THE POSITION

Under direction of the City Engineer or Assistant City Engineer, a Senior Civil Engineer supervises field and office work in the planning, design, construction, and maintenance of public infrastructure; manages land development processes; manages and performs engineering analysis; implements programs and administers projects; may supervise a major section in the Engineering Division; and performs other duties as assigned. The Senior Civil Engineer performs and supervises the most complex engineering assignments.

This Senior Civil Engineer position will manage capital projects and may also oversee some development projects.  Examples of projects include:

• Arroyo Trail T 13, 1.5 miles paved trail through Wente Vineyard and LARPD Sycamore Grove properties and includes a 100’ pedestrian bridge.
• Arroyo Las Positas Creek channel widening, flood walls and Airway Blvd Culvert Replacement adjacent to Las Positas Golf course and Livermore Municipal Airport.
• Bridge Preventive Maintenance Program for 19 city bridges
• Manage other city asset programs such as pavement rehabilitation, sidewalk, ADA ramps.

In the Land Use Division of the Planning Department, incumbents are responsible for: Tracking permit activity; Researching zoning history, land use policies, development trends, and precedents; Supporting commission meetings; Preparing written reports and presenting to commissions, committees, community members, and other boards; Assisting in preparing amendments to the General Plan, Municipal Code, and/or other policy and procedure documents. In the Transportation Division of the Public Works Department, incumbents are responsible for: Assisting with research, planning, conceptual design, and delivery of transportation and parking projects; drafting public notification materials, assisting with organizing and/or attending outreach events, and conducting in-person outreach; producing maps and graphics for transportation projects and parking operations; assisting with the City's coordination and monitoring of privately-operated shared mobility programs, including bicycle sharing and scooter sharing; assisting with preparation of transportation plans and policy documents, including the Pedestrian Master Plan Update, transportation impact analysis guidelines, and Complete Streets Policy implementation guidelines; and supporting the ongoing operation of the City's demand-based parking pricing program (goBerkeley), including conducting periodic data collection, analyzing data in Excel and GIS, and assisting with preparation of parking policy documents.

A typical way of gaining the knowledge, skills, and abilities for this classification is:

In the Land Use Division, the Associate Planner performs a variety of professional activities in support of the City's planning services. This Division administers zoning regulations, reviews development projects and assists the community in its efforts to plan for the City's physical, cultural, environmental, and socio-economic future. If current planning activities are assigned, work will include data collection, provision of information to the public at the zoning counter, processing development applications, and environmental review. If policy planning activities are assigned, work will include ordinance and plan revisions, data collection and analysis, and other land use studies.

In the Transportation Division, the Associate Planner works on a variety of projects, programs, and initiatives, such as developing, implementing, and updating the City's transportation plans; analyzing transportation and traffic safety data to identify and prioritize projects and policies that will improve public safety; developing Complete Streets projects and supporting the implementation of transportation capital improvement projects; and coordinating with transit providers, primarily AC Transit, on transit projects affecting Berkeley, including service planning and bus stop improvements. Additional duties may include leading grant applications and assisting with grant compliance, procurement of consultants, and consultant and contract management.

JOB TYPE

Permanent, Full-Time; The City has one vacancy to fill at either the Plans Examiner I or Plans Examiner II level.

THE POSITION

The City of Dublin is seeking a dedicated individual for the position of PLANS EXAMINER I/II to perform detailed, comprehensive technical reviews of residential and commercial permit applications and building plans.  The incumbent performs a full range of plans examination duties to ensure projects and structures are in compliance with laws, ordinances, codes and regulations before permits are issued.  The position serves as a resource to the City’s Permit Technicians who determine required plans and resolve problems regarding plan submissions and sufficiency. 

The PLANS EXAMINER I position is distinguished from the PLANS EXAMINER II level in that the PLANS EXAMINER II performs more complex technical reviews of commercial plan checks, structural reviews; and performs supervisory authority over assigned staff, including directing and training.

EXAMPLES OF DUTIES

The following key elements describe the basic duties and responsibilities of the position:

PLANS EXAMINER I:

• Perform plan checks for residential alterations, room additions and tenant improvements.  Reviews building construction plans for compliance with building, mechanical, plumbing, electrical, energy, green building, accessibility and health and safety codes. 
• Confer with homeowners, builders, engineers and architects to provide and obtain information and interpret building codes and regulations; recommend necessary changes to obtain compliance with applicable codes and regulations.
• Provides input and assists in the establishment and/or improvement of Division’s procedures and policies;
• Verifies that permit application and plans meet the minimum requirement of all applicable codes, state and local regulations.
• May perform routine building inspection assignments in support of inspection staff.
• Prepare correspondence to architects, engineers, contractors and homeowners relating to the correction of plans and details.  Communicates verbally, in writing, by e-mail and by telephone with the general public, other City employees, contractors in order to explain and administer the various building codes.
• Properly interpret building codes, plans, specifications, and engineering calculations.  Regularly research code questions for interpretation.
• Review and perform mathematical calculations to determine appropriate fees.
• Perform research, analysis and evaluation of site, architectural and related plans.
• Strong commitment to customer service and interactive team participations.
• Provide support to permit processing and public counter activities.

