About the Division
 
The Parking Division resides within Transportation and Parking Operations and provides a comprehensive range of services aimed at meeting the needs of businesses, downtown employees, visitors, convention, cultural and sports facilities, special
events, schools and residents. Services include:
 

• Operations and maintenance of the City’s public parking facilities: eight garages and six surface lots totaling over 7,000 parking spaces, and 2,500 on-street metered parking spaces utilizing smart meter, and multi-space meter technologies.
   
• Management of vendor contracts, including a Parking Operations vendor responsible for day-to-day management of off-street facilities and Security vendor responsible for parking facility security and parking enforcement field investigations.
   
• Parking compliance activities supporting traffic safety, street cleanliness and maintenance activities, turnover of on-street spaces in business districts; and enhanced neighborhood quality-of-life through the removal of vehicles abandoned or stored in the public right-of-way.
   
• Collection of fines from parking citations and oversight of administrative review process for contested citations.
   
• Development and implementation of transportation and parking operation plans for a variety of special events, including provision of traffic control during events.
   
• Staff support to the Downtown Parking Board. The Board is comprised of seven members appointed by the City Council and serves as a public forum for discussion of downtown parking issues.
   
• The 24-25 fiscal year operating budget for the Parking Division’s services includes revenue projections of approximately $12 million from lots/garages and $3 million from on-street meters. The Division is supported by nearly 90 employees, both professional staff that lead programs, implement projects, and perform analytical administrative work; and field staff that provides parking compliance and meter collections/repair services. 

Position Duties

 
The Department of Transportation (DOT) is looking to potentially fill three (3) vacancies for Parking/Ground Transportation Administrator. Each role has a distinct focus: one  leads the on-street vehicle abatement efforts, another oversees on-street enforcement programs, and the third manages the daily operations of off-street parking lots and garages.
 
On-Street Vehicle Abatement Parking/Ground Transportation Administrator 
The On-Street Vehicle Abatement Parking/Ground Transportation Administrator is a newly created position within the Division, reporting to the Vehicle Abatement Parking Manager. This role will oversee the launch and management of the City’s initiative to address vehicle blight and maintain street cleanliness across the City.

New Program Services Include:

• Oversee the citywide enforcement of oversized and lived-in vehicles.
• Lead efforts to inventory oversized and lived-in vehicles parked on streets citywide.
• Analyze data to develop and implement a site/location prioritization strategy.
• Manage internal and external outreach, including delivering presentations to community stakeholders.
• Implement temporary and permanent parking restrictions, such as tow-away zones.
• Oversee enforcement activities, including towing, enhanced cleaning, and street-sweeping in designated zones/areas.
• Track program progress and outcomes, providing regular status reports.
• Manage interdepartmental relationships to ensure the program’s success.

Under direction, the On-Street Vehicle Abatement Parking/Ground Transportation Administrator performs complex professional, analytical, and administrative work in the development, implementation, and management of parking programs and contracts related to on-street parking enforcement operations.

This role includes one direct report—a Parking and Traffic Control Supervisor—and oversees eighteen (18) indirect reports, comprising two (2) Senior Parking and Traffic Control Officers (Sr. PTCOs) and sixteen (16) PTCOs.

The successful candidate will lead, manage, and motivate a team of nineteen (19) staff members by setting clear goals, fostering an innovative work environment, maximizing staff development, and recognizing achievements appropriately.

Key Responsibilities:

• Oversee the day-to-day management of the Parking Compliance Unit’s Vehicle Abatement Program.
• Serve as the City’s primary liaison for Council office staff and constituents regarding oversized vehicle and vehicle abatement concerns.
• Manage parking compliance and enforcement activities in alignment with the San Jose Municipal Code and California Vehicle Code.
• Analyze on-street parking conditions and assist in establishing appropriate parking controls.
• Manage program budgets and fiscal activities effectively.
• Provide staff support and collaborate with committees, boards, task forces, community groups, associations, and interdepartmental teams.
• Coordinate and contribute to the preparation of new parking ordinances, resolutions, requests for proposals (RFPs), agreements, and City Council memorandums related to on-street parking services.
• Analyze data to optimize the use and enforcement of on-street parking.
• Lead the hiring, onboarding, training, development, and performance appraisal of staff within the Parking Compliance Unit (PCU) and support the Vehicle Abatement Parking Manager in developing and managing Standard Operating Procedures across the unit.
• Perform routine audits of program operations, evaluate processes to identify improvement opportunities, and assist with the planning and execution of short- and long-term parking planning projects and programs.
• Support procurement processes within the Parking Division by developing Scopes of Service for RFPs and RFBs and develop reports and presentations for community meetings and other stakeholder groups.
• Manage vendor 
• Navigate political decision-making processes and City procedures effectively.
• Assist with program reporting to Council/Committees, including the Transportation & Environment Committee (T&E).

