The San José Fire Department's (SJFD) core mission is to serve the community by protecting life, property, and the environment through prevention and response. This is the trainee level class in the Firefighter series, responsible for becoming proficient in the understanding of lifesaving and firefighting methods within the SJFD. Through a specific program comprised of general and specialized education, focused training including extensive hands-on experience, Firefighter Recruits will learn diverse tasks, policies, procedures and standards within the SJFD. The Security Manager plays a pivotal role in overseeing and coordinating organization-wide security services at Valley Water. Reporting to the Assistant Officer of Emergency, Security & Safety, this mid-management position is responsible for planning, managing, and executing strategic security initiatives to protect Valley Water's infrastructure, assets and staff, and the community. The Security Manager provides expert guidance, formulates policies, and fosters partnerships with local, county, state, and federal agencies to ensure the highest level of security preparedness. The Security Manager is entrusted with the strategic development and implementation of security programs, plans, and processes. This role requires extensive professional expertise, strong leadership skills, and the ability to collaborate effectively with internal and external stakeholders.
 
 Key Responsibilities include, but are not limited to:

• Plans, manages, and oversees all functions, operations, and activities of the security unit, including contract security services, physical security systems and technologies, un-housed abatement, shooter awareness program, threat and vulnerability assessments and communication protocols.
• Develops programs, strategies, and solutions for security to ensure effective planning for accomplishment of organizational objectives, safety and security for employees, the community and Valley Water’s infrastructure and assets, including water supply and distribution systems, and compliance with all applicable policies, regulations, rules, and laws.
• Develops, implements and manages strategic vulnerability and threat assessments and mitigation plans to protect water supplies, distributions systems and all District facilities from including acts of terrorism; performs vulnerability studies and analysis of disaster and security response capabilities, including Federal Energy Regulatory Commission (FERC), Risk Assessment Methodology for Water Utilities (RAM-W) and Dam Assessment Matrix for Security and Vulnerability Risk (DAMSVR) assessments; assesses and determines appropriate level of security needs. 
• Leads efforts to explore new tools and technologies to improve existing physical security and add security assets to new facilities and property.
• Works collaboratively and engages with appropriate social service and law enforcement agencies to address un-housed abatement in Valley Water creeks and other properties; fulfills security requests to support field work.
• Administers contracts for security and security related services; reviews and evaluates compliance of contractor services with Valley Water’s contract standards and provisions; recommends improvements as required in procedures, techniques, and training.
• Provides staff leadership, oversight, guidance, and daily management of assigned unit; develops and implements goals, objectives, policies, and priorities for assigned programs; manages budgets and forecasts resource needs.
• Plans, directs, coordinates, and reviews the work of assigned staff; provides staff and performance reviews and implements discipline measures and manages the Security Office on-call program.
• Oversees, makes recommendations for, and approves the acquisition of security system hardware and software purchases. 
• Develops and delivers effective communication and training programs and activities, such as the Active Shooter Awareness program, to promote security and emergency awareness and preparedness for Valley Water staff, contractors, and the community.  
• Establishes ongoing relationships with local, state and federal law enforcement agencies, including the Northern California Regional Intelligence Center (NCRIC); monitors notifications of intelligence, information and alerts from the Office of Homeland Security, Federal Bureau of Investigation, Environmental Protection Agency, Department of Energy, Department of Transportation, U.S. Bureau of Reclamation and the Awareness National Security Intelligence Reports, as well as the Association of Metropolitan Water Agencies and American Water Works Association.

