The Air District is currently accepting applications for the position of Principal Staff Specialist in the Strategic Incentives Division (SI) Division. This is an open recruitment for one (1) full-time, represented position.

The Strategic Incentives Division supports the Air District’s mission by implementing incentive programs (grant programs) that achieve voluntary reductions of air pollutants and greenhouse gases, primarily from on- and off-road vehicles and equipment that operate in the Air District’s jurisdiction. In 2023-2024, the SI Division is administering more than $90 million in new revenue to fund programs and projects that replace older diesel-fueled vehicles and equipment such as school and transit buses, marine vessels, locomotives, trucks, construction equipment, agricultural equipment, and other mobile equipment, with newer, cleaner alternatives, including zero-emission technologies, and install refueling/charging infrastructure that supports the accelerated adoption of zero-emissions vehicles and equipment. About you in the position

The Principal Staff Specialist (AB 617 role) in the SI Division will coordinate the division's efforts in bringing greater equity to grant programs through program development, collaboration with other divisions, and engagement with communities under the AB 617 program. With your in-depth knowledge of the Air District’s emission reduction grant programs, you will lead the division's participation in internal and external AB 617 engagement, including communicating the role of the division; analyzing, reporting, and presenting information about air quality improvement incentive programs and mobile sources, participating in community meetings, proposing and guiding discussions on incentive-related emission reduction strategies and actions, developing plans/programs to implement action, and soliciting feedback on strategy implementation. Examples of other tasks include preparing written materials related to grant programs, reports and plans; proposing recommendations for updates to current incentive programs; developing and supporting the development of new programs; assessing impacts of regulatory actions on mobile source categories; presenting to the Board of Directors and other stakeholders; and leading and training staff. The Public Works Department is responsible for the City's major capital projects and infrastructure including streets, sidewalks, streetlights, traffic signals, sewer and storm conveyance systems, and pump stations.  The Department is also responsible for the efficient management of the City's traffic operations and review of right-of-way impacts associated with private developments.

Transportation is and continues to be of importance to our Department and the community.  Traffic congestion plagues many of the peninsula cities.  Belmont has taken a proactive approach by continuously looking for transportation improvements, such as roundabout design, multimodal enhancements, and an adaptive signal operation system on our main East-West connection, Ralston Avenue.  Another pivotal project is the development of a citywide Transportation Master Plan, to help guide the City for its future growth.

Private development has grown significantly in the City the last 5 years, including biolife sciences, housing, and mixed-use developments.  Most notable are the Conceptual Development Plan and Development for the Belmont Stanford Campus at Notre Dame de Namur University and the Annexation of the Harbor Industrial Area from the County of San Mateo.

This invitation is focused on recruiting a Senior Engineer for private development and permitting services.  Key assignments include leading staff and managing consultants and contractors through the private development process, as well as managing the permitting services.  However, the Senior Engineer may be assigned to work in any of the work areas mentioned above.

In addition, the Senior Engineer assists in preparing and monitoring operating budgets in connection with assigned programs and contract management.  Effective communication skills and the ability to recognize the interconnectedness of the various civil disciplines and stakeholders are critical to the success of this position.  This position is public-facing and may be needed in planning commissions and city council meetings.  This position involves direct supervision of a growing team of 3-4 staff members, which may include engineers, engineering technicians, and contract staff.

The City of Foster City is looking for a dedicated and responsible individual to join the Police Department as a Senior Community Services Officer. This position requires mature judgement and discretion and is given specialized training. We are seeking highly skilled individuals with excellent interpersonal and communication skills. Under general supervision, this position supplements administrative staff and provides support for sworn staff in police operations. There are four main assignment areas for the position, but currently there is only one vacancy in Property/Evidence.

Property/Evidence Assignment
Maintain and manage property and evidence of the department, including maintaining the property / evidence rooms; receive, collect, catalogue, store, handle and transport evidence; reviews files on case-by-base basis for disposition in accordance with Penal Codes and Law; assist in providing training to officers on proper packaging of evidence; prepare basic police reports, compile complex information; manage equipment inventory, provide information, telephone and front counter service, order and maintain evidence supplies and necessary equipment, perform payroll data input and payroll preparation/coordination, and other duties as assigned.

