Under general direction of the Ferry Maintenance Manager, this position will be responsible for developing and implementing comprehensive maintenance job plans for our fleet of passenger ferries and facilities. The Ferry Maintenance Planner is responsible for all aspects of the planning process with the goal of improving workforce productivity and work quality by eliminating potential delays and obstacles. This position is also responsible for analyzing and interpreting data and preparing correspondence and reports with recommendations to management.

Essential Responsibilities

 

• Develops and maintains a comprehensive job plan library to support maintenance activities for the ferry division assets, including routine inspections, preventative maintenance, and repairs, at the direction of the Ferry Maintenance Manager.
• Performs fact finding job walks and inspections against maintenance service requests to create effective maintenance job plans.
• Collaborates with Ferry Maintenance Manager and Shop Foreman to coordinate maintenance activities, ensuring minimal disruption to ferry operations.
• Works with store room and procurement personnel to ensure parts availability in line with maintenance work plans and schedules.
• Uses work order data and job plans to optimize on-hand inventory, identify and maintain sufficient critical spares inventory
• Coordinates with external vendors and contractors for specialized maintenance and repair services.
• Ensures contractors are notified of any safety requirements prior to arrival on site.
• Reviews work order actuals (parts, labor, requisitions) data prior to records being closed.
• Identifies trends, optimize maintenance work plans, and improve overall maintenance efficiency by finding and eliminating defects in process and design.
• Prepares reports and documentation related to maintenance activities including work orders, maintenance logs, and equipment records. 
• Ensures compliance with all relevant safety regulations, industry standards and Ferry Division Safety Management System.
• Assists in the development and implementation of training programs for maintenance staff.
• Stays updated on industry best practices and emerging technologies in Reliability Centered Maintenance.
• Undertakes improvement initiatives to support maintenance performance.
• Establishes and maintains effective working relationships with District employees, customers, vendors and all others contacted during the course of work using principles of excellent customer service.
• Performs additional related duties as assigned.
• Regular and reliable attendance and performance required.

 

Minimum Qualifications

 

Education and/or Experience: 

• Associate degree in a related technical field. Qualifying Experience may be substituted on a year-for-year basis in lieu of education
• Four (4) years of experience in industrial or transportation maintenance, preferably in the maritime industry.  
• Experience in using a Computerized Maintenance Management System, CMMS (IBM Maximo Preferred)
• Experience at an advanced level preforming maintenance-based planning (Labor, materials, tools, impact to operations) and technical administrative responsibilities is desirable. Must be able to demonstrate proficiency using advanced word processing, spreadsheet and database software; prepare analysis, presentations, and spreadsheets using Excel.

 

Required License: 

Must possess and maintain a current, valid California driver's license and satisfactory driving record.  

 

Physical Requirement: 

Working inside and outside in all weather conditions. Work around fumes, odors and dust in an occasionally high noise level environment. Ability to access and inspect all above and below deck spaces and voids. Ability to travel to District facilities. Routine use of computer, telephone and other office equipment.

Position Summary

 

The first 6-months will be at a Dispatcher Trainee status. Every two months during training, there will be a step increase as follows: 

 

Dispatcher II Trainee: 

Step 1 : $29.85

Step 2 : $33.83

Step 3 : $37.81                

FIRST REVIEW DATE - MAY 31ST, 2024

Once you successfully complete the trainee status, the starting salary step is $39.80 with the highest step being $47.95 

This position reports directly to the Operations Control Manager, who provides general supervision, guidance, and assistance.  A substantial portion of the dispatcher’s work is assessment of unscheduled events and corrective action follow through.   Dispatcher’s work is evaluated by performance in maintaining scheduled and unscheduled service, dealing with emergency situations, supervision of bus operators, and interaction with bus transportation supervisors.
 
The primary responsibility of the Dispatcher is to make work assignments to bus operators in accordance with the labor agreement; within a geographic service area, to safely maintain scheduled and unscheduled service. An additional responsibility is to act as a Radio Dispatcher as required.   The position may require working on extended shifts.

Essential Responsibilities

 

• Develops a daily dispatch plan, based on the availability of equipment and operators, and modify the plan as conditions or events change during the day.
• Responsible for maintaining scheduled and unscheduled service at a rate greater than 99% of all schedules while minimizing additional costs of overtime.  
• Possesses the knowledge and interpretation of the labor agreement in scheduling the extra board, making work assignments, and handling a wide variety of operational situations.
• Assists, coordinates, and provides radio contact for bus transportation supervisors in the field, and dispatches them as needed to respond to situations requiring supervisor’s presence.
• Verifies accuracy and functioning of time clocks, checks vehicle/operator supplies, reviews daily schedules, and verifies bus operator’s medical card and driver's license.
• Knows and follows the safety and health rules and safe working practices applicable to his or her job.
• Establishes and maintains effective working relationships with District employees, customers, vendors, and all others contacted during working hours using principles of excellent customer service.
• Performs additional related duties as assigned.
• Regular and reliable attendance and performance are required.

