About the Position:  The incumbent will be part of a cohesive team of 15 in the Information Systems and Technology Department, which is part of the Administrative Services business line. The GIS Program is comprised of five fulltime staff, including this position, and an intern. The position serves as a technical leader within the department and advisor to field and office staff on data management, mapping tools, and web applications.

The ideal candidate has knowledge of and proven experience performing the most complex and varied technical tasks related to enterprise GIS operations, including:

• Installing, designing, configuring, maintaining, troubleshooting and upgrading GIS databases, applications, tools, and software across disparate platforms, servers, mobile devices, and related technologies.
• Designing relational databases and executing administrative procedures to manage database availability, security, schema, versioning, replication, and performance.
• Planning, developing, and deploying web mapping applications, dashboards, and other enterprise solutions that meet high standards and satisfy specialized user needs.
• Publishing and maintaining a large catalog of services, data stores and warehousing systems.
• Authoring Python scripts to support systems integration and automate data extraction, normalization and geoprocessing procedures.

Work Environment: This position is part of the Information Systems and Technology (IST) Department at Midpen’s office in Los Altos, California.  Midpen offers a hybrid office/telecommute work schedule for this position following successful onboarding. The Operations Contract Administrator reports to the Manager, Bus Contracts, and is responsible for the development and compliance of multiple third-party contracts of the San Mateo County Transit District.

Essential Functions & Duties

• Manage fixed route, paratransit, shuttles, microtransit, and other third-party contracts. 
• Answer inquiries regarding operation from both internal and external customers.
• Investigate, identify and correct operational problems. 
• Develop operational and technical provisions for each service agreement.
• Work with assigned department staff to monitor contract compliance such as monitoring field inspection activity and review reports or writ- ups.

• Work directly with private and public entities on route development, scheduling, and reporting on service quality.

• Represent the Bus Contracts Department at consumer advocacy forums, various committee meetings, city council meetings, and SamTrans Board of Directors meetings. Attend meetings with various agencies, both private and public, and city council in development of routes and schedules, coordinates schedule changes with SamTrans and SMCTA planning teams, third-party contractors, other transit providers.
• Collect, organize, and complete monthly, quarterly and annual reports.

Examples of Essential Duties:  

• Provide effective team leadership to department staff that incorporates the District’s core values. Provide on-going staff mentoring in application and practice of business ethics while fostering personal growth.
• Review and retrieve information in the Vector EHS Management, Business Intelligence and other District-related databases. 
• Conduct inspections of property and equipment at sites in and around District service area in a variety of weather and road conditions.
• Monitor bus maintenance and substance abuse programs of contractors through frequent random and regular inspections of equipment and records.
• Represent the District at community meetings and serves as SamTrans representative on the multi-agency consortiums.

• Responsible for intra-department training in: PeopleSoft, Microsoft Office, and Adobe Acrobat. Also responsible for general business systems training for department staff.
• Plan and operate special event transportation services for Bus Contracts.
• Perform all job duties and responsibilities in a safe manner to protect oneself, fellow employees, and the public from injury or harm. Promote safety awareness and follow safety procedures to reduce or eliminate accidents.
• Perform other duties as assigned.

 

Minimum Qualifications

Sufficient experience, training and/or education to demonstrate the knowledge and ability to successfully perform the essential functions of the position. In lieu of a degree, full time work-related experience that demonstrates the skills and experience necessary to perform this role will be accepted. Development of the required knowledge and abilities is typically obtained through but not limited to:

• Associates degree in transportation, business or related field.
• Four (4) years of management or supervisory experience in bus operations, or management or supervisory experience of consultants, contractors, vendors or contracted services. 
• Must be able to possess a Valid California driver's license.
• Capable of conducting inspections of property and equipment at sites in and around District service area (San Mateo County, Santa Clara County & San Francisco County) in all types of weather and road conditions.

Preferred Qualifications: 

• Bus transportation operations (ideally public transit) experience. 
• Proficiency in Microsoft Word and Excel.
• Excellent oral and written communication skills.
• Possess the ability to perform detailed work with a high degree of accuracy, thoroughness and independence.
• Able to represent the District in contract compliance issues.

About the Position

Under general direction, performs professional-level tasks related to municipal planning, zoning, housing, economic development and environmental analysis; researches and analyzes a variety of planning data; prepares various studies and recommendations; prepares and reviews environmental documents; reviews development and subdivision proposals, building plans, permits, and parcel maps; works with developers, architects, attorneys, and the public regarding City standards and policies; may serve as staff to various Commissions and/or committees; and does related work as required.

