DEFINITION:

 

To assist in implementing, coordinating, and evaluating recreation and programs and events, including but not limited to Teen Programs, Youth Programs, After School Programs, Aquatic Programs and events, promotional events, special events and excursions.

QUALIFICATIONS

 

Knowledge of:

Community resources adaptable to the development of community services programs for specified recreation programs.  Principles of program coordination, training and evaluations.  Emergency procedures, First Aid and CPR.  Safety principles, practices and procedures.

 

Skill to:

Apply First Aid methods and safety precautions related to assigned programs.  Develop and maintain support for programs from the community and local organizations.  Communicate clearly and concisely, both orally and in writing.  Oversee train and evaluate assigned staff.  Establish and maintain effective work relationships with those contacted in the performance of the required duties.  Operate office equipment, including a personal computer.

 

Ability to:

Develop cooperative public relations with the general public.  Remain calm in stressful situations.  Be consistent when enforcing rules and regulations.  Maintain authority and control over programs.

 

Minimum Education and Experience:

 

Education:

High School diploma or equivalent.  Bachelor's Degree from an accredited college or university with major course work in recreation or a related field is preferred.

 

Experience:

Two (2) year of increasing responsible experience in the delivery of recreation services. A Bachelor’s Degree may be substituted for one year of experience.

 

License or Certificates:

When only assigned to recreation duties, the following is required and must be maintained during the course of employment.

 

• Required upon hire:
  •  Valid California Driver’s license,
• Required within six months of hire,
  • Possession and maintenance of a current American Red Cross First Aid Certificate or equivalent and

What You'll Do

The Public Works Department is responsible for the City's major capital projects and infrastructure including streets, sidewalks, streetlights, traffic signals, sewer and storm conveyance systems, and pump stations.  The Department is also responsible for the efficient management of the City's traffic operations and review of right-of-way impacts associated with private developments.

Transportation is and continues to be of importance to our Department and the community.  Traffic congestion plagues many of the peninsula cities.  Belmont has taken a proactive approach by continuously looking for transportation improvements, such as roundabout design, multimodal enhancements, and an adaptive signal operation system on our main East-West connection, Ralston Avenue.  Another pivotal project is the development of a citywide Transportation Master Plan, to help guide the City for its future growth.

Private development has grown significantly in the City the last 5 years, including biolife sciences, housing, and mixed-use developments.  Most notable are the Conceptual Development Plan and Development for the Belmont Stanford Campus at Notre Dame de Namur University and the Annexation of the Harbor Industrial Area from the County of San Mateo.

This invitation is focused on recruiting a Senior Engineer for private development and permitting services.  Key assignments include leading staff and managing consultants and contractors through the private development process, as well as managing the permitting services.  However, the Senior Engineer may be assigned to work in any of the work areas mentioned above.

In addition, the Senior Engineer assists in preparing and monitoring operating budgets in connection with assigned programs and contract management.  Effective communication skills and the ability to recognize the interconnectedness of the various civil disciplines and stakeholders are critical to the success of this position.  This position is public-facing and may be needed in planning commissions and city council meetings.  This position involves direct supervision of a growing team of 3-4 staff members, which may include engineers, engineering technicians, and contract staff.

Generally, the Senior Civil Engineer supervises, assigns, reviews, and participates in the work of staff responsible for performing professional and technical engineering services in the design and management of public works capital improvement projects, private development, permitting and other services, ensuring high work quality and adherence to established policies and procedures.

Positions at this level are distinguished from other classes within the series by the level of responsibility assumed and the complexity of duties assigned.  Employees perform the most difficult and responsible types of duties assigned to classes within this series, including management of the most complex engineering projects or exercising lead direction over lower-level staff.  Employees at this level are required to be fully trained in all procedures related to assigned area of responsibility.

