THE DEPARTMENT:

The Department of Public Works (PW) is committed to providing the highest standards of service delivery to its citizens as it works to build, maintain, and update the City’s civic infrastructure. PW is comprised of approximately 50 employees with a general budget of $15 million and a Capital Improvement Program (CIP) budget that ranges between $10–$40 million depending on the City’s annual infrastructure needs. Its mission is to ensure San Rafael’s infrastructure meets the needs of a vibrant and growing city through careful management of major improvements and the maintenance of the City’s assets. THE POSITION:

There is one vacant position, and the successful applicant will be offered one of the following positions based on qualifications and experience: Traffic Engineer or Senior Civil Engineer. The Senior Civil Engineer position will have an emphasis in the traffic division. The position will perform the following essential job duties:

• Manage City-wide traffic system.
• Oversee City's traffic signal system and maintenance contracts and directs necessary changes to modify the system.
• Issue work orders to make changes to existing roadway system to improve safety and capacity.
• Perform traffic signal timing and operation.
• Conduct transportation modeling to assess the City's future traffic conditions and subsequently assist to develop policies to evaluate proposed developments.
• Participate in Traffic Coordinating Committee to address complaints, requests for changes, and neighborhood calming techniques and studies.
• Analyze transportation impact studies, recommends mitigation, and recommends project conditions of approval.
• Meet with other department staff to address traffic engineering issues.
• Develop project designs, applies for grant funding, obtains permits from Caltrans and other agencies. Coordinate with other public and private agencies.
• Conduct transportation planning referrals and review.
• Perform accident reconstruction to determine primary collision factor. Determines changes needed in roadway.
• Prepare technical reports for use by City attorneys and advise attorneys on traffic engineering matters.
• Prepare reports and technical applications for grants from Federal and State sources. Make presentations to selection committees.
• Perform complex and detailed analysis of roadway network using sophisticated computer software programs and methodologies.
• Perform related duties as required.

IDEAL CANDIDATE:

The successful candidate will possess a blend of technical expertise in traffic engineering principles and have strong organizational, planning, communication, and leadership skills that allow them to effectively manage different aspects of the department’s Traffic Division. They will also have a strong sense of customer service, tactfulness, and the ability to help find solutions to complex service issues for the public. They will use their communication skills and strengths to advocate for various modes of transportation including bicycle, pedestrian, transit and vehicular. They will be flexible, with the ability to adjust priorities at short notice and respond to emergencies. They will be able to think analytically but also be very decisive when needed.

Prior supervisory and/or municipal engineering experience is desired. The successful candidate will lead by example to foster a positive, creative, and productive work environment for all staff. The ideal candidate will use their interpersonal skills and technical engineering expertise to motivate the team to meet the goals and objectives of the department and City. • BS in Civil Engineering. Five years municipal engineering including two in traffic engineering.

Senior Civil Engineer

• Bachelor’s degree in Civil Engineering. 
• Five (5) years of increasingly responsible post degree engineering experience managing complex construction, maintenance, and/or traffic projects and consultants. 
• A master’s degree may substitute for 1 year of post degree engineering experience.

Traffic Engineer

• California Professional Traffic Engineer License must be possessed or obtained within two (2) years of appointment as a condition of employment.
• Valid Driver’s License

Senior Civil Engineer

THE DEPARTMENT & DIVISION
The Department of Public Works (DPW) is responsible for maintenance activities along approximately 92 miles of public right-of-way. It strives to improve, develop, and maintain public infrastructure essential to the safety, mobility, and quality of life for Orinda citizens. The DPW operates with an approximate annual operating budget of $5 million and has 17 staff members. The Department also administers a CIP budget of approximately $14 million. THE JOB
The Maintenance and Facilities Superintendent is responsible for ensuring that municipal buildings and public facilities are maintained to high standards, remaining safe and functional for employees and the public. The Superintendent will oversee a direct staff of two supervisors, up to eight indirect reports, and the Division’s annual budget. This role involves managing contract and project activities, including multi-year park and landscape maintenance contracts (currently with MCE corporation), multi-year janitorial services, facilities maintenance projects in the Capital Improvement Program (CIP) and long-term maintenance and repair plans for city-owned buildings, streets, storm drain systems, parks, trees, and landscaping. The Superintendent will coordinate with City departments and external contractors; assess and prepare contract documents; participate in vendor selection; administer contracts and evaluate contractor performance; and review and approve billings. Responsibilities also include programming building maintenance, prioritizing tasks, managing safety trainings, coordinating emergency responses, and ensuring regulatory compliance, including adherence to ADA accessibility regulations. Under the direction of the Director of Public Works, the Superintendent will coordinate activities and operations to allocate resources effectively. They will thoughtfully balance daily operational tasks and long-term strategy, ensuring alignment with community needs and goals.

