PHYSICAL DEMANDS AND WORKING ENVIRONMENT:

Work is performed in an office environment in close proximity to other workers.  Incumbent shall be exposed to those conditions normally encountered in a business office environment.  Physical demands require frequent standing, reaching, leaning, twisting, grasping, lifting and sitting for prolonged periods of time.  Must carry moderately heavy boxes up to 50 pounds and/or utilize a dolly.  Incumbent must be able to drive safely to various City sites.  Incumbent must be able to see and hear in the normal range, with or without correction.  Incumbent must have the stamina to work long hours and overtime, if assigned, and be willing to work an irregular schedule, which might include evenings, weekends, holidays, and varying hours.

THE POSITION

Perform professional civil engineering work in the planning, design, technical investigation, and construction of projects in public works, transportation, capital improvements, and structural engineering. An example of duties include:

• Participates in the preparation of plans and specifications for the construction of streets, storm drains, street lighting, traffic signals, buildings and related public works and City building projects; researches project design requirements; performs calculations and prepares estimates of material costs and time considerations.
• Researches publications and industry information sources.
• Develops and revises design and construction standards.
• Participates in the implementation of the City’s traffic and transportation engineering programs; prepares and revises plans and specifications for traffic related projects; prepares special studies and reports and coordinates major projects.
• Investigates field problems affecting property owners, contractors, and maintenance operations.
• Prepares estimates and feasibility reports for new or modified services and structures.
• Administers contracts and may assist with inspection services and project management for construction and maintenance projects.
• Participates in the plan check, review and processing of plans for private developments affecting streets, sewers, drains and related public works facilities and ensures that they meet all City imposed requirements.
• Prepares special engineering studies and reports.
• Coordinates planning, design, and construction activities with other City departments, divisions, and sections, and with outside agencies.
• Attends various staff and regional technical advisory meetings.
• Provides technical and professional assistance/support to other City departments and divisions, Planning Commission, and City Council as necessary.
• Performs other related duties as assigned.

MINIMUM QUALIFICATIONS

Equivalent to a Bachelor’s degree with major coursework in civil engineering or a closely related field;

OR

Possession of a current Engineer-in-Training Certificate, issued by the California State Board of Registration for Professional Engineers, and one (1) year of professional civil engineering experience.

The Air District is currently accepting applications for the position of Principal Staff Specialist in the Strategic Incentives Division (SI) Division. This is an open recruitment for one (1) full-time, represented position.

The Strategic Incentives Division supports the Air District’s mission by implementing incentive programs (grant programs) that achieve voluntary reductions of air pollutants and greenhouse gases, primarily from on- and off-road vehicles and equipment that operate in the Air District’s jurisdiction. In 2023-2024, the SI Division is administering more than $90 million in new revenue to fund programs and projects that replace older diesel-fueled vehicles and equipment such as school and transit buses, marine vessels, locomotives, trucks, construction equipment, agricultural equipment, and other mobile equipment, with newer, cleaner alternatives, including zero-emission technologies, and install refueling/charging infrastructure that supports the accelerated adoption of zero-emissions vehicles and equipment. Other programs administered support the reduction of single-occupancy vehicle, provide cash and mobility options to residents for turning in their older vehicles, and provide grants to reduce pollution from woodburning devices. The Division develops programs to meet community identified strategies for reducing air quality disparities and that benefit the Bay Area’s most overburdened communities.

