The Finance Department is recruiting for the position of Accounting Technician (Electronic Payments Technician)

The Position:
This is a journey level accounting technical class and has the ability to perform the full range of duties assigned, with only occasional instruction or assistance as unique situations arise. Employees at this level are fully aware of the operating procedures and policies within the work unit and receive general supervision from an assigned supervisor or manager. Positions in this class may exercise technical and functional supervision over assigned staff.

Job Responsibilities: 

• Performs specialized technical and highly detailed work in the preparation, reviewing and processing of financial bank statements and other related documents.
• Assists in providing instruction to other department employees regarding specialized procedures and requirements.
• Administer the Citywide electronic payments program and assist with processing web payments.
• Preparing staff reports and other communication related adoption and implementation of new payment methods.
• Reviews various documents and reports related to area of assignment for accuracy, completeness and compliance with departmental policies, laws and other regulations.
• Prepare monthly spreadsheet of credit card/merchant services transactions and request journals to charge respective departments.
• Calculates and reconciles special assessments.
• Provides information to City employees and others that requires the use of judgment and the interpretation of policies, laws, rules and procedures related to area of assignment.
• Monitors, review and reconcile electronic banking systems (Bank of America, CashPro, Check 21) and internet payment processors/gateways across the City’s enterprise system platforms.
• Reviews and reconciles electronic payment activity with bank statements, the City’s financial management system and credit card transactions related to payments and disputes.
• Coordinates billing processes with other departments and acts as the department contact for credit card machine.
• Resolving technical challenges among the various system components (payment platform, gateway, bank, enterprise system vendors, City IT systems).
• Sets up and monitors accounting ledgers related to area of assignment.
• Reviews and corrects project accounting time sheets and error reports.
• Adjusts journal entries to properly record financial transactions.
• Ensures data integrity of ledger related reports.
• Maintains City investment and debt service portfolios including receipts and statements, broker confirmations, account analysis statements and interest payments.
• Builds and maintains positive working relationships with co-workers, other City employees and the public, using good principles of customer service.

Glenn County is recruiting individuals to fill three full time and multiple Part Time/ Extra Help positions in the Public Works Agency. The Public Works Maintenance Worker I/II/III position performs a variety of semi-skilled and skilled labor in the construction, maintenance and repair of County roads, bridges, and other related structures, and in various traffic control maintenance and  repair activities of the Public Works Agency; operates a variety of construction, maintenance and transportation equipment as necessary to complete daily tasks at the Glenn County Public Works Agency. The Public Works Maintenance Worker III position is the journey-level class in the series, and is distinguished from the Public Works Maintenance Worker II by the primary responsibility to operate heavy diesel and gasoline-powered construction equipment in the maintenance of roadways, drainage systems. 
 

WHAT YOU’LL DO

• Prepares roads for patch repairs, overlays, or chip seals; prepares mix for patching roads; repairs and reconstructs roads.
• Cleans roadsides and drainage systems; inspects and clears debris from drainage systems; conducts roadside burning as needed.
• Prunes trees and other vegetation as needed.
• Directs and controls traffic around work sites.
• Operates semi-trucks, dump trucks, water trucks, boom truck, front loader, rollers, snow plow, etc.; operates a compressor, sand blasters, jack hammer, chipper machine, welding equipment, cutting torch, compaction tools, weed eater, blower, and other hand and power tools.

I-   $18.29 - $22.24 Per Hour
II-  $19.70 - $23.94 Per Hour
III- $20.72 - $25.19 Per Hour

About the Position:

The County of Yuba is currently recruiting for a Fiscal Analyst within the Finance and Administrative Division of the Community Development & Services Agency. Under general supervision, this position performs a variety of difficult and complex professional level analytical work to support the operations of County departments, agencies and programs in areas such as the development and administration of the annual budget, financial/fiscal analysis and reporting, grant monitoring and administration; and performs other duties as assigned.  This is the journey level classification in the professional Analyst series.

THE POSITION

The Water Resources Instrument Control Technician installs, operates, maintains, calibrates, and repairs computer hardware, process instrumentation, and telemetry equipment; de-bugs, modifies, and customizes software; modifies, maintains, and repairs all components of a programmable logic controller (PLC) based supervisory control and data acquisition (SCADA) systems/distributed control systems; and performs other duties as assigned.

