The Position

The Department of Public Works seeks well-qualified candidates for the position of Principal Civil Engineer. This is an amazing opportunity to join a hard-working team of results-driven professionals.

The Principal Civil Engineer plans, organizes, and directs the staff and operations of a major functional section within the Public Works Department, including engineering design, construction management, surveying, and mapping. In addition, the Principal Civil Engineer supervises professional and technical staff related to these functions and performs a variety of professional engineering tasks relative to the assigned area of responsibility. The current vacancy is in the Design and Construction Management Section.

This position is a full managerial position in the Engineer series, with the following responsibilities:

• Supervise, coach, mentor, and manage performance of professional and technical staff.
• Work cooperatively with the other Divisions and Sections in the Department, including providing timely budget or cost information, as well as, working with other County Departments.
• Make recommendations to the Deputy Director on staffing-levels needed based on anticipated design projects, construction inspection, and administration needs.
• Make recommendations to the Deputy Director on staffing levels, positions, and responsibilities for the Department’s mapping tasks, map filing needs, and efficient storage of information.
• Understand, manage, and budget the funding sources that finance the different activities in the Design and Construction Management Section, including the costs associated with general drafting, counter assistance, and cost of reviewing record maps.
• Oversee and manage the budget and performance measurement requirements and reporting for the Design and Construction Management Section.
• Oversee and manage the design of infrastructure projects ensuring they meet quality standards and project goals.
• Act as the Resident Engineer on construction projects ensuring they are completed safely, on-time and on-budget and per the contract documents.
• Review competed projects with the applicable Divisions or Departments to improve on future projects.

Minimum Qualifications

Licensure/Certification: Possession of a valid Certificate of Registration as a Professional Civil Engineer in the state of California.

• A typical way to qualify is three years of responsible supervisory engineer experience including difficult and complex field and office work in planning, design, construction, and maintenance of a variety of civil engineering projects.

Knowledge of:

• Principles and practices of civil engineering and municipal public works planning, design, construction, and administration.
• Methods and materials used in the design, construction, and inspection of varied civil engineering projects.
• Principles and practices of public administration, organization, and management.
• Principles, practices, and procedures of budget preparation, budget administration, and budget control.

THE POSITION:
This benefitted, full-time position in the Cataloging Department performs original and derived cataloging for materials in all formats and languages; creates metadata for special collections materials; creates and updates authority records; compiles and reviews records for monthly authority control processing; interprets cataloging policies to staff; and serves as back-up for all copy cataloging tasks and other related duties in the Cataloging Department as needed. The position reports to the Librarian III in the Cataloging Department of the Collection Services Division, located at the Rohnert Park Headquarters.

TYPICAL DUTIES include, but are not limited to:

• Performing original and derived cataloging for special collections materials in all formats, local government documents, local author books; local musician/musical group sound recordings; world language materials and other materials in the circulating/reference collections lacking records; assigns Dewey classification numbers
• Researching names, birth dates, street names, etc. in the Library catalog and other databases to create and update authority records and digital projects metadata
• Entering metadata for photos, archival collections and other special collections materials into Excel spreadsheets
• Loading new records and correcting existing records in the Library’s integrated library system (Horizon), digital asset management system (Quartex), archives system (ArchivesSpace) or other platforms
• Compiling information on new records from a series of monthly reports; investigating problems such as missing or malformed call numbers; and searching WorldCat via OCLC Connexion for replacement records
• Preparing and exporting monthly batches of new bibliographic records to Marcive, Inc. for authority processing; retrieving, importing and troubleshooting processed files 
• Managing retrieval of vendor-provided shelf-ready MARC files via FTP, importing files into Horizon and trouble-shooting problems
• Participating in maintenance and enhancements to the public catalog

PREFERRED SKILLS AND EXPERIENCE

• Experience working with OCLC Connexion, Horizon, Quartex, ArchivesSpace or similar systems
• Knowledge of metadata standards, digital asset management systems
• Multilingual (Spanish especially helpful)
• Basic programming/scripting/Regular Expressions knowledge helpful

MINIMUM QUALIFICATIONS:
 
Education and Experience: Master of Library and Information Science (MLIS), Master of Library Science (MLS), or Master of Science in Library Science (MSLS) degree from an accredited college or university. The Librarian II requires two years of appropriate professional experience working as a professional librarian, preferably in a public library. Must have a valid California driver’s license. Spanish bilingual skills preferred.

