The City of Berkeley is now accepting applications for Assistant Inspector in the Building & Safety Division of the Planning Department! This is a temporary, two-year position with an option for a third year upon approval by the Building Official, once certain criteria and milestones are met during the initial two years.

The Assistant Inspector will learn, in phases, every aspect of the building inspection process under the tutelage of the Building Inspection Section and Permit Service Center staff. This training will include learning and understanding the building permit review and issuance process, gaining and cultivating good customer service skills, studying and learning how to enforce the California and City of Berkeley Building Standards Codes, and acquiring proper building inspection techniques.

Upon approval from the Building Official, the Assistant Inspector will have the opportunity to demonstrate their knowledge and skills by performing inspections in the field throughout the City of Berkeley as allowed by State regulations and under the guidance of a Building Inspector as assigned. These inspections will gradually increase in scope and difficulty as new skills and knowledge are acquired and confidence grows. It is expected that the Assistant Inspector will acquire an ICC Residential Building Inspector (ICC B1) certification by the end of year one and an ICC Commercial Building Inspector (ICC B2) certification by the end of the two-year position. At the end of the term and upon Building Official approval, the Assistant Inspector will have the option of promoting into the role of Building Inspector I (certified).

MINIMUM QUALIFICATIONS

A typical way of gaining the knowledge, skills, and abilities for this position is:

Equivalent to graduation from high school and:

1. Two years of full-time paid experience in one of the following: 
   • Building, civil, or architectural design drafting;
   • Building, housing, or home inspection;
   • Code enforcement;
   • Permit processing;
   • Performing carpentry, electrical, heating and refrigeration, plumbing, or similar work; OR
2. Three years of full-time experience in support of building inspections, housing inspections, or code enforcement; OR
3. Job Description

Under the supervision of the Piledriver Supervisor I, the Pile Worker performs a variety of manual work in the repair and construction of piers, wharves, and related substructures by removing and replacing decayed and/or damaged caps, stringers, and decking; pulling, driving, framing, and bolting piles; burning old bolts; and repairing docks. Inspects piling underwater, wraps damaged piles and identifies severely damaged piles for replacement. Performs underwater burning, welding, and rigging for underwater projects.

For positions that require diving ability, incumbent must hold a current commercial diving certification. Diving ability includes performing underwater diving work including the ability to inspect underwater piles, wrap damaged piles, cut piles, prep and grout concrete piles, install anodes, designate severely damaged piles for replacement, perform underwater burning, welding, and rigging and familiarity with CAL OSHA regulations related to diving.

The essential duties of the 9330 Pile Worker include but are not limited to:

• Placing, driving, and capping piles.
• Placing stringers, sawing, and laying decking.
• Tearing out decayed and damaged decking, stringers, caps, and pilings.
•  Boring holes and framing timbers.
• Assisting in moving and rigging the piledriver and/or truck crane.
• Assisting in moving and rigging the piledriver by setting up, tearing down, and resetting rigging.
• Making minor repairs to piledriver machinery and equipment.
• Fabricating rigging, both wire rope or synthetic line such as block and tackles, slings, chokers, pennants, and related gear.
• Building, maintaining and using floats, pontoons, or work boats in the maintenance and repair of piers and docks.
• Building and maintaining floats, pontoons, workboats, and rafts.
• Loading and/or unloading piles, timbers, or debris to or from trucks or barges.
• Assisting the dive crew by sending down equipment and tools.
• Using international code of hand signals to signal instructions to the Piledriver Engine Operator.
• Using and maintaining pneumatic and portable gas tools.
• Operating forklifts, vehicles, and boats
• Using and maintaining a wide variety of pneumatic and portable gas tools such as drills, sanders, wrenches, saws, forklifts, torches, boring machines, and other related tools.

Essential duties require the following physical skills and work environment: Some positions require diving ability - for positions that perform underwater diving, candidates are required to pass a medical qualification examination to dive and for the use of a respirator. Sustained physical effort, frequently underwater and under adverse weather conditions such as in rain, rough water, cold temperatures (water and air) and confined spaces; moving large heavy timbers; operating a skiff; and driving Port vehicles; required to lift and carry up to 50 pounds and support dive gear and apparatus from 100 to 150 pounds.  

Qualifications

Experience

Four (4) years of verifiable journey-level experience as a pile worker.

For diving positions only: One (1) year of commercial construction diver experience in addition to the experience described above for a total of five (5) years of experience.

License and Certification

Possession of a valid California driver’s license (to be presented at time of appointment). Insurability under the Port’s automobile liability insurance must be maintained throughout employment.

For diving positions only: Possession of a current certification as a commercial diver by an Association of Commercial Diving Educators (ACDE) accredited dive school.

Desirable Qualifications (Ideal Candidate)

The stated desirable qualifications may be considered at the end of the selection process when candidates are referred for hiring.

The ideal candidate will have:

• Experience with wood, steel and concrete pier construction and marine pile driving operations.
• Experience working on a barge crane conducting pile driving operations.
• Experience maintaining floating assets and marina floats.