 
On-Street Enforcement Parking/Ground Transportation Administrator 
The On-Street Enforcement Parking/Ground Transportation Administrator reports to the On-Street Parking Manager and is responsible for managing and operating the City’s PCU and Meter Shop. The PCU oversees citywide enforcement of parking regulations and provides various services, including proactive patrols, school safety, residential permit enforcement, and street sweeping. The Meter Shop handles the installation, maintenance, and revenue collection for approximately 2,500 on-street parking meters.
This position has two (2) direct reports: a Parking and Traffic Control Supervisor and a Senior Maintenance Worker, and oversees forty-seven (47) indirect reports, including four (4) Senior Parking and Traffic Control Officers (Sr. PTCOs), thirty-six (36) PTCOs, one (1) Staff Specialist, and six (6) Maintenance Workers.

The successful candidate will plan, coordinate, assign, and supervise the work of employees engaged in parking enforcement and meter operations through subordinate supervisors.

Key Responsibilities:

• Oversee the day-to-day management and operations of the Parking Compliance Unit (PCU) and Meter Shop.
• Serve as the primary liaison for Council office staff and constituents regarding general parking enforcement concerns, and manage internal and external outreach, including presentations to community stakeholders.
• Ensure compliance with the San Jose Municipal Code and California Vehicle Code, analyze on-street parking conditions, and implement appropriate parking controls and restrictions, such as tow-away zones.
• Manage program budgets, fiscal activities, and interdepartmental relationships to ensure program success, while providing staff support and collaborating with committees, boards, task forces, community groups, and other City departments and agencies.
• Conduct data analysis to optimize the use and enforcement of on-street parking, and assist in developing new parking ordinances, resolutions, requests for proposals (RFPs), agreements, and City Council memorandums.
• Lead the hiring, onboarding, training, development, and performance appraisal of staff within the PCU and Meter Shop and support the On-Street Parking Manager in developing and managing Standard Operating Procedures across the unit.

Off-Street Operations Parking/Ground Transportation Administrator:
 
The Off-Street Parking/Ground Transportation Administrator focuses on managing the day-to-day operations of eight parking garages and six surface lots, totaling approximately 7,300 parking spaces, primarily in Downtown San José. The position reports to the Off-Street Parking Manager and oversees a Parking and Traffic Control Supervisor.
 
The successful candidate will lead a team that works closely with Downtown businesses and residents, community groups, associations, Council Offices, the Downtown Parking Board, the Convention Center and Cultural Facilities operator, and other City departments to deliver off-street parking services. They will ensure that the off-street parking program consistently provides the highest level of customer service, minimizes costs, and maximizes cash flow to the City.
 
Key Responsibilities:

• Develop, implement, and manage agreements and contracts related to off-street parking operations, including major projects like facade and elevator modernization, and security program analysis.
• Lead and manage off-street parking staff by establishing goals, fostering an innovative work environment, maximizing development opportunities, and providing appropriate recognition.
• Work directly with Downtown businesses, community groups, Council Offices, and other stakeholders to deliver effective off-street parking services.
• Oversee the maintenance and security of parking facilities and the parking guidance system, ensuring optimal operation.
• Analyze Downtown San José’s parking supply and demand, considering local market conditions and future developments.
• Manage marketing agreements and implement strategies to attract customers and increase participation in parking programs.
• Perform and analyze results from semi-annual customer service surveys for all parking facilities, track City Council-approved Performance Measures, and manage off-street parking operating budgets.
• Provide staff support to advisory committees, boards, and task forces, and coordinate the preparation of parking ordinances, resolutions, Requests for Proposals (RFPs), agreements, and City Council memorandums.
• Plan, coordinate, and execute comprehensive short- and long-term parking projects and programs, including special events like Cinequest, Convention Center events, and Christmas in the Park.
• Develop reports and presentations for the Downtown Parking Board and other stakeholder committees.
• Represent the Off-Street Parking Manager at meetings with internal and external stakeholders, and perform other duties as assigned.

