The San José Fire Department's (SJFD) core mission is to serve the community by protecting life, property, and the environment through prevention and response. SJFD is a high-volume, all-hazards fire department providing fire suppression and rescue services that protects approximately 200 square miles, Advanced Life Support and Basic Life Support services as well as specialized operations including Urban Search and Rescue, Aircraft Rescue Fire Fighting, and a Hazardous Material Unit with a Decontamination Unit. This is the trainee level class in the Firefighter series, responsible for becoming proficient in the understanding of lifesaving and firefighting methods within the SJFD. Through a specific program comprised of general and specialized education, focused training including extensive hands-on experience, Firefighter Recruits will learn diverse tasks, policies, procedures and standards within the SJFD. Incumbents will learn techniques in emergency medical services, rescue work, firefighting and other emergency services. Duties may involve considerable physical exertion and potential risk to health and safety. Typical duties and responsibilities include the following:

Airside Operations:

• Respond to emergencies, distressed or disabled aircraft, hazardous materials spills, wildlife or other airfield accidents or incidents

• May perform airfield inspections and other operations duties in support of airside.

• Coordinates cleanup efforts, prepares detailed informational and operational reports related to safety/security incidents, injuries and accidents.

• Use vehicle to patrol the airfield to inspect and observe aircraft, tenants, perimeter fences, gates to ensure compliance with applicable regulations and act to correct deficiencies.

Terminal Management / Customer Service:

• Coordinate common use resources (gates, remote parking, ticket counters, bag belts) to maintain safe, efficient day to day operations.

• Assist in documenting and resolving disruptions to operations such as bag jams, passenger queue control and irregular airline operations.

• Regular inspections of the terminal facility to ensure a clean, reputable terminal facility is available to the traveling public.

• Conducting customer service surveys to drive improvements for the overall passenger experience.

Landside Services:

• Uses data entry and personal interaction to process permits, reports, and work orders to ensure regulatory compliance and exceptional customer service.

• Observes, records, and enforces activities conducted on the Landside (terminal curbs, roadways, traffic control, public & employee parking facilities, and Ground Transportation areas).

• Responds to emergencies, vehicle accidents, or other Landside incidents to maintain a safe and efficient operation. Includes on-site inspection of the area, and performing or coordinating activities as required.

Security Compliance:

• Perform surveillance, inspection and investigations for enforcement of the Airport Security Program, investigates security breaches and violations.

• Use of a vehicle to patrol the airport to inspect tenants, perimeter fences, employees, and contractors to ensure compliance with applicable regulations and take action to correct deficiencies.

• Enforces proper procedures for Airport's Access Control System to prevent unauthorized and/or unescorted access to the Air Operations Area (AOA)

Airport Operations Center:

• Monitors the Airport's CCTV, Access Control, Fire Monitoring System, Building Management and Baggage Handling Systems. Coordinates appropriate responses.

• Monitors and utilizes all Airport and public safety radio frequencies.

• Performs passenger paging and other customer service functions throughout the facilities.

• Coordinates internal Airport/Tenant communications via radio, telephone etc.

In addition, the Senior Airport Operations Specialist will be required to multi-task and utilize various computer programs within each section of Airport Operations including Access Control System, Resource and Gate Management systems, Internet Protocol Television (IPTV). The Senior Airport Operations Specialists will also be expected to manage multiple phone lines and radio channels to coordinate airport activities within the AOC and perform a variety of general clerical duties such as: filing, preparation of records, forms, and other pertinent documents.

