The Santa Clara County Housing Authority (SCCHA) is the county’s largest provider of affordable housing, helping make rental housing safe and affordable for approximately 20,000 low-income households. 

How You Will Make an Impact:

The Santa Clara County Housing Authority (SCCHA) is seeking an Asset Manager to provide professional, technical and administrative asset management duties in support of a portfolio of Agency owned assets. The Asset Manager ensures compliance with programmatic and financial regulations, oversees property operations, and works with property management to ensure the physical, financial and social well-being of affordable housing assets.  The Asset Management Division, along with the Real Estate Development Division, are part of SCCHA’s Real Estate Department.  The team working in Real Estate is mission oriented, dynamic and collaborative. The team works closely together to creatively develop new affordable housing as well as preserve existing assets.

This position requires extensive knowledge of property maintenance, construction project management, capital planning and systems management, budget preparation and financial modeling to analyze portfolio performance. 

What Our Team Is Looking For: 

Any equivalent combination of education and/or experience likely to provide the required core competencies may be considered. A typical combination that is qualifying may include: 

• A bachelor’s degree from an accredited four-year college or university with major coursework in community development, business, economics, urban planning, civil engineering, architecture, or a related field; and
• A minimum of four (4) years of progressively responsible experience performing asset management, real estate development, property management, and/or construction management functions.
• Low Income Housing Tax Credit (LIHTC) experience is desirable.
• Possession of a valid California Driver's License and satisfactory driving record at the time of appointment is required as a condition of initial and continued employment only if the operation of a vehicle, rather than the employee's ability to get to/from various work locations in a timely manner, is necessary to perform the essential functions of the position.

These positions may require assignments to a Swing, Graveyard, or other non-standard shift; most work four 10-hour shifts followed by three days off. There is a shift differential payment of $2.25/hour for Swing Shift and $2.50/hour for Graveyard Shift.

Position & Duties - Police Radio Dispatcher Trainee

The Police Radio Dispatcher Trainee position is an entry level training position in the Communications Unit of the Police Department. The key responsibilities for Police Radio Dispatcher Trainee include:

-Learning to dispatch police personnel and equipment on both routine and emergency calls utilizing the computer aided dispatch system, video display terminals, radio dispatching consoles, and related equipment; Answering the telephone and receiving emergency, non-emergency, and 9-1-1 requests for assistance; Inquiring, interpreting, verifying, receiving, and disseminating information from law enforcement computer networks relating to wanted persons, stolen property, vehicle registration, etc; Participating in field training exercises as needed to fully develop dispatching skills; Performing all related learning and testing activities.

Formal training in the classroom and in the field will be provided in order to develop the knowledge, skills, and abilities necessary to perform the public safety dispatching functions. Police Radio Dispatcher Trainees must complete the training program and be appointed to the class of Police Radio Dispatcher in order to retain employment. Successful candidates must demonstrate excellent communication skills, strong customer service skills, and the ability to retain composure and work accurately under pressure in emergency situations.

**Candidates that are appointed will be required to attend the Basic Dispatch Academy held in house at the San Jose Police Department for eight (8) weeks. Salary Ranges
Police Communication Specialist - $84,477.12 - $102,648.00
Police Radio Dispatcher Trainee - $90,657.84 *After training is completed, the salary range for Police Radio Dispatcher is $100,660.56 - $122,391.36.*
These amounts include an approximate five percent (5%) ongoing non-pensionable pay.

The City of Berkeley is now accepting applications for Assistant Inspector in the Building & Safety Division of the Planning Department! This is a temporary, two-year position with an option for a third year upon approval by the Building Official, once certain criteria and milestones are met during the initial two years.

The Assistant Inspector will learn, in phases, every aspect of the building inspection process under the tutelage of the Building Inspection Section and Permit Service Center staff. This training will include learning and understanding the building permit review and issuance process, gaining and cultivating good customer service skills, studying and learning how to enforce the California and City of Berkeley Building Standards Codes, and acquiring proper building inspection techniques.

