The City of Berkeley invites you to apply for the position of Associate Planner! In this role, you will have the opportunity to perform professional planning work in the Land Use Division of the Planning Department or the Transportation Division of the Public Works Department.

In the Land Use Division, the Associate Planner performs a variety of professional activities in support of the City's planning services. This Division administers zoning regulations, reviews development projects and assists the community in its efforts to plan for the City's physical, cultural, environmental, and socio-economic future. If current planning activities are assigned, work will include data collection, provision of information to the public at the zoning counter, processing development applications, and environmental review. If policy planning activities are assigned, work will include ordinance and plan revisions, data collection and analysis, and other land use studies.

In the Transportation Division, the Associate Planner works on a variety of projects, programs, and initiatives, such as developing, implementing, and updating the City's transportation plans; analyzing transportation and traffic safety data to identify and prioritize projects and policies that will improve public safety; developing Complete Streets projects and supporting the implementation of transportation capital improvement projects; and coordinating with transit providers, primarily AC Transit, on transit projects affecting Berkeley, including service planning and bus stop improvements. Additional duties may include leading grant applications and assisting with grant compliance, procurement of consultants, and consultant and contract management.

MINIMUM QUALIFICATIONS
A typical way of gaining the knowledge, skills, and abilities for this classification is:

Equivalent to graduation from a four year college with major coursework in city, regional, or urban planning or a closely related field and two (2) years of professional planning experience. Progressively responsible related experience may be substituted for the college coursework on a year-for-year basis.

A valid California driver's license is desirable. Must be able to attend evening meetings as required.

Refuse Truck Driver II

This is a journey level class and is distinguished from the Maintenance Worker I classification by the ability to perform the full range of duties assigned with only occasional instruction or assistance as unusual or unique situations arise. This class is distinguished from the Senior Refuse Truck Diver in that the latter provides technical and functional supervision over assigned staff or division programs and responsibilities.

SUPERVISION RECEIVED/EXERCISED

Receives general supervision from a Public Works Supervisor. May receive technical and functional supervision from a Senior Refuse Truck Driver.

ESSENTIAL FUNCTIONS

Include but are not limited to the following:

• Drives and operates a variety of collection vehicles and equipment including one or two-person-staffed refuse collection truck, front, rear and side loaders in the collection and transportation of residential and commercial refuse; responds to afterhours call-outs if assigned.
• Maintains assigned truck by regular cleaning and washing, including inspecting for mechanical or other operating problems; reports mechanical or related problems for maintenance; may perform minor maintenance as appropriate.
• Operates hydraulic/mechanical controls to load, compress, and dump refuse; collects and disposes of debris on assigned route; transports refuse to/unload at appropriate landfill sites and/or sewage treatment plant.
• Assists with battery sorting, electronic waste collection, bin repair or delivery, cardboard removal, illegal dumping cleanup, and any other related solid waste program or assignment.
• Completes and posts notification tags on containers, bins and dumpsters for unacceptable contents for refuse collection.
• Prepares, maintains and submits records, reports and forms including time records, equipment and maintenance records, and route maps and logs.
• Responds to questions and concerns from the general public; provides information as is appropriate and resolves public service complaints.
• Establishes positive working relationships with representatives of community organizations, state/local agencies, City management and staff and the public.
• Performs other related duties as assigned.

PHYSICAL, MENTAL AND ENVIRONMENTAL WORKING CONDITIONS

Position requires sitting, standing, walking on level and slippery surfaces, reaching, twisting, turning, kneeling, bending, stooping, squatting, crouching, grasping and making repetitive hand movement in the performance of daily duties. The position also requires both near and far vision when inspecting work and operating assigned equipment. The need to lift, carry and push tools, equipment and supplies weighing 25 pounds or more is also required. Additionally, the incumbent in this outdoor position works in all weather conditions including wet, hot and cold. The incumbent may use cleaning and lubricating chemicals, pesticides or herbicides which may expose the employee to fumes, dust and air contaminants. The nature of the work also requires the incumbent to climb ladders, use power and noise producing tools and equipment, operate hydraulic aerial devices, drive motorized vehicles and heavy equipment, work in heavy vehicle traffic conditions and often work with constant interruptions.

KNOWLEDGE/SKILLS/ABILITIES

The Air District is currently accepting applications for the position of Principal Staff Specialist in the Strategic Incentives Division (SI) Division. This is an open recruitment for one (1) full-time, represented position.

