THE POSITION

As part of the Parks and Community Services Department, the intern will broaden their knowledge of the operations involved in coordinating City-provided programs, facilities, and events. Some specific tasks include research and development of programs for the Dublin Arts Center, planning and implementing special events and summer camps, waterpark operations, and website management. 

EXAMPLES OF DUTIES

• Examine; provide technical information, report on, and document data in accordance with assigned department.
• Organize, produce, and maintain records and process forms including reports specific to the organizational unit.
• Independently prepare and update a variety of report and special projects relating to the activities of the assigned Department.
• Provide professional-level support to Department as required.
• Conduct field surveys, research and inventory studies for various City programs.
• Prepare written reports and related correspondence on assigned projects.
• Read plans, maps, ordinances, laws and related documents.
• Assume multiple projects of varying degrees of complexity.
• Build and maintain positive working relationships with co-workers, other City employees and the public using principles of good customer service.
• May receive and screen visitors and telephone calls providing factual information regarding City activities and functions.
• Perform miscellaneous office and administrative duties as required.
• Perform other duties as assigned.

Scenario: You are a Management Analyst in the City Manager’s Office tasked with researching and analyzing policies relevant to homeless services and mitigation practices.

In March 2024, California passed Proposition 1. Proposition 1 authorizes $6.4 billion in bonds to pay for major projects such as housing for veterans and mental health, drug, and/or alcohol facilities.  Proposition 1 will also shift how revenue from the 1% tax on income above $1 million is spent under the law. Proposition 1 renames the Mental Health Services Act (2004) to the Behavioral Health Services Act and expands its purpose to include substance use disorders, including for persons without a mental illness.

The City of Fremont’s Homelessness Response Team is drafting a Homelessness Response Plan for Fremont. The Team will be presenting the plan to City Council in May 2024 for study and potential adoption.

DEFINITION

Perform a wide range of administrative and office support activities for the Recreation, Arts and Community Services Department, its Director and/or managers and supervisors to facilitate the efficient operation of the organization.  The incumbent should be organized, detail oriented, accurate and adept with various computer software.  Perform routine correspondence, field public inquiries, maintain departmental files consistent with the Town’s records retention policy; schedule appointments and meetings, procure supplies, assist with data entry and provide support related to the review, production, and distribution of staff reports.  

SUPERVISION RECEIVED AND EXERCISED

Receives direction from assigned management personnel. May exercise technical supervision over other clerical positions.

ESSENTIAL JOB DUTIES

Essential duties may include, but are not limited to the following:

• Perform general clerical duties related to assigned functional area, including formatting, copying, collating, compiling, binding and distributing simple and complex reports
• Type, format and edit letters, memoranda, staff reports, marketing materials, and public notifications and other documents.
• Compile and maintain complex, extensive paper, and electronic records and files; act as a resource for other employees on the material in files and records maintained or processed

Knowledge of:

DEFINITION

Develop, organize, and implement delivery of recreation and social services to the citizens of Danville in accordance with program objectives set forth by the Recreation, Arts and Community Services Department. Perform professional duties in Community Centers, Village Theatre and Art Gallery, and/or Teen Centers, as assigned.

SUPERVISION RECEIVED AND EXERCISED

Receives direction from a Program Supervisor.  Exercises supervision over Program Assistants and other program personnel, as assigned.

ESSENTIAL JOB DUTIES

Essential duties may include, but are not limited to the following:

• Plan, implement and evaluate programs, events and services.
• Assist in recruiting, training, supervising and evaluating part-time personnel and volunteers.
• Conduct and attend a variety of training seminars, staff meetings, and community meetings.
• Recruit and orient contractual instructors and develop and monitor contractual service agreements.
• Prepare memos, correspondence, reports and public information in a variety of forms.
• Represent the Recreation, Arts and Community Services Department and Town to citizens, advisory bodies and community organizations and serve in a liaison role, as assigned.

Specific to Youth/Teen Services:

Program Coordinator will be responsible for implementing a variety of recreational, social and educational programs and services for youth, ages preschool through high school.  Work closely with the Town's Police Services Department, School District, community and human services agencies.  Motivate and facilitate various youth groups.

