Operations & Maintenance Superintendent

The Public Works Department is recruiting for an Operations & Maintenance Superintendent, who, under general direction from the Operations & Maintenance Manager, will oversee the operations and maintenance activities of the Facilities, Streets, Parks, and Vehicle Maintenance divisions. This position will manage budgets of the respective divisions, supervise and guide division supervisors, and advance technical knowledge and skills to affect the research, analysis, planning, and implementation of operations functions.

THE DEPARTMENT is committed to providing the highest standards of service delivery to its citizens as it works to build, maintain, and update the City’s civic infrastructure. The Department of Public Works (PW) is comprised of approximately 50 employees with a general budget of $15 million and a Capital Improvement Program (CIP) budget that ranges between $10–$40 million depending on the City’s annual infrastructure needs. Its mission is to ensure San Rafael’s infrastructure meets the needs of a vibrant and growing city through careful management of major improvements and the maintenance of the City’s assets. By hiring highly trained, dedicated, responsive, and service-oriented personnel, the DPW is actively making its mission a reality.

Recently, the Department underwent a process of restructuring as management of all City engineers was placed under the Assistant Director for enhanced oversight, communication, and workflow. The City has recently championed the Dean Allison Award internship program, which shepherds talented young graduates into local government and encourages engagement with the public sector of California. The Public Works Department is also currently completing several exciting initiatives to improve transformation, accessibility, and maintenance of the City’s infrastructure while also adding recreation spaces for the public to enjoy. THE IDEAL CANDIDATE will have strong organizational, planning, communication, and leadership skills that allow them to effectively manage different aspects of public works operations and maintenance. They will also have a strong sense of customer service and the ability to help find solutions to complex service issues. They will be flexible, with the ability to adjust priorities at short notice and respond to emergencies. They will be able to think analytically but also be very decisive when needed. The successful candidate will lead by example to foster a positive, creative, and productive work environment for all staff.

UPCOMING PROJECTS & INITIATIVES:

• Public Works will be implementing computerized asset and maintenance management software that will require significant change management within operations and maintenance. The superintendent will play a key role in the implementation and change management of this technology.
• It is a goal to implement safety and developmental programs that engage, educate and train staff for their current and future roles. The superintendent will assist with the development and management of these programs.
• Improving service delivery is a constant challenge. The superintendent will assist with finding creative ways to improve service delivery that benefits internal and external stakeholders.

THE POSITION:

This position is part of the Represented Mid-Managers group and is “at will”.  Employment may be terminated with or without cause or notice, at any time by the City of San Rafael. 

This position performs the following essential job duties (including but not limited to):

• Provide leadership, direction, and supervision to operations and maintenance staff, including assigning tasks, monitoring performance, and providing feedback and coaching.
• Foster a positive and productive work environment that encourages teamwork, collaboration, and professional growth.
• Develop and implement operational plans, policies, and procedures to ensure the efficient delivery of services.
• Coordinate with other City departments and external agencies to prioritize and schedule operations activities, including street maintenance, park maintenance/landscaping, facility upkeep/repair, fleet maintenance/replacement, and utility services.
• Oversee the planning and execution of maintenance activities for city infrastructure assets, including streets, sidewalks, parks, buildings, vehicles, and utilities.
• Coordinate with contractors, vendors, and service providers to ensure timely and cost-effective completion of maintenance projects.
• Monitor the condition of infrastructure assets and develop strategies for preventative maintenance and repairs.
• Maintain accurate records and inventory of city-owned infrastructure assets, including condition assessments, maintenance history, and replacement schedules.
• Develop and implement asset management strategies to optimize the lifecycle of infrastructure assets and maximize return on investment.
• Prepare reports and presentations on asset performance, budget projections, and recommendations for capital improvements.
• Ensure compliance with federal, state, and local regulations, codes, and standards governing public works operations and maintenance activities.
• Coordinate safety program for department staff ensuring proper training and protocol.
• Obtain necessary permits, licenses, and approvals for maintenance projects and activities, and ensure timely renewal and compliance with regulatory requirements.
• Respond to inquiries, complaints, and requests for information from the public, elected officials, and regulatory agencies regarding operations and maintenance issues.

To be eligible for this position, you must have knowledge of/ability to:

• Principles and practices of supervision (including selection, employee evaluation, counseling and motivation of employees), work planning, and control, budgeting, planning, scheduling, estimating and directing work. 
• Methods, materials, tools, and equipment used in the maintenance of Streets, Parks, Facilities and Vehicles.
• Techniques and City processes for planning, specifying, and requisition materials, supplies and equipment, and administering contracts. 
• City personnel and administrative policies and procedures. 
• Memorandum of Understanding and related documents governing working conditions. 
• Safe working practices. 
• Supervise several work units through supervisors. 
• Plan, schedule, assign, appraise and counsel employees. 
• Establish and maintain effective working relationships with employees, public, and other agencies 
• Communicate tactfully and effectively with the public, before groups, elected officials, or employees of the organization. 
• Identify operations problems and develop effective course of action for resolution.
• Maintain records and prepare routine reports and correspondence of division activities, hours and materials expended. 
• Develop and monitor budgets, ensuring each project stays in budget. 
• Use personal computer and related software. 
• Read and interpret construction plans, specifications and engineering drawings and diagrams.
• Occasionally participate in work supervised. 
• Work on an on-call basis during emergencies. 
• Direct, perform inspections, and supervise work outdoors in inclement weather, underground, and in unpleasant or potentially hazardous conditions. 
• Read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals. 
• Ability to apply common sense understanding to carry out instructions furnished in written, oral, or diagram form. 
• Work safely in potentially hazardous conditions.