THE POSITIONS

Under direct supervision, the Public Service Assistant II will perform litter/trash pick-up, barbeque maintenance, leaf/debris pick-up, and miscellaneous park duties in Central Park and other community parks.  The Public Service Assistant II will also perform related duties as assigned.
 
WORK SCHEDULE

The positions work up to a full-time schedule of 40 hours per week and may be required to work a regular shift that includes evening and weekend hours. These temporary assignments are limited to 999 hours per fiscal year (July 1 - June 30).

The Department:
The Parks Division provides planning, development, operation, maintenance, and rehabilitation of City parks and open spaces. The Recreation Division provides classes and programs for all ages and abilities. We aim to promote the use of safe, clean, and attractive facilities for enjoyment and quality of life for all ages and abilities. The Cemetery Division maintains 33,000 internment sites in a peaceful public park.  
 
The Position:
Providing customer service at Recreation Facility Front Desk (CRC, YAC, Senior Center, Reed & Grant Sports Park, Warburton and ISC Pools). The job responsibilities include data input, processing program registrations, opening and closing the desk reception area and keeping accurate records of daily sales. Daily check in of patrons, adhering to established protocols and ensuring the safety of customers as they enter and exit the facilities. Work assignment shifts will include, days, evenings and weekends.

 As an as-needed employee, this is an "at-will" position and there is no guarantee of hours.  Hours are limited to 999 in a fiscal year or 960 hours in a fiscal year for retired CalPERS annuitants

The Recreation Office Assistant has an emphasis on performing a variety of clerical and customer service duties at a recreation facility.  An incumbent in this classification is responsible for demonstrating a high level of customer service while performing basic clerical duties including financial transactions, maintaining documents, and assisting others.  Assignments are generally limited in scope, contain fairly routine duties, and are performed within a procedural framework established by higher-level employees.

THE POSITION: 

The City of Hayward is excited to announce its recruitment for the position of Mobile Mental Health Clinician. Under general direction, the Mobile Mental Health Clinician provides field and office based professional behavioral health counseling, psychoeducation, outreach and engagement, and case management services as part of the City’s Hayward Evaluation and Response Teams (HEART) Program improving public safety responses to people experiencing mental illness, substance use disorders and homelessness.

THE PROGRAM

The Hayward Evaluation and Response Teams (HEART) Program is a cross departmental program between the Hayward City Manager’s Office, Police, and Fire Departments and Alameda County Behavioral Health Care Services developed to improve access to medical, mental health, and other support services.  The HEART program aims to achieve two main goals: 1) to reduce the need for police officers to intervene in calls for service involving people experiencing chronic mental illness, substance use disorders, and homelessness and 2) to reduce reliance on emergency services for individuals needing long-term case management and follow-up services.  HEART consists of three distinct response teams: the Mobile Integrated Health Unit (MIHU) made up of Hayward Fire Department Community Paramedics; the Hayward Mobile Evaluation Team (HMET) which pairs a specially trained Hayward Police Officer with an Alameda County behavioral health clinician; and the Case Management and Mental Health Linkages Team (LINK) consisting of Mobile Mental Health Clinicians and a Lead Program Assistant (Case Manager).

THE IDEAL CANDIDATE

 As a member of the LINK team, the ideal candidate has experience providing short term crisis intervention, safety assessments, and other mental health services to adults, youth and children experiencing mental illness, substance use disorders and/or homelessness.  They have the ability to work primarily in the field and have the situational awareness to respond alongside emergency response teams. They are knowledgeable about local community resources and skilled at forming relationships quickly.

