The City of Sunnyvale is looking for an Applications Analyst II to join the Information Technology Department (ITD) who is service-oriented and has a passion for meaningful work with enterprise applications (e.g. ERP, EDMS, GIS). Under general supervision, the Juvenile Hall Counselor is responsible for the care, custody, safety and welfare of young people detained at Juvenile Hall.

Essential duties include, but are not limited to: 

1. Observes behavior of detainees in an assigned living unit; directs detainees in the upkeep of personal hygiene, during mealtimes, and while cleaning the unit; maintains appropriate close supervision over detainees to prevent negative incidents; provides appropriate discipline; consults with supervisors regarding disciplinary problems; conducts regular state mandated security checks of rooms; monitors visiting sessions to ensure the safety and security of detainees and counselors.

2. Inspects windows, locks doors when not in use, and keeps count of all detainees assigned to the unit; administers emergency first aid pending the arrival of medical staff; responds to emergency conditions which may require physically subduing and restraining hostile detainees to ensure the safety and security of the unit and the facilities.

3. Completes incident reports, behavior reports, individual case reports, and other departmental forms and reports; maintains the unit log book to ensure adherence to legal requirements. Maintains and updates electronic databases and case management systems.

4. Conducts ongoing individual and group counseling sessions with detainees by communicating rules, policies, expectations, and consequences; listens and responds to questions, concerns, complaints, and requests; provides assistance in working out problems to assist detainees.

5. Directs leisure time activities; teaches and encourages good sportsmanship.

6. Transports residents to and from various locations; directs and controls residents’ movement to ensure the safety and security of the residents.

7. Facilitates the admittance and release process of residents.

8. Confers with departmental personnel and representatives of outside agencies.

Working Conditions:
Individuals must be willing and able to respond to emergency conditions, which may involve physically subduing and restraining hostile youth and young adults who often have the size and strength of adults.  Vision and hearing must be sufficient to perform the duties of the position. May involve considerable amounts of standing, walking and/or when necessary, running. This includes the ability to lift and/or move with assistance objects weighing up to 50 lbs or more. The Counselor may be assigned to work day, swing and graveyard shifts, holidays and weekends.

Under general supervision, a Police Officer is responsible for the performance of law enforcement duties to protect life and property in accordance with applicable laws, to carry out special assignments as necessary, and other related duties as assigned. A wide variety of assignments are available which include Patrol, Traffic, Narcotics, Detectives, Off-Road and Surface Street Motorcycle Patrol, Bike Patrol, Special Weapons Team, Crisis Negotiation Team, Canine, Background Investigations, School Liaison, Gang Suppression, Special Enforcement Section and Intelligence.

This position participates in a 4/10 work schedule. Must be available to work nights, weekends, and holidays.

Requirements:

Candidates must have completed a California P.O.S.T. Certified Police Academy. Must be 21 years of age as of the appointment date, high school graduate or G.E.D., (as recognized by the U.S. Department of Education), and U.S. citizen or a permanent resident alien who is eligible and has applied for citizenship.

Out-of-State Candidates:

The California Commission on Peace Officers Standards and Training (POST) will conduct an evaluation of all out-of-state training. POST is the sole authority on applicable training and determines whether the candidate must attend an abbreviated academy, or a regular police academy. If an academy is required, the candidate will be hired as a Police Officer Trainee. Upon completion of the academy, promotion will be made to Police Officer.

All qualified applicants will be invited to appear before an Oral Appraisal Board. Applicants passing the Oral Board examination will be placed on the eligibility list based on their Oral Appraisal Board rankings. About the Position:  The incumbent will be a part of a collaborative, three-person Grants Program team within Administrative Services. Under general direction of the Administrative Services Manager, the Administrative Services Technician is a confidential position that provides paraprofessional, technical, administrative, and secretarial support to District programs and services. The Administrative Services Technician learns and then applies procedural, program, and compliance knowledge; assumes ongoing, technical responsibilities specific to assigned areas, such as risk management and record management; works with departments and outside agencies to coordinate assigned programs, projects, and services; and performs research and routine analysis on a wide variety of special projects.

The Administrative Services Technician also supports the general administration of the District office, such as proofreading, filing, processing mail, answering the telephone, providing front counter customer service, maintaining calendars, organizing office storage, and setting up and breaking down the Board Room for meetings and events.

IDEAL CANDIDATE

The ideal candidate has experience in either of two backgrounds. The first is a background in providing journey-level clerical or technical support in the public or private sector that included interpreting and explaining complex rules and regulations, researching information, and preparing accurate documents and reports. Alternatively, the second is a background in providing advanced office support that included data entry and the processing of forms and records.

In addition to one of these two backgrounds, the ideal candidate is curious and enjoys learning about new systems and functions at a technical level. They appreciate when careful precision and accuracy is necessary to complete a task. The ideal candidate is open to helping with functions and tasks that they are not familiar with and will seek out resources and guidance to better understand the function and complete the task accurately. They are also proactive in identifying needs, developing and recommending solutions, and ensuring the solution is fully implemented.

QUALIFICATIONS

Education & Experience: A combination of training and experience that demonstrates that a person has obtained the required knowledge and is able to perform the essential duties of the position. A person with the following combined training and experience would typically qualify to compete in a selection process:

• Equivalent to graduation from high school and four (4) years of increasingly responsible journey-level clerical or technical support experience which included responsibility for interpreting and explaining complex rules and regulations, researching information, and preparing accurate documents and reports, or advanced office support work that included data entry and the processing of forms and records.
• Equivalent to an associate degree from an accredited educational institution and two (2) years of journey-level clerical or technical support experience which included responsibility for interpreting and explaining complex rules and regulations, researching information, and preparing accurate documents and reports, or advanced office support work that included data entry and the processing of forms and records.

Other Requirements:

• Valid California motor vehicle driver's license and good driving record
• Eligibility to work in the United States under appropriate federal regulations.
• Completion of a medical examination administered by a licensed medical doctor, selected and paid by the District, to determine physical fitness for the job.
• All Novato Sanitary District employees are designated Disaster Service Workers through state and local law (California Government Code Section 3100-3109).