 

This classification is a journey level class in the professional planning series.  With the requisite experience, the incumbent can independently assume responsibility for more complex projects and specialized assignments. This position differs from the Assistant Planner position by increased responsibility for project management.

 

General direction is received from the Planning Manager overseeing the Advance Planning Division. Direct supervision and supervision through secondary managers may be provided with specific project assignments in the Community Development Department. The City of Menlo Park is seeking engineering professionals, with exceptional technical and project management skills, for Senior Civil Engineer positions in the Public Works Department (Department) Capital Improvement Program (CIP) Division. The Senior Engineer will lead capital improvement projects under the supervision of the City Engineer or Public Works Director. The CIP team delivers projects for City owned facilities including streets, buildings, storm and domestic water, and parks. The Senior Civil Engineer is responsible for executing CIP projects from planning through completion and managing assigned staff.

• A fleet of over 250 vehicles and pieces of equipment
• 97 miles of streets
• Drinking water delivery for 16,000 customers
• Flood protection and stormwater management programs particularly along the San Francisco Bay, San Francisquito Creek and Atherton Channel
• 14 parks, 2 open spaces, 14 playgrounds, 2 dog parks, 9 sports fields, and 14 tennis/pickleball courts
• Efforts to preserve and expand the urban canopy, including 20,000 public trees
• Multimodal transportation services including 42 traffic signals, safe routes to schools and citywide shuttle programs. 

The department has nearly a $40 million operating budget supported by over 25 different special/dedicated funding sources for the varied programs and services provided to the community. In addition, the City has an approximate $100 million capital improvement program, in part due to a successful track record in pursuing grants from a variety of local, state and federal sources. The Department

The Parks and Recreation Department is the third largest department in the City and is organized by program area, with each program administered by a supervisor, coordinator, or specialist. The Parks and Recreation Department is composed of a Director and 22 full-time management positions. The department is comprised of the Recreation, Community Services, Parks, Facilities and Common Greens divisions.

The Parks Division is in charge of planning and maintaining the city’s parks, playgrounds, sports fields, and other landscaping. There are approximately 25 parks and play lots, including Sign Hill Park, which has 60 acres of open space, and Centennial Way Linear Park, a 3-mile pedestrian and bicycle trail. Amenities include Centennial Dog Park, bocce ball courts, an above-ground skate park, a variety of ball fields, tennis and basketball courts, picnic shelters and group picnic areas.
 

IDEAL CANDIDATE SECTION:

The ideal part-time Park Maintenance Worker will be able to prioritize work and coordinate multiple tasks while working cooperatively with a variety of people, consistently ensuring excellent customer service. Capable of organizing duties, meeting critical deadlines, and following up on assignments with minimal supervision to maintain parks and public facilities according to established standards. Additionally, the ideal candidate will have knowledge of basic techniques, tools, equipment, and materials used in park and landscape maintenance, as well as an understanding of occupational hazards and related safety practices.

Typical Duties and Responsibilities:

• Maintains all types of landscaped areas through mowing, watering, planting, trimming, weeding, and fertilizing.
• Applies insecticides, herbicides, and fertilizers.
• Operates trucks, tractors, mowers, chippers, and related grounds and tree maintenance equipment.
• Cleans and perform minor repairs to park and recreation equipment, buildings, and related facilities; maintains and prepares athletic fields.

• Assists in the general cleaning and maintenance of the Corporation Yard.

The projects include design and construction of zero emission infrastructure (battery electric bus (BEB) charging infrastructure and hydrogen fuel cell electric bus (FCEB) infrastructure) for SamTrans's revenue and non­revenue fleet of nearly 400 vehicles, sea level rise and flood mitigation structures, bus administration, transportation, and maintenance buildings, and other structures at SamTrans' North Base and South Base Maintenance Facilities. 

The Construction Manager will report to the Director, Bus Infrastructure and Capital Projects and will be responsible for establishing standards, policies, and processes to manage the construction of SamTrans projects. This position oversees both the construction and construction management of projects, working with Project Managers, Construction Management Team, and Contractors to ensure successful project delivery. Responsibilities include providing constructability review of Contract Documents prior to advertisement, providing guidance to engineering and construction management staff in the planning, organizing and directing the work of contractors, negotiating changes to project scope or budget, directing the advertise, award, and administration phases of construction, and ensuring project and contract compliance with public contracting law.