About you in the position

The Principal Staff Specialist (AB 617 role) in the SI Division will coordinate the division's efforts in bringing greater equity to grant programs through program development, collaboration with other divisions, and engagement with communities under the AB 617 program. With your in-depth knowledge of the Air District’s emission reduction grant programs, you will lead the division's participation in internal and external AB 617 engagement, including communicating the role of the division; analyzing, reporting, and presenting information about air quality improvement incentive programs and mobile sources, participating in community meetings, proposing and guiding discussions on incentive-related emission reduction strategies and actions, developing plans/programs to implement action, and soliciting feedback on strategy implementation. Examples of other tasks include preparing written materials related to grant programs, reports and plans; proposing recommendations for updates to current incentive programs; developing and supporting the development of new programs; assessing impacts of regulatory actions on mobile source categories; presenting to the Board of Directors and other stakeholders; and leading and training staff. This position will require working nights and weekends on occasion to attend community meetings and public events. What You'll Do

The Public Works Department is responsible for the City's major capital projects and infrastructure including streets, sidewalks, streetlights, traffic signals, sewer and storm conveyance systems, and pump stations.  The Department is also responsible for the efficient management of the City's traffic operations and review of right-of-way impacts associated with private developments.

Transportation is and continues to be of importance to our Department and the community.  Traffic congestion plagues many of the peninsula cities.  Belmont has taken a proactive approach by continuously looking for transportation improvements, such as roundabout design, multimodal enhancements, and an adaptive signal operation system on our main East-West connection, Ralston Avenue.  Another pivotal project is the development of a citywide Transportation Master Plan, to help guide the City for its future growth.

Private development has grown significantly in the City the last 5 years, including biolife sciences, housing, and mixed-use developments.  Most notable are the Conceptual Development Plan and Development for the Belmont Stanford Campus at Notre Dame de Namur University and the Annexation of the Harbor Industrial Area from the County of San Mateo.

This invitation is focused on recruiting a Senior Engineer for private development and permitting services.  Key assignments include leading staff and managing consultants and contractors through the private development process, as well as managing the permitting services.  However, the Senior Engineer may be assigned to work in any of the work areas mentioned above.

In addition, the Senior Engineer assists in preparing and monitoring operating budgets in connection with assigned programs and contract management.  Effective communication skills and the ability to recognize the interconnectedness of the various civil disciplines and stakeholders are critical to the success of this position.  This position is public-facing and may be needed in planning commissions and city council meetings.  This position involves direct supervision of a growing team of 3-4 staff members, which may include engineers, engineering technicians, and contract staff.

Generally, the Senior Civil Engineer supervises, assigns, reviews, and participates in the work of staff responsible for performing professional and technical engineering services in the design and management of public works capital improvement projects, private development, permitting and other services, ensuring high work quality and adherence to established policies and procedures.

Positions at this level are distinguished from other classes within the series by the level of responsibility assumed and the complexity of duties assigned.  Employees perform the most difficult and responsible types of duties assigned to classes within this series, including management of the most complex engineering projects or exercising lead direction over lower-level staff.  Employees at this level are required to be fully trained in all procedures related to assigned area of responsibility.

The responsibilities and duties of the Senior Civil Engineer may include, but are not limited to, the following:

• Plan, prioritize, assign, supervise, review, and participate in the work of staff responsible for providing professional engineering services in the design and management of public works capital improvement projects.
• Establish schedules and methods for providing engineering services, identify resource needs, review needs with appropriate management staff, and allocate resources accordingly.
• Participate in the development of policies and procedures, monitor work activities to ensure compliance with established policies and procedures, and make recommendations for changes and improvement to existing standards and procedures.
• Recommend and assist in the implementation of goals and objectives and implement approved policies and procedures.

• Review and approve changes to approved plans and specifications and process a variety of permits.
• Exercise professional engineering judgment in accordance with current accepted practice of civil engineering and appropriate laws and codes.

The City is seeking a Division Manager to manage all services and activities in the Safety Division of the Human Resources Department. The Safety Manager will report to the Assistant Director of Human Resources and will be responsible for administering the City of San José's extensive safety program, which includes Worker's Compensation, Employee Health Services, Injury and Illness Prevention Programs, City Driving Program, Safety Show Voucher Program, and ergonomics. The County of Yuba is recruiting for both Extra-Help and Full-Time Juvenile Corrections Officers I/II,  in an effort to fill current vacancies and establish an eligibility list. These positions are located on the Tri-County Youth Rehabilitation Campus which falls under the Juvenile Institutions Division of the Yuba County Probation Department. The primary responsibilities of this flexibly staffed position are to: provide care, custody, supervision, and control of youth housed in the secured detention facilities while they are pending legal action or serving a post adjudication commitment; ensure and sustain a safe and secure environment for youth; and coordinate counseling and behavior modification activities associated with the operation of the facilities.

