcement and other government agencies in obtaining reports and records.
• Prepare and organize digital files, exhibits and other documents for court hearings and trials.
• Prepare a variety of correspondence and written materials.
• May direct the work of others on a project basis; train others in work procedures as needed.
• Compile and review confidential and sensitive materials/records.
• Review reports, transcripts, criminal history documents and prepare summaries.
• Review audio and video evidence and prepare summaries.
• Use LexisNexis, Evidence.com and other legal software platforms, and have familiarity with E-Filing (superior court and appellate levels).
• Perform related duties as assigned.

QUALIFICATIONS

Education and Experience:
Any combination of education and experience that would likely provide the required knowledge, skills and abilities is qualifying. A typical way to qualify is:

• Completion of coursework leading to paralegal certification or completion of the first year of law school, or two years of increasingly responsible legal office experience including legal research and policies and procedures related to the specified field of law.

Knowledge of:

• Legal research techniques and standard legal reference materials.
• Processes and procedures related to criminal law.
• Legal office terminology, processes, procedures, and the format for legal documents.
• Record keeping, report preparation and filing methods.

The Department consists of two divisions: Housing and Community Development (HCD) and the Housing Authority of the County of San Mateo.

HCD is recruiting for a Housing and Community Development Specialist II/III position. Reporting to the HCD Deputy Director of Real Estate Development and Asset Management, the Housing and Community Development Specialist II/III positions will engage in a variety of functions aimed at increasing the supply of affordable housing throughout San Mateo County and forging partnerships to address critical housing needs. The ideal candidate for this position has broad experience with real estate lending asset management, as well as specific experience managing affordable housing loans and assets in a public sector housing department, community development lending department at a financial institution, or asset management department for an affordable housing owner or developer. The ideal candidate will have experience responding to typical asset management requests from borrowers, other lenders, and government agencies. The ideal candidate will be able to develop and manage systems for documenting loan and sponsor health, including risk rating systems. The ideal candidate has experience reviewing typical affordable housing financial statements for the purpose of determining property performance and calculation of net cash flow and residual receipts.

The Asset Management Team’s HCD Specialist's programmatic support duties may include, but are not limited to:

• Financial reviews of operating budget, capital improvement plans, and audited financial statements.
• Reviewing, calculating, and auditing cash flow analysis for portfolio assets.
• Preparing or providing oversight of loan interest calculations, loan balance audit confirmations, loan payoffs, and database maintenance.

• Assist with all phases of development, including initial financial feasibility analysis, proformas, overseeing design development, securing all necessary financing, procuring and contracting with all third-party consultants, and overseeing construction efforts and timeline for the development of affordable and workforce housing on County-owned land.
• Efficiently manage tasks necessary to obtain entitlements, including neighborhood design meetings, submission of entitlement applications, attendance at public hearings, and ongoing coordination of the project design team.
• Assist with accessing financing for affordable housing, such as Low-Income Housing Tax Credits, Home Investment Partnership Program (HOME), Community Development Block Grant (CDBG), and other local, state, and federal financial sources.
• Perform site inspections and due diligence, evaluating and highlighting opportunities and risks.
• Organize, negotiate, coordinate, document, and facilitate project partnerships and land escrow closings.

These positions are grant-funded, seasonal positions assigned to a 40-hour work week. These positions are returning to the fire district in 2025, and we’ll be hiring three people to operate the chipping crew.  This position is expected to be active from approximately May through November.  The actual start and end dates will be dependent on weather and snow conditions and may be extended beyond 6 months, but no more than 9 months from the employment start date.  The eligibility list established from this recruitment will be used to fill current and future vacancies.  

The Chipping Crew Members work under the direct supervision of the Division Chief of Fire and Life Safety or their designee.  

The primary purpose of this crew is to operate a residential chipping program for the local community. This includes responding to chipping requests, traveling to those addresses with a truck and chipper, chipping the material, ensuring a clean site upon leaving, potentially hauling and dumping the material at a temporary holding site, assisting with loading, and ensuring activities are adequately tracked. The applicant must be comfortable working in outdoor environments under varying weather conditions and lifting objects frequently up to 25 pounds and occasionally up to 50 pounds.  Chipping crew members will also assist with community workdays utilizing the truck and chipper or assisting with cutting and hauling combustible materials and filling green waste dumpsters.

Under the direct supervision, performs a variety of difficult and complex professional officer and field engineering work; prepares plans, designs, and specifications for a variety of the Department of Public Works projects; reviews work prepared by outside consultants; prepares engineering reports; and performs related duties as assigned.

The Manager, Track & Structures reports to the Deputy Director of Infrastructure Engineering and is responsible for overseeing railroad track and structures engineering support for the Peninsula Corridor Joint Powers Board (Caltrain)

Essential Functions & Duties:

• Acts as agency lead on matters related to track and structures.
• Oversee the track and structures engineering tasks for design/construction of Caltrain Capital and SOGR projects and provide technical support for planning on grade separation projects.
• Ensure the capital and maintenance projects comply with the contract agreement and implement the approved design for compliance with JPB standards and specifications. 
• Lead the advanced technical reviews of projects to assess constructability, examine design details, perform quantity audit, and recommend construction sequencing.
• Establish effective relationships and liaise with Caltrain operation contractors, consultants, internal departments, and other agencies (CPUC, FRA, UPRR, etc.) on railroad track and structures related to influence design and project development.
• Supervise staff.  Hire, mentor and take appropriate corrective and/or disciplinary action.  Ensure EEO policies and procedures are followed. Participate in selection of staff. Coordinate staff training and professional development. Establish performance objectives. Monitor and evaluate employee performance.

