The Position

The Department of Public Works seeks well-qualified candidates for the position of Principal Civil Engineer. This is an amazing opportunity to join a hard-working team of results-driven professionals.

The Principal Civil Engineer plans, organizes, and directs the staff and operations of a major functional section within the Public Works Department, including engineering design, construction management, surveying, and mapping. In addition, the Principal Civil Engineer supervises professional and technical staff related to these functions and performs a variety of professional engineering tasks relative to the assigned area of responsibility. The current vacancy is in the Design and Construction Management Section.

This position is a full managerial position in the Engineer series, with the following responsibilities:

• Supervise, coach, mentor, and manage performance of professional and technical staff.
• Work cooperatively with the other Divisions and Sections in the Department, including providing timely budget or cost information, as well as, working with other County Departments.
• Make recommendations to the Deputy Director on staffing-levels needed based on anticipated design projects, construction inspection, and administration needs.
• Make recommendations to the Deputy Director on staffing levels, positions, and responsibilities for the Department’s mapping tasks, map filing needs, and efficient storage of information.
• Understand, manage, and budget the funding sources that finance the different activities in the Design and Construction Management Section, including the costs associated with general drafting, counter assistance, and cost of reviewing record maps.
• Oversee and manage the budget and performance measurement requirements and reporting for the Design and Construction Management Section.
• Oversee and manage the design of infrastructure projects ensuring they meet quality standards and project goals.
• Act as the Resident Engineer on construction projects ensuring they are completed safely, on-time and on-budget and per the contract documents.
• Review competed projects with the applicable Divisions or Departments to improve on future projects.

Minimum Qualifications

Licensure/Certification: Possession of a valid Certificate of Registration as a Professional Civil Engineer in the state of California.

Education and Experience: Any combination of education and experience that would likely provide the required knowledge, skills, and abilities is qualifying.

• A typical way to qualify is three years of responsible supervisory engineer experience including difficult and complex field and office work in planning, design, construction, and maintenance of a variety of civil engineering projects.

Knowledge of:

• Principles and practices of civil engineering and municipal public works planning, design, construction, and administration.
• Methods and materials used in the design, construction, and inspection of varied civil engineering projects.
• Principles and practices of public administration, organization, and management.
• Principles, practices, and procedures of budget preparation, budget administration, and budget control.
• Principles and practices of contract preparations, negotiations, and administration.
• Practices and procedures as applied to the analysis and evaluation of programs, policies, and operational needs.
• Pertinent local, state, and federal laws, rules, regulations, and enforcement procedures.
• Principles and procedures of personnel management such as supervision, selection, training, discipline, and performance evaluation.
• Principles and procedures of safety management as it relates to public works projects.

The Procurement Administrator II reports to a Procurement Administrator III in Contracts and Procurement and is responsible for preparing and processing Invitations for Bids (IFBs), Requests for Proposals (RFPs), Requests for Quotations (RFQs), and Purchase Orders (PO’s) for the procurement of goods, materials, equipment, professional services, and public works.

Essential Functions & Duties

• Manage all phases of the procurement process in compliance with applicable local, state and federal laws, rules, regulations, and policies governing public agency purchasing (e.g. California Labor Code, Prevailing Wage, and California Contract Code).
• Review solicitation requirements for reasonableness, recommend contract type, determine appropriate procurement strategy, and method of compensation.
• Develop terms and conditions and solicitation provisions.
• Lead contract negotiations to achieve best overall value for the agency. 
• Perform contract administration (e.g., administer contract amendments, prepare in-house memoranda, and correspond with vendors and legal staff).  

 
EXAMPLES OF DUTIES: 

