THE DEPARTMENT:
The Youth and Family Services Bureau (YFSB) is a unique part of the Hayward Police Department where police officers and professional counselors work side by side offering a variety of services to the residents of Hayward. For more than 40 years, YFSB has focused on helping families succeed at home, school and in the community. THE POSITION:

The City of Hayward is excited to announce its recruitment for the position of Family Counselor in a limited term and permanent full-time vacancy.  Under general direction, the Family Counselor provides crisis intervention, counseling, and referral services to youth, families, and individuals and performs other related duties as required, such as school based, case management, and gang prevention/intervention services. 

The current vacancies are for a limited term position as well as a permanent full-time opportunity.  Future vacancies can also be filled by the resulting eligible list. Candidates will be afforded the opportunity to indicate their preferred position term during the application process of this recruitment. 

The limited term position is dependent on ongoing funding for the program.  Funding has already been secured through FY2025 (June 30, 2025) and there is potential for the position to become permanent in FY2026. 

 
You are: 
The ideal candidate has experience providing short-term family counseling and case management services to youth and their families who are involved in the juvenile justice system or at elevated risk for involvement.  They are skilled at completing safety assessments and intervening with people experiencing mental health crisis.  They have the ability to work well across disciplines, particularly with law enforcement and other emergency response teams and in schools.  They are knowledgeable about local community resources and skilled at forming relationships quickly.

What you will do:  

Duties may include but are not limited to the following:

Provides crisis intervention services to youth, families, individuals, and couples including but not limited to crises involving incorrigible youth, dependent children under the court's custody, domestic violence, first time offenders, and the hospitalization of individuals dangerous to self and others.
 
Provides counseling to youth, families, couples, individuals and groups.
 
Maintains crisis intake log, case files and service statistics.
 
Provides referral information to the public, and other agencies.

Participates in division, department, community and school meetings.

Provides support service, consultation and training to patrol officers on juvenile and mental health topics.
 
Provides case management services to youth and their families.
 
Provides school based services to students and their families, including consultation and training for school administrators and teachers, implementation of school climate initiatives, and coordination of site-based student support services.
 
Provides gang prevention and intervention services to at risk and gang involved youth and their families.
 
Maintains formal and informal liaison with mental health professionals and service providers including courts, schools, private therapists, hospitals, probation and other agencies.
 
Provides emergency psychological evaluation and recommendations.
 
Responds to critical incidents and other in-field emergency situations.
 
Performs related work as necessary.

JOB RELATED AND ESSENTIAL QUALIFICATIONS  

You have:  

Any combination of experience and education equivalent to that which would likely provide the required knowledge and abilities would be qualifying. A typical way to obtain the knowledge, skills and abilities would be:

Experience:    One (1) year providing counseling or psychotherapy to youth, families, groups and individuals.  Experience with probation involved or at-risk youth and experience with school based mental health services are highly desirable; experience working in school settings is highly desirable.
 
OR
 
One (1) academic year of graduate level internship experience. One (1) relevant clinical internship placement is desirable.

Education:  Equivalent to a Master's Degree from an accredited college or university in Counseling, Clinical Psychology, Clinical Social Work or a closely related field or a Doctorate in Clinical or Counseling Psychology. (Note: Applicants with a related Master's Degree in progress are also encouraged to apply. Selected candidate will need to provide proof of graduate degree completion by the start date of employment.)

License:  Possession of a valid License in Marriage and Family Therapy (L.M.F.T.), Licensed Clinical Social Work (L.C.S.W.), Licensed Professional Counselor (L.P.C), Licensed Clinical Psychologist or a closely related field is highly desirable.

Possession and maintenance of a valid Class C California Driver's License.

The Position

The City of Fremont’s Human Services Department is currently looking for temporary employees to work evening shifts, from 4:00 p.m. – 9:00 p.m. From December 1st through April 30th, 2024, the City of Fremont will operate the Winter Relief Program to provide a safe and welcoming  environment  for  individuals and families experiencing homelessness. Participants will  have  access  to  shelter  rooms  in  local hotels and an opportunity to access additional services. Shelter monitors  will  work  under  the direction of a Human Service Specialist II.

This position will require up to 20 hours of work per week.

