About the Division

About the Role

The newly created Community Services Division Director position is an exciting and unique opportunity to build a new division of the City of San Rafael.

The Community Services Division Director will play a pivotal role in shaping and leading the City of San Rafael's efforts to address critical social issues, particularly focusing on homelessness at this time.  Reporting directly to the Assistant City Manager, the Division Director will oversee and develop the newly created Community Services Division, ensuring the effective development and implementation of programs that improve the quality of life for residents in need.

In this role, the Division Director will manage a broad range of responsibilities, from strategic planning and policy development to budget management and interdepartmental and interagency coordination. They will be a key liaison between the City and  our County partners, and various other stakeholders, including public agencies, community organizations, and residents. Their work will involve close collaboration with other City departments, public and private partners, and community groups to advance initiatives that address homelessness and related services.

In their first year, they’ll work to develop the City’s first homelessness strategic plan, setting priorities and policies to guide the City’s work in this space for the next five years.

One of the key, immediate priorities the Division Director will oversee is the implementation of the City’s $6M Encampment Resolution Fund Grant. This includes leading the contractor and staff team operating the City’s planned Sanctioned Camping Program and spearheading the identification of a site for a future interim shelter and/or transitional housing. In addition, they’ll also coordinate the implementation of the City’s Camping on Public Property ordinance.

The Community Services Division Director will directly and indirectly lead a dedicated team, guiding their efforts to deliver high-quality services that meet and respond to the needs of the community. The Division Director will also be responsible for securing and managing funding, developing and maintaining partnerships, and ensuring that the Division's programs are both effective and sustainable. This role requires a dynamic, adaptable, creative leader who is passionate about public service, skilled in strategic planning, and committed to making a positive impact on the community.

The Big Lift, a collective impact initiative that seeks to increase kindergarten readiness and improve third grade reading proficiency in San Mateo County, is recruiting to fill one Intern Fellow II vacancy.
 
The County of San Mateo’s Human Services Agency serves as the initiatives “Backbone Agency”. The Intern Fellow II position will support the evolving/increasing role of the Backbone Agency including but not limited to supporting the implementation, administration, facilitation of three on-going advisory councils and two working groups as well as the planning and facilitation of two annual Collective Impact Convenings and two annual Knowledge Network Convenings.

Police Records Specialist

The Police Records Specialist is a civilian, non-sworn position responsible for performing essential and sensitive administrative work in maintaining Police Department records, criminal information, and court documents. This position requires strong computer and organizational skills and attention to detail when processing and maintaining various police records, reports, statistics, and other related materials. Police Records Specialists interact daily with Town personnel, other law enforcement agencies, and the public. They must operate with complete confidentiality, diplomacy, and tact.

Police Records Specialists staff the public counter at the Town's Police Headquarters and assist walk-in customers with completing various forms and applications and processing subpoenas, criminal complaints, citations, and warrants. Successful candidates in this position possess strong customer service and communication skills, a calm demeanor, and the ability to maintain composure when dealing with difficult, high-stress situations.

The Position

The Town of Atherton invites you to apply for the position of Front Desk Receptionist / Clerk for the City Manager’s Office. The position requires an individual to provide responsible professional, administrative, and technical assistance to support the City Manager’s Office which includes City Clerk functions. The individual will provide administrative support and general reception for the Town Hall. The administrative functions include, but are not limited to, supporting activities to promote and prepare for Town meetings, processing applications for permits, customer service and public interaction related to Town programs and services, special projects based on needs; and assisting in office management functions.

Education & Experience:

High School Diploma (completion of the 12th grade) or G.E.D. supplemented by college-level coursework in park maintenance, resource management, or a related field and one (1) year of experience in construction, maintenance, and/or repair of parks, open spaces, and/or related facilities.

Licenses and Certifications:

• Possession of a valid California Driver’s License.
• Possession of, or ability to obtain, Basic First Aid and CPR certification within six (6) months of employment.

What You’ll Do

The Community Services Manager is responsible for planning, directing, and supervising the leisure, cultural, and human services activities of the Division and providing highly responsible professional and technical staff assistance. Duties may include, but are not limited to the following:

• Plan, organize, coordinate and direct the work of subordinates in developing and implementing a broad and diversified community recreation and human services program.
• Participate as a member of the community-based network of Human Services Agencies.
• Develop and implement changes in staffing, goals, objectives, policies and procedures to ensure maximum effectiveness and efficiency.
• Develop programs of service to meet community needs including plans for efficient and economical use of labor, buildings, equipment and materials.
• Attend meetings of and prepare reports for Commissions and Advisory Groups; provide technical and professional advice and recommendations relating to recreation and human services.
• Respond to and resolve difficult resident inquiries and complaints.
• Prepare and administer the division budget, maintaining appropriate budgetary controls.
• Administer federal, state and special project grants.
• Participate in planning, organizing, and coordinating the development, construction, and maintenance of parks, recreation buildings, playground areas, and other facilities.
• Direct the scheduling of work projects and the determination of equipment, material and personnel needs with the Division.
• Establish and maintain effective working relationships with those contacted in the course of work.
• Supervise the maintenance of a variety of records and reports.
• Select, supervise, train, and evaluate assigned personnel.

What You'll Do

The Senior Program Assistant performs a variety of complex clerical and technical functions in support of programs at the assigned facility.  Depending upon assignment, duties may include, but are not limited to, the following:

• Coordinate a variety of tasks associated with the delivery of services under programs at the assigned facility.
• Coordinate facility booking, scheduling and rental processes.
• Assist in providing for the safety, maintenance and security of program participants, staff, equipment and facilities.
• Act as liaison with program and managerial staff, community groups and program participants.
• Directly participate in, and monitor the work of staff assigned to, the program registration process.
• Process transactions in support of department programs which entail: substantial interaction with interested parties; knowledge of procedures and policies; and the accounting for payables and monies received.
• Provide information and assistance regarding department programs, policies and procedures to the general public, City personnel, vendors and contractors.
• Process forms, invoices and other documents in accordance with established procedures; and check for accuracy and completeness of entries, and for compliance with applicable City, statutory and other requirements.
• Compute and receive fees in accordance with department schedules and procedures, record revenue received and provide for the deposit of monies.
• May provide lead direction to other support staff.
• Enter data and information in the preparation of reports, correspondence, forms and other documents.
• Perform a variety of general clerical duties, including: filing; billing; recording information in office records; photocopying; processing of mail; and answering telephones.