• Authorize award of contracts and approve purchases, contract amendments, and work directives consistent with District policy and procedures.
• Prepare and issue professional service agreement work directives. Negotiate and maintain rate agreements and any adjustments in mark-ups or indirect rates with consultants in coordination with project managers. 
• Maintain contract records that includes print and website advertising, leading pre-bid/proposal meetings, lead site walk-throughs, respond to requests for approved equals, address questions and requests for clarification, conduct public bid openings, analyze bids received, determine responsiveness and responsibility of apparent low bidders, check references and perform cost/price analyses. 
• Manage and perform contract activities using PeopleSoft. 
• Develop contract language by collaborating with subject matter experts from such areas as Risk Management, Disadvantaged Business Enterprise (DBE), Labor Compliance, Project Management, Finance, Capital Grants, and Legal Counsel.
• Research and evaluate sole source procurement requests.
• Provide guidance to Project Managers on all aspects of the procurement solicitation and contracting process. This includes evaluating scope of work, identifying evaluation criteria, and developing timelines.
• Prepare written reports and contract award recommendations. 
• Provide guidance and administration on a wide variety of contracts. 
• Interface with government, and transit agencies.
• Perform all job duties and responsibilities in a safe manner to protect one’s self, fellow employees, and the public from injury or harm. Promote safety awareness and follow safety procedures in an effort to reduce or eliminate accidents.
• Perform other duties as assigned.

Minimum Qualifications

Sufficient experience, training and/or education to demonstrate the knowledge and ability to successfully perform the essential functions of the position. In lieu of a degree, work-related experience that demonstrates the skills and experience necessary to perform this role will be accepted. Development of the required knowledge and abilities is typically obtained through but not limited to:

• Bachelor’s degree in Business Administration, Economics, or related field.
• Three (3) years relevant full-time professional-level experience with procurement and administration of equipment, material, maintenance, public works, and professional or other services-type contracts. 

PREFERRED QUALIFICATIONS:

• Experience in public agency purchasing is highly desired. 
• One or more of the following Professional procurement certifications is desired: 
• Certified Professional Public Buyer (CPPB), 
• Certified Public Procurement Officer (CPPO), 
• Certified Purchasing Manager (CPM), or 
• Certified Professional Supply Management (CPSM).
• Construction Experience preferred
• Working knowledge of an Enterprise Resource Program (ERP) such as PeopleSoft, SAP, JD Edwards, and Oracle.

• Effective verbal and written communication skills.

Definition
Under direction, provides lead direction and performs the more complex administrative, technical, and specialized functions in the areas of incentives, contracts, business services, finance, budget, and facility management; and performs related work as assigned.

Distinguishing Characteristics
This is the advanced lead level in the Staff Specialist series. Incumbents may provide lead direction and may be assigned to perform the more complex duties. This Administrative Analyst II (Finance) reports to the Chief Financial Officer (CFO) and is responsible for performing a variety of administrative and analytical work in support of the CFO, Deputy CFO, and the Finance Division for the San Mateo County Transit District (SamTrans). SamTrans is the managing agency for three additional agencies: Peninsula Corridor Joint Powers Board (Caltrain),. San Mateo County Transportation Authority (TA), and the San Mateo County 101 Express Lanes Joint Powers Authority (SMCELJPA). 

Essential Functions & Duties

• Liaise with and respond to internal and external stakeholders on Finance items. 
• Makes recommendations for action; prepares narrative and/or statistical reports. 
• Ensure departmental compliance with District’s policy and procedures. 
• Develop Standard Operating Procedures (SOPs), manuals, training materials and templates for internal and external customers.

Good judgment, initiative, and cooperation with other staff and outside stakeholders are assets to this position. Under general direction of the Deputy Director, this position will be responsible for supporting the division's engagement in state regulatory affairs to protect and advance San José policy, business, and community interests.

Typical duties of this position may include, but are not limited to:
• Monitor, review, interpret, and explain to a variety of audiences regulatory proposals and other policy issues with an eye toward impact on SJCE and its customers.
• Respond to compliance and data requests by gathering relevant data, drafting reports, and receiving approvals within designated timeframes.
• Support the preparation of comments, position papers, testimony, and the like related to a variety of technical regulatory proceedings impacting SJCE energy procurement, energy management, and electric rates.
• Work independently and with stakeholders to influence state policy.
• Build and maintain stakeholder relationships including non-profit, business, and government entities, and where appropriate build regional and statewide coalitions to support the interests of the department.
• Work closely with technical experts and external regulatory counsel to develop effective and persuasive communications before state agencies as required.
• Represent SJCE in work with other CCAs and with SJCE's state trade association
• Manage a portfolio of regulatory proceedings and/or compliance reporting, including tracking issues, analyzing potential impacts, engaging with stakeholders, and communicating with other internal divisions.
• Perform other related duties as required.