• Plan, develop and implement the group’s work plan, budget, goals, and objectives to be consistent with the Engineering Department’s goals.

The Bilingual Spanish Psychiatric Social Worker / Marriage and Family Therapists will provide specialized psychiatric assessment, brief treatment, and clinical case management services for adult clients with Severe Mental Illness. Principal duties will include mental health and substance use assessment and treatment; engaging clients to services; consultation with providers; and linkage/referrals to other community providers. The main role of this position will be working within a dynamic multi-disciplinary team to provide specialized psychiatric casework and care coordination, provide individual and group psychotherapy, case management, and refer clients to Private Provider Network and/or community agencies for additional services.

The primary duties will include care coordination for a clinical case load, mental health assessments; treatment planning, case management; crisis management; individual psychotherapy; and collaborating with multidisciplinary team which includes psychiatrist, registered nurses, PSW SW and LMFT, and Case managers. Clinician will also perform “Officer of the Day” duties.

Position Summary

Under general supervision of the Director of Planning and Principal Planners, manages projects and performs work tasks to support the department’s work program, which includes service and operations planning, short- and long-range planning, facilities planning, and compliance reporting for all three of the District’s operating divisions.

This position advances the District’s business interests by analyzing complex operating conditions and recommending detailed changes, producing reports and planning studies, researching and interpreting relevant regulations, and meeting with internal staff and external stakeholders on a wide variety of topics. Work may require the use of specialized software, such as GIS and Hastus, and travel to District facilities and off-site meeting locations. May supervise and assign work to Associate Planner(s) and Planner(s) as directed.

Essential Responsibilities

• Research, compile, analyze, and interpret complex technical, demographic, economic, financial, and other statistical data for the development of transit plans and projects, such as the District's transit service plan, transit capital improvement program, and proposed bridge toll or transit fare changes.
• Monitor, forecast, and evaluate transit service performance and patterns of bridge traffic, parking, and transit service patronage and recommend changes where necessary.
• Prepare or supervise preparation of routine evaluations of the efficiency and effectiveness of bus and ferry routes, schedules, major transit facilities, and bus stops. Recommend specific improvements based on these evaluations.
• Prepare or oversee preparation of major compliance documents, including the Short-Range Transit Plan (SRTP), National Transit Database (NTD), Title VI, and other federal and state reports, including the organization of internal stakeholder meetings to provide input on these reports.
• Prepare official recommendations and informational reports for consideration by the public, the District’s Board of Directors, and technical staff of the District or other agencies and groups.
• Prepare or assist with verbal presentations to staff groups, public groups, and the boards of local municipalities and advise District personnel on matters related to interactions with these groups.
• Support and coordinate staff responsibilities regarding other internal and external coordination meetings as directed. May participate in public meetings and hearings.
• Act, when directed, as liaison between the District and other agencies on planning matters by reviewing outside reports, attending meetings, drafting correspondence, and providing technical information to public agencies and other transit groups.
• Develop and coordinate changes to the District’s routes and fares in the Clipper and Genfare systems.
• Provide staff support to the District’s public advisory committees, including attendance at off-site meetings and/or meetings that occur outside normal business hours.
• Formulate short- and long-range plans or recommendations on transit services; coordinate service planning, detour, and bus stop issues with local jurisdictions when needed.
• Study and research physical characteristics of areas served by Golden Gate Transit; assess conditions of roads and related features; determine the physical and operational feasibility of transit routes and bus stops.
• Assess feasibility of transit service changes and develop plans for implementation. May use Hastus scheduling software as appropriate.
• Analyze possible environmental impacts that could result from proposed service, operations, or pricing changes to the District’s transit or bridge operations.
• Obtain encroachment or other permits as necessary to address the District’s business needs.
• Perform bridge traffic or transit demand projections and studies based on available travel data, community surveys, U.S. census data, and development reports from cities served by the District.
• Conduct geographical and demographic analyses of existing and potential District customers using socioeconomic data from passenger or other market research surveys. May use geographic information system (GIS) software as appropriate.
• Develop, coordinate, and conduct bus and ferry passenger surveys; analyze data from those surveys and prepare related reports.
• Review environmental impact reports and statements and project plans within the Golden Gate Transit service area and assess potential impacts to the District’s operations.
• Support environmental reviews related to the District’s transit projects.
• Research and interpret applicable local, state, and federal laws and regulations relating to transportation, planning, or environmental permit activities.
• May supervise and assign work to Associate Planner(s) and Planner(s) as directed.
• Perform other related duties as required or assigned.
• Know and follow health and safety rules and safe working practices applicable to the position.
• Regular and reliable attendance and performance are required.
