General

The Procurement Administrator II reports to a Procurement Administrator III in Contracts and Procurement and is responsible for preparing and processing Invitations for Bids (IFBs), Requests for Proposals (RFPs), Requests for Quotations (RFQs), and Purchase Orders (PO’s) for the procurement of goods, materials, equipment, professional services, and public works.

Essential Functions & Duties

 

• Manage all phases of the procurement process in compliance with applicable local, state and federal laws, rules, regulations, and policies governing public agency purchasing (e.g. California Labor Code, Prevailing Wage, and California Contract Code).
• Review solicitation requirements for reasonableness, recommend contract type, determine appropriate procurement strategy, and method of compensation.
• Develop terms and conditions and solicitation provisions.
• Lead contract negotiations to achieve best overall value for the agency. 
• Perform contract administration (e.g., administer contract amendments, prepare in-house memoranda, and correspond with vendors and legal staff).  

 
EXAMPLES OF DUTIES: 

• Authorize award of contracts and approve purchases, contract amendments, and work directives consistent with District policy and procedures.
• Prepare and issue professional service agreement work directives. Negotiate and maintain rate agreements and any adjustments in mark-ups or indirect rates with consultants in coordination with project managers. 
• Maintain contract records that includes print and website advertising, leading pre-bid/proposal meetings, lead site walk-throughs, respond to requests for approved equals, address questions and requests for clarification, conduct public bid openings, analyze bids received, determine responsiveness and responsibility of apparent low bidders, check references and perform cost/price analyses. 
• Manage and perform contract activities using PeopleSoft. 
• Develop contract language by collaborating with subject matter experts from such areas as Risk Management, Disadvantaged Business Enterprise (DBE), Labor Compliance, Project Management, Finance, Capital Grants, and Legal Counsel.
• Research and evaluate sole source procurement requests.
• Provide guidance to Project Managers on all aspects of the procurement solicitation and contracting process. This includes evaluating scope of work, identifying evaluation criteria, and developing timelines.
• Prepare written reports and contract award recommendations. 
• Provide guidance and administration on a wide variety of contracts. 
• Interface with government, and transit agencies.
• Perform all job duties and responsibilities in a safe manner to protect one’s self, fellow employees, and the public from injury or harm. Promote safety awareness and follow safety procedures in an effort to reduce or eliminate accidents.
• Perform other duties as assigned.

 

Minimum Qualifications

Sufficient experience, training and/or education to demonstrate the knowledge and ability to successfully perform the essential functions of the position. In lieu of a degree, work-related experience that demonstrates the skills and experience necessary to perform this role will be accepted. Development of the required knowledge and abilities is typically obtained through but not limited to:

• Bachelor’s degree in Business Administration, Economics, or related field.
• Three (3) years relevant full-time professional-level experience with procurement and administration of equipment, material, maintenance, public works, and professional or other services-type contracts. 

PREFERRED QUALIFICATIONS:

• Experience in public agency purchasing is highly desired. 
• One or more of the following Professional procurement certifications is desired: 
• Certified Professional Public Buyer (CPPB), 
• Certified Public Procurement Officer (CPPO), 
• Certified Purchasing Manager (CPM), or 
• Certified Professional Supply Management (CPSM).
• Construction Experience preferred
• Working knowledge of an Enterprise Resource Program (ERP) such as PeopleSoft, SAP, JD Edwards, and Oracle. 
• Proficient in Microsoft Word and Excel
• Effective verbal and written communication skills.

The Air District is currently accepting applications for the position of Principal Environmental Planner in the Planning and Climate Protection Division. This is an open recruitment for two (2) full-time, represented positions.

Air Quality Planning Section (AB 617 Role)
Are you interested in reducing air pollution and improving health outcomes in the most impacted and overburdened communities in the Bay Area? Are you motivated to lead the development and implementation of plans, projects and policies that address air pollution injustices and inequities? Are you energized by collaboration, enthusiastic about inter-disciplinary work, and committed to working to build and maintain a culture of shared trust and respect?

The AB 617 Principal Environmental Planner will join a high performing and motivated team of professionals who work in deep partnership with the communities most impacted by air pollution. You will lead and contribute to the successful preparation and implementation of community-scale air quality plans in partnership with Air District staff, community members, partner organizations, local governments, the California Air Resources Board, and other state agencies. You will work to support community steering committees and other community partners determine how to best improve air quality and reduce health disparities while centering equity and addressing environmental justice. To be successful in this role, you must be a strong team player, have strong communication, project management and analytical skills, and be able to work with people of varied backgrounds and perspectives, including low-income communities of color and communities overburdened by air pollution. You will leverage your knowledge of land use, transportation, air quality, equity and environmental justice to lead and conduct research, analyze issues, prepare community centered planning materials including preparing and delivering presentations, writing summaries and plan documents, and craft recommendations to support community and Air District decision making.
 

