Overview:
Are you ready to make a difference in safeguarding critical infrastructure and enhancing staff resilience? Valley Water is searching for a talented individual to step into the role of Security Manager.
 
The Security Manager plays a pivotal role in overseeing and coordinating organization-wide security services at Valley Water. Reporting to the Assistant Officer of Emergency, Security & Safety, this mid-management position is responsible for planning, managing, and executing strategic security initiatives to protect Valley Water's infrastructure, assets and staff, and the community. The Security Manager provides expert guidance, formulates policies, and fosters partnerships with local, county, state, and federal agencies to ensure the highest level of security preparedness. The Security Manager is entrusted with the strategic development and implementation of security programs, plans, and processes. This role requires extensive professional expertise, strong leadership skills, and the ability to collaborate effectively with internal and external stakeholders.
 
 Key Responsibilities include, but are not limited to:

• Plans, manages, and oversees all functions, operations, and activities of the security unit, including contract security services, physical security systems and technologies, un-housed abatement, shooter awareness program, threat and vulnerability assessments and communication protocols.
• Develops programs, strategies, and solutions for security to ensure effective planning for accomplishment of organizational objectives, safety and security for employees, the community and Valley Water’s infrastructure and assets, including water supply and distribution systems, and compliance with all applicable policies, regulations, rules, and laws.
• Develops, implements and manages strategic vulnerability and threat assessments and mitigation plans to protect water supplies, distributions systems and all District facilities from including acts of terrorism; performs vulnerability studies and analysis of disaster and security response capabilities, including Federal Energy Regulatory Commission (FERC), Risk Assessment Methodology for Water Utilities (RAM-W) and Dam Assessment Matrix for Security and Vulnerability Risk (DAMSVR) assessments; assesses and determines appropriate level of security needs. 
• Leads efforts to explore new tools and technologies to improve existing physical security and add security assets to new facilities and property.
• Works collaboratively and engages with appropriate social service and law enforcement agencies to address un-housed abatement in Valley Water creeks and other properties; fulfills security requests to support field work.
• Administers contracts for security and security related services; reviews and evaluates compliance of contractor services with Valley Water’s contract standards and provisions; recommends improvements as required in procedures, techniques, and training.
• Provides staff leadership, oversight, guidance, and daily management of assigned unit; develops and implements goals, objectives, policies, and priorities for assigned programs; manages budgets and forecasts resource needs.
• Plans, directs, coordinates, and reviews the work of assigned staff; provides staff and performance reviews and implements discipline measures and manages the Security Office on-call program.
• Oversees, makes recommendations for, and approves the acquisition of security system hardware and software purchases. 
• Develops and delivers effective communication and training programs and activities, such as the Active Shooter Awareness program, to promote security and emergency awareness and preparedness for Valley Water staff, contractors, and the community.  
• Establishes ongoing relationships with local, state and federal law enforcement agencies, including the Northern California Regional Intelligence Center (NCRIC); monitors notifications of intelligence, information and alerts from the Office of Homeland Security, Federal Bureau of Investigation, Environmental Protection Agency, Department of Energy, Department of Transportation, U.S. Bureau of Reclamation and the Awareness National Security Intelligence Reports, as well as the Association of Metropolitan Water Agencies and American Water Works Association.

 Ideal Experience:

• Experience in law enforcement, homeland security, military police or security program management (a minimum of five years).
• A minimum of two years of experience supervising staff.
• Background partnering with law enforcement, community stakeholders and the general public to address challenges related to un-housed encampments.
• Experience in developing and implementing risk mitigation strategies to protect people from security threats, protect water infrastructure from terrorism, vandalism, sabotage, and other security threats.
• Experience performing threat and vulnerability assessments, identifying gaps, recommending solutions, and driving organizational change.
• Experience selecting, motivating, supervising, and evaluating a team as well as overseeing additional external resources and partners.

ABOUT THE POSITION

Under general direction of the Finance Officer, this position performs professional and technical work of a confidential nature in the areas of payroll, accounts payable, accounts receivable, general accounting, and public employee retirement (CalPERS) reporting. This position assists with the day-to-day accounting and financial operations of the District, including maintenance of accounting and payroll records, and other tasks as assigned.

About Happy Hollow Park & Zoo (HHPZ): This is a 16-acre amusement park and Association of Zoo's & Aquariums (AZA) accredited zoo located in San José, California. HHPZ is open year-round catering to families with children. It operates nine amusement park rides, showcases various endangered species, and operates one of the oldest classical puppet theaters in California, as well as offering many other playgrounds and attractions emphasizing play and imagination in a natural conservation setting.

About Zookeeper Full Time/Part Time: The position performs work involving the care and feeding of zoo, domestic farm, and/or non-domestic animals and maintenance of enclosures, grounds and service areas; working with animals under all types of climatic conditions to prepare them for presentations, training, capture and restraint, basic husbandry, and behavioral enrichment. In addition, responding to general questions from the public regarding non-domestic and/or domestic animals.

Please note that schedules can vary every week or be on an "on call" basis depending on knowledge, training, and experience with specific animal routines. These positions will be required to work weekends, evenings, and holidays, during all climactic conditions as assigned and must have the ability to enter animal areas and perform physical work (including lifting objects up to 50 lbs.).

Under general supervision, individuals assigned to this classification assist the organization to develop and design reports, websites, social media collateral and other marketing and presentation materials. Individuals in this classification are primarily focused on enhancing the Division’s social media presence, developing all written material, performing administrative tasks, attending fairs and events to promote Recreation Services programs; and perform/ related work as required.