About Detention Services & Yuba County:

Our Department believes people can change and we can be instrumental in supporting that change.  We are  a small workplace family that supports one another to accomplish our mission and allow our team members to live full lives outside the workplace. Our Campus provides youth detention services to the communities of Yuba, Sutter, and Colusa Counties as well as several contract counties through our Camp Singer program.  We operate 24 hours a day, 365 days per year, and includes the Tri-County Juvenile Hall, Secure Housing Unit, and Maxine Singer Youth Guidance Center (Camp Singer), under a Joint Powers Agreement between the three counties. Under general supervision, the Senior Land Surveyor supervises and coordinates the activities of field and office surveying functions and assists the Survey and Mapping Manager with supervisory and administrative functions of the Survey Services Unit.

Distinguishing Characteristics
This is a single position classification responsible for assisting the Survey and Mapping Manager in supervising the efforts of subordinate personnel including surveyors, engineering technicians, and consultants. The Senior Land Surveyor can be assigned to any of the following areas: supervision of survey activities in the field for design and construction projects, supervision of office surveying functions such as mapping, writing legal descriptions, and production of accurate calculations used for engineering, real estate and construction activities.

This classification requires that the incumbent be licensed as a Professional Land Surveyor in the State of California or equivalent and possess specialized knowledge of land surveying techniques and construction surveying, with emphasis on technology such as GPS (Global Positioning System) methodology and instrumentation. This position will supervise professional and/or administrative staff, as well as identify the need for establishing and administering consultant contracts. This position works with other public agencies (e.g., Caltrans, local cities and counties, water district) to establish property exchanges and rights of way for transportation improvements.

Minimum Qualifications

Employment Standards
Sufficient training, education, and experience to demonstrate possession of the required knowledge, skills and abilities.

Development of the required knowledge, skills, and abilities is typically obtained through training and experience equivalent to graduation from an accredited college or university with major work in surveying science, engineering or a related field and a minimum of eight (8) years of technical surveying experience, at least three (3) years of which must have been in a position comparable to that of a field surveying Chief of Party and/or office surveying "Lead" Land Surveyor. Directly related experience may be substituted for the education requirement on a year for year basis.

Registration as a Professional Land Surveyor in the State of California or equivalent is required at the time of appointment.

The Human Services Department (HSD) delivers and supports services by forging long-term community partnerships; engaging with and building the capacity of the community to do its own problem- solving; and leveraging financial and volunteer resources. 

The Aging and Family Services Division (AFS) of HSD specifically supports older residents and their caregivers to live active, healthy lives in the Tri-City community. With input from local, older adults (age 55 years+) as our guide, the AFS team provides a continuum of supportive services, from health promotion activities to home-based end of life care. AFS has a Senior InfoLine that is answered in 4 languages (Farsi, English, Spanish and Chinese) that is often an entry point.

DefinitionUnder administrative direction from the Human Services Director, plans, organizes and directs a Division of the Human Services Department which provides specialized family services; and serves as a member of the department's management team.