THE DEPARTMENT

The Public Works department consists of approximately 72 full time employees and is responsible for maintaining and improving the city’s streets, parks, water and stormwater systems, traffic signals, trees, fleet and public buildings.  The Engineering Division is responsible for managing the City’s capital improvement program and for the review of development projects for compliance with city standards, ordinances, permits, regulations, and statutes.  Public Works is responsible for building and maintaining the City’s infrastructure and facilities, and for providing many of the basic services affecting the daily lives of everyone living, working, visiting, and commuting within the City, including:

The City of Menlo Park is now accepting applications for an Engineering Technician I/II in the Public Works Department in the Land Development section.

Engineering Technician I
This is the entry-level class in the paraprofessional engineering technician series. Initially under close supervision, incumbents with basic technical engineering experience perform work such as responding to inquiries and complaints, maintaining engineering records, performing basic engineering calculations, performing field observations and surveys, researching engineering topics, assisting in the review and issuance of permits, and updating maps and drawings, in addition to performing office and field work related to assigned engineering and transportation projects and programs. Positions at this level usually perform most of the duties required of the II level, but are not expected to function at the same skill level and usually exercise less independent discretion and judgment in matters related to work procedures and methods. Work is usually supervised while in progress and fits an established structure or pattern. Exceptions or changes in procedures are explained in detail as they arise. As experience is gained, assignments become more varied and are performed with greater independence.

Engineering Technician II
This is the journey-level class in the paraprofessional engineering technician series. Incumbents perform the full range of technical work in all of the following areas: field observations and surveys, researching engineering topics, review and issue of permits, and updating maps and drawings, in addition to performing office and field work related to assigned engineering and transportation projects and programs. Positions at this level are distinguished from the I level by the performance of the full range of duties as assigned, working independently, and exercising judgment and initiative. Positions at this level receive only occasional instruction or assistance as new or unusual situations arise and are fully aware of the operating procedures and policies of the work unit. This class is distinguished from the Senior Engineering Technician in that the latter is responsible for technical and functional supervision of lower-level engineering technician staff and performs the most complex duties assigned to the series.

The Deputy District Secretary reports to the Executive Officer, District Secretary, and will perform detailed, complex, and highly responsible administrative and technical work. This would include providing support for the Boards of Directors and committees of the San Mateo County Transit District (“SamTrans”), Peninsula Corridor Joint Powers Board (“Caltrain” aka “JPB”), the San Mateo County Transportation Authority (“TA”), and The San Mateo County Express Lanes Joint Powers Authority (“Express Lanes” aka “SMCELJPA”).

APPLICATION DEADLINE:  Sunday, May 26, 2024 (1st Cutoff May 19th, 2024) 

• Provide detailed, analytical, and responsible administrative support to the Executive Officer/District Secretary and to the General Manager/CEO, Executive Director, and/or Deputy General Manager/CEO.
• Facilitate and attend Board and Committee meetings, assists with public comment, and accurately prepares agendas, agenda packets, summary reports, and minutes.
• Ensure agenda materials, meeting minutes, and other documents and correspondence relating to the official functions of the Boards and its committees are prepared, posted, and processed in accordance with the law, other guidelines, and inflexible legal deadlines.
• Assist the Custodian of Record for Boards and committees matters; accurately maintain official votes and attendance and objectively document relevant information for the official record.
• Oversees the accurate, timely preparation, and follow through for the approval, proper dissemination, and retention of all Boards and committees’ minutes, actions, and resolutions.
• Manage, track, and help troubleshoot Agenda management workflow processes and Public Records Act requests. Assist with Conflict-of-Interest Code updates and multiple state-mandated filings for Statements of Economic Interests (Form 700s), ethics, and preventing harassment certifications.
• May supervise staff.   Hire, mentor, and take appropriate corrective and/or disciplinary action.  Ensure EEO and affirmative action policies and procedures are followed.   Participate in selection and coordination of staff training and professional development, establish performance objectives, monitor and evaluate employee performance.

Examples of Duties:

• Schedule, coordinate, and attend Boards and committees’ meetings, including the arrangement of facilities, security, legal public notices, posting online, and taking meeting minutes.
• Attend and support any special meetings or events which may be offsite and outside regular business hours,  including detailed logistics and event planning.
• Review, track, organize, and compile agenda packet items by inflexible deadlines for agenda reviews, output and/or any revisions/updates.
• Remind staff of upcoming Board agenda submission due dates, follow-up on missed deadlines, and appropriately route questions submitted by various stakeholders.
• Provide ad hoc training to new staff members on Board agenda management software (OnBase).
• Organize, assemble, print, post online, and mail out both hardcopy and electronic Boards and committees’ agendas and agenda packets by mandatory inflexible deadlines.
• Create documents and maintain records for the Boards and committees, including proper indexing for records retention and retrieval of official agency records/documents.
• Handle public records requests as per the California Public Records Act.
• Assist with Board Member business-related and approved travel arrangements and expense reports.
• Act as the Executive Officer, District Secretary in their absence as assigned as related to the work of this office.
• Respond to inquiries from the public, staff, or Board members concerning any public proceedings, actions, or records requests.
• Perform other duties and special projects as assigned.