Other duties the Senior Airport Operations Specialist may be assigned include but are not limited to; compiles data, prepares reports, completes necessary and required forms and oversees recordkeeping to provide top-notch customer service to business stakeholders and the traveling public. Successful candidates must demonstrate excellent communication skills and the ability to handle confidential and sensitive information. About the Highway Program Deputy Director

The Highway Program Deputy Director, reporting to the Chief of Engineering and Program Delivery, manages a diverse and talented team of seasoned staff who is well-versed on the delivery of capital projects related to the State highway system and other roadways in the county. Ideal Candidate
The ideal candidate has in-depth procurement and contracts experience, whose substantial experience includes transit construction projects.  The candidate will oversee and manage the procurement and administration of all procurement and contracts for the BART Silicon Valley Phase II (“BSV II”) Project, including procurement and contract administration of Technology, Architectural, and Engineering (“A&E”) and other professional services contracts and major high-value, complex construction contracts with potentially various delivery methods, including Design-Bid-Build, Design-Build, Progressive Design-Build, and CM/GC.
 
The ideal candidate is familiar with both contract change management and contract claims management processes for change requests, amendments, and contract claims that arise during the administration of a transit construction project.  
 
The candidate’s in-depth experience will necessarily lead to candidate-led interfaces with BSV2 Project Controls, Design, Construction, and Risk teams, among others, such that procurement schedules are managed in alignment with the overall Project schedule.  
 
The candidate will oversee the development of Request for Qualifications, Request for Proposals, and Invitation for Bids, ensuring they comply with FTA, state, local, and VTA requirements; identify changes that are required and have the skillset to draft revisions to standard templates and General Terms and Conditions to submit for approval.  
 
The candidate coordinates with the BSV II Project to widely market upcoming procurements prior to formal advertisement to attract competition in BSV II procurements.  The candidate oversees the pre-advertisement industry events.
 
The candidate conducts the pre-bid and pre-proposal conferences, the bid openings on the Bid Due Date, conducts formal Discussions with proposers and oversees the evaluation process.
 
The candidate will provide guidance and direction to the Project Team preceding contract negotiations where permitted or required, such as negotiations of cost and pricing for A&E contracts.  The candidate has the skillset to draft a Negotiations Strategy Memo that considers multiple factors, including an analysis of the independent cost estimate, the proposer’s cost proposal, and market conditions.  The candidate and their team will oversee the negotiations, ensuring all proper documentation is in place and negotiations are conducted in a disciplined manner.  The candidate must prepare the record of negotiations and cost analysis prior to awarding the contract or contract amendment.
 
The candidate manages all bid protests, analyzes each bid protest, and provides recommendations of their disposition supported by clear facts, supporting documents, and persuasive arguments.   The candidate must have excellent written and oral communication skills.  
 
The candidate will execute contracts on behalf of VTA within signature authority as delegated by the Chief Procurement Officer.
 
The candidate will represent VTA at all disciplinary and other meetings.
For change orders, the candidate must lead the change order process, ensuring that there is a finding of merit and the cost is reasonable for the change in scope.  
 
The candidate will lead any and all procurement and contracts audits and reviews, including the FTA Triennial. The candidate will be responsible for maintaining contracts files of all BSVII contracts that are FTA requirements-compliant.
 
The candidate must have managerial skills to train and lead a group of contract administrators in all areas discussed above, including guiding them in rigorous management of their respective procurements.  
 
A 4-year Bachelor’s minimum education is required and a graduate degree is preferable.  Extensive experience in procurement and contracts is a must.   Experience in construction claims and even claims litigation is a plus.   This position is subject to VTA’s Telework Policy.

Under general direction, the Construction Contracts Administration Manager oversees and manages the procurement and administration of construction contracts including alternative delivery contracts such as Design Build (DB) and CM/GC (Construction Manager/General Contractor).

Distinguishing Characteristics

This classification is responsible for managing major VTA construction contracts and the related contract administration activities associated with construction projects.  Responsibilities include the administration of contracts that are highly complex and sensitive in nature, where substantial judgment and initiative are essential in making recommendations and resolving problems.  This class is distinguished from the Deputy Director of Procurement, Contracts, and Materials in that the latter has overall responsibility for all procurement, contract administration, and materials management functions.