EDUCATION and/or EXPERIENCE:

Any combination of education and experience that demonstrates possession of the requisite knowledge, skills, and abilities.  A typical way to obtain these would be:

• Graduation from high school or G.E.D. equivalent, supplemented with training/education in supervisory principles.
• Five (5) years of progressively responsible experience in streets maintenance and repair, parks maintenance, facilities maintenance and/or vehicle maintenance, including a minimum of two (2) years in a supervisory capacity.
• Training/experience in database management and/or experience using database systems is highly desirable.
• Ability to converse in Spanish is preferable
• Valid California Driver’s License

• Ability to engage with teens ages 1014.
• Minimum of two years' experience in childcare, educational or childhood development OR a degree in Education or Recreation.
• Plan, organize and execute one themed activity daily Mondays through Thursday.
• Possess strong leadership in one or more of the following areas: arts and crafts, sports, music, special events, multimedia.
• Maintain structure and discipline while encouraging teens to participate and enjoy the program.
• Train, supervise and delegate tasks to other staff members.
• Perform daily responsibilities and maintain a clean, safe environment.
• Ability to take direction from supervisors.
• Communicate appropriately with parents/guardians of teen members.
• Enforce rules and policies of the Teen Zone Program as well as those of the Community Center and Recreation Department.

TRAINING & EXPERIENCE: Teen Zone Director will lead Teen Zone, a daily drop-in program for local middle school students. While on duty, Teen Director may be responsible for check-in and check-out of participants, oversee an in-house snack bar, and facilitate set-up of the Teen Zone game room (including setting up video games, ping pong table, quiet homework spaces, and more). Light cleaning duties will be expected.

DEFINITION: Under general supervision the aide assists in planning, organizing, and implementing preschool programming for children ages 3-5 years old. Program hours are M-F PM 8:30am – 1:00pm and/or MWF 8:30am - 1:00pm. Approximately 15 – 30 hours a week. Substitute and floating positions also available 8:30am - 1:00pm. 

EXAMPLES OF DUTIES:

• Assists in the development, coordination, planning, implementing and supervising the day-to-day activities, themes and special events for an ongoing preschool program.
• Create and maintain a safe, challenging and creative environment.
• Supervise and engage preschool students during preschool hours.
• Demonstrate excellent customer service and communicate effectively with co-workers, parents, and children.
• Maintain registration, attendance, and activity records; ensure the proper pick-up/drop-off of children. 
• Encourage good behavior, appropriate manners, read books and provide a safe and nurturing environment.
• Implement and lead appropriate activities for preschool-aged children.
• Possess strong leadership skills in one or more of the following areas: art, crafts, sports, drama, cooking.

This is a part-time non-benefited position. Work schedule is flexible up to 29 hours per week.

This position will be assigned to Utilities Division of the Public Works Department.

POSITION

Depending on assignment, essential duties may include but are not limited to the following:

• Removal and clearing of debris from gutters, culverts, and drainage structures.
• Perform custodial and general maintenance of City facilities.
• Perform pick and shovel work; assists in concrete work; operates power machinery and a variety of hand tools.
• Assists in the setup of equipment (tables, chairs, canopies, etc.) and bleachers for special events.
• Read and accurately record water consumption data for all accounts, including construction meters; investigate and resolve meter irregularity issues.
• Complete service orders such as service turn-ons, turn-offs, and re-reads; deliver door hanger notices as necessary, this may include interaction with customers to gain access and/or discuss related issues. 
• Perform meter and meter box maintenance functions to improve meter readability; test meters for proper operations; perform meter replacements and minor meter repair work.
• Assist Utilities Division with water and sewer maintenance and repair efforts, such as manholes, fire hydrants, valves, meters, vaults, boxes, and lids.
• Perform a variety of unskilled and semi-skilled work in the maintenance and repair of beach facilities, including dumping trash cans, picking up debris along waterline, cleaning rest rooms, driving 4-wheel drive trucks on beach, performing minor plumbing and building maintenance, removing graffiti, painting, hand-picking litter and other related duties as assigned.

DEFINITION: Under general supervision, performs lifeguard duties, enforces all rules and regulations pertaining to the safety and well-being of visitors and patrons. Perform related work as required, may include light cleaning and janitorial.

EXAMPLES OF DUTIES:

• Active scanning and patron surveillance, practice preventive Lifeguarding.
• Enforce all rules and regulations.
• Recognize and respond professionally to emergencies, provide care as indicated under the scope of training, including activating EAP. 
• Assume assigned duties connected with care and maintenance of the facility.
• Maintain certain pool records and reports as required.
• Provide basic maintenance, equipment care and chemical pool testing.
• Deal tactfully and courteously with the public.
• Establish and maintain effective working relationships with other city employees, other agencies, and the general public.
• Actively attend and participate in required staff training and in-service drills.
• Ability to communicate clearly both orally and in writing.
• The ability to speak English clearly and understandably.
• Perform related duties as required.

TRAINING & EXPERIENCE: Must possess current Lifeguard Certification, which includes CPR for the Professional Rescuer and Lifeguard First Aid.

PHYSICAL REQUIREMENTS: Must be able to lift 50 lbs. and react quickly to emergencies.

PRE-EMPLOYMENT CONDITIONS: Candidates receiving a conditional job offer must pass a pre-placement fingerprint review. Candidates must be comfortable calling 911 in an emergency and providing care according to the level of training.