Sufficient experience, training and/or education to demonstrate the knowledge and ability to successfully perform the essential functions of the position. In lieu of a degree, work-related experience that demonstrates the skills and experience necessary to perform this role will be accepted. Development of the required knowledge and abilities is typically obtained through but not limited to:

• Bachelor’s degree in public administration, or closely related field.
• Four (4) years executive level administrative support.
• Two (2) years supervisory or lead experience.

Preferred Qualifications:

• Availability/flexibility to attend monthly evening meetings and any offsite meetings as needed with core business hours usually between 8 am to 5 pm most days.
• Able to learn, interpret, and exercise good judgment when applying regulations, laws, policies, and procedures. E.g., Robert’s Rules of Order, the Ralph M. Brown Act, California Public Records Act, and California Political Reform Act.
• Ability to use tact, discretion, and discernment in establishing positive and cooperative working relations with Board and committee members, the public, and staff at all levels.
• Proficient in Microsoft Office Suite: Word, Excel, Outlook, PowerPoint, SharePoint, and able to quickly learn all other office applications, such as Zoom, Teams, OnBase, and Next Request.
• Records management principles, including filing, indexing, and cross-referencing methods.
• Certified Municipal Clerk certification desired.
• Ability to be accurate, organized, follow through on direction, work effectively under pressure, manage multiple deadlines, and be flexible, positive, resilient, tactful, and professional.
• Ability to work under pressure, be flexible and adaptable, and interface diplomatically with various elected and appointed officials, and the public and staff as well as establishing effective working relationships at all levels.
• Ability to operate standard office equipment, including photocopiers, and sit extended periods.
• Ability to troubleshoot and follow through on any problems and issues as they arise while exercising good judgement.
• Possession of a valid California Driver’s license and ability/willingness to travel as needed.

THE DEPARTMENT

The Public Works department consists of approximately 72 full time employees and is responsible for maintaining and improving the city’s streets, parks, water and stormwater systems, traffic signals, trees, fleet and public buildings.  The Transportation Division promotes the safe movement of people and goods throughout the city by maintaining and enhancing a functional and efficient transportation network.  The division promotes the use of public transit, ride sharing, bicycles, and walking and manages the City’s 40 traffic signals, 2200 streetlights, and overall roadway network. They also coordinate the free shuttles, safety education, and neighborhood traffic calming programs. 

Public Works is responsible for building and maintaining the City’s infrastructure and facilities, and for providing many of the basic services affecting the daily lives of everyone living, working, visiting, and commuting within the City, including: 

• 26 City-owned buildings/facilities and their grounds
• A fleet of over 250 vehicles and pieces of equipment
• 97 miles of streets
• Drinking water delivery for 16,000 customers
• Flood protection and stormwater management programs particularly along the San Francisco Bay, San Francisquito Creek and Atherton Channel
• 14 parks, 2 open spaces, 14 playgrounds, 2 dog parks, 9 sports fields, and 14 tennis/pickleball courts
• Efforts to preserve and expand the urban canopy, including 20,000 public trees
• Multimodal transportation services including 42 traffic signals, safe routes to schools and citywide shuttle programs.

THE POSITION

The Assistant Public Works Director – Transportation is one of three Assistant Director classifications in the Public Works Department and reports directly to the Public Works Director.  This position has oversight of the Transportation Division, which includes overseeing the division’s staff and operations. This role will direct and participate in major activities and programs of the Division’s functions including but not limited to transportation planning and engineering, and/or utilities sections.

In managing and coordinating division service for large and complex transportation projects, the incumbent will provide oversight and input into conceptual design while meeting with stakeholders to interpret and explain procedures, permitting, and transportation impact analyses. The person in this role will review plans and documents, providing comments for development projects associated with permits and environmental review requirements.  They will also prepare transportation impact analysis reports and transportation sections of environmental impact reports in accordance with local, CEQA and NEPA requirements.