 

Minimum Qualifications

 

Education and/or Experience: Minimum of one (1) year of customer service experience in a fast-paced environment or experience in dispatching vehicles. Transit experience is preferred. Must pass the Dispatcher Training Program and Probationary Period. (This will include classroom instruction. The classroom instruction will consist of tests that must be passed. There will be modules on District fares, routes, knowledge of bid cycles, run books, policies, procedures, and MOU procedures, along with other paperwork associated with the duties of this position.)
 
Required License: Must possess and maintain a current, valid California driver's license and satisfactory driving record. No more than 2 moving violations within the last 3 years. No DUIs or reckless driving infractions within the last 7 years. May operate District vehicles. 
 
Physical Requirement: Lift up to 50-pound boxes and supplies. May require long periods of standing. Frequent bending and reaching. Long periods of working at a computer workstation. Constant use of sight abilities including hand/eye coordination, near range vision for sorting, and accessing written material.  Constant use of hearing and speech abilities to communicate with operators; give/receive instructions via the telephone, and radio.

SALARY

Plans Examiner I:              $46.85– $58.55 per hour ($8,121.69 – $10,150.25 per month)

Plans Examiner II:            $8,955.46 – $11,196.45 per month

JOB TYPE

Permanent, Full-Time; The City has one vacancy to fill at either the Plans Examiner I or Plans Examiner II level.

THE POSITION

The City of Dublin is seeking a dedicated individual for the position of PLANS EXAMINER I/II to perform detailed, comprehensive technical reviews of residential and commercial permit applications and building plans.  The incumbent performs a full range of plans examination duties to ensure projects and structures are in compliance with laws, ordinances, codes and regulations before permits are issued.  The position serves as a resource to the City’s Permit Technicians who determine required plans and resolve problems regarding plan submissions and sufficiency. 

The PLANS EXAMINER I position is distinguished from the PLANS EXAMINER II level in that the PLANS EXAMINER II performs more complex technical reviews of commercial plan checks, structural reviews; and performs supervisory authority over assigned staff, including directing and training.

EXAMPLES OF DUTIES

The following key elements describe the basic duties and responsibilities of the position:

PLANS EXAMINER I:

• Perform plan checks for residential alterations, room additions and tenant improvements.  Reviews building construction plans for compliance with building, mechanical, plumbing, electrical, energy, green building, accessibility and health and safety codes. 
• Confer with homeowners, builders, engineers and architects to provide and obtain information and interpret building codes and regulations; recommend necessary changes to obtain compliance with applicable codes and regulations.
• Provides input and assists in the establishment and/or improvement of Division’s procedures and policies;
• Verifies that permit application and plans meet the minimum requirement of all applicable codes, state and local regulations.
• May perform routine building inspection assignments in support of inspection staff.
• Prepare correspondence to architects, engineers, contractors and homeowners relating to the correction of plans and details.  Communicates verbally, in writing, by e-mail and by telephone with the general public, other City employees, contractors in order to explain and administer the various building codes.
• Properly interpret building codes, plans, specifications, and engineering calculations.  Regularly research code questions for interpretation.
• Review and perform mathematical calculations to determine appropriate fees.
• Perform research, analysis and evaluation of site, architectural and related plans.
• Strong commitment to customer service and interactive team participations.
• Provide support to permit processing and public counter activities.

PLANS EXAMINER II (In addition to the above):

• Reviews building construction plans for compliance with structural design requirements and building, mechanical, plumbing, electrical, energy, green building, accessibility and health and safety codes.  Examples of reviews can include: residential additions, complex tenant improvements, HVAC roof top equipment, monument signs, etc.
• Handle the full-range of plan check duties including screening and preliminary review, and is responsible for independent decisions requiring technical judgement and public relations skills. 
• May assume the responsibility for supervision of plan check and permitting functions in the absence of the Plan Check Engineer.
• Participate in the development and implementation of the Division’s policies.
• As assigned, perform on-site inspections as follow-up to plan activities.
• Resolve disputes between the City and designers.
• Attends and represents the Building & Safety Division at Pre-Development and other meetings.
• Evaluate the written qualifications of Special Inspection firms for inclusion into the City’s list of pre-qualified special inspections firms.