The responsibilities and duties of the Senior Civil Engineer may include, but are not limited to, the following:

• Plan, prioritize, assign, supervise, review, and participate in the work of staff responsible for providing professional engineering services in the design and management of public works capital improvement projects.
• Establish schedules and methods for providing engineering services, identify resource needs, review needs with appropriate management staff, and allocate resources accordingly.
• Participate in the development of policies and procedures, monitor work activities to ensure compliance with established policies and procedures, and make recommendations for changes and improvement to existing standards and procedures.
• Recommend and assist in the implementation of goals and objectives and implement approved policies and procedures.
• Perform the more technical and complex tasks of the work unit, including management and administration of construction and professional services contracts.
• Supervise and participate in the work of lower-level engineering staff in the preparation of project plans, specification, cost estimates, and contract administration for capital projects.
• Supervise and participate in the inspection of capital projects, ensure compliance with applicable codes and regulations and provide resolutions to construction problems.
• Prepare and/or review professional civil engineering designs for assigned projects utilizing a variety of computer software programs, perform detailed calculations and computations, and prepare and/or review the adequacy and accuracy of computations, preliminary layouts, and design work from field and survey data.
• Review and approve changes to approved plans and specifications and process a variety of permits.
• Exercise professional engineering judgment in accordance with current accepted practice of civil engineering and appropriate laws and codes.
• Participate in the selection of technical engineering staff, provide or coordinate staff training, work with employees to correct deficiencies, and implement discipline procedures.
• Participate in the preparation and administration of assigned engineering program budget, submit budget recommendations and monitor expenditures.

DEFINITION

Perform a wide range of administrative and office support activities for the Recreation, Arts and Community Services Department, its Director and/or managers and supervisors to facilitate the efficient operation of the organization.  The incumbent should be organized, detail oriented, accurate and adept with various computer software.  Perform routine correspondence, field public inquiries, maintain departmental files consistent with the Town’s records retention policy; schedule appointments and meetings, procure supplies, assist with data entry and provide support related to the review, production, and distribution of staff reports.

DEFINITION

Develop, organize, and implement delivery of recreation and social services to the citizens of Danville in accordance with program objectives set forth by the Recreation, Arts and Community Services Department. Perform professional duties in Community Centers, Village Theatre and Art Gallery, and/or Teen Centers, as assigned.

 

SUPERVISION RECEIVED AND EXERCISED

Receives direction from a Program Supervisor.  Exercises supervision over Program Assistants and other program personnel, as assigned.

 

ESSENTIAL JOB DUTIES

Essential duties may include, but are not limited to the following:

• Plan, implement and evaluate programs, events and services.
• Assist in recruiting, training, supervising and evaluating part-time personnel and volunteers.
• Conduct and attend a variety of training seminars, staff meetings, and community meetings.
• Recruit and orient contractual instructors and develop and monitor contractual service agreements.
• Prepare memos, correspondence, reports and public information in a variety of forms.
• Represent the Recreation, Arts and Community Services Department and Town to citizens, advisory bodies and community organizations and serve in a liaison role, as assigned.

Specific to Youth/Teen Services:

Program Coordinator will be responsible for implementing a variety of recreational, social and educational programs and services for youth, ages preschool through high school.  Work closely with the Town's Police Services Department, School District, community and human services agencies.  Motivate and facilitate various youth groups.

 

Specific to Sports & Fitness and Facility Management

Responsible for the development and implementation of sports programming, including aquatics, and organizing a variety of recreational sports leagues for youth and adults.  Work closely with the school district.  Supervises seasonal Aquatics program to include staff training and in-services. Requires a basic understanding of sports terminology, concepts, and rules. Responsible for sports & fitness fee classes offered in the Danville Activity Guide.  Support facility management through facility rentals.

 

QUALIFICATIONS

A Bachelor's degree in recreation administration, public administration, or closely related field.

 

LICENSE(S) AND CERTIFICATION(S)

Possession of a valid California State Driver's License, or license in another state with the ability to obtain a California license within 30 days of hire. First Aid and CPR certification is required but may be obtained during probationary period.

SALARY

Plans Examiner I:              $46.85– $58.55 per hour ($8,121.69 – $10,150.25 per month)

Plans Examiner II:            $8,955.46 – $11,196.45 per month

JOB TYPE

Permanent, Full-Time; The City has one vacancy to fill at either the Plans Examiner I or Plans Examiner II level.

THE POSITION

The City of Dublin is seeking a dedicated individual for the position of PLANS EXAMINER I/II to perform detailed, comprehensive technical reviews of residential and commercial permit applications and building plans.  The incumbent performs a full range of plans examination duties to ensure projects and structures are in compliance with laws, ordinances, codes and regulations before permits are issued.  The position serves as a resource to the City’s Permit Technicians who determine required plans and resolve problems regarding plan submissions and sufficiency. 

