Primary responsibilities:

• Performs calculations and technical plan checks of public works and utility projects

• Assists in construction drawing plan review and participates in post-construction inspections in the field
• Participates in the filing and retrieval of engineering maps, documents, and records as requested by the public and City personnel
• Provides exceptional customer service at the public counter, via email, and on the phone
• Prepares permits and work orders for water and wastewater connections and installations, and coordinates work with City field crews
• Responds to inquiries from consultants, contractors, and the public regarding City engineering requirements

Education/Training: Equivalent to completion of the twelfth grade supplemented by college level course work in biology, microbiology, chemistry or a related field. The City of Thousand Oaks is seeking an Instrumentation & Electrical Technician/Senior Instrumentation & Electrical Technician to join our team!

We are seeking a highly motivated, safety-forward, resourceful, and technically skilled team player to perform a variety of duties in the Water Division at the City’s Municipal Service Center (MSC), primarily working with water pump stations and reservoirs. The position may also involve providing support to other Public Works divisions, including Landscaping, Street Maintenance, and the Hill Canyon Treatment Plant (HCTP). 

Primary Responsibilities

• Identify and perform a variety of maintenance repairs and installations and calibrations on water distribution system instrumentation, electrical equipment and facilities, including but not limited to:
  • Process measurement devices including level, flow, pH, temperature, and process chemical level/residual
  • High and low voltage electrical equipment including Motor Control Centers (MCCs), AC and DC motors, transformers, power panels, wireways, fixtures, receptacles and disconnect switches
  • Various motor control equipment and devices including variable frequency drives, motor controllers, adjustable speed drives, relays, timers and indicating devices
• Maintain and upload/download from programmable logic controllers (PLC) and field human-machine interface (HMI) projects
• Perform prescribed preventative maintenance procedures on all relevant equipment
• Actively participate in maintaining a clean and safe work environment
• Order necessary parts to maintain equipment or construct replacement parts
• Respond to night and weekend emergency calls as needed

In addition, the Senior Instrumentation and Electrical Technician shall:

• Train assigned employees in their areas of work
• Verify the work of assigned employees for accuracy, proper work methods, techniques, and compliance with applicable standards and specifications
• Supervise the use, care, and operation of process control instrumentation, electrical, and related equipment; research, evaluate, and make changes to improve the preventative maintenance program and equipment performance
• Identify safety issues and correct them and ensure adherence to a high level of safe work practices and procedures
• Oversee and participate in planning the installation of new or improved electrical and electronic systems, equipment, and machinery; lead and train City staff on operation of new or modified systems
• Provide technical advice and support to operators, supervisors, City engineering staff, and outside agency personnel; work closely with private control system design and engineering teams
•  Oversee development and oversight of a Preventative Maintenance Program including training and adherence to best standards of electrical safety principles and practices
• Direct contract employees performing electronic or electrical installations and repairs
• Program, install, maintain, modify, and upgrade Software Control Programs that are utilized in programmable logic controllers and operator interface devices, including Supervisory Control Data Acquisition (SCADA) systems

The San José Fire Department is looking to fill a Senior Geographic Systems Specialist position within the BAS/Fire IT division. This role will manage mapping projects and, when applicable, application development activities to support the mapping function. Under the direction of the Department Information Technology Manager, the key duties and responsibilities of this position include:
 

• Oversee GIS data management efforts, including Fire-specific layers, ensuring the quality and timely input of the data. This involves performing quality control and quality assurance (QC/QA) and assisting with hands-on data management to minimize backlogs.
• Coordinate with various departments and the Enterprise GIS team on Fire data conversion and consolidation efforts, contributing to the Enterprise GIS data repository.
• Provide geodatabase development and programming (SQL Server), with the ability to understand complex database concepts, interfaces, and the implications of different database designs.
• Assist in the development and management of GIS project plans, including defining requirements, setting tasks and resource assignments, and ensuring standards, deadlines, and quality standards are met.
• Ensure City staff using GIS receive necessary training and technical support.
• Hire and manage GIS teams, including GIS I/II specialists, cartographers, data managers, analysts, and vendors, to meet GIS project objectives and timelines. Build team capacity to provide GIS project support, training, map production, and analysis services in addition to data management.
• Perform analytical analysis with large datasets.
• Prepare and perform data modeling and create entity-relationship diagrams.
• Develop, document, use, and troubleshoot workflows.
• Troubleshoot software issues related to all GIS service delivery functions.
• Perform other duties as assigned.

This classification is for the City Clerk (CC) and Assistant to the City Manager (ACM); due to this caveat this classification specification will list duties and responsibilities for the two (2) positions.
To perform a variety of administrative and managerial responsibilities in the conduct and management of the activities of preparing City Council agendas, minutes, and Council packets, as well as responding to Public Records request and maintaining all official City records.

SUPERVISION RECEIVED AND EXERCISED
Reports to and receives general direction from the City Manager. May exercise direct supervision over clerical staff.

This class is a full, first-line supervisory level in the maintenance series. Incumbents have responsibility for resolving employee complaints, ensuring that departmental rules and regulations are followed, and preparing employee performance evaluations. Receives general direction from the Public Works Director or his/her designee. Exercises direct supervision over maintenance personnel assigned to the Public Works Department.

Future Salary COLA:  4% increase (eff July 2024)