• Oversee the development of standard construction management manual that can be used for future SamTrans facilities and infrastructure projects in construction.
• Oversees the development of a Construction Quality Management Plan for construction projects.
• The individual selected for this position must demonstrate strong abilities in leadership, self–motivation, and technical acumen as well as extensive staff management and development experience, strong communication and organizational skills, and sound judgment in their area of expertise.
• Managing general engineering consultants that develop provide construction management services.
• Oversees the constructability review process for construction documents prior to bid issuance.
• Managing coordination and communications with project stakeholders.
• Oversee management of the scope, schedule, budget, and quality of infrastructure projects from construction phase to close out.
• Make presentations at SamTrans Board meetings and other public meetings about the construction projects.
• Manage communication with internal and external stakeholders. Obtain input, collaborate, build consensus, and resolve issues if needed.
• Manage consultant and professional level staff. Ensure EEO policies and procedures are followed. Participate in selection of staff. Coordinate staff training and professional development. Establish performance objectives. Monitor and evaluate employee performance.

Examples of Essential Duties:

• Inspects on-going construction projects to ensure improvement and devise capital improvement plans.
• Manages and participates in the development and implementation of Construction Management Manual, Construction Quality Management Plan and other relevant documents to help improve the workflow and development of the department during construction.
• Plans, directs, coordinates, and reviews the work directives for assigned staff or contractors; assigns work activities, projects, and programs; reviews and evaluates work products, methods, and procedures; meets with staff and/or contract service providers to identify and resolve problems.
• Provide constructability reviews and approve final project plans, specifications, and cost estimates.
• Collaborate with project managers in the preparation of plans, specifications, cost estimates, requests for proposals, and bid documents for SamTrans’ infrastructure projects.
• Coordinate and collaborate closely with SamTrans project stakeholders.
• Brief Executive Management and the Board on the status, progress, and requirements of SamTrans infrastructure projects.
• Provide direction and guidance to consultant staff responsible for managing infrastructure projects.
• Support development of contract solicitations.
• Investigate, evaluate, and resolve project issues.
• Identify root cause of issues. Determine and present appropriate solutions.
• Review cost estimates, monitor construction schedules and budgets, and monitor work in progress.
• Coordinate the provision of capital project development and implementation services with other departments and divisions.  
• Maintain a full understanding of all technical and regulatory matters affecting bus facility and infrastructure maintenance and construction activities.   
• Coordinate with federal, state, and local agencies during project implementation, and ensure compliance with their administrative guidelines.
• Represent SamTrans before the Board of Directors, city councils, and other state, federal, local, and regional agencies, boards, and before local citizens in public meetings and hearings.
• Develop, negotiate, and monitor contracts and cooperative agreements with other governmental agencies, private consultants, and private contractors.
• Perform all job duties and responsibilities in a safe manner to protect oneself, fellow employees, and the public from injury or harm. Promote safety awareness and follow safety procedures in an effort to reduce or eliminate accidents.
• Perform other duties as assigned.

 

Minimum Qualifications Sufficient experience, training and/or education to demonstrate the knowledge and ability to successfully perform the essential functions of the position. In lieu of a degree, work-related experience that demonstrates the skills and experience necessary to perform this role will be accepted. Development of the required knowledge and abilities is typically obtained through but not limited to:

• Bachelor’s degree in Engineering, or a closely related field.
• Five (5) years full-time increasingly responsible management experience in the area of civil, electrical, mechanical, or other related engineering design, construction management, and/or public works project management.
• Three (3) years experience supervising staff on a full-time or project basis.

Preferred Qualifications

• Experienced in the management and delivery of complex engineering design projects for public transit agencies.
• Possess Quality Control/Quality Assurance experience.
• Experienced with Storm Water System Management.
• Registered Professional Engineer in the state of California.
• Able to possess a valid California drivers’ license with a safe driving record.

The Organization 

Incorporated in 1927, Menlo Park is a general Law city operating under a Council-Manager form of government. The Department

This position falls within the City Manager’s Office, which, under the direction of the City Manager, has responsibility for staff organizational management, personnel appointment, preparation and execution of the City budget, as well as administration of city ordinances and policies adopted by the City Council.