Specific to Sports & Fitness and Facility Management

Responsible for the development and implementation of sports programming, including aquatics, and organizing a variety of recreational sports leagues for youth and adults.  Work closely with the school district.  Supervises seasonal Aquatics program to include staff training and in-services. Requires a basic understanding of sports terminology, concepts, and rules. Responsible for sports & fitness fee classes offered in the Danville Activity Guide.  Support facility management through facility rentals.

QUALIFICATIONS

Knowledge of:

• Principles and practices of recreation programming.
• Human development as it relates to planning recreation and leisure programs and activities for the public.
• Leadership, group dynamics, and facilitation concepts and techniques.
• Safety practices as related to the assigned program/activity area.

Ability to:

• Develop, implement and evaluate innovative programs effectively.
• Supervise and motivate participants, part-time personnel and volunteers.
• Communicate effectively with Town officials, the public, and the media.
• Demonstrate effective oral and written communication skills.

A Bachelor's degree in recreation administration, public administration, or closely related field.

LICENSE(S) AND CERTIFICATION(S)

Possession of a valid California State Driver's License, or license in another state with the ability to obtain a California license within 30 days of hire. First Aid and CPR certification is required but may be obtained during probationary period.

The City of Saratoga is currently recruiting to fill a full-time Accounting Technician position within the Administrative Services Department. The incumbent will report to the Finance Manager.

The Accounting Technician, under general supervision, performs journey-level technical and administrative account support duties associated with preparing, maintaining, and processing accounts receivable and accounts payable records and transactions. The Human Services Department (HSD) delivers and supports services by forging long-term community partnerships; engaging with and building the capacity of the community to do its own problem- solving; and leveraging financial and volunteer resources. 

The Aging and Family Services Division (AFS) of HSD specifically supports older residents and their caregivers to live active, healthy lives in the Tri-City community. With input from local, older adults (age 55 years+) as our guide, the AFS team provides a continuum of supportive services, from health promotion activities to home-based end of life care. AFS has a Senior InfoLine that is answered in 4 languages (Farsi, English, Spanish and Chinese) that is often an entry point.

DefinitionUnder administrative direction from the Human Services Director, plans, organizes and directs a Division of the Human Services Department which provides specialized family services; and serves as a member of the department's management team.

Class Characteristics
This professional management classification in the Human Services Department may be assigned as Youth and Family Services Administrator, Aging and Family Services Administrator or Family Resource Center Administrator. Incumbent follows general guidelines or professional and administrative standards in accomplishing assignments; it is characterized by the responsibility to develop and implement mental and physical health and other social services that support self-sufficiency, strengthen families, help children achieve their optimal development, and help older adults remain independent and engaged in the community for as long as possible. Supervision for the Family Resource Center Administrator is jointly provided by the Human Services Director and leadership team of the Family Resource Center. Review of work is occasional or on a problem basis with incumbents presenting alternative courses for policy decisions. o Services for Well Elderly including: Oversees operations at the Multi-Service Senior Center(s); develops and implements operational policies and procedures; identifies program needs and develops and oversees implementation of a variety of programs and services targeted to the needs of older adults; reviews existing programs for immediacy and applicability, directing revision as appropriate; coordinates programs with other agencies; provides effective problem assessment and client complaint response.
o Services for Frail Elderly including: Develops and implements operational policies and procedures for service coordination among the Friendly Visitor, Companion for Life, Senior Peer Counseling, Para transit, and other City programs; monitors and evaluates program performance; reviews existing programs for immediacy and applicability, directing revision as appropriate; coordinates programs with other agencies; provides effective problem assessment and client complaint response.

• Develops, monitors, and evaluates client rehabilitative and case management goals and increases/decreases in targeted behavior according to client needs; monitors goal progress/regression.

• Provides linkages, resources, and referrals to address basic needs and other barriers to wellness and recovery including food, housing, clothing, transportation, and other financial resources.

• Encourages and supports clients to fully engage in services; provides outreach and assists clients in addressing and overcoming barriers to treatment.

• Plans and facilitates and/or co-facilitates group sessions for clients and community members focused on skill building; tracks client attendance and follows-up with individual clients, as necessary.

• Provides advocacy for clients to ensure inclusion in all aspects of the community including socialization, employment, education, and housing to meet client needs.
