The City of Berkeley is now accepting applications for Assistant Inspector in the Building & Safety Division of the Planning Department! This is a temporary, two-year position with an option for a third year upon approval by the Building Official, once certain criteria and milestones are met during the initial two years.

The Assistant Inspector will learn, in phases, every aspect of the building inspection process under the tutelage of the Building Inspection Section and Permit Service Center staff. This training will include learning and understanding the building permit review and issuance process, gaining and cultivating good customer service skills, studying and learning how to enforce the California and City of Berkeley Building Standards Codes, and acquiring proper building inspection techniques.

Upon approval from the Building Official, the Assistant Inspector will have the opportunity to demonstrate their knowledge and skills by performing inspections in the field throughout the City of Berkeley as allowed by State regulations and under the guidance of a Building Inspector as assigned. These inspections will gradually increase in scope and difficulty as new skills and knowledge are acquired and confidence grows. It is expected that the Assistant Inspector will acquire an ICC Residential Building Inspector (ICC B1) certification by the end of year one and an ICC Commercial Building Inspector (ICC B2) certification by the end of the two-year position. At the end of the term and upon Building Official approval, the Assistant Inspector will have the option of promoting into the role of Building Inspector I (certified).

MINIMUM QUALIFICATIONS

A typical way of gaining the knowledge, skills, and abilities for this position is:

Equivalent to graduation from high school and:

1. Two years of full-time paid experience in one of the following: 
   • Building, civil, or architectural design drafting;
   • Building, housing, or home inspection;
   • Code enforcement;
   • Permit processing;
   • Performing carpentry, electrical, heating and refrigeration, plumbing, or similar work; OR
2. Three years of full-time experience in support of building inspections, housing inspections, or code enforcement; OR
3. Completion of two years of education in a recognized college or university with completion of 12 semester or 16 quarter units in any of the following or similar areas: civil or structural engineering, construction technology, design, inspection technology, architectural drafting, mechanical or, electrical engineering.

Other requirements: Must be able to travel to various locations within and outside the City of Berkeley to meet the program needs and to fulfill job responsibilities. When driving on city business, the incumbent is required to maintain a valid California driver's license as well as a satisfactory driving record.

The City of Berkeley invites you to apply for the position of Traffic Maintenance Worker I in the Public Works Department! THE POSITION

Under general supervision, performs a wide variety of activities in the installation, inspection, maintenance and repair of irrigation systems and related equipment within City facilities; performs related work as required. An example of duties are:

• Performs daily inspection and preventive maintenance of the City’s irrigation systems; identifies any safety or repair issues.
• Installs, maintains and repairs irrigation systems; changes and adjusts sprinkler heads and maintains controllers; performs repairs on field irrigation computers, controllers, pumps, wiring, valves, pipes, and sprinklers.
• Monitors soil moisture and effectiveness of irrigation systems.
• Installs backflow devices; inspects and tests as necessary to ensure proper operation; certifies devices in compliance with regulatory requirements.
• Monitors and controls computerized irrigation systems.
• Works effectively with contractors on City-approved irrigation projects; seeks bids and/or estimates for proposed projects.
• Identifies, schedules, and supervises system repairs and installation of new irrigation systems; reviews plans and inspects installation of new irrigation systems; performs annual testing of systems.
• Performs Underground Service Alert (USA) markings as specified and according to accepted guidelines and requirements.
• Designs small irrigation systems.
• Plans and recommends materials needed for work projects; orders approved supplies and materials

MINIMUM QUALIFICATIONS

Any combination of training and experience which would provide the required knowledge, skills and abilities is qualifying. A typical way to obtain the required qualifications would be:

Equivalent to the completion of the twelfth (12th) grade

          AND

Two (2) years of responsible landscape/irrigation, public works or parks maintenance experience, including experience in design and/or maintenance of irrigation systems

License Requirements:

• A valid California Class C driver license or higher with a satisfactory driving record is required at the time of appointment. Individuals who do not meet this requirement due to a disability will be reviewed on a case-to-case basis.
• A Work Zone Traffic Control Safety Certificate issued by the International Municipal Signal Association (I.M.S.A.), or successful completion of the Traffic Control Technician-CA State Specific Training Course thru the American Traffic Safety Services Association is required within twelve (12) months of appointment.
• A certified Landscape Irrigation Auditor certificate is desirable.
• Possession of a Backflow Prevention Assembly Testers Certificate from either the American Water Works Association (AWWA), or the American Backflow Prevention Association (ABPA), or the Northern California Backflow Prevention Association (NCBPA), or equivalent is required within twelve (12) months of appointment.

Salary Range:
Five (5) Steps: $26.43 - $32.12/ hour ($27.48 - $33.40 / hour effective 7/1/24)

Summary:

Essential Duties and Responsibilities:

• Maintains turf and landscaped areas by mowing, edging and weeding; learns and assists with fertilizing, spraying with insecticides and herbicides, aerating and watering.
• Blows, sweeps and washes sidewalks, roadways, parking lots, tennis courts, and other hard­scapes to maintain a clean, safe and orderly condition.
• Assists with planting and removing trees, shrubs and plants; prunes shrubs and trees to shape and encourage growth, using hand and power saws as assigned.
• Assists with the installation, repair and maintenance of irrigation systems.
• Assists with athletic field preparation and the maintenance of play areas and related facilities.
• Operates a variety of power tools, hand tools and motor-driven equipment such as trucks and tractors.
• Loads and unloads equipment, supplies and refuse.
• Maintains daily work records, hazardous materials records and restricted pesticide-use records.
• Attends meetings; participates in safety training.
• Weekend work and rotating schedules may be required.

Other Duties and Responsibilities:

• Participates during disasters or when emergency response is needed.
• May be required to drive District or personal vehicle.

Qualifications:

Ability to use common-sense understanding to carry out instructions provided in written, oral or diagram form. Ability to deal with problems involving several concrete variables in standardized situations.

In addition to one of these two backgrounds, the ideal candidate is curious and enjoys learning about new systems and functions at a technical level. Retirement:                            
CalPERS Retirement System (2 % @ 60 formula for Classic CalPERS members and 2% @ 62 formula for new CalPERS members).  The City does not participate in social security

Choice of deferred compensation plans (Traditional and Roth) with 1% City-match effective July 2024.  After successful completion of probation, new hires are also eligible for a 2% City contribution.

There is currently one (1) Full-Time 2-Year fixed-term position in the Department of Public Works supporting both the Water Resources and Road Maintenance Divisions.  

The Natural Resources Senior Planner will be housed in the Water Resources Division and will primarily support environmental compliance for Department of Public Works (DPW) Road Maintenance Division projects, including maintenance, repair, and replacement of roads, bridges, and drainage infrastructure (i.e., culverts, ditches and drainage channels).  
The work is dynamic, requiring strong written, verbal, and interpersonal skills to accomplish the following tasks that range among:

• coordinating with the Road Maintenance Division managers to develop permitting strategies. 
• analyzing project impacts on species and the environment. 
• preparing permit applications and negotiating with agencies. 
• hiring and managing consultants. 
• working with project managers to identify and implement best management practices and develop mitigation strategies to off-set impacts. 
• conducting pre-project biological surveys. 
• report writing. 
• post-construction monitoring.