This position is characterized by developing new and innovative marketing collateral with limited structure or routine work. Work assignments are performed in collaboration with various divisions and levels of staff, independently, with responsibility for following through on development. Contacts are regularly made both internally and externally at all levels of the organization involving tact, discretion, good listening and customer service skills. The position requires creative ability, knowledge of how to generate graphics using The Adobe Suite, Canva, Microsoft Publisher, Word and Excel and the ability to exercise a reasonable degree of independent judgment. This classification assists with development and implementation of standards for consistency in materials, written and posted on the internet. WORKING CONDITIONS
Position is required to work on the Community Center campus and may not work from home. Position requires prolonged sitting, standing, walking, reaching, twisting, turning, kneeling, bending, squatting and stooping in the performance of daily activities. The position also requires grasping, repetitive hand movement and fine coordination when using a computer keyboard. Additionally, the position requires near and far vision when reading and using a computer. Acute hearing is required when providing phone and personal service. The need to lift, push and pull files, paper and documents weighing up to 25 pounds also is required. Minimum Qualifications

Education and Experience:
The minimum qualifications for education and experience can be met in the following way:

DESCRIPTION:

The Department:

The Parks and Recreation Department provides planning, development, operation, maintenance, and rehabilitation of the City's neighborhood parks, open space, water sites, recreation buildings, and trails.

The Position:

Under supervision, to perform a variety of unskilled and semi-skilled tasks in connection with the development and maintenance of City parks and recreational facilities.

As an As-needed Laborer, the successful incumbent will work in the department, performing routine maintenance on various parks and facilities including the city-owned cemetery. This position will assist in maintenance and repair using a variety of tools and specialized equipment. 

The Laborer position performs varied, unskilled and skilled manual tasks related to landscape maintenance and sanitization. Typical tasks include cleaning and sanitizing restrooms and buildings, loading trash and leaves in truck, litter abatement, mowing, edging, cleaning park sites, graffiti abatement, and operating a variety of hand/power tools and heavy equipment as needed. This position may require working weekends, holidays, and after hours. Must be able to read, speak, and write English at a basic level, follow written and oral instruction, and perform heavy lifting.  

As an as-needed employee, this is an "at-will" position and there is no guarantee of hours. Hours are limited to 999 in a fiscal year or 960 hours in a fiscal year for retired CalPERS annuitants.

Under direct supervision, performs varied, unskilled manual tasks often requiring considerable physical strength and the use of hand tools and hand power tools; loads rubbish and leaves on trucks; excavates and fills trenches and ditches; assists in the removal, trimming and spraying of trees and shrubs; prepares surfaces for paving; mixes cement; breaks up paved surfaces; helps place forms and pour concrete; lays pipes; uses such tools as shovel, rake, and jackhammer; operates trucks and heavier equipment as needed. Performs construction, maintenance and sanitation duties as required; and does related work as required.

Sufficient education to provide the ability to read, write and speak English at a basic level.

TEMPORARY POTTERY INSTRUCTOR

 (Recreation Instructor 2 - Job Code 9523)

Hours: 3 to 9 hours/week. Casual non-benefited employees are limited to working no more than twenty-five (25) hours per week and no more than 900 hours in a fiscal year (July 1-June 30).  

Recreation Services Division is seeking self-motivated, energetic, responsible individuals interested in employment as a pottery instructor for adults. Under general supervision of the Recreation Services Coordinator, pottery instructors are responsible for teaching pottery techniques through lecture and demonstrations.  Classes are run year-round and meet once a week for 3 hours. Class sessions are six weeks long and include a week break for cleaning and restocking after two consecutive class sessions (every 12 weeks).

• Teach pottery/ceramic classes by leading and demonstrating techniques associated with the subject matter
• Maintain a safe, friendly and inclusive class environment for all participants
• Adjust class as appropriate and as needed to meet the various skill levels of participants
• Develop curriculum for each class meeting
• Knowledge of glazing and firing techniques
• Develop projects to keep class interesting for both regular and repeat participants
• Maintain documentation as required
• Report to work in a timely manner and appropriately prepared

WORKING CONDITIONS
Position requires regular sitting, standing, walking, reaching, twisting, turning, kneeling, bending, squatting, and stooping in the performance of activities. The position also requires grasping, repetitive hand movement and fine coordination. Additionally, the position requires near and far vision in reading reports and work related documents and using a computer. Acute hearing is required when providing personal customer service. The need to lift, drag and push, pull objects weighing up to 25 pounds is also required. Some of these requirements may be accommodated for otherwise qualified individuals requiring and requesting such accommodation.  

The minimum qualifications for education and experience can be met in the following way:
 
EDUCATION AND EXPERIENCE

• Graduation from high school or tested equivalent; AND
• A minimum of 2 years as a professional potter or ceramicist; AND
• A minimum of 1 year of experience teaching *additional years of professional studio work may be substituted for teaching experience. 

Knowledge of:
Pottery and ceramic techniques including centering, wheel throwing, slab rolling, wedging, hand-building, low- and high-firing and glazing is required. Experience with alternative firing techniques is desirable, but not required.

• Work autonomously and as part of a team
• Develop new and interesting class curriculum
• Work with students of all levels and skill sets simultaneously

DESIRABLE QUALIFICATIONS

• A degree(s) in pottery/ceramics 
• Practicing ceramicist/potter with exhibition and studio experience
• Experience with alternative firing techniques