• Ability to identify and correct safety hazards.
• Good oral communication skills.

Transportation Worker Identification Credential (TWIC) Card

This position requires that the incumbent be qualified for unescorted access to the Port’s Maritime Transportation System (MTS).  An application for a TWIC card may be submitted after employment has commenced.  Employment in this position requires that the incumbent undergo a criminal history check, immigration check and terrorist threat assessment, including FBI fingerprints, in order to determine eligibility for security clearance.

THE POSITION

Under general supervision, performs a wide variety of activities in the installation, inspection, maintenance and repair of irrigation systems and related equipment within City facilities; performs related work as required. An example of duties are:

• Performs daily inspection and preventive maintenance of the City’s irrigation systems; identifies any safety or repair issues.
• Installs, maintains and repairs irrigation systems; changes and adjusts sprinkler heads and maintains controllers; performs repairs on field irrigation computers, controllers, pumps, wiring, valves, pipes, and sprinklers.
• Monitors soil moisture and effectiveness of irrigation systems.
• Installs backflow devices; inspects and tests as necessary to ensure proper operation; certifies devices in compliance with regulatory requirements.
• Monitors and controls computerized irrigation systems.
• Works effectively with contractors on City-approved irrigation projects; seeks bids and/or estimates for proposed projects.
• Identifies, schedules, and supervises system repairs and installation of new irrigation systems; reviews plans and inspects installation of new irrigation systems; performs annual testing of systems.
• Performs Underground Service Alert (USA) markings as specified and according to accepted guidelines and requirements.
• Designs small irrigation systems.
• Plans and recommends materials needed for work projects; orders approved supplies and materials

MINIMUM QUALIFICATIONS

Any combination of training and experience which would provide the required knowledge, skills and abilities is qualifying. A typical way to obtain the required qualifications would be:

Equivalent to the completion of the twelfth (12th) grade

          AND

Two (2) years of responsible landscape/irrigation, public works or parks maintenance experience, including experience in design and/or maintenance of irrigation systems

License Requirements:

• A valid California Class C driver license or higher with a satisfactory driving record is required at the time of appointment. Individuals who do not meet this requirement due to a disability will be reviewed on a case-to-case basis.
• A Work Zone Traffic Control Safety Certificate issued by the International Municipal Signal Association (I.M.S.A.), or successful completion of the Traffic Control Technician-CA State Specific Training Course thru the American Traffic Safety Services Association is required within twelve (12) months of appointment.
• A certified Landscape Irrigation Auditor certificate is desirable.
• Possession of a Backflow Prevention Assembly Testers Certificate from either the American Water Works Association (AWWA), or the American Backflow Prevention Association (ABPA), or the Northern California Backflow Prevention Association (NCBPA), or equivalent is required within twelve (12) months of appointment.

Salary Range:
Five (5) Steps: $26.43 - $32.12/ hour ($27.48 - $33.40 / hour effective 7/1/24)

Qualifications:

Temporary Maintenance Worker – Parks & Roadsides 

Salary: $20.00/hour

DEFINITION 

Perform a variety of general maintenance services for parks and roadsides and other areas as assigned within the Town.   

• This is a part-time temporary, non-benefitted position. 
• Flexible schedule up to 29 hours per week, which may include weekend work; not to exceed 950 hours per calendar year. The schedule for this position would be Friday through Monday. 

SUPERVISION RECEIVED AND EXERCISED 

General supervision is received from the Maintenance Supervisor. May exercise supervision of Work Alternative Program participants as assigned. 

ESSENTIAL JOB FUNCTIONS/DUTIES 

Essential duties are inclusive of, but not limited to the following:  

• Clean up trash in and around Town-maintained park and roadside areas. 
• Operate a variety of equipment, including: half ton and three-quarter ton trucks, Cushman and golf cart (or similar) vehicles, blowers and other two-cycle equipment, and hand tools (i.e., shovel, rake, hoe, etc.). 
• Periodically groom sports fields and bocce ball courts with equipment and/or machinery provided. 
• Prepare baseball fields and bocce ball courts for league play. 
• Assist Maintenance Services personnel on assigned projects.  

• Perform duties within OSHA standards. 

QUALIFICATIONS 

Knowledge of:

The City of Lincoln is hiring for the position of Maintenance Worker I/II within the Streets Division of the Public Works Department.  Under general supervision, this position performs the full array of duties assigned to classes in the Maintenance Worker series including maintenance, construction and equipment operation work in one or more Public Works divisions; occasionally assists in the training of lower-level Maintenance Workers; and performs other related duties as required.

Maintenance Worker I

The Maintenance Worker I is the entry level class responsible for a wide variety of maintenance and construction tasks. This classification is alternatively staffed with Maintenance Worker II and incumbents may advance to the higher-level after gaining experience and demonstrating a level of proficiency that meets the qualifications of the higher-level class.

Maintenance Worker II

The Maintenance Worker II is the journey level class responsible for a wide variety of maintenance and construction tasks. This classification is distinguished from the next higher classification of Senior Maintenance Worker in that the latter performance the more complex assignments and lead responsibilities.