The Position

The Aging and Adult Services Division of San Mateo County Health is seeking a Deputy Public Guardian Conservatorship Investigator III (DPG). The position is on the Probate Conservatorship Investigation team and is the intake section of the San Mateo County Public Guardian program.

The team receives referrals from all sources, for individuals who are no longer able to make decisions for themselves due to a disabling condition other than mental health. The probate conservatorship investigators conduct a very involved inquiry into the individual's past and present life to prove to the court that there are no other alternatives to conservatorship that will allow the individual to continue to live independently in the community. Conservatorship is a very invasive process as it removes most of an individual's rights. Therefore, it is as a last resort that a petition for conservatorship is filed with the Superior Court.

The current vacancy is in the Aging and Adult Services Division located in San Mateo, but will drive to visit clients at various locations, attend meetings, and perform various duties of the position. This person will report to the Supervising Deputy Public Guardian of Aging and Adult Services.

DPG's have responsibility for managing estates and providing casework services. They administer complex property and litigation cases, prepare complex court reports and testify in Court as needed and may develop comprehensive care plans. DPG III's also provide lead direction and training to other deputies, serve as liaisons with specific County and State department and community agencies, handle those cases that present the greatest liability to the client and/or the County, and may provide 24-hour emergency response services.

DISTINGUISHING CHARACTERISTICS

This is the full journey-level classification in the wastewater treatment plant operator series. Incumbents independently perform the full range of wastewater treatment and reclamation and recycled water facilities and equipment operations and maintenance duties. Responsibilities include inspecting and attending to assigned areas in a timely manner to ensure the proper operation and maintenance of the City’s wastewater treatment plant systems and equipment. Receives supervision and direction from the Wastewater Treatment Plant Manager or designee. Exercises lead oversight, including provision of technical supervision, assignment of work and/or the training of less experienced staff.

Under general supervision, this position performs a variety of tasks in the collection of residential, commercial and industrial solid waste refuse; drive and operate refuse collection vehicles; organize, assign and review the work of others and perform other related duties as required.  

DISTINGUISHING CHARACTERISTICS

Refuse Truck Driver II

This is a journey level class and is distinguished from the Maintenance Worker I classification by the ability to perform the full range of duties assigned with only occasional instruction or assistance as unusual or unique situations arise. This class is distinguished from the Senior Refuse Truck Diver in that the latter provides technical and functional supervision over assigned staff or division programs and responsibilities.

Refuse Truck Driver II

Receives general supervision from a Public Works Supervisor. May receive technical and functional supervision from a Senior Refuse Truck Driver.

ESSENTIAL FUNCTIONS

Include but are not limited to the following:

• Drives and operates a variety of collection vehicles and equipment including one or two-person-staffed refuse collection truck, front, rear and side loaders in the collection and transportation of residential and commercial refuse; responds to afterhours call-outs if assigned.
• Maintains assigned truck by regular cleaning and washing, including inspecting for mechanical or other operating problems; reports mechanical or related problems for maintenance; may perform minor maintenance as appropriate.
• Operates hydraulic/mechanical controls to load, compress, and dump refuse; collects and disposes of debris on assigned route; transports refuse to/unload at appropriate landfill sites and/or sewage treatment plant.
• Assists with battery sorting, electronic waste collection, bin repair or delivery, cardboard removal, illegal dumping cleanup, and any other related solid waste program or assignment.
• Completes and posts notification tags on containers, bins and dumpsters for unacceptable contents for refuse collection.
• Prepares, maintains and submits records, reports and forms including time records, equipment and maintenance records, and route maps and logs.
• Responds to questions and concerns from the general public; provides information as is appropriate and resolves public service complaints.
• Establishes positive working relationships with representatives of community organizations, state/local agencies, City management and staff and the public.
• Performs other related duties as assigned.