Examples of duties and responsibilities may include:

• Installs, calibrates, programs, maintains, and repairs instruments, PLC based system/distributed control system components, meters, analyzers, recorders, control and feed systems, computers, monitors, printers, transducers, microprocessors, and data transmission systems
• Maintains and repairs electronics, electrical, pneumatic, mechanical, and hydraulic systems, laboratory and safety equipment including gas detection, alarm systems, pH and DO meters;
• Analyzes and modifies computer programs to optimize plant operations and operator convenience
• Assists system users in solving data and systems problems and suggests alternative methods of operation

DEFINITION:
Under general administrative direction of the City Manager, plans, directs, manages, and oversees the activities and operations of the Public Works Department including streets, utilities, water treatment and wastewater treatment, ensures all resources within each division are properly allocated and managed; provides long range planning for department programs, projects, and needs; coordinates assigned activities with other departments and outside agencies; and provides highly responsible and complex administrative support to the City Manager.

CLASS CHARACTERISTICS:
The Director of Public Works is considered a Department Director with responsibility for directing the activities of a Department within the City. Positions at this class level serve as a member of the City's senior management team and provide advice and counsel to the City Manager regarding strategic policy and problem solving issues relating to the assigned Department and the City overall. The incumbent is responsible for accomplishing the City's goals and objectives related to assigned program areas.

EXAMPLES OF DUTIES:

• Assumes full management responsibility for all Public Works Department services and activities including streets, utilities, water treatment, wastewater treatment.
• Manages the development and implementation of departmental goals, objectives, and priorities for each assigned service area; recommends and administers policies and procedures.
• Establishes, within City policy, appropriate service and staffing levels; monitors and evaluates the efficiency and effectiveness of service delivery methods and procedures; allocates resources accordingly.

• Directs the activities and operations of the City's utilities, streets, and equipment maintenance programs; ensures maintenance activities are completed on time and within budget.
• Provides staff assistance to the City Manager; prepares and presents staff reports and other necessary correspondence.
• Represents the Public Works Department to other departments, elected officials, and outside agencies including community organizations; develops community resources; coordinates assigned activities with those of other departments and outside agencies and organizations.

DEFINITION:

Under general direction, manages and directs the Accounting Division of the Finance Department, including the budget development process and preparation of the budget book; budget monitoring, analysis and reporting; short- and long-range fiscal forecasting; ensuring adherence to financial policies and procedures; and capital planning.  The Accounting Manager trains and evaluates assigned staff.

CLASS CHARACTERISITICS:

This is a single position classification at the managerial level in the Finance Department responsible for managing the budget and accounting functions. The Accounting Manager has a broad range of independence within policy and procedural limitations and works under minimal supervision. The incumbent is accountable to the Finance Director for the quality and efficiency of services directed.  The Accounting Manager is expected to provide resources, system support, and oversight to all subordinate professional and paraprofessional staff. This position is responsible for the successful planning and implementation of the citywide budget process and the day-to-day accounting operations.  

EXAMPLES OF DUTIES (illustrative only):

• Plan, organize, direct and evaluate the activities of the Accounting Division including general accounting, accounts payable and payroll.
• Recommend the appointment of personnel; provide or coordinate staff training; conduct performance evaluations; work with employees on performance issues; and implement disciplinary procedures.
• Prepare, review and maintain journal entries and general ledger postings and supporting financial records and supervise the maintenance of the General Ledger.           

• Conduct and coordinate the annual audit and serve as the liaison between the City and the external auditors, provide requested information and necessary documentation for completion of the audit, and ensure timely completion of the audit, State Controller’s Office reports and other compliance reports as required.
• Oversee reconciliations of the City’s financial activities including bank accounts and investments, month-end and year-end close processes and prepare related reports.
• Plan and implement citywide budget process and related fiscal programs.
• Effectively communicate budget preparation calendar and information needs, capabilities, and limitations as well as budget policies, procedures and outcomes to departments, city officials, citizens, and other interested parties.
• Project citywide personnel costs on an annual basis and as needed.
• Monitor the City’s budget, perform budget analysis, prepare quarterly budget status reports, develop financial and capital plans, and prepare short- and long-range financial forecasts.
• Research and implement new budget initiatives that increase the usefulness and clarity of budget presentations and maximize staff efficiency.
• Conduct a variety of special studies; prepare and present various analyses, statistical compilations, and reports to City staff, City Council, or the public.
• Assist in the management of the City’s capital financing programs, including debt issuance.
• Facilitate development and implementation of improved processes and standard procedures.
• Participate in the development and implementation of Department goals, policies, and priorities.
• Assist in operational administration of risk management activities as assigned.