Class Characteristics
This professional management classification in the Human Services Department may be assigned as Youth and Family Services Administrator, Aging and Family Services Administrator or Family Resource Center Administrator. Incumbent follows general guidelines or professional and administrative standards in accomplishing assignments; it is characterized by the responsibility to develop and implement mental and physical health and other social services that support self-sufficiency, strengthen families, help children achieve their optimal development, and help older adults remain independent and engaged in the community for as long as possible. Supervision for the Family Resource Center Administrator is jointly provided by the Human Services Director and leadership team of the Family Resource Center. Review of work is occasional or on a problem basis with incumbents presenting alternative courses for policy decisions. Routine and unusual problems are handled within the context of general plans, broad policies, budgetary limitations and professional standards. Successful performance is measured by total results. This classification is distinguished from Human Services Director by the latter's responsibility to plan, organize and direct the work of the Human Services Department, and from Clinical Supervisor by the latter's responsibility to supervise counseling or social work staff, to monitor the implementation of professional standards, and to provide training and direction to professional staff and interns. Assigned duties and responsibilities of this position are performed primarily in an office environment, requiring the ability to read and understand complex written documents including laws, rules, and regulations; to use computers and computer software, and telephones; and to develop effective working relationships with individuals from a variety of ethnic and socio-economic backgrounds.

 

Essential Functions

All Assignments:

• Leads the work of a Division charged with the responsibility to develop and implement programs to support families and individuals of all ages.
• Assesses program needs and existing/projected capabilities and develops resources to meet their needs.
• Establishes policies, priorities and standards of practice for service team programs, including training, project monitoring, evaluation and cost effectiveness.
• Develops procedures for collaborative/service integration projects.
• Conducts/participates in multi-agency case consultations and staff orientation and training.
• Supervises multi disciplinary staff such as Clinical Supervisor, Counselor, and Administrative Assistant.
• Provides technical assistance to increase capacity of the community to problem solve, and assists in organizing services to meet the community's needs.
• Develops and integrates new programs into agency administrative structure and service delivery system.
• Interprets policies and procedures for staff.
• Ensures compliance with laws, regulations and professional standards.
• Prepares or directs the preparation of a variety of narrative and statistical reports.
• Evaluates and recommends staffing levels.
• Plans, organizes, assigns, reviews, and evaluates the work of assigned staff.
• Prepares and submits funding proposals.
• Writes grants, planning documents and program effectiveness reports, and ensures that the grant requirements are understood and met by appropriate staff.
• Prepares and justifies budget requests, and ensures Division operates within budget.
• Analyzes and interprets proposed and enacted legislation and regulations.
• Recommends and implements new/revised policies, programs and procedures.
• Represents the program/department to the community, other agencies and service providers, the City Council and other appropriate legislative bodies.
• Develops and implements a service marketing program.
• Participates in service team program planning and policy formulations.
• Assists in establishment of goals and evaluating Division services.
• Provides staff support for relevant Advisory Boards, Commissions, or Committees.
• Works in close collaboration with other management staff to ensure that clinical issues are performed within a team orientation.
• Works collaboratively with non-profit organizations in the Community including County and State level regional bodies and taskforces.

Aging & Family Services Assignment:

• Plans, organizes, and manages social work and counseling services.
• Designs and directs implementation of programs such as Pathways to Positive Aging to meet program and community needs.
• Serves as an advocate on behalf of families of all kinds such as families with dependent older adults and grandparents raising grandchildren.
• Establishes and maintains a continuum of programs and services for older adults:
o Services for Well Elderly including: Oversees operations at the Multi-Service Senior Center(s); develops and implements operational policies and procedures; identifies program needs and develops and oversees implementation of a variety of programs and services targeted to the needs of older adults; reviews existing programs for immediacy and applicability, directing revision as appropriate; coordinates programs with other agencies; provides effective problem assessment and client complaint response.
o Services for Frail Elderly including: Develops and implements operational policies and procedures for service coordination among the Friendly Visitor, Companion for Life, Senior Peer Counseling, Para transit, and other City programs; monitors and evaluates program performance; reviews existing programs for immediacy and applicability, directing revision as appropriate; coordinates programs with other agencies; provides effective problem assessment and client complaint response.

Minimum Qualifications for consideration: Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

Education/Training: Equivalent to a Bachelor's degree from an accredited college or university with major course work in the community services, business administration, or a related field.

Experience: Four years of increasingly responsible experience coordinating community services programs including one year of administrative and/or lead supervisory experience.