The PLANS EXAMINER I position is distinguished from the PLANS EXAMINER II level in that the PLANS EXAMINER II performs more complex technical reviews of commercial plan checks, structural reviews; and performs supervisory authority over assigned staff, including directing and training.

EXAMPLES OF DUTIES

The following key elements describe the basic duties and responsibilities of the position:

PLANS EXAMINER I:

• Perform plan checks for residential alterations, room additions and tenant improvements.  Reviews building construction plans for compliance with building, mechanical, plumbing, electrical, energy, green building, accessibility and health and safety codes. 
• Confer with homeowners, builders, engineers and architects to provide and obtain information and interpret building codes and regulations; recommend necessary changes to obtain compliance with applicable codes and regulations.
• Provides input and assists in the establishment and/or improvement of Division’s procedures and policies;
• Verifies that permit application and plans meet the minimum requirement of all applicable codes, state and local regulations.
• May perform routine building inspection assignments in support of inspection staff.
• Prepare correspondence to architects, engineers, contractors and homeowners relating to the correction of plans and details.  Communicates verbally, in writing, by e-mail and by telephone with the general public, other City employees, contractors in order to explain and administer the various building codes.
• Properly interpret building codes, plans, specifications, and engineering calculations.  Regularly research code questions for interpretation.
• Review and perform mathematical calculations to determine appropriate fees.
• Perform research, analysis and evaluation of site, architectural and related plans.
• Strong commitment to customer service and interactive team participations.
• Provide support to permit processing and public counter activities.

PLANS EXAMINER II (In addition to the above):

• Reviews building construction plans for compliance with structural design requirements and building, mechanical, plumbing, electrical, energy, green building, accessibility and health and safety codes.  Examples of reviews can include: residential additions, complex tenant improvements, HVAC roof top equipment, monument signs, etc.
• Handle the full-range of plan check duties including screening and preliminary review, and is responsible for independent decisions requiring technical judgement and public relations skills. 
• May assume the responsibility for supervision of plan check and permitting functions in the absence of the Plan Check Engineer.
• Participate in the development and implementation of the Division’s policies.
• As assigned, perform on-site inspections as follow-up to plan activities.
• Resolve disputes between the City and designers.
• Attends and represents the Building & Safety Division at Pre-Development and other meetings.
• Evaluate the written qualifications of Special Inspection firms for inclusion into the City’s list of pre-qualified special inspections firms.

The City is seeking a Division Manager to manage all services and activities in the Benefits Division of the Human Resources Department. The Benefits Manager will report to the Director of Human Resources and will be responsible for administering the City of San José's extensive benefits program, which includes insurance programs and other health, financial and professional benefits. The Director and Division Manager will work closely to make recommendations to the City Manager based on their evaluation of all benefits plans.

THE POSITION

Reporting to the Director of Administrative Services, the Management Analyst (Risk Management) provides professional support to risk management programs including: workers' compensation, safety compliance, review and approval of contracts and Certificates of Insurance, risk transfer, and leave and disability administration. 

In addition, you will have the opportunity to coordinate and oversee workers' compensation claims administration including monitoring accepted claims and providing information to claimants, attorneys, and the workers' compensation carrier. Definition
Under general supervision, the Senior Land Surveyor supervises and coordinates the activities of field and office surveying functions and assists the Survey and Mapping Manager with supervisory and administrative functions of the Survey Services Unit.

Distinguishing Characteristics
This is a single position classification responsible for assisting the Survey and Mapping Manager in supervising the efforts of subordinate personnel including surveyors, engineering technicians, and consultants. The Senior Land Surveyor can be assigned to any of the following areas: supervision of survey activities in the field for design and construction projects, supervision of office surveying functions such as mapping, writing legal descriptions, and production of accurate calculations used for engineering, real estate and construction activities.

This classification requires that the incumbent be licensed as a Professional Land Surveyor in the State of California or equivalent and possess specialized knowledge of land surveying techniques and construction surveying, with emphasis on technology such as GPS (Global Positioning System) methodology and instrumentation. This position will supervise professional and/or administrative staff, as well as identify the need for establishing and administering consultant contracts. This position works with other public agencies (e.g., Caltrans, local cities and counties, water district) to establish property exchanges and rights of way for transportation improvements.

