ABOUT THE POSITION

Under general direction of the Finance Officer, this position performs professional and technical work of a confidential nature in the areas of payroll, general accounting, public employee retirement (CalPERS) reporting, and workers’ compensation pay integration. This position assists with the day-to-day accounting and financial operations of the District, including maintenance of accounting and payroll records, and other tasks as assigned. A senior-level accountant may also provide oversight and management of one or more District programs or processes.

To be considered for the Accountant I-II level classification, an Associate degree or higher (or equivalent) plus two or more years of increasingly responsible accounting experience is required.

To be considered for the Senior Accountant level classification, a bachelor’s degree or higher (or equivalent) plus five or more years of increasingly responsible accounting experience is required.

TYPICAL DUTIES

• Manage, prepare, process and maintain records for bi-weekly payroll; prepare quarterly and annual tax reports and returns; confirm compliance with applicable Federal, State, and local law, rules, and regulations.
• Prepare and maintain a variety of ledgers, reports, and schedules; process accounts receivables/payables, prepare bank deposits, credit card and bank account reconciliations, and purchase orders and other accounting processes and activities as needed.
• Assist internal and external customers, provide information that may require judgment and discretion as well as interpretation of policies and procedures, request assistance for unusual situations or requests.
• Examine and explore technical transactions to resolve questions and confirm data; guarantee fiscal accountability and fund integrity for transaction and supporting documentation.

The City of San Rafael is recruiting to fill a Senior Management Analyst vacancy within the Finance Department.  This position will report directly to the Finance Director.   The Senior Management Analyst I/II will support the city-wide budget process, including operating and capital budgets as well as long-term financial planning/forecasting.  You will perform fiscal and policy analysis of city-run programs and services. THE POSITION:

This position provides advanced staff level assistance to executive or other management level staff, performs a wide variety of responsible and complex administrative and analytic duties, including providing information to the public and communicating Department and City activities and programs. 

You will join a team of analysts across the City who are assigned to different departments but work together as a team on the important management, budget, communications, and analytic functions for the City.

Senior Management Analyst I – this is the entry-level classification.  Initially incumbents perform the more routine administrative analysis on new and current projects while learning City policies and procedures and gaining specialized knowledge related to the area of assignment.  As experienced is gained, there is a greater independence of action within established guidelines. 

Senior Management Analyst II – this class is the full journey level class and is experienced to work independently in identifying the need for and developing changes to operating practices, systems, programs and policies.  Incumbents perform the full array of duties within the area of assignment, including complex analytical projects and providing staff support to department administration and city officials as well as working with high degree of independence in interacting with all levels of city employees, managers, elected officials, community groups, and other governmental agencies and the public. 

This position performs the following essential job duties (including but not limited to):

• Assists or leads projects, tasks, and assignments that are priorities for the senior management staff.
• Assumes direct responsibility for managing a variety of projects and programs; oversee assigned administrative support functions including budget.

Ability to hire above starting pay based on relevant experience. This is a demanding yet rewarding position which performs a variety of dispatching duties for emergency and non-emergency calls, dispatches police officers to calls for services, and operates a variety of communication equipment including radio, telephone, and computer systems.

Working shifts for this position consist of a 4/10 (varied) work schedule including nights, weekends, and holidays. Schedules rotate every four months and may change to a 3/12 when needed.

Pay range for this position is $27.97 - $35.69 hourly, plus additional night shift pay, and amazing benefits!

• This position will receive a four percent (4%) cost of living increase effective April 2024
• The new pay range effective 2024 will be $29.10 - $37.13 hourly

Our Minimum Qualifications for consideration are:

Education:  Equivalent to the completion of the twelfth grade. Additional specialized training in communications or a related field is desirable. 

Experience: Two years of increasingly responsible communications or dispatch experience; or two years of law enforcement support experience utilizing one or more of the following systems: California Law Enforcement Telecommunications Systems (CLETS), Computer-Aided Dispatch (CAD), National Crime Information Center (NCIC), and/or Criminal Justice Information System (CJIS).

Lead Facilities Attendants are expected to oversee Facility Attendant staff, supporting ongoing training, communication, and tracking of facility rentals, as well as speak and respond to rental related needs/ issues.   This is a part-time, year-round position.

• Set up and take down tables, chairs, audio-visual equipment, and other related material and equipment.
