The Santa Clara County Housing Authority (SCCHA) is seeking an Asset Management Coordinator to support the agency's affordable housing initiatives and asset management goals. The Coordinator handles a mix of technical and administrative tasks, including responding to inquiries, researching and compiling information, and managing specialized reporting projects. Additionally, the role involves tracking and reconciling financial, operational, and statistical records. The Coordinator also provides confidential support to management, staff, and various boards. This position assists with onboarding new hires and manages office arrangements for team members. It's a dynamic position requiring a mix of organizational skills and attention to detail.

This position requires knowledge of asset management, property maintenance, construction project management, capital planning and systems management, budget preparation, and financial modeling to analyze portfolio performance. 

What Our Team Is Looking For: 

Any equivalent combination of education and/or experience likely to provide the required core competencies may be considered. A typical combination that is qualifying may include: 

A bachelor’s degree from an accredited four-year college or university with major coursework in community development, business, economics, urban planning, civil engineering, architecture, or a related field; and

A minimum of two (2) years of progressively responsible experience performing asset management, real estate development, property management, and/or construction management functions.

Certification as a California Notary public is desirable.

Certifications in Section 8 and LIHTC compliance, Fair Housing and Excel experience is desirable.

Program Overview:

The Child Welfare Mental Health (CWMH) team serves children ages 6-17 years old and their families who have a voluntary or court-ordered open case with Children and Family Services (CFS). For all CFS referred youth, we administer the CANS, among other assessment tools. We interview the children, caregivers, and any relevant parties as part of this assessment process. Based on these assessments, we provide various therapeutic services (e.g., individual therapy, family therapy, dyadic therapy, psychiatric evaluations, etc.). We work in conjunction with pediatric nurses, doctors, and psychiatrists. When appropriate or upon CFS case closure, CWMH therapist transfers mental health services to other BHRS programs or to our network of community-based agencies/providers.

Position Description:

We are hiring a Bilingual Spanish-speaking clinician to provide assessments, brief crisis/stabilization, therapy, case management services, and treatment summaries to the court for children aged 6-17 years old. The ideal candidate will provide trauma-informed child abuse treatment and work closely with the foster care system.

Our clinicians carry an outpatient caseload and services are community-based. We can conduct therapy at our BHRS therapy offices, but mostly conduct therapy off-site (e.g., at the child’s school, homes, etc) based on what is convenient for the child/family. So, having a car to travel within San Mateo County is necessary to the work. It is important to note that for work-related travel, the candidate can choose to use county cars or if they decide to drive their vehicle, they can also get mileage reimbursement.

We serve residents of San Mateo County who are often of racial/ethnic minorities and low-income status. Our team consists of master’s level clinicians (licensed and unlicensed). Therapists have weekly individual supervision and a weekly clinical staff meeting where cases are discussed. There are ongoing training opportunities to learn skills in a wide variety of modalities (e.g., Motivational Interviewing, Trauma-Focused CBT, DBT, NMT, etc.). The work that this team does is critical for the health and well-being of many children and youth in San Mateo County. Although the work often comes with the challenges connected to trauma, it also provides a rich and rewarding experience.

Position Summary

This position demands a wide range of technical skills. Under the direction of the Communications Electronics Supervisor, this position provides technical support for the communications, access control, video and electronics control system in place throughout the District. The Communications Electronics Technician installs, maintains, test and repairs electronics communications system located at various District facilities from San Francisco to Santa Rosa. These include, but is not limited to, P25 trunked radio system, microwave equipment, video cameras and management system, access control system, programmable logic controllers, fiber optics and network communications equipment. The position is also involved in the installation and maintenance of communication and fiber optic cabling systems. 

Essential Responsibilities

• Installs and maintains the following: P25 trunked radio system, access control system, video management system, programmable logic controllers and associated controls, microwave equipment, public address systems, telephone lines and fiber optic cables
• Installs, tests, and maintains electronic and two-way radio equipment in Buses, Ferries, District vehicles and facilities, and radio sites
• Setups and services access control system, including card readers, electromechanical locks, gate controllers and associated software
• Installs and maintains video surveillance system, including cameras, servers and management software
• Installs and maintains different computer aided equipment such as radio dispatch consoles, access control monitoring, video management system, & distributed control system for PLC
• Tests, troubleshoots and repairs fiber optic using OTDR and splice equipment
• Installs, configures and maintains servers, database and network equipment such as routers and switches
• Performs regular, preventive maintenance and documents system and equipment repairs, modifications and changes
• Assists in the design, fabrication and modification of electronics communications equipment
• Updates and corrects manufacturers' documentation to increase maintenance and repair efficiency
• Knows and follows the safety and health rules and safe working practices applicable job
• Establishes and maintains effective working relationships with District employees, customers, vendors and all others contacted during the course of work using principles of excellent customer service.

Minimum Qualifications

Education and/or Experience: 

• Associate’s degree in Electronics, Communications Technology or completion of electronics, communications technology certification program 
• Minimum of four years of experience as Communications Electronic Technician working with P25 radio system, access control, video surveillance, PLCs and similar technologies 
• FCC General Radio Operator License (GROL) license preferred

Required License: 

Must possess and maintain a current and satisfactory driving record. No reckless driving and DUI within the last 7 years. No more than 2 moving violations within the last 3 years. Operates District vehicles on a regular basis.