Provides direct casework, individual and group therapy; secures and evaluates medical or psychosocial data such as behavior patterns, use of coping skills and family relationships; analyzes factors which exert an adverse effect upon health issues, treatment and recovery which contribute to or are responsible for behavioral health issues and/or affect the potential for recovery and resiliency.

Establishes and maintains effective relationships with contractors and community organizations and other governmental agencies regarding programs and services; participates in committees, meetings and conferences; provides guidance regarding appropriate social-psychological practices and services.
 
Compiles and prepares reports and documentation on clinical activities; maintains records; prepares periodic reports.
 

Identifies emerging trends related to crimes and issues; develops and implements prevention and intervention program approaches; provides community education on current procedures and practices related to mental health and intervention strategies.

License & Certificates:  Possession of a valid professional mental health therapy license issued by the State of California, such as Licensed Clinical Psychologist, Licensed Clinical Social Worker (LCSW), Marriage and Family Therapist (LMFT), Licensed Professional Clinical Counselor (LPCC), Associate Social Worker License (ASW), Intern Marriage Family Therapist (IMFT) or Clinical Psychologist or a closely related field is highly desirable.

Distinguishing Characteristics
This is a single position classification responsible for assisting the Survey and Mapping Manager in supervising the efforts of subordinate personnel including surveyors, engineering technicians, and consultants. Minimum Qualifications

The Team

The Mobile Evaluation Team (MET) is a co-responder team comprised of officers from the Fremont Police Department, Crisis Intervention Clinicians from the City of Fremont Human Services Department, and Social Workers from Washington Hospital Healthcare System. MET is a predominantly field-based team that provides comprehensive and compassionate services to Fremont’s most vulnerable populations, including community members experiencing homelessness and/ or mental illness. MET provides crisis intervention and de-escalation, guidance and encouragement, and connects community members needing assistance with local mental health and homeless service providers. MET works to support community members, engaged in services, to pursue healthy outcomes. MET provides resources to homeless encampment areas, sometimes in conjunction with City abatement activities.

The team coordinates their efforts and interfaces with other service agencies working with the same population(s). Collaboration is key to the success of the MET program.

The Positions

There are currently two positions available within the Human Services Department, working as members of the City’s Mobile Evaluation Team (MET).

The two positions will be cross-trained and will work collaboratively with each other to provide complementary services to the community as each position will have a different primary focus. Both positions will be supervised by the FRC Clinical Supervisor who , with the MET Sergeant, will structure training and team building opportunities for both Crisis Intervention Specialists. Both Crisis Intervention Specialists are expected to become familiar in the utilization of HMIS (Homeless Management Information System) with the ability to update data, and with Alameda County’s Coordinated Entry System (CES) and Community Health Record (CHR). Both Clinicians will also be trained to utilize and record pertinent data in the Human Service Department’s Electronic Data Base: My Evolv.

Position 1: Crisis Intervention Specialist (Mental Health Response)

This position will receive assignments and field supervision from the MET Sergeant in the Police Department, with many calls for service coming directly through the Police Dispatch System. Most of the work will be conducted in the field. This position will be working and riding in tandem, with the Police Department’s compliment of MET officers, on calls which may require intervention and assessment for 5150 status. The Crisis intervention Specialist responding to Mental Health Crisis calls will be responsible for facilitating client connections to and assisting with appropriate placements for those needing stabilization services. This position will coordinate with ACCESS, outpatient and residential programs. Follow-up with clients and family members will also be conducted to provide on-going support and resources, as needed. This may also respond to calls related to homelessness complaints or, prior to abatement activities. The incumbent in this position must be comfortable working within the police command structure and the unique law enforcement culture where trust and follow-through are essential elements of the job.

Position 2: Crisis Intervention Specialist (Homelessness Response/Outreach)

This position will primarily focus on working with the homeless population and is expected to carry a small caseload of homeless clients (for up to 90 days) who are pursuing housing stability services or until client is transferred to a more long-term case manager or housing navigator. This position will work with clients who may also need a variety of medical, mental health, SUD, educational and other social services.