The Strategic Incentives Division supports the Air District’s mission by implementing incentive programs (grant programs) that achieve voluntary reductions of air pollutants and greenhouse gases, primarily from on- and off-road vehicles and equipment that operate in the Air District’s jurisdiction. In 2023-2024, the SI Division is administering more than $90 million in new revenue to fund programs and projects that replace older diesel-fueled vehicles and equipment such as school and transit buses, marine vessels, locomotives, trucks, construction equipment, agricultural equipment, and other mobile equipment, with newer, cleaner alternatives, including zero-emission technologies, and install refueling/charging infrastructure that supports the accelerated adoption of zero-emissions vehicles and equipment. Other programs administered support the reduction of single-occupancy vehicle, provide cash and mobility options to residents for turning in their older vehicles, and provide grants to reduce pollution from woodburning devices. The Division develops programs to meet community identified strategies for reducing air quality disparities and that benefit the Bay Area’s most overburdened communities.

About you in the position

The Principal Staff Specialist (AB 617 role) in the SI Division will coordinate the division's efforts in bringing greater equity to grant programs through program development, collaboration with other divisions, and engagement with communities under the AB 617 program. With your in-depth knowledge of the Air District’s emission reduction grant programs, you will lead the division's participation in internal and external AB 617 engagement, including communicating the role of the division; analyzing, reporting, and presenting information about air quality improvement incentive programs and mobile sources, participating in community meetings, proposing and guiding discussions on incentive-related emission reduction strategies and actions, developing plans/programs to implement action, and soliciting feedback on strategy implementation. Examples of other tasks include preparing written materials related to grant programs, reports and plans; proposing recommendations for updates to current incentive programs; developing and supporting the development of new programs; assessing impacts of regulatory actions on mobile source categories; presenting to the Board of Directors and other stakeholders; and leading and training staff. This position will require working nights and weekends on occasion to attend community meetings and public events. The Human Services Department (HSD) delivers and supports services by forging long-term community partnerships; engaging with and building the capacity of the community to do its own problem- solving; and leveraging financial and volunteer resources. 

The Aging and Family Services Division (AFS) of HSD specifically supports older residents and their caregivers to live active, healthy lives in the Tri-City community. With input from local, older adults (age 55 years+) as our guide, the AFS team provides a continuum of supportive services, from health promotion activities to home-based end of life care. AFS has a Senior InfoLine that is answered in 4 languages (Farsi, English, Spanish and Chinese) that is often an entry point.

DefinitionUnder administrative direction from the Human Services Director, plans, organizes and directs a Division of the Human Services Department which provides specialized family services; and serves as a member of the department's management team.

Class Characteristics
This professional management classification in the Human Services Department may be assigned as Youth and Family Services Administrator, Aging and Family Services Administrator or Family Resource Center Administrator. Incumbent follows general guidelines or professional and administrative standards in accomplishing assignments; it is characterized by the responsibility to develop and implement mental and physical health and other social services that support self-sufficiency, strengthen families, help children achieve their optimal development, and help older adults remain independent and engaged in the community for as long as possible. Supervision for the Family Resource Center Administrator is jointly provided by the Human Services Director and leadership team of the Family Resource Center. Review of work is occasional or on a problem basis with incumbents presenting alternative courses for policy decisions. Routine and unusual problems are handled within the context of general plans, broad policies, budgetary limitations and professional standards. Successful performance is measured by total results. This classification is distinguished from Human Services Director by the latter's responsibility to plan, organize and direct the work of the Human Services Department, and from Clinical Supervisor by the latter's responsibility to supervise counseling or social work staff, to monitor the implementation of professional standards, and to provide training and direction to professional staff and interns. • Establishes and maintains a continuum of programs and services for older adults:
o Services for Well Elderly including: Oversees operations at the Multi-Service Senior Center(s); develops and implements operational policies and procedures; identifies program needs and develops and oversees implementation of a variety of programs and services targeted to the needs of older adults; reviews existing programs for immediacy and applicability, directing revision as appropriate; coordinates programs with other agencies; provides effective problem assessment and client complaint response.

THE POSITION

Tri-City is looking for an individual to serve as a Clinical Therapist I/II for the Adult Full-Service Partnership (FSP). The Clinical Therapist will report to a Clinical Supervisor.

This position is responsible for a variety of ongoing responsibilities including, but not limited to:

• Provides individual, group, and family interventions, rehabilitation, and treatment services including counseling, therapy, case management, and referral and linkage to community services to a variety of clients including high acuity clients.

• Within scope of authority, assesses, diagnoses, and treats a variety of clients with mental health disorders; collaborates with clients and creates individualized treatments plans according to client’s needs and circumstances.

• Initiates and conducts individual, group, and family counseling and biopsychosocial therapy sessions utilizing a variety of techniques and modalities; provides case management services in the office and in the field.

• Performs routine and emergency intake evaluations according to Authority procedure;
  completes appropriate forms and documents relating to the intake process; and prepares medical and demographic case history for use in diagnosis.

• Assists clients and family members in understanding behavioral health diagnosis, contributing factors/causes, effects, prognosis, rehabilitation, and treatment.

• Works with clients to address stressors and barriers to treatment and/or social functioning; identifies and focuses on client strengths and personal resources to effectively engage and treat client.