Essential Job Functions

Typical Tasks

• Selects, supervises, trains, motivates, assigns, evaluates, counsels and disciplines subordinate personnel;

Minimum Qualifications

Employment Standards
Sufficient training, education, and experience to demonstrate possession of the required knowledge, skills and abilities.

Development of the required knowledge, skills, and abilities is typically obtained through training and experience equivalent to graduation from an accredited college or university with major work in surveying science, engineering or a related field and a minimum of eight (8) years of technical surveying experience, at least three (3) years of which must have been in a position comparable to that of a field surveying Chief of Party and/or office surveying "Lead" Land Surveyor. Directly related experience may be substituted for the education requirement on a year for year basis.

Registration as a Professional Land Surveyor in the State of California or equivalent is required at the time of appointment.

Definition
Under general supervision, performs professional human resources work involving a wide variety of human resources functions.

Distinguishing Characteristics
This is the journey level in the Human Resources Analyst series. This level is characterized by assignments that are complex and sensitive in nature and require a high level of competence and understanding of a functional area(s). Incumbents in this class carry out work assignments with independence. This position may be required to provide lead functional or technical direction of paraprofessional or clerical employees.

An incumbent has responsibility for independent action, planning the work, using experienced judgment, solving problems, and the results of the work. Assigned duties require the exercise of judgment or choice among possible actions, sometimes without clear precedents, yet with concern for the consequences of the action. This classification differs from the next lower level of Associate Human Resources Analyst in that incumbents receive less supervision and are expected to perform more responsible assignments with a great deal of independence. This class differs from the higher level Senior Human Resources Analyst class in that the latter has full responsibility for one or more program areas and supervises and/or trains other professional-level employees.

• Administers various human resources programs;
• Reviews and analyzes existing or proposed policies, procedures systems, management and personnel activities, advises on their impact and makes recommendations for change;
• Provides consultation and analyses/recommendations concerning human resources functions and issues;
• Analyzes, investigates and responds to issues in assigned functional area;
• Researches, resolves, facilitates resolution of and/or makes recommendations concerning human resources issues;
• Conducts analytical studies;
• Prepares and presents written and oral reports and statistical analyses, as well as letters, memorandum, training materials, and other written documents;
• Plans, develops, organizes, implements, and evaluates a variety of difficult and complex management and employee training programs and organizational development applications;
• Conducts needs assessments regarding employee, management, and organizational training needs;
• Previews and evaluates vendor instructional materials; negotiates project contract and pricing with vendor;
• Conducts analysis of employee work force in compliance with FTA affirmative action guidelines;
• Assists in developing goals for the disadvantaged business enterprise and employment programs;
• Assists in drafting the Affirmative Action Plan;
• Performs outreach recruitment to encourage participation by underrepresented groups in and equal employment opportunity programs;
• Conducts investigations for grievances or challenges regarding the employment accessibility and ADA programs;
• Performs research and provides technical assistance to the General Counsel's office regarding a variety of human resources issues;
• May provide training and lead direction to other staff;
• Determines the most suitable recruitment strategies and selection process designs;
• Performs recruitment activities such as preparing and distributing job announcements and composing and placing advertising;
• Represents VTA at job fairs and other public events;
• Plans and conducts salary/benefits surveys;
• Conducts job audits and analyses;
• Analyzes and evaluates positions for classification, compensation, recruiting and testing;
• Determines appropriate compensation for positions;
• Interprets and applies procedures, labor agreements, contracts and benefits policies;
• Assists employees in understanding benefits programs;
• Works with benefits carriers to ensure proper administration of benefits contracts, correct payment of premiums and resolution of any service delivery issues;
• Investigates and assists in the resolution of grievances, discrimination and other types of complaints; Performs wellness related activities;
• Attends and participates in professional group meetings; stays abreast of new trends and innovations in human resources;
• May manage multiple projects with short targeted completion dates;
• May act as a "technical analyst" for specialized computer applications;
• Performs related duties as assigned.

 

Minimum Qualifications

Employment Standards
Sufficient education and increasingly responsible experience to demonstrate possession of the required knowledge, skills, and abilities.

Development of the required knowledge, skills, and abilities is typically obtained through a combination of training and experience equivalent to graduation from an accredited college or university with a four-year degree; and two (2) years of increasingly responsible experience performing human resources management and analysis and/or training for a public or private sector organization.

Attainment of experience in a large public agency is preferred.