PLANS EXAMINER II (In addition to the above):

• Reviews building construction plans for compliance with structural design requirements and building, mechanical, plumbing, electrical, energy, green building, accessibility and health and safety codes.  Examples of reviews can include: residential additions, complex tenant improvements, HVAC roof top equipment, monument signs, etc.
• Handle the full-range of plan check duties including screening and preliminary review, and is responsible for independent decisions requiring technical judgement and public relations skills. 
• May assume the responsibility for supervision of plan check and permitting functions in the absence of the Plan Check Engineer.
• Participate in the development and implementation of the Division’s policies.
• As assigned, perform on-site inspections as follow-up to plan activities.
• Resolve disputes between the City and designers.
• Attends and represents the Building & Safety Division at Pre-Development and other meetings.
• Evaluate the written qualifications of Special Inspection firms for inclusion into the City’s list of pre-qualified special inspections firms.

Salary:
$96,681.00 - $105,865.50 Annually (Engineer I)
$101,653.50 - $122,440.50 Annually (Engineer II)

Description:
There are currently three (3) full-time vacancies between the Engineering and Construction Divisions that will be filled at the Engineer I or Engineer II level. Candidates will be considered for the level(s) for which they meet minimum qualifications.

The Engineer I – II series provides technical support of the assessment of infrastructure, engineering planning, development and construction of capital improvement projects, traffic engineering and operations, and review of private development projects for conformance with County standards and requirements. The Engineer I – II reviews, analyzes, and prepares studies, technical reports, construction plans, specifications, estimates, schedules, and correspondence related to a variety of projects such as land development, flood control and drainage systems, commercial buildings, roads, traffic control systems, bridges, and other structures.

Opportunity:
Highly qualified Engineer I – II candidates will have the ability to apply principles of logic and scientific reasoning to develop, evaluate, and recommend courses of action or solutions to complex problems. Highly qualified candidates will be able to communicate verbally and in writing to effectively convey technical data and information. Work experience or advanced coursework related to the design or construction of roads, bike/pedestrian facilities, commercial buildings, drainage systems, utilities, traffic control systems, bridges or retaining walls is desired. The City of San Rafael is recruiting for a Building Inspector to work in our Community Development Department.  Under the direction of the Chief Building Official, the Building Inspector I/II inspects buildings, reviews plans and specifications in the enforcement of laws regulating the construction of buildings in the City of San Rafael, issues building permits and collects fees. 

Building Inspector I:  This class performs the more routine tasks and duties including inspections of residential construction and less complex commercial and industrial properties.  This class is typically used as an entry-level class.  Employees in this class may have limited or no directly related work experience.

Building Inspector II:  This class performs the full range of duties as assigned including all types, sizes and complexities of commercial, industrial and residential construction, including accessibility compliance.  Employees at this level receive only occasional instruction or assistance as new or unusual situations arise and are fully aware of the operating procedures and policies of the work unit.  Positions in this class shift away from office and group fieldwork to more defined, independent work.

• Two (2) years of responsible experience in a variety of building construction work or as a licensed general contractor.  A college degree in a construction-related subject or building inspection program may substitute for one year of the experience.

Building Inspector II:

• Graduation from an accredited high school or equivalent based on courses taken from an accredited education institution.  Additional qualifying experience may be substituted for the required education on a year-for-year basis, AND
• Five (5) years of progressively responsible experience in a variety of building construction work or as a licensed general contractor.  A college degree in a construction-related subject or building inspection program may substitute for one year of the experience, AND
• At least two (2) years must be in an inspection capacity equivalent to a Building Inspector I for a government agency.

CERTIFICATES/LICENSES/REGISTRATIONS (SPECIAL REQUIREMENT):

• Ability to obtain a California driver’s license and maintain a satisfactory driving record; AND ONE of the following:

Building Inspector I:

• Must hold or obtain within one-year of hire an International Code Council (ICC) B1 Residential Building Inspector or B2 Commercial Building Inspector certification and must maintain certification through the entire term of employment in this job classification. 

Building Inspector II:

• At time of hire/promotion into this classification, must hold an International Code council (ICC) B1 Residential Building Inspector or B2 Commercial Building Inspector certification.  Within one (1) year of hire/promotion into this classification, must obtain one or more of the following ICC certifications:
  • P1 Residential Plumbing Inspector
  • M1 Residential Mechanical Inspector
  • E1 Residential Electrical Inspector
  • Or, the commercial equivalent.
• Must maintain both certifications through the entire term of employment in this job
  classification.
• Additional ICC certifications including RS Residential Combination Inspector or C5 Commercial Inspector and the California Accessibility Specialist (CASp) are highly desired.
