Under the direction of the Recreation Supervisor and Senior Lifeguard/Swim Instructor, Lifeguard/Swim Instructor performs a variety of duties to ensure the City of Dixon swimming pool is a safe and enjoyable aquatic facility. DISTINGUISHING CHARACTERISTICS

The Code Enforcement Officer I
The Code Enforcement Officer I is the entry level class in the code enforcement series that allows the incumbent to develop journey level knowledge and abilities. Initially, under immediate supervision, incumbents perform the more routine and less complex code enforcement assignments while learning City policies and procedures. As experience is gained, there is greater independence of action within established guidelines. This classification is alternatively staffed with Code Enforcement II and incumbents may advance to the higher level after gaining experience and demonstrating a level of proficiency that meets the qualifications of the higher-level class.

The Code Enforcement Officer II
The Code Enforcement Officer II is the journey level class in which incumbents are expected to independently perform the full scope of assigned duties. Incumbents are responsible for performing the full range of inspection and code enforcement responsibilities involving codes and regulations in a broad range of areas, including zoning, building, fire, health and safety. The work requires independence and discretion in working with the public and in conducting field inspections and involves a proactive implementation of applicable codes and regulations. This classification is distinguished from the Building Inspector class by the performance of duties primarily related to zoning and code violations.

The Code Enforcement Officer I
The Code Enforcement Officer I receives immediate supervision from the City Manager. Incumbents of this classification do not routinely exercise supervision.

The Code Enforcement Officer II
The Code Enforcement Officer II receives general supervision from the City Manager and may exercise technical and functional supervision over assigned staff.

 

ESSENTIAL FUNCTIONS     (Include but are not limited to the following)

• Performs residential, commercial, industrial and site inspections; determines existence and type of code violation; compiles, analyzes and evaluates findings of investigations and inspections; coordinates with property owners or their representatives and other regulatory agencies to take corrective action; performs follow-up inspections and investigation as required; ensures compliance with all applicable municipal codes and regulations; issues administrative citations for non-compliance.

• Photographs violations; gathers evidence and prepares cases for court proceedings; produces photographs and records of violations for evidence; represents the City in court regarding noncompliance if required.
• Responds to questions and concerns from the public, departmental staff and other agencies; provides information as appropriate and resolves service issues and complaints; cooperates with other agencies, neighborhood improvement groups and organizations interested in neighborhood beautification, improvement and clean up.
• May be assigned on a City-wide basis or in targeted areas of the City.

Seasonal employees are limited to working no more than 999 hours in a fiscal year.

Under direction, assists in the overall operations of a swimming pool facility, and its assigned temporary employees; assists in the planning, organizing, coordination, development, implementation, promotion, and evaluation of aquatic activities and programs for all ages.

The Assistant Pool Manager is the working lead class responsible for assisting with the daily operations of the pool and aquatics program. This class is distinguished from the next higher classification of Pool Manager in that the latter has overall responsibility for the pool operations, programs, and staff.

 

SUPERVISION RECEIVED/EXERCISED

Receives direction from the Pool Manager. Exercises indirect supervision over temporary and seasonal aquatics personnel; may exercise direct supervision in the Pool Manager’s absence.

• Promote and enforce water safety procedures; effect swimming rescues; render first aid and CPR as required; ensure the safety of pool users and enforce all user rules and policies of the department.
• Complete, review, and file accident and incident reports; assist with follow-up related to reports; purchase, check, and maintain first aid equipment; perform daily safety checks and inspections of the facility and all equipment.

• Assist in the planning, promoting and organizing of prescribed Red Cross programs and special events.

                                         TESTING PROCESS:

• Written Examination Upon passing the written exam, candidates will be contacted via email to complete a Personal History Questionnaire (PHQ).

• Oral Interview & Eligibility List Candidates who submit their PHQ in a timely and appropriate manner will be invited to an oral interview with Background Detectives. Successful candidates will be placed on an eligibility list based on interview ranking.

• Background Investigation Top candidates will undergo a comprehensive background investigation, which includes:

  • Medical evaluation

  • Psychological assessment

  • Polygraph examination

  • Drug and alcohol screening

• Physical Agility Testing Candidates must successfully complete the following physical agility components:

  • One Mile Run – 10 minutes

  • Solid Fence Climb – 13.5 seconds

  • Chain Link Fence Climb – 10 seconds

  • Body Drag (165 lbs.) – 14 seconds

  • 99‑Yard Obstacle Course – 25 seconds

• Final Interview Candidates who pass all prior stages will participate in the Chief’s Final Oral Interview.