SUPERVISION RECEIVED/EXERCISED

The Maintenance Worker I receives general supervision from a Public Works Supervisor.  Incumbents of this class do not routinely exercise supervision.  The Maintenance Worker II receives general supervision from a Public Works Supervisor. May exercise technical and functional supervision over assigned staff. 

ESSENTIAL FUNCTIONS

Include but are not limited to the following:

• Performs maintenance, repair, construction, equipment operation and installation work in streets, water, sewers, refuse collection, parks and buildings.
• Streets: Breaks, removes, crack seals, hydropatches, and repairs surfaces; digs, shovels, hauls, loads and unloads materials; operates jack hammers, tampers, pavement breakers and other hand and power tools; rolls and irons asphalt; operates trucks, backhoes, rollers, pavers, street sweepers and other construction vehicles and equipment; assists in the installation and maintenance of City signs, road markings, striping and delineators; paints street lines and crosswalks; performs concrete sidewalk, curb, gutter and ramp installation and repair; installs, maintains and repairs street lights; installs shoring and trench plates; monitors underground service alert (USA’s) and marks when necessary; conducts street leaf pickup; mows roadsides.
• Water Distribution and Drainage: Constructs, maintains and repairs storm conduits, curbs, gutters and drainage facilities; installs, repairs and maintains water mains and lines; conducts maintenance at well sites; monitors pump stations; operates jack hammers and other tools and equipment; inspects tools and equipment for safety and mechanical defects; installs and repairs water service connections, meters and boxes; performs monthly meter reads; repairs, installs and tests hydrants; monitors USA’s and marks when necessary; operates trucks and other construction vehicles and equipment; locates and repairs leaks in water lines; cleans storm drains, flood control facilities and inlets; operates sewer camera and hydrovac.
• Parks and Buildings: Maintains lawns, shrubs, and trees; assists in spraying of herbicides and pesticides; cuts, sprays and removes weeds; clears brush and debris; assists with planting and maintenance of landscaped areas; installs, maintains, repairs and programs irrigation systems; cleans and maintains parks and city buildings; assists in the performance of minor carpentry, plumbing, electrical, painting and remodeling tasks.
• Solid Waste: Operates a variety of collection vehicles and equipment including front, rear and side loaders in the collection and transportation of residential and commercial refuse; drives to landfill site when vehicle is full and unloads material; evaluates and updates assigned routes; cleans, maintains and inspects assigned vehicles; maintains daily logs.
• Fills out reports and work orders; climbs or uses hydraulic aerial devices to top, trim, reshape, strip, treat and remove trees; operates airport fueling vehicles; responds to after-hours call-outs if assigned.
• Demonstrates a full understanding of applicable policies, procedures and work methods associated with assigned duties; may provide training to lower-level staff; responds to questions and concerns from the general public; provides information as is appropriate and resolves public service complaints.

• Establishes positive working relationships with representatives of community organizations, state/local agencies, City management and staff, and the public.

PHYSICAL, MENTAL AND ENVIRONMENTAL WORKING CONDITIONS

Position requires sitting, standing, walking on level and slippery surfaces, reaching, twisting, turning, kneeling, bending, stooping, squatting, crouching, grasping and making repetitive hand movement in the performance of daily duties. The position also requires both near and far vision when inspecting work and operating assigned equipment. The need to lift, carry and push tools, equipment and supplies weighing 25 pounds or more is also required. Additionally, the incumbent in this outdoor position works in all weather conditions including wet, hot and cold. The incumbent may use cleaning and lubricating chemicals, pesticides or herbicides which may expose the employee to fumes, dust and air contaminants. The nature of the work also requires the incumbent to climb ladders, use power and noise producing tools and equipment, operate hydraulic aerial devices, drive motorized vehicles and heavy equipment, work in heavy vehicle traffic conditions and often work with constant interruptions.

Knowledge of: Practices, techniques and materials used in maintenance, construction and repair of streets, buildings, parks and water treatment facilities; knowledge of the City street system; applicable federal, state and local laws, codes and regulations; operating characteristics and safety requirements for operation of trucks, refuse vehicles and other heavy and light equipment; defensive driving; proper lifting procedures; methods and techniques for record keeping; basic principles of mathematics; occupational hazards and standard safety procedures.

Skill to: Safely and effectively operate a variety of maintenance equipment, tools and materials.

Ability to: Perform maintenance, repair and installation of asphalt, signs, concrete, water mains and storm drains; drive and operate trucks and heavy construction equipment; respond to issues and concerns from the community; interpret, explain and apply applicable laws, codes and regulations; operate a variety of construction equipment, vehicles and power and hand tools; perform heavy manual labor for extended periods of time; work at substantial heights; respond to after-hours call-outs if assigned; organize, prioritize and follow-up on work assignments; work independently and as part of a team; make sound decisions within established guidelines; analyze a complex issue, and develop and implement an appropriate response; follow written and oral directions; observe safety principles and work in a safe manner; communicate clearly and concisely, both orally and in writing; establish and maintain effective working relationships.