Minimum Qualifications

Sufficient training, education, and public or private sector experience to demonstrate possession of the required knowledge, skills, and abilities.

Development of the required knowledge, skills, and abilities is typically obtained through a combination of training and experience equivalent to graduation from an accredited college or university with a four-year degree, and substantial, increasingly responsible contract administration experience in a public agency or transit setting involving highly complex, high dollar value contracts, with several years of supervisory experience.

Possession of procurement certifications, such as CPPO and/or CFCM, are desirable.

The City of Santa Clara is recruiting for the Electric Utility Chief Operating Officer for its Electric Utility, Silicon Valley Power (SVP).  Reporting to the Chief Electric Utility Officer (CEUO), the Electric Utility Chief Operating Officer (COO) is a senior management position in the City's unclassified service responsible for the oversight and direction for the fiscal, administrative, and managerial operations of the utility. The COO has supervisory and support responsibilities for the utility's divisions: Utility Operations, Customer Development and Project Management, Resource Planning and Customer Engagement, and Business Services. The COO will help guide SVP through the extraordinary period of growth related by doubling the existing capacity of the electrical system to meet new customer demands over the next 10 years. In addition to the expansion, the COO will work to ensure new renewable resources are added to meet the City's and State’s climate goals. The COO is responsible for forecasting service requirements and for planning, organizing and directing assigned resources of the electric utility division in order to meet those requirements. This includes developing and administering the department operations and capital improvement budgets. The role of the Resilience Coordinator position will be to support the Mission of the Office of Emergency Management, which is “To provide leadership of the City of San José’s emergency management responsibilities through planning and coordination of programs, functions, and supporting activities to prepare for, respond to, and recover from all emergencies and disasters.” The position will assist in coordinating multi-hazard planning efforts in the City of San José, including reviewing documents with an intentional lens of Access and Functional Needs (AFN) and racial equity considerations in emergency.  This position requires high levels of analysis, document development, understanding of the State of California’s Standardized Emergency Management System principles and integration with response plans. This is the fully experienced level in the unclassified Executive Analyst series and requires an individual to work under the general direction of an assigned executive in the Office of Emergency Management with full professional independence.

·        Assist in the coordination of programs to integrate existing emergency preparedness and comprehensive operational plans and procedures with internal city offices and departments, other government agencies, community-based organizations, volunteers, public service agencies, private and nonprofit sector resource agencies to ensure that established programs and plans comply with state and federal guidelines.

·        Plan and coordinate emergency management operational activities, drills, and events with all levels of government, school districts, public utilities, community-based organizations, volunteers, public service agencies, private and nonprofit sector resource agencies with disaster response administration.

·        Research, evaluate, and assist in the development and maintenance of comprehensive emergency plans in accordance with federal and state emergency management guides.

·        During major disasters and emergencies, performs emergency management tasks requiring action from all levels of government, school districts, public utilities, community-based organizations, volunteers, public service agencies, private and nonprofit sector resources agencies.

·        Administers, coordinates, and presents Disaster Service Worker training for employees and emergency management training for Emergency Operations Center (EOC) Staff.

·        Monitors state and federal disaster preparedness information and requirement updates, and may advise management of issues

·        Assists with preparing correspondence, procedures, transmittals, project and grant applications and program reports associated with emergency management activities

·        Performs other emergency management duties as assigned

·        This position responds to activations of the EOC.

Position:

The Emergency Coordinator classification is an entry-level position into the City Manager’s Office of Emergency Management.  The person fulfilling the job will report to the Director or Deputy Director of the Office of Emergency Management.

We are seeking energetic, well focused, and detailed oriented applicants.   Under general supervision, the applicant is responsible for analytic work in the areas of emergency management, instructional training, adult platform instruction, training scheduling and coordination of instructors, certification management, etc.  The position must be aware of the Office of Emergency Management’s plans and procedures and prepare training to implement the plans and programs. The position will also track available training through Bay Area, state, and federal resources. 