Examples of Duties

• This position is responsible for maintaining the health and safety of homeless individuals and families who are living on the streets or in their cars and need emergency shelter from cold weather and rain.
• Welcome all new program participants and work compassionately with those who may have difficulty engaging with service providers.
• Effectively resolve conflicts among participants and de‐escalate potentially violent situations.
• Maintain a friendly, safe, and supportive environment by ensuring participant adherence to program rules, especially related to behaviors that may be unsafe.
• Respond appropriately to emergencies. As necessary, notify public safety personnel. Pick up meals and personal supplies and facilitate distribution to program participants. Maintain a collaborative working relationship with hotel staff.
• Maintain accurate records including a daily sign‐in sheet.
• Daily use of email to submit detailed reports regarding participant attendance, supply needs, on-site incidents including any 911 utilization and/or emergency responder activity, and information about clients who may need additional medical or behavioral follow-up.
• Monitor and document room condition to ensure rooms are maintained in a clean and orderly fashion.

BACKGROUND INVESTIGATION AND POLYGRAPH TEST
An intensive background investigation will be conducted on each final candidate in accordance with the Peace Officer Standards and Training Commission Peace Officer Background Investigations Guidelines. Candidates will also be required to successfully pass a polygraph test administered by a licensed polygrapher, a psychological exam given by a City-selected psychologist and a medical exam by a City physician (to include a stress test EKG and general physical examination). The results of the psychological exam are valid for one year. The Position: 

The City of Santa Clara is seeking to fill multiple Senior Civil Engineer positions to perform high-level civil engineering tasks to manage and support capital improvement projects. Projects can range across water, sewer, storm systems, public-right-of-way infrastructure, transportation infrastructure planning and implementation, parks and recreation facilities, and other city-owned infrastructure. Under direct supervision of the principal engineer or other manager, the Senior Civil Engineer will work independently as a hands-on contributor to the engineering team’s work and will be in charge of engineering, construction, maintenance, and related activities. The City of Santa Clara's Water and Sewer Utilities Department seeks an experienced Senior Civil Engineer with excellent project management skills; strong oral and written communication skills; and a proven track record of designing and delivering utility projects and administering consultant and construction contracts. The qualified candidate will have experience working in a team environment on major construction projects, including working collaboratively with contractors, technicians, utility operations staff, outside agency staff, and the public. Department of Public Works

The City of Santa Clara's Department of Public Works seeks a results-oriented and innovative engineer to serve out the Department's mission to provide the highest quality public works services to the residents and businesses of Santa Clara, the development community, and other stakeholders in a responsible and efficient manner. The Department has focus areas that include Engineering Services and Operations and Maintenance. Engineering Services is comprised of five divisions: Administration, Traffic, Design, Land and Property Development, and Field Services. DESIGN DIVISION

Under direct supervision of the Principal Engineer, the Senior Civil Engineer performs the following duties:

• Management and administration of projects from inception to award of construction contracts
• Preparation of budgets and cost monitoring related to CIP projects
• Procurement of consultant support services such as engineers and architects 
• Management of technical programs such as Pavement Management, Sanitary Sewer Master Planning.
• Coordination with internal & external stakeholders
• Supervision and training of engineering staff
• Preparation of City Council agenda reports and engineering reports

FIELD SERVICES DIVISION

The Field Services Division provides construction management, construction inspection, materials testing, and surveying for capital improvement projects such as pavement rehabilitation, traffic signals, storm and sanitary sewers, parks, building improvements and other public improvements.   The division also provides construction inspection and coordination for developer/utility/private construction of public improvements within the City’s right-of-way.

Under direct supervision of the Principal Engineer, the Senior Civil Engineer performs the following duties:

• Contract Administration
• Preparation of budgets and cost monitoring related to CIP projects
• Construction Management
• Labor Compliance Program Management
• Supervision and training of field construction activities and engineering staff
• Coordination of public works construction projects with residents and businesses

LAND & PROPERTY DEVELOPMENT DIVISION

The Land & Property Development Division is responsible for providing efficient and effective engineering services to support private development projects during the entitlement, design, and construction phases. The division works closely with customers, developers, utility companies and the community to ensure projects comply with local, state and federal standards. The division is also responsible for reviewing and approving encroachment permits, easements, street/easement abandonments, subdivision maps, processing encroachment agreements, collecting development-related fees, and collaborating with other Public Works divisions, as well as other City departments throughout all project phases. Additionally, the division provides customer counter services to the general public at the City’s permit center.