Air Quality Planning Section (State and Federal Attainment Planning Role)

The Principal Environmental Planner will join a high performing and motivated team of professional planners, engineers, technical, and legal experts working on preparing and implementing regional air quality plans, policies and programs to address regional air quality challenges while also bringing a specific focus on reducing longstanding air pollution and health disparities in the most overburdened communities in the Bay Area. You will be a thought leader using innovation and creativity to integrate air quality, health, equity, and environmental justice into air quality plans, policies, and programs. You will be responsible for leading collaborative efforts across the Air District, and for working in close partnership with a variety of stakeholders including communities and local governments. You will leverage your knowledge of land use, transportation, air quality, CEQA, equity and environmental justice to lead and conduct research, analyze issues, prepare and deliver presentations, develop planning documents and resources, lead environmental impact assessments, and crafting actionable recommendations.

To be successful in this role, you must have experience in project management, be able to lead and manage teams, be committed to collaboration and partnerships, and be excited to inspire others to work together to achieve shared goals and objectives. You will need to be comfortable juggling multiple, complex projects simultaneously and be able to adapt to changing circumstances and priorities. • Lead the development and delivery of new and innovative policies, programs and projects to accelerate emission and exposure reductions in communities most disproportionately impacted by air pollution.
• Develop and maintain strong working relationships with community-based organizations, community members, local governments, regional, state and federal agencies to develop and implement local and regional air quality plans and programs.
• Lead collaborative projects and programs that actively engage staff from other Divisions to advanced local community health protection goals and objectives in overburdened, low-income, and communities of color.
• Guide difficult, sensitive or high visibility projects, including updates to the Air District California Environmental Quality Act (CEQA) Thresholds of Significance, Air Quality Guidelines, and supporting tools and technical guidance.

• Lead and support efforts to achieve local, regional, state and federal air quality planning objectives through land use and transportation planning, policy research and development, and technical analyses and reports.

• Coordinate the review of environmental impact assessments prepared by other agencies pursuant to CEQA and assist other Divisions in the preparation of Air District Lead Agency CEQA documents.

About the Position:

The County of Yuba is currently recruiting for a Fiscal Analyst within the Finance and Administrative Division of the Community Development & Services Agency. Under general supervision, this position performs a variety of difficult and complex professional level analytical work to support the operations of County departments, agencies and programs in areas such as the development and administration of the annual budget, financial/fiscal analysis and reporting, grant monitoring and administration; and performs other duties as assigned.  This is the journey level classification in the professional Analyst series.

The City of Thousand Oaks is seeking a Purchasing Supervisor to join our team!

The Purchasing Supervisor manages the Purchasing and Municipal Services Center (MSC) warehouse functions for the City. The Purchasing Supervisor provides technical support, information, and assistance for purchasing materials, supplies, and services to all City Departments. This position works closely with the Public Works Department and the Finance Department’s Accounting and Information Technology Divisions. Primary Responsibilities:

• Oversees, monitors, and utilizes the purchasing website to solicit bids and review vendor activity; evaluates the vendor list to ensure integrity and accuracy of list; ensures all active vendors are registered; maintains solicitation to keep all data current.
• Oversees and manages vendor information and payment system entry including W9 processes and procedures.

We are seeking an innovative and proactive Building Official with a positive, forward-thinking perspective. The Building Official will manage all building division functions (building permit issuance, plan check, and building inspections). The position reports to the Community Development Director. The County of Yuba is currently recruiting for Extra Help-Cook within the Yuba County Jail. Under close supervision, prepares and provides institutional meals following federal and state nutritional guidelines, and performs other duties as assigned.  Yuba County staffs the Cook classification at the County Jail division in the Sheriff’s department  This position performs a full range of tasks associated with the preparation and distribution of meals to juvenile detainees and adult inmates.  The incumbent ensures that properly prepared nutritional meals are produced in a large volume, institutional setting.  Responsibilities also include overseeing detainees and/or inmates and institution workers assisting with food preparation. 

For successful performance, the incumbent would be required to have knowledge of principles, methods and equipment used in high volume meal preparation in an institutional setting; basic food groups and nutritional values; safe work practices related to food preparation, storage and service; basic business arithmetic; and basic inventory and record keeping principles and practices. Skill in overseeing and preparing meals in a large scale, institutional setting; overseeing and training others in basic cooking and work procedures; operating, cleaning and performing minor maintenance to large institutional food preparation and cooking equipment; maintaining accurate records and preparing work related reports; directing others in work procedures; and reading, understanding and following recipes and oral and written directions. Ability to interpret instructions and menus given by supervisor; know and understand how to clean and use kitchen equipment; observe inmates at work site; solve operational problems; remember cooking instructions; and explain work procedures to staff and inmate workers; supervise a kitchen facility utilizing inmate workers; and maintain intense concentration on activities going on around one’s location on a constant basis throughout the entire work shift. This is only a representative summary of the major duties and abilities for this position.

The Yuba County Sheriff's Department is responsible for the administration of the Yuba County Jail and Jail staff.   The Mission of the Yuba County Jail is to provide safe, efficient, humane and secure custody of all persons incarcerated.  The county prisoner population is made up of those who are sentenced to county jail, those serving state prison sentences in the county jail under AB109, and those who are pre-trial and who have not yet been sentenced. The jail provides a necessary link in the criminal justice system. There are numerous programs operating within the facility including medical, kitchen, exercise, commissary, visiting, law library, inmate education, work programs, work furlough program, and inmate classification.