General

The Procurement Administrator II reports to a Procurement Administrator III in Contracts and Procurement and is responsible for preparing and processing Invitations for Bids (IFBs), Requests for Proposals (RFPs), Requests for Quotations (RFQs), and Purchase Orders (PO’s) for the procurement of goods, materials, equipment, professional services, and public works.

Essential Functions & Duties

 

• Manage all phases of the procurement process in compliance with applicable local, state and federal laws, rules, regulations, and policies governing public agency purchasing (e.g. California Labor Code, Prevailing Wage, and California Contract Code).
• Review solicitation requirements for reasonableness, recommend contract type, determine appropriate procurement strategy, and method of compensation.
• Develop terms and conditions and solicitation provisions.
• Lead contract negotiations to achieve best overall value for the agency. 
• Perform contract administration (e.g., administer contract amendments, prepare in-house memoranda, and correspond with vendors and legal staff).  

 
EXAMPLES OF DUTIES: 

• Authorize award of contracts and approve purchases, contract amendments, and work directives consistent with District policy and procedures.
• Prepare and issue professional service agreement work directives. Negotiate and maintain rate agreements and any adjustments in mark-ups or indirect rates with consultants in coordination with project managers. 
• Maintain contract records that includes print and website advertising, leading pre-bid/proposal meetings, lead site walk-throughs, respond to requests for approved equals, address questions and requests for clarification, conduct public bid openings, analyze bids received, determine responsiveness and responsibility of apparent low bidders, check references and perform cost/price analyses. 
• Manage and perform contract activities using PeopleSoft. 
• Develop contract language by collaborating with subject matter experts from such areas as Risk Management, Disadvantaged Business Enterprise (DBE), Labor Compliance, Project Management, Finance, Capital Grants, and Legal Counsel.
• Research and evaluate sole source procurement requests.
• Provide guidance to Project Managers on all aspects of the procurement solicitation and contracting process. This includes evaluating scope of work, identifying evaluation criteria, and developing timelines.
• Prepare written reports and contract award recommendations. 
• Provide guidance and administration on a wide variety of contracts. 
• Interface with government, and transit agencies.
• Perform all job duties and responsibilities in a safe manner to protect one’s self, fellow employees, and the public from injury or harm. Promote safety awareness and follow safety procedures in an effort to reduce or eliminate accidents.
• Perform other duties as assigned.

 

Minimum Qualifications

Sufficient experience, training and/or education to demonstrate the knowledge and ability to successfully perform the essential functions of the position. In lieu of a degree, work-related experience that demonstrates the skills and experience necessary to perform this role will be accepted. Development of the required knowledge and abilities is typically obtained through but not limited to:

• Bachelor’s degree in Business Administration, Economics, or related field.
• Three (3) years relevant full-time professional-level experience with procurement and administration of equipment, material, maintenance, public works, and professional or other services-type contracts. 

PREFERRED QUALIFICATIONS:

• Experience in public agency purchasing is highly desired. 
• One or more of the following Professional procurement certifications is desired: 
• Certified Professional Public Buyer (CPPB), 
• Certified Public Procurement Officer (CPPO), 
• Certified Purchasing Manager (CPM), or 
• Certified Professional Supply Management (CPSM).
• Construction Experience preferred
• Working knowledge of an Enterprise Resource Program (ERP) such as PeopleSoft, SAP, JD Edwards, and Oracle. 
• Proficient in Microsoft Word and Excel
• Effective verbal and written communication skills.

THE POSITION:

The City of Hayward is excited to announce its recruitment for the position of Family Counselor in a limited term and permanent full-time vacancy.  Under general direction, the Family Counselor provides crisis intervention, counseling, and referral services to youth, families, and individuals and performs other related duties as required, such as school based, case management, and gang prevention/intervention services. 

The current vacancies are for a limited term position as well as a permanent full-time opportunity.  Future vacancies can also be filled by the resulting eligible list. The limited term position is dependent on ongoing funding for the program.  Funding has already been secured through FY2025 (June 30, 2025) and there is potential for the position to become permanent in FY2026. 

 
You are: 
The ideal candidate has experience providing short-term family counseling and case management services to youth and their families who are involved in the juvenile justice system or at elevated risk for involvement.  They are skilled at completing safety assessments and intervening with people experiencing mental health crisis.  They have the ability to work well across disciplines, particularly with law enforcement and other emergency response teams and in schools.  They are knowledgeable about local community resources and skilled at forming relationships quickly.