Under direct supervision of the Principal Engineer, the Senior Civil Engineer performs the following duties:

• Reviewing plans submitted by private engineers and other public agencies for compliance with City standards and the City’s Engineering Design Criteria
• Coordination of engineering activities with other City departments and other public agencies having interest in the proposed work
• Supervision and training of engineering staff
• Preparation of City Council agenda reports and engineering reports
• Review of subdivision maps, easement documents, and other title documents
• Calculation and collection of development fees
• Management of the City’s Encroachment Permit Program
• Preparation and coordination of engineering conditions of approval for proposed development
• Distribution and presentation of technical information to other City departments and to the general public

TRAFFIC DIVISION

The Traffic Engineering Division provides traffic engineering, traffic impact analysis reviews, bicycle and pedestrian improvement planning, grant administration, and traffic signal maintenance and operation services for the City. The division also investigates resident/business inquiries related to street parking, traffic calming, intersection control, and bicycling and pedestrian travel on public streets. Finally, the division coordinates with other agencies such as the Valley Transportation Authority, County of Santa Clara Roads and Airports, Caltrans, and the cities of San Jose, Cupertino, and Sunnyvale related to projects, programs, and grant opportunities. 

Under direct supervision of the Transportation Manager, the Senior Civil Engineer performs the following duties:

• Preparation and management of preliminary, final design, and contract documents (plans, specifications, and cost estimates)
• Implementation of transportation plans and programs (i.e. Bicycle Master Plan, Pedestrian Master Plan, Complete Streets Policy, and Vision Zero)
• Completion of studies and analyses of traffic engineering projects or problems, and prepares technical reports
• Coordination of transportation related engineering activities with other City departments and other public agencies
• Preparation of budgets and cost monitoring related to projects
• Operation and management of the City’s traffic signals, intelligent transportation systems, and other traffic control devices.
• Development and implementation of traffic signal timing parameters and coordination timing plans
• Supervision and training of engineering staff
• Review of plans submitted by private engineers and other public agencies for compliance with City standards related to public transportation facilities and infrastructure
• Preparation and administration of grant funding applications and reports
• Conducting field and office work
• Supporting the City’s Bicycle and Pedestrian Advisory Committee
• Working with the public and consultants on various projects and transportation related inquiries.

• A Bachelor's Degree in Civil Engineering from a college or university that is accredited by the Accreditation Board of Engineering and Technology (ABET)

LICENSES& CERTIFICATION

Silicon Valley Power

Silicon Valley Power, Asset Management Group has an excellent opportunity for the position of Senior Engineering Technician. Job responsibilities include, preparing scaled and dimensioned plans based on sketches prepared by engineering and/or estimating personnel, maintaining records of as-builts and updating existing SVP maps and records utilizing ESRI-based GIS applications, maintaining master map files, including such records of block maps, street light maps, fiber communication, electric utility single line and operating diagrams and other maps, performing computing and drafting operations in AutoCAD, involvement in checking drawings of electric utility facilities, and performing other duties as assigned. 

Water and Sewer Utilities

The Water and Sewer Utilities Department is looking for a Senior Engineering Technician who desires to become a Water and Sewer Utility professional and support a talented group of engineers, administrative staff and utility operators with the sole aim of delivering safe, reliable utility services and excellent customer service to the community of Santa Clara. The Senior Engineering Technician will prepare exhibits, update CAD files, access and update asset management software, update spreadsheets and project folders, perform site visits, perform field measurements, perform research tasks, support the water sampling program, support plan checks, prepare construction documents, perform field inspections, update block books and communicate with customers, contractors, consultants, engineers, inspectors, and operators. 

The ideal candidate should be proficient in AutoCAD, the Microsoft Office Suite, working with PDF formats, navigating folder directories, and communicating effectively with a diverse group of stakeholders. Any experience, skills or certification related to the water, recycled water, sewer or general civil engineering industry is desired.