Upon approval from the Building Official, the Assistant Inspector will have the opportunity to demonstrate their knowledge and skills by performing inspections in the field throughout the City of Berkeley as allowed by State regulations and under the guidance of a Building Inspector as assigned. These inspections will gradually increase in scope and difficulty as new skills and knowledge are acquired and confidence grows. It is expected that the Assistant Inspector will acquire an ICC Residential Building Inspector (ICC B1) certification by the end of year one and an ICC Commercial Building Inspector (ICC B2) certification by the end of the two-year position. At the end of the term and upon Building Official approval, the Assistant Inspector will have the option of promoting into the role of Building Inspector I (certified).

MINIMUM QUALIFICATIONS

A typical way of gaining the knowledge, skills, and abilities for this position is:

Equivalent to graduation from high school and:

1. Two years of full-time paid experience in one of the following: 
   • Building, civil, or architectural design drafting;
   • Building, housing, or home inspection;
   • Code enforcement;
   • Permit processing;
   • Performing carpentry, electrical, heating and refrigeration, plumbing, or similar work; OR
2. Three years of full-time experience in support of building inspections, housing inspections, or code enforcement; OR
3. Completion of two years of education in a recognized college or university with completion of 12 semester or 16 quarter units in any of the following or similar areas: civil or structural engineering, construction technology, design, inspection technology, architectural drafting, mechanical or, electrical engineering.

Other requirements: Must be able to travel to various locations within and outside the City of Berkeley to meet the program needs and to fulfill job responsibilities. When driving on city business, the incumbent is required to maintain a valid California driver's license as well as a satisfactory driving record.

Typical duties and responsibilities include the following:

Airside Operations:

• Respond to emergencies, distressed or disabled aircraft, hazardous materials spills, wildlife or other airfield accidents or incidents

• May perform airfield inspections and other operations duties in support of airside.

• Coordinates cleanup efforts, prepares detailed informational and operational reports related to safety/security incidents, injuries and accidents.

• Use vehicle to patrol the airfield to inspect and observe aircraft, tenants, perimeter fences, gates to ensure compliance with applicable regulations and act to correct deficiencies.

Terminal Management / Customer Service:

• Coordinate common use resources (gates, remote parking, ticket counters, bag belts) to maintain safe, efficient day to day operations.

• Assist in documenting and resolving disruptions to operations such as bag jams, passenger queue control and irregular airline operations.

• Regular inspections of the terminal facility to ensure a clean, reputable terminal facility is available to the traveling public.

• Conducting customer service surveys to drive improvements for the overall passenger experience.

Landside Services:

• Uses data entry and personal interaction to process permits, reports, and work orders to ensure regulatory compliance and exceptional customer service.

Security Compliance:

• Perform surveillance, inspection and investigations for enforcement of the Airport Security Program, investigates security breaches and violations.

• Use of a vehicle to patrol the airport to inspect tenants, perimeter fences, employees, and contractors to ensure compliance with applicable regulations and take action to correct deficiencies.

• Enforces proper procedures for Airport's Access Control System to prevent unauthorized and/or unescorted access to the Air Operations Area (AOA)

Airport Operations Center:

• Monitors the Airport's CCTV, Access Control, Fire Monitoring System, Building Management and Baggage Handling Systems. Coordinates appropriate responses.

• Monitors and utilizes all Airport and public safety radio frequencies.

• Performs passenger paging and other customer service functions throughout the facilities.

• Coordinates internal Airport/Tenant communications via radio, telephone etc.

In addition, the Senior Airport Operations Specialist will be required to multi-task and utilize various computer programs within each section of Airport Operations including Access Control System, Resource and Gate Management systems, Internet Protocol Television (IPTV). The Senior Airport Operations Specialists will also be expected to manage multiple phone lines and radio channels to coordinate airport activities within the AOC and perform a variety of general clerical duties such as: filing, preparation of records, forms, and other pertinent documents.

Other duties the Senior Airport Operations Specialist may be assigned include but are not limited to; compiles data, prepares reports, completes necessary and required forms and oversees recordkeeping to provide top-notch customer service to business stakeholders and the traveling public. Successful candidates must demonstrate excellent communication skills and the ability to handle confidential and sensitive information. As well as poses the ability to enforce and correct deficiencies regarding compliance with rules and regulations under the following agencies: California Public Utilities Commission (CPUC), Federal Aviation Administration (FAA), Transportation Security Administration (TSA), City of San Jose, and the San José Mineta International Airport.