Duties may include but are not limited to the following:

Provides crisis intervention services to youth, families, individuals, and couples including but not limited to crises involving incorrigible youth, dependent children under the court's custody, domestic violence, first time offenders, and the hospitalization of individuals dangerous to self and others.
 
Provides counseling to youth, families, couples, individuals and groups.
 
Maintains crisis intake log, case files and service statistics.
 
Provides referral information to the public, and other agencies.

Participates in division, department, community and school meetings.

Provides support service, consultation and training to patrol officers on juvenile and mental health topics.
 
Provides case management services to youth and their families.
 
Provides school based services to students and their families, including consultation and training for school administrators and teachers, implementation of school climate initiatives, and coordination of site-based student support services.
 
Provides gang prevention and intervention services to at risk and gang involved youth and their families.
 
Maintains formal and informal liaison with mental health professionals and service providers including courts, schools, private therapists, hospitals, probation and other agencies.
 
Provides emergency psychological evaluation and recommendations.
 
Responds to critical incidents and other in-field emergency situations.
 
Performs related work as necessary.

JOB RELATED AND ESSENTIAL QUALIFICATIONS  

 

You have:  

Any combination of experience and education equivalent to that which would likely provide the required knowledge and abilities would be qualifying. A typical way to obtain the knowledge, skills and abilities would be:

Experience:    One (1) year providing counseling or psychotherapy to youth, families, groups and individuals.  Experience with probation involved or at-risk youth and experience with school based mental health services are highly desirable; experience working in school settings is highly desirable.
 
OR
 
One (1) academic year of graduate level internship experience. One (1) relevant clinical internship placement is desirable.

Education:  Equivalent to a Master's Degree from an accredited college or university in Counseling, Clinical Psychology, Clinical Social Work or a closely related field or a Doctorate in Clinical or Counseling Psychology. (Note: Applicants with a related Master's Degree in progress are also encouraged to apply. Selected candidate will need to provide proof of graduate degree completion by the start date of employment.)

License:  Possession of a valid License in Marriage and Family Therapy (L.M.F.T.), Licensed Clinical Social Work (L.C.S.W.), Licensed Professional Counselor (L.P.C), Licensed Clinical Psychologist or a closely related field is highly desirable.

Possession and maintenance of a valid Class C California Driver's License.

FM&O, short for Facilities Maintenance & Operations, ensures County facilities are safe, comfortable, and clean. From historic landmarks to modern offices, we keep things running smoothly.

 

The FM&O Stationary Engineers perform maintenance and repairs to the various plumbing, mechanical, and lighting systems throughout County facilities. These include boilers, chillers, pumps, motors, lamps, ballasts, drivers, toilets, sinks, and faucets as well as utilizing the lighting and building control systems to schedule and adjust run times of the various pieces of equipment. Position Overview

Under the direction of a Supervising Stationary Engineer, Stationary Engineers are responsible for a wide variety of repair and maintenance work in the areas of HVAC, electrical, plumbing, refrigeration, emergency power systems, water treatment systems, boiler equipment, and piping repair, building automation systems, and miscellaneous equipment repair. Stationary Engineer II is a journey-level classification, and incumbents are expected to have proficiency, perform independently, and solve complex problems in all of the areas listed above.

There are multiple vacancies to be filled throughout the Department. Work locations will include Redwood City Government Center, San Mateo Medical Center, Youth Services Center, and Maple Street Correctional Facility.

 

Important Info

Candidates hired as Stationary Engineers must be willing to work evenings, weekends, and alternate shifts. They must also successfully obtain and maintain a Sheriff's Office security clearance as a condition of employment.

 

The ideal candidates for these positions will have:

• At least three years of journey-level experience as a Stationary Engineer.
• A minimum of three years of journey-level experience in mechanical, electrical, and plumbing systems.
• Extensive knowledge and experience working with boiler and HVAC systems.
• Proficiency in a wide variety of installations and repairs on plumbing, gas system piping, chiller/boiler piping, and wastewater systems, including the ability to operate a large sewer snake.
• Certification as a Backflow Prevention Tester.
• Experience in energy management and computer-controlled systems.
• The ability to troubleshoot, repair, and maintain a variety of equipment, including air conditioning, electric motors, heating units, heat pumps, light commercial furnaces, burners, fresh air and exhaust fans, economizers, and humidifiers.
• Experience with Fire Alarm testing, troubleshooting, and NFPA codes.
• Experience in a hospital or healthcare setting.