 Position and Duties:

The Training Coordinator position will focus on training and exercise activities.

The range of activities will include, but are not limited to, the following list.

• Support the implementation of a Multi-Year Training and Exercise Plan for the Emergency Operations Center staff.

• Manage a system to track available Urban Area Security Initiative, State, and Federal trainings to enhance delivery of instruction for Emergency Operation Center staff.

• Monitor State and Federal requirements for emergency management training, and be sure staff are aware of training opportunities to meet the requirements

• Facilitate the development of exercises within the City and exercises that engage community partners.

• Coordinate the delivery of designated contract training.

• Coordinate and track training attendance of the Office of Emergency Management, Emergency Operations Center and Department Operations Center staff.

• Coordinate with Office of Emergency Management staff, identify training needed to implement plans and protocols.

• Coordinate presentations and trainings on community preparedness, city preparedness activities, and outreach.

• Coordinate the public education program and requests for public engagement.

• As needed update the public education presentation materials and the employee Disaster Service Worker materials.

Distinguishing Characteristics

This is the entry into higher levels of the emergency management classification, where expertise is gathered in a specific field in order to progress into the more specialized class such as Emergency Planner.  Initially, supervision and training are given in detail, but as an incumbent becomes more capable, he/she works with a higher degree of independence.

• Upon successful completion of the Public Safety Officer Academy Attendee/Graduate requirements, incumbents promote to Public Safety Officer I ($117,913 - $136,499).
• Upon successful completion of all phases of training, members of the Public Safety Officer I classification promote to Public Safety Officer II ($124,775 - $155,457 annually).

Under immediate supervision of a Public Safety Lieutenant or Captain, either currently attends the California POST Basic Academy and is learning to perform a wide range of public safety work involving the protection of life and property including law enforcement, crime prevention, fire suppression, rescue, and basic life support activities; or has graduated from the California POST Basic Academy within the last 12 months; and performs related work as required.

DISTINGUISHING CHARACTERISTICS 

The position of Public Safety Officer Academy Attendee/Graduate is the training level classification for general police and fire work for those incumbents not affiliated with an agency and currently enrolled in a police academy. Incumbents are not sworn personnel and are generally in this classification until successful completion of the police academy. Assignment to this classification is temporary. If incumbents do not successfully complete a police academy, they will be terminated.  Incumbents hired after the graduation from the California POST Basic Academy are not sworn personnel and are generally in this classification until they are promoted to Public Safety Officer I.

Public Safety Officer Academy Attendee/Graduate is distinguished from the higher-level Public Safety Officer I in that the latter is a sworn position where incumbents continue training for both police and fire duties. Incumbents must successfully complete the police academy prior to being promoted to the classification of Public Safety Officer I.

DESCRIPTION/RESPONSIBILITIES:

The Mass Care Executive Analyst (EA) position will work out of the City Manager’s Office of Emergency Management (OEM) located at 855 N. San Pedro Street, San José.  

This EA position responsibilities include, but are not limited to:
• Participates in the organization, administration, operations, and functions of the Office of Emergency Management (OEM)
• Work directly with Council Offices, City Departments and outside agencies to develop a City of San José Mass Care Plan
• Develop, implement, and manage a shelter inventory procedure for both City-owned and privately-owned locations
• Conduct periodic training for both City employees and outside agencies to ensure that the Mass Care Plan is implemented seamlessly during an emergency
• Confer with staff in various City departments on administrative matters and coordinates responses to questions and concerns for the City Manager
• Recommend and write procedures, oversee the implementation of program policies and procedures, provide training on program requirements and best practices and conduct continuous process evaluation and improvements
• Monitor and assist in the development of reports on how to implement state and federal guidance on emergency planning
• Assist in presentations and trainings on community preparedness, City preparedness activities, outreach and technical skills to operate in the Emergency Operation Center (EOC)