Physical Requirements:

Must be available for emergency repair call backs. Must be able to work outside in inclement weather. Able to lift up to 50 lbs. Able to climb towers, bridge main cables, radio antenna towers and structural steel. Must be able to bend and crawl in small areas to install security equipment requiring bending and reaching. Put arms, hands, and fingers into narrow openings. Exposure to exhaust fumes, noise, and sharp edges. May encounter reptiles, spiders and venomous species at remote radio sites.

This position may have a potential for or actual exposure to lead. Pursuant to OSHA regulations, District employees are not exposed to lead at concentrations greater than 10 micrograms per cubic meter (µg/m3) of air averaged over an 8-hour period.

Hours of Operation:

Monday - Friday, subject to 24-hour call back and monthly rotational on-calls. Must go to all District locations, including Bridge Towers, Bus Depot, Ferry Piers, remote mountain tops, etc.

For the SVP Fiber Division, this position will be assigned engineering work associated with SVP’s fiber network. This individual will assist with engineering design, engineering pole loading analysis software, site surveys, material selection and estimates.   

For SVP Operations Division, this position will be assigned engineering work associated with communication and electrical power engineering. This individual will assist with the programming of industrial multiplexer networks. The individual should have a strong interest in industrial high-speed data networking.

Acceptable Substitution:

• A Master's Degree in Electrical Engineering from an accredited college or university may be substituted for one (1) year of experience

• An Engineer-in-Training Certification with ten (10) years of experience in electric utility engineering work can be substituted for the degree in engineering and the required experience indicated above

License/Certifications:

GENERAL INFO

Under general supervision, the Recreation Leader I/II provides essential support to recreation programs and services by performing custodial tasks, event setup and teardown, program support, and minor maintenance duties at various facilities, including parks and community centers. · Strength is needed to lift and carry recreation equipment weighing up to 50 pounds for extended periods of time; and flexibility to lift, carry, push, pull, or move objects

· Responsibilities include keeping score for youth, recreation, and middle school sporting events using various digital and analog forms of tracking methods

· Track score of youth sporting events via scoreboard technology or statistics booklet

· Organize, track and set-up specific sports equipment (i.e. volleyball poles and nets, basketball hoops and benches)

· Receives general supervision from the Youth and Adult Sports Coordinator

What You’ll Do

The Public Works Supervisor will organize and supervise work crews engaged in the maintenance and repair of streets, traffic markings, signs, signals, street lights, drains, storm pump, stormwater conveyance systems and sanitary pumps, lagoons, dams, creeks and ditches; to provide technical staff assistance, including safety compliance and implementation. Duties may include, but are not limited to, the following:

• Recommend and assist in the implementation of program goals and objectives; standard operating procedures; establish schedules and methods for street, traffic and stormwater conveyance systems maintenance and repair; safety compliance and implementation; implement policies and procedures.
• Organize and supervise crews of skilled and semi-skilled personnel in the repair and maintenance of streets and stormwater conveyance systems, including street resurfacing, streetlights, traffic signals and street markings and signs, repairing and patching; street cleaning; sidewalk, curb and gutter removal and replacement; sewer cleaning and repair; weed control and storm drain cleaning maintenance.
• Maintain and interpret time, material and equipment use records; determine and implement adjustments to optimize the effectiveness of the maintenance system.
• Investigate complaints and recommend corrective actions as necessary to resolve complaints.
• Fully utilize the computerized work systems in accordance with workflow processes.
• Participate in selecting, training, motivating, counseling and evaluating staff; participate in monitoring employee performance objectives; prepare employee performance reviews; provide or coordinate staff training; work with employees to correct deficiencies; implement discipline procedures.
• Coordinate safety training and support Department safety programs including preparation and updating of City safety practices, standard operating procedures and training materials. May be asked to conduct specific safety trainings depending on training and experience. These activities may be required in both the Engineering & General Services and Environmental Services Divisions as requested by the Director.
• Inspect the work of crews while in progress; provide advice and assistance to subordinate supervisors and lead workers.
• Assist in preparing cost estimates for street, sewer, traffic and drainage system maintenance and repair activities; make plans and sketches for minor street maintenance and repair projects.
• Assist in coordinating street, sewer, traffic and drainage system maintenance activities with other City departments, divisions, and sections and with outside agencies.
• Participate in budget preparation and administration; prepare cost estimates for budget recommendations; submit justifications for needed equipment and materials; monitor and control expenditures.
• Monitor streets, traffic signs and signals, street lights, sidewalks, curbs, gutters, and drainage facilities for needed maintenance and repairs.
• Issue purchase orders to contractors and vendors; requisition materials and supplies

The Public Works Supervisor receives direction from the Public Works Field Maintenance Manager or other Public Works senior management personnel and exercises direct supervision over crew lead workers, crews, and other staff per program assignment.