Benefits

• $86,683 to $105,364 annually
• Non-exempt employees assigned to a 56-hour (average) workweek schedule will receive pay for overtime as defined in the Fair Labor Standards Act (FLSA). All overtime shall be paid at a rate of one and one-half (1 ½) times the regular hourly rate of pay.
• All covered employees hired on or after December 28, 2012, who are not defined as “new members” under the Public Employees Pension Reform Act (“PEPRA”) will be covered by the 3% @ 55 retirement formula and the 36 highest consecutive months’ final compensation provision.  All covered employees hired on or after January 1, 2013, and who are defined as “new members” under PEPRA will be covered by the 2.7% at 57 retirement formula and the 36 highest consecutive months’ final compensation provision. 
• Regular employees, after completion of their probationary period, shall be eligible for the Health Care Reimbursement Program. Eligible employees receive a credit of $1300 each January 1.
• For all regular employees working full time, the District will pay 85% of the premiums currently in effect for employee and dependent coverage for the lowest cost plan available to District employees offered through the PERS system.
• For all regular employees working full-time, the District will pay 85% of the premiums for employee and dependent coverage for the lowest-cost dental plan.  In the event the employees elect a higher cost coverage, the employees shall pay the increased cost for that plan.
• A Group Life Insurance Plan will be provided with a $25,000 life insurance policy for each unit member, a $1,000 policy for each employee's spouse, and a $1,000 for each employee's dependent under the age of 21.  The CCSD will pay the full monthly premium for each unit member, spouse, and dependent children.
• Covered employees assigned to a 56-hour average workweek schedule shall accrue 4.31 hours of vacation leave biweekly (112 hrs/yr) from the date of hire to sixty (60) months of service.
• Each full-time employee, assigned to a 56-hour average workweek, shall accrue sick leave from the date of employment at the rate of 6.4 hours per 14-day payroll period (based on 120 hours per year times the conversion factor of 1.4).
• In lieu of time off on holidays, covered employees assigned to a 56-hour workweek shall accrue 5.92 hours of holiday leave per 14-day payroll period for a total of 154 hours per year (based on 110 hours per year times the conversion factor of 1.4). 
• The District shall provide covered employees with an annual boot or safety shoe allowance of $250, payable in July of each year.

Typical duties and responsibilities include the following:

Airside Operations:

• Respond to emergencies, distressed or disabled aircraft, hazardous materials spills, wildlife or other airfield accidents or incidents

• May perform airfield inspections and other operations duties in support of airside.

• Coordinates cleanup efforts, prepares detailed informational and operational reports related to safety/security incidents, injuries and accidents.

• Use vehicle to patrol the airfield to inspect and observe aircraft, tenants, perimeter fences, gates to ensure compliance with applicable regulations and act to correct deficiencies.

Terminal Management / Customer Service:

• Coordinate common use resources (gates, remote parking, ticket counters, bag belts) to maintain safe, efficient day to day operations.

• Assist in documenting and resolving disruptions to operations such as bag jams, passenger queue control and irregular airline operations.

• Regular inspections of the terminal facility to ensure a clean, reputable terminal facility is available to the traveling public.

Security Compliance:

• Perform surveillance, inspection and investigations for enforcement of the Airport Security Program, investigates security breaches and violations.

• Use of a vehicle to patrol the airport to inspect tenants, perimeter fences, employees, and contractors to ensure compliance with applicable regulations and take action to correct deficiencies.

• Enforces proper procedures for Airport's Access Control System to prevent unauthorized and/or unescorted access to the Air Operations Area (AOA)

Airport Operations Center:

• Monitors the Airport's CCTV, Access Control, Fire Monitoring System, Building Management and Baggage Handling Systems. Coordinates appropriate responses.

• Monitors and utilizes all Airport and public safety radio frequencies.

• Performs passenger paging and other customer service functions throughout the facilities.

• Coordinates internal Airport/Tenant communications via radio, telephone etc.

In addition, the Senior Airport Operations Specialist will be required to multi-task and utilize various computer programs within each section of Airport Operations including Access Control System, Resource and Gate Management systems, Internet Protocol Television (IPTV). The Senior Airport Operations Specialists will also be expected to manage multiple phone lines and radio channels to coordinate airport activities within the AOC and perform a variety of general clerical duties such as: filing, preparation of records, forms, and other pertinent documents.

Other duties the Senior Airport Operations Specialist may be assigned include but are not limited to; compiles data, prepares reports, completes necessary and required forms and oversees recordkeeping to provide top-notch customer service to business stakeholders and the traveling public. The City of East Palo Alto is seeking qualified candidates for a Building Inspector I/II. Under direct or general supervision, the Building Inspector I/II performs routine to complex inspections at various stages of construction, alterations, and repair of residential, commercial, and industrial building sites to enforce building, plumbing, mechanical, electrical, and environmental codes, and other governing laws and ordinances. Inspections include basic zoning, grading, fire, and safety regulations to ensure conformance with approved plans, specifications, standards, permits, licensing, and safety standards.

The Building Inspector I/II provides a variety of information to property owners, developers, architects, engineers, and contractors; and performs related duties, as assigned. The Building Inspector II differs from the level I in that is the advanced level classification in the Building Inspector series. The Building Inspector II provides a high level of discretion and independent judgment in performing the full range of routine to complex inspections. Work is normally reviewed upon completion and for overall results. Incumbents also provide lead direction and functional supervision to assigned clerical, technical, and professional staff. The department may hire at either the I or the II level depending on the skills, certifications, and licenses held by candidates in the pool of qualified applicants.