Department of Public Works

The City of Santa Clara's Department of Public Works seeks a results-oriented and innovative individual to serve out the Department's mission to provide the highest quality public works services to the residents of Santa Clara, the development community, and our customers in a responsible and efficient manner. Currently, the Field Services Division of the Department of Public Works (DPW) is looking for individuals for the position of Senior Engineering Technician.  This position will provide support to the Field Services division through updates to the Geographic Information System (GIS) system, AutoCAD, and miscellaneous databases.  This position will coordinate internally with various DPW staff to maintain system records and support their needs to successfully complete their projects on time.

The ideal candidate should have experience using and editing AutoCAD software. The Senior Engineering Technician will assist the City Surveyor with topographic, monument, and benchmark surveys conducted in the field. Additionally, the technician will help restore missing or damaged monuments and benchmarks and perform administrative tasks such as filing permits, updating block books, conducting research, and carrying out field inspections and investigations. Employees in this role are expected to be fully trained in all procedures related to their assigned responsibilities. Work is performed under the general supervision of the Chief of Party, a Professional Engineer, or a Principal Engineering Technician, who assigns tasks and reviews work to ensure compliance with instructions and established engineering standards.

The Design Division manages capital improvement planning and programming related to pavement management, storm drain facilities, and sanitary sewer systems. Additionally, the division provides capital project delivery services for a variety of City projects including transportation, roadways, pedestrian and bicycle, storm drains, sanitary sewers, buildings, libraries, and parks to implement the City’s capital improvement program. The division also coordinates with the Federal Emergency Management Agency on the City’s Community Rating System (CRS) program to maintain the City’s Class 7 rating. 

The Field Services Division provides construction management, construction inspection, materials testing, and surveying for capital improvement projects such as pavement rehabilitation, traffic signals, storm and sanitary sewers, parks, building improvements and other public improvements.  The Field Services Division also provides construction inspection and coordination for developer/private construction of public improvements within the City’s right-of-way. 

The Land & Property Development Division is responsible for providing efficient and effective engineering services to support private development projects during the entitlement, design, and construction phases. The division works closely with customers, developers, utility companies and the community to ensure projects comply with local, state and federal standards. The division is also responsible for reviewing and approving encroachment permits, easements, street/easement abandonments, subdivision maps, processing encroachment agreements, collecting development-related fees, and collaborating with other Public Works divisions, as well as other City departments throughout all project phases. Additionally, the division provides customer counter services to the general public as the City’s permit center.

The Traffic Engineering Division provides traffic engineering, traffic impact analysis reviews, bicycle and pedestrian improvement planning, grant administration, and traffic signal maintenance and operation services for the City. The division also investigates resident/business inquiries related to street parking, traffic calming, intersection control, and bicycling and pedestrian travel on public streets. Finally, this division coordinates with other agencies such as the Valley Transportation Authority, County of Santa Clara Roads and Airports, Caltrans, and the cities of San Jose, Cupertino, and Sunnyvale related to projects, programs, and grant opportunities.

What You'll Do

The Position

The City of Hayward is seeking a Senior Civil Engineer - Water and Wastewater [Formal Title: Senior Utilities Engineer] with a water and/or wastewater background to supervise, direct, plan, and coordinate the activities of the Utilities Division. The Senior Civil Engineer - Water and Wastewater  is a mid-management level position that performs, oversees, and directs engineering activities including planning, conceptual design, final design, cost estimating, project bidding, services during construction and construction management for a variety of projects in wastewater treatment, water storage and distribution, sewer collection, and storm water management. The City of Berkeley invites you to apply for the position of Aquatics Specialist II in the Parks, Recreation and Waterfront Department! In this role, you will have the opportunity to provide instruction in swim and serve as a lifeguard at assigned swimming facilities. You'll teach swim skills to people of all ages and supervise the conduct of swimmers in order to maintain health and safety standards. 

MINIMUM QUALIFICATIONS

A typical way of gaining the knowledge, skills, and abilities for this position is: 
A minimum of two (2) summer seasons working as a lifeguard or swim instructor.

Must possess a valid Water Safety Instruction Card which requires an American Red Cross Lifeguard Training Certificate, and successful completion of first aid and Cardio-Pulmonary Resuscitation (CPR) training.

If acting as a Coach or teaching a specific water sports activity, in addition to the qualifications outlined above, must possess a valid USA Swimming Level 1 Certification or Specialized Aquatics Certificate.