PHYSICAL, MENTAL AND ENVIRONMENTAL WORKING CONDITIONS

Position requires sitting, standing, walking on level and slippery surfaces, reaching, twisting, turning, kneeling, bending, stooping, squatting, crouching, grasping and making repetitive hand movement in the performance of daily duties. The position also requires both near and far vision when inspecting work and operating assigned equipment. The need to lift, carry and push tools, equipment and supplies weighing 25 pounds or more is also required. Additionally, the incumbent in this outdoor position works in all weather conditions including wet, hot and cold. The incumbent may use cleaning and lubricating chemicals, pesticides or herbicides which may expose the employee to fumes, dust and air contaminants. The nature of the work also requires the incumbent to climb ladders, use power and noise producing tools and equipment, operate hydraulic aerial devices, drive motorized vehicles and heavy equipment, work in heavy vehicle traffic conditions and often work with constant interruptions.

KNOWLEDGE/SKILLS/ABILITIES

Knowledge of:  Methods, practices and techniques of solid waste and refuse collection and disposal; practices, techniques and materials used in the collection and disposal of solid waste refuse; knowledge of the City street system; applicable federal, state and local laws, codes and regulations; operating characteristics and safety requirements for operation of trucks, refuse vehicles and other heavy and light equipment; defensive driving; proper lifting procedures; Principles and practices of lead supervision, training, and performance evaluation, including safety practices and related record-keeping; methods and techniques for record keeping; basic principles of mathematics; occupational hazards and standard safety procedures.

Skill to:  Safe, effective, defensive and attentive driving, along with experience using a variety of solid waste and refuse collection vehicles, equipment, tools and materials. 

Ability to:  Perform solid waste refuse collection and disposal; drive and operate solid waste and refuse collection trucks; respond to issues and concerns from the community; interpret, explain and apply applicable laws, codes and regulations; operate a variety of solid waste and refuse collection equipment, vehicles and tools; perform heavy manual labor for extended periods of time; work at substantial heights; respond to afterhours call-outs if assigned; organize, prioritize and follow-up on work assignments; work independently and as part of a team; make sound decisions within established guidelines; analyze a complex issue, and develop and implement an appropriate response; develop and coordinate collection route schedules, including identification of non-routine special routes/equipment needs related to special events/projects; inspect trucks for maintenance/replacement recommendations; act as a lead worker and perform advanced journey level solid waste refuse collection work related to area of assignment; follow written and oral directions; observe safety principles and work in a safe manner; communicate clearly and concisely, both orally and in writing; establish and maintain effective working relationships.

SENIOR TRANSPORTATION ENGINEER

The Organization

The Public Works, Transportation Engineering Division plans and operates a multi-modal transportation system with safe and convenient choices for walking, bicycling, driving and using transit, through local actions, and in coordination with regional and state transportation agencies. Our work is guided by a City adopted Mobility Action Plan, Vision Zero Action Plan and in Coordination with the City's Mobility Commission. 

The City is currently developing its first Active Transportation Plan (ATP), which updates and consolidates its previous Bicycle Master Plan and Pedestrian Master Plan and provides guidance for its active transportation programs for the next five years.

The Position

The Senior Transportation Engineer plays a key role in implementing Fremont's General Plan vision to be "a national model of how an auto-oriented suburb can evolve into a sustainable, strategically urban, modern city." Specific City goals and current projects include implementing the "Vision Zero" traffic safety improvement program, transforming Fremont's transportation corridors into "complete streets" that are safe, comfortable, and convenient for all travel modes and users of "All Ages and Abilities", reducing the number of vehicle miles traveled, expanding available transit services, modernizing the City's traffic signal system, upgrading State Highway corridors, and supporting new innovations in transportation technology.

In 2019, the City completed a Mobility Action Plan and formed a Mobility Commission to assist with plan implementation. Minimum Qualifications

The successful candidate will typically possess the following:

• Education: Graduation from an accredited college or university with a Bachelor's degree in Civil Engineering.
• Experience: Five years of professional Transportation engineering experience at the fully qualified working level.
• Licenses/Certificates/Special Requirements:
  • Possession of valid registration as a traffic engineer or civil engineer issued by the California State Board of Registration for Professional Engineers is required. Dual registration is highly desirable.
  • This classification requires the ability to travel independently within and outside the City limits. Positions in this classification require possession of a valid Class C California Driver's License by the time of appointment. Failure to possess or maintain the valid required license shall result in discipline up to and including termination of employment.