The Position

The Housing Authority of the County of San Mateo seeks a collaborative, innovative problem solver, experienced with housing authority operations for the position of Executive Director to provide exceptional leadership at a high-performing agency.

With general direction from the Department of Housing Director and Housing Authority Board of Commissioners, the Executive Director organizes, coordinates, and directs through management staff all Housing Authority functions and activities; provides policy guidance and strategic direction regarding housing issues; fosters cooperative working relationships with the Board, HACSM staff, the public and other agencies; and performs related work as assigned. THE POSITION: The San Mateo Public Library has an opening for 2 per diem Librarian I positions with regular schedules (schedules listed below). This recruitment will also be used to fill on call per diem Librarian openings. On call per diem librarians in this role do not have a regular schedule but pick up shifts on an as-needed basis to fill coverage gaps on the Library’s service desks at the Main Library (adult and children’s desks) and branches.

Automotive Service Workers and Equipment Service Workers are assigned to the Vehicle and Equipment Services Section of the Department of Public Works. The Vehicle and Equipment Services Section maintains, inspects, services and repairs County motor vehicles including buses, trucks, equipment, Sheriff's vehicles and motor pool vehicles. Service and repair stations are located in Redwood City and San Mateo.

Automotive Service Workers perform a variety of semi-skilled automotive maintenance tasks which include the full range of lubrication and minor repair services, as well as performing routine service-related duties such as pumping gas, changing oil, etc.

Equipment Service Workers perform a variety of semi-skilled maintenance and repair work on road construction equipment and vehicles which includes the full range of lubrication and basic repair services for construction equipment and a full range of repair and maintenance work for small equipment such as chain saws and landscaping equipment.

In addition to the knowledge, skills and abilities required for this position, the Ideal Candidate will have:

• Automotive Services Worker II is the journey level class in this series, responsible for performing a variety of semi-skilled automotive maintenance tasks which include the full range of lubrication and minor repair services, as well as performing routine service related duties such as pumping gas and changing oil. Incumbents are expected to advance to the Automotive Service Worker III level after completing all required training and certification and gaining experience and demonstrating the required proficiency for the higher-level class. Employees must complete basic classroom training on electrical, braking, air conditioning, heating, suspension and cooling systems and the repair of hybrid and alternate fuel vehicles; and on-the-job training administered by the department, which includes exposure to various aspects of auto diagnostics and repair. • Methods, tools, materials and equipment used in servicing diesel, gasoline and electric powered road and maintenance and construction equipment.

The City of Foster City is recruiting for a part-time Public Works Maintenance Worker in the Public Works Department. The is a part-time non-benefited position working approximately 20 hours per week, and no benefits are provided. 

Important and Essential Responsibilities 
Operates hand and power tools, light and heavy construction equipment and specialized wastewater equipment. Handles and applies chemicals. Maintains, operates, inspects, repairs and installs water distribution system facilities including piping, storage tanks, meters, hydrants, valves, pressure reducing stations, pumping stations, pumps, controls, measuring devices, cathodic protection systems, communication systems, and related appurtenances.

Education and Training Guidelines:

Education: Completion of a job or technical training program in maintenance or construction; completion of high school or the equivalent.

Selection Process
Applications will be reviewed for relevant education, experience, training and other job related qualifications. Based upon a review of employment applications received, a limited number of the qualified applicants will be invited to participate in the examination process. 

The process will consist of an Oral Panel Interview. An eligibility list will be established from those who pass the examination process with a score of 70% or higher. Current and future vacancies may be filled from this list. The list will remain in effect for at least one year unless exhausted sooner.