Assignments will be coordinated by the FRC Clinical Supervisor who will be working closely with both the Homeless Services Manager in the City Manager’s office, the FRC Clinical Supervisor focusing on Housing Navigation and Sustainability Services and the MET Sergeant in the Police Department. If there is no crisis situation, the two Crisis Intervention Specialists, or a Crisis Intervention Specialist and a Social Worker, may be deployed through Human Services to provide client outreach and follow-up services. Additionally, both Crisis Intervention Specialist(s) may also be asked to accompany a Code Enforcement Officer, or Environmental Services Specialist or member of the Fire Department to provide information and resources to homeless residents.

Examples of Duties

• Accompany or assist clients in accessing needed services and advocates on their behalf.
• Work to maintain an updated resource list outlining services and programs to support client population.
• Develop and maintain strong working relationships with staff in the Police and Human Services Department, other City Departments, hospitals, health care professionals, family service providers, the Family Resource Center, homeless/housing service providers and the community at large.
• Maintain program documentation and outcome measures
• Prepare written and statistical reports
• Complete Crisis Intervention Training (CIT) Attends regular and ongoing coordination meetings with other MET team members
• Prepare correspondence and reports on client histories, treatment progress and other matters related to case treatment.
• Enter data into client data base system (MyEvolv).

In addition to the listed examples of duties, the specific assignments have the following responsibilities:

Crisis Intervention Specialist (Homelessness Response/Outreach)

• Provide harm reduction education and supply distribution to encampments and unsheltered individuals
• Coordinate outreach and follow up to locations identified by City staff, Council and community members.
• Develop safety plans.
• Establish a health home, including arranging required transportation to and from services.
• Conduct housing problem solving and housing assessment, as part of Alameda County’s Coordinated Entry System assessments at locations where client is comfortable, and which are easily accessible.
• Assist with housing applications and documentation procurement, as needed to obtain housing.
• Utilize Alameda County’s Homeless Management Information System (HMIS) to enter, retrieve and update data.
• On an as needed basis, this position may also be asked to fulfill the role of the Crisis Intervention Specialist, assigned to the Police Department, focused on Mental Health interventions and will be trained and expected to follow appropriate police safety protocols when riding with a Police Officer.

Crisis Intervention Specialist (Mental Health Response)

• In response to crisis calls through the Police Department, the Crisis Intervention Specialist will normally be deployed with a police officer and will be trained on and follow appropriate police protocols.
• Conduct wellness checks.
• Develop safety plans.
• Provide medication support.
• Where there is no crisis situation, two Crisis Intervention Specialists, or a Crisis Intervention Specialist and a Social Worker, may be deployed through Human Services to provide client outreach and follow-up services. Additionally, a Crisis Intervention Specialist may also be asked to accompany a Code Enforcement Officer, or Environmental Services Specialist or member of the Fire Department to provide information and resources to homeless residents.
• Receive client referrals or duty assignments through Police Dispatch or the MET Sergeant.

• Prepare and submit all reports required as a scheduling coordinator including inter-tie, California Central System Operator (CISO), and South West (SW);
• Adjust/optimize/balance schedules to account for system outages;
• Provide training of co-workers;
• Forecast weather conditions by using like seasons, days and temperatures;
• Forecast customer energy requirements considering historical demands and applicable load shapes;
• Develop and maintain harmonious operations with interconnected utilities, wholesale entities, electric and hydro trading partners and other stakeholders through the use of effective communications practices; and
• Perform other related work as required.

EDUCATION AND EXPERIENCE
Education and experience equivalent to:
•  Graduation from an accredited college or university with a bachelor’s degree in Engineering, Business, or a closely related field; and
• Three (3) years experience in public or private sector power scheduling or trading and/or Independent System Operator (ISO) scheduling.

LICENSE
Possession of a valid Class C California driver’s license is required at the time of appointment and for the duration of employment.

SPECIAL CONDITIONS
• Incumbents must have the ability to work, as assigned, to schedules that may include Saturdays, Sundays, holidays, and non-traditional work hours; and a willingness to work overtime as required.
• Candidates hired into this position may have to pass an initial and periodic, comprehensive background checks, which include fingerprinting, to meet Federal, State and/or industry security requirements.  Incumbents will have to meet any Federal (FERC and NERC) and State (CPUC) mandated certifications.