Are you a Human Resources professional with great communication skills who would like to work in a collaborative environment? The Human Resources Department is seeking qualified candidates for the position of Risk Management Program Manager.

The Risk Management Program Manager (Program Manager), reporting to the Deputy Director of Human Resources/ Risk Manager, will oversee the following three programs:

• Americans with Disabilities Act (ADA) Title I workplace accommodations program for employees and job candidates with disabilities.
• Leaves of Absence program for managing and monitoring the administration of claims for leave of absence.
• Workers' Compensation Program.

The Program Manager will direct the work of the staff in these units and support the team in the fulfillment of their duties in these program areas including their communication with employees, managers, insurance carriers, medical personnel, lawyers, and vendors. This position also receives a 5% management differential (already reflected in the salary) as the Program Manager assists the Deputy Director of Human Resources/ Risk Manager with a wide variety of work related to insurance for the County.

Examples Of Duties

Duties of the position include, but are not limited to, the following:

• Plan, direct, monitor, and evaluate the effectiveness of the ADA Title I, Leave of Absence, and Workers' Compensation functions and programs, including needs assessment, program design and planning, implementation, evaluation, and regulatory enforcement.
• Write and review policies, procedures, and methods relative to ADA Title I, Leave of Absence, and Workers' Compensation and formulate, recommend, and/or implement actions for program improvement.
• Meet with department managers and staff on human resource issues regarding ADA Title I, Leave of Absence, Workers' Compensation, and insurance related matters.
• Advise managers and employees on County procedures, benefits, and existing policies.
• Interpret and explain provisions of applicable laws, rules, policies, and agreements to County management, employees, employee organizations, and the public.
• Assist with interviewing, selecting, and hiring staff.
• Train, supervise, and evaluate program staff.
• Assist in the selection and management of vendors, consultants, and service providers; oversee compliance of consultants and vendors with contract provisions.
• Assist with selecting and managing insurance brokers, carriers, third-party administrators, and other necessary Risk Management service providers.
• Participate in the establishment of strategic short-term and long-range program plans.
• Prepare detailed and professional reports and other written communications, including policies and procedures, Board of Supervisor memos, executive summaries, and statistical data.
• Prepare and deliver trainings.
• Meet and/or negotiate with representatives of employee organizations, as appropriate.
• Collaborate with information systems staff to identify and evaluate assigned program's system/database needs and implement new systems or changes as necessary.
• Respond to inquiries and complaints that arise.

Qualifications

Education and Experience:

Any combination of education and experience that would likely provide the required knowledge, skills, and abilities is qualifying.

• A typical way to qualify is three years of progressively responsible professional-level experience in the field of Human Resources within a public-sector environment, specifically regarding ADA in general and Title I specifically, Leave of Absence, Workers' Compensation, and insurance policies.
• Experience should also include at least one year performing supervisory duties.

Knowledge of:

• Principles and practices of public administration, and program management, including planning, implementation, and evaluation.
• Principles, theories, and practices of human resource management relative to the Americans with Disabilities Act, FMLA, Workers' Compensation, Long-Term Disability, etc.
• Public-sector insurance practices and policies.
• Personnel management principles and techniques, including interviewing, selection, training, supervision, evaluation, motivation, discipline, and staff development.
• Information systems applications relative to the administration of leave requests.
• County policies and procedures and pertinent State, Federal, and local laws relating to human resource management.
• Research and analysis methods and principles.
• Techniques for conducting effective public presentations.
• Industry trends relative to ADA Title I Accommodations, Leave of Absence, and Workers' Compensation and public-sector insurance.

Central County Fire Department (CCFD) serves the Cities of Burlingame and Millbrae and the Town of Hillsborough. The Department serves a population of 66,045 from six fire stations across a service area of approximately 15 square miles. CCFD is supported by 91 FTEs and a FY2023-24 operating budget of $33.14 million. 

CCFD seeks a hands-on human resources professional with a solid foundation in public sector personnel management. This knowledgeable individual will have a well-rounded background and understanding of the various human resources disciplines, with particular strength in labor relations.