Knowledge of:
• Wholesale and retail electric utility business, Hydro reservoir monitoring for optimum SW dispatch, dispatch of generation resources, production costs of energy by fuel type, system load characteristics and load curves;
• Market applications, including but not limited to ICE and CISO;
• Real-time evaluation and optimization procedures for generation dispatch, capacity needs, energy, transmission and ancillary services, purchases and sales;
• WECC/NERC policies and SW Business Practices;
• Trading procedures, systems to track and analyze capacity, energy, transmission, and ancillary service transactions, market strategies for wholesale purchases and sales of electricity and relevant trading directives;
• Schedule transactions, scheduling procedures, management directives, and how to solve scheduling conflicts;
• Scheduling and tagging procedures based on SW, CISO, WECC contract requirements and reporting requirements;
• Integrated power system operations and SW, NERC, FERC, and CISO policies, procedures, protocols and business practices;
• Research, planning and technical analysis for complex scheduling projects and preparation of reports including recommendations;
• Research methods and statistical analysis, complex spreadsheets and database applications and project and workload planning;
•  Work-related computer applications, including e-mail, word processing, spreadsheets, databases and the internet;
• Applicable laws, regulations and permits affecting the electric utility industry;
• Customer energy requirements and real-time weather forecasting, and
• Business practices, contract principles, financial statements, and economic analysis techniques.
Ability to:
• Apply the principles of power generation and transmission systems, including interconnected utility operations;
• Implement the integration of purchases and sales to economically reduce overall costs of energy and energy management systems;
• Interpret, explain and apply complex contracts, policies, protocols and business practices, implement strategies associated with short-term trading, and negotiate transactions;
• Interpret and explain complex contracts, policies, protocols, and business practices;
• Evaluate capacity, energy, and transmission transactions, implement market strategies to complete wholesale purchases of electricity, and perform economic analysis to determine benefit/cost of wholesale power market purchases and sales;
• Draw conclusions and project consequences of decisions and recommendations;
• Establish and maintain positive and effective relationships with City employees, contractors and other governmental representatives;
• Work as team player and be willing to deliver excellent customer service to both internal and external City clients;
• Communicate effectively both orally and in writing to consistently represent facts and situations accurately, transmit information concisely and in an effective manner, and present a balanced picture of situations;
• Prepare and present highly technical and complex written and oral reports;
• Work effectively in time-sensitive situations and meet deadlines; coordinate multiple projects and complex tasks simultaneously;
• Review and analyze important detailed and highly complex technical Electric Utility records and reports;
• Train and supervise the work of others in a team environment; and
• Walk or stand for extended periods of time and bend, stoop, reach, carry, crawl, climb, and lift as necessary to perform assigned duties.

Police Officer Trainees may be eligible to receive a hiring bonus of up to $10,000 disbursed in four equal phases: the first phase upon successful completion of the testing process and acceptance of a final offer of employment, and the last phase two years after completion of the probationary period as a Police Officer.

Police Officer Trainee:   $6,668.53 - $6,997.47 monthly
Police Officer:  $9,113.87 - $10,998.00 monthly

THE POSITION:  This is a trainee level classification which provides transition into the position of Police Officer.  A Police Officer Trainee is hired into this civilian position for the period prior to and during the time they are assigned to a Commission on Peace Officer Standards and Training (POST) certified police academy.  The police academy has an expected duration of approximately 6 months.  Upon successful completion of training at an academy and upon the availability of a Police Officer position, Police Officer Trainees are sworn in and appointed to the classification of Police Officer.  The Police Officer Trainee is represented by SEIU Local 1021 and benefits are limited to those of a civilian employee.

Essential Duties

Duties may include but are not limited to the following:
Attends a basic POST certified police academy designed to provide an overview of the criminal justice system including knowledge of laws, police procedures, law enforcement techniques, first aid and physical fitness.
Receives training to develop an awareness of Police Department functions, as well as the responsibilities of Police Officers and how those responsibilities relate to field operations.
Receives academy and field training to become a Police Officer.

Licenses: Possession and maintenance of a valid Class C California Driver's License.
