 Senior Public Works Project Manager - Civic Center Improvements

Measure O - In November 2018, City of Campbell voters passed Measure O which will generate approximately $50 million in bond funds to construct and/or renovate City facilities to house Police and Library services.  In order to meet the goals and objectives of Measure O, the City is in need of a dedicated project manager.  A full-time dedicated project manager position is necessary to address the demands and requirements of a capital improvement project of this magnitude.  Some of the requirements of the position will include: working with City Council members, staff, and community stakeholder groups to refine the scope of the project; performing additional studies to determine the feasibility of renovation and expansion options; and evaluating specific locations for the construction of new facilities.  Additionally, this position will be required as authorized by council to craft and issue Requests for Proposals (RFPs) for technical and professional services; negotiating and entering into agreements with consultants for professional services; and manage these consultants in the performance of their work.

It is anticipated that this project will require a great deal of City Council and community interaction and input.  The overall pace of the project schedule is expected to move quickly and some of the work may be subject to short turnaround times and short deadlines.

Based on input from the various stakeholders, the Project Manager will be expected to formulate alternatives for a conceptual design.  Once a conceptual design is adopted by the City Council, the Project Manager will be responsible for hiring an architectural firm to begin more a more specific design and ultimately plans and specifications for construction.

Senior Public Works Project Manager: Under general direction of the City Manager or his designee, this position manages the development and implementation of the Civic Center Improvement Project.  Duties will include managing the technical studies required for the project, preparing Requests for Proposals (RFPs) for technical studies and design services as appropriate.  The Project Manager will also ensure that project schedule, financial goals, and overall quality performance objectives are met; coordinates, manages, and monitors the progress of assigned projects and programs at all stages of development to ensure timely/efficient/cost effective projects; and performs related work as required.  Progress reports to the City Council and City Senior staff will be required.

Typical Duties: Works closely with the City Manager, Public Works Director and City Engineer to coordinate project work.  Regularly report to others in the City organization on the status of projects and other assignments.  Suggest, discuss and implement strategies to improve project delivery services, perform project management activities which achieve, but are not limited to, planning, establishing, and executing: project performance and design objectives, schedules and budgets; regulatory compliance; process and project documentation.

Evaluate the work effort required for the project and identify the resources to provide that work effort; prepare and execute plan to retain required staff and/or consultant skills, hire and manage consultants retained to provide particular expertise for project studies, programming, development, design or management; participate in, or manage the selection, hiring, and development of contracts with consulting firms; negotiate contracts with outside consultants; act as owner’s representative for the City in directing consultants, plan and coordinate with others in establishing project schedules and milestones; prepare, and communicate schedules and report on progress of project activities; develop critical path or project flow diagrams to plan, set and evaluate progress on project tasks; timely communication of deviations from project schedule and propose alternatives to align project activities with planned schedule, plan and coordinate with others in establishing project budgets; track and report on project expenditures; timely communication of deviations from project expenditure plan and propose alternatives to align expenditures with budget, participate in budget preparation and administration; prepare cost estimates for budget recommendations.

Prepare project staff reports for City Council, make presentations to the City Council, boards and commissions, and advisory committees and citizen groups, build and maintain positive working relationships with City Council, stakeholders, co-workers, other employees and the public using principles of good customer service.

Ability to:  Prepare and administer project budgets; negotiate and administer a variety of contracts, develop and maintain positive relationships with community leaders, organizations, businesses, and staff; coordinate a variety of projects and activities inter-departmentally and with outside agencies, plan, organize, direct and coordinate a variety of functional specialties with overlapping work areas, analyze and solve problems of a complex nature; analyze complex technical and administrative information and problems, evaluate alternative solutions, and recommend or adopt effective courses of action.    Maintain knowledge of and adherence to city and departmental and state safety standards, communicate effectively and persuasively in both oral and written format, speak in large and small group settings.  Exercise judgment in reading and interpreting drawings, plans, and specifications; read and understand regulations, policies, and procedures; intermittently, sit while studying or preparing work papers, drawings or working at computer equipment; bend, squat, stand, climb, kneel, and twist while performing field work; perform simple and power grasping, pushing, pulling and fine manipulation; and lift or carry weight of 50 pounds or less; know and understand operations, observe safety rules; intermittently, analyze processes, interpret plans, remember processes, understand verbal and oral instructions, and explain procedures; make accurate mathematical calculations; and solve mathematical problems; establish and maintain effective working relationships with those contacted in the performance of required duties.

Knowledge of: Principles and practices (General knowledge of) civil engineering and/or  landscape architecture and/or architecture; capital improvements, principles and practices of project management, principles and practices of management and supervision, English punctuation, language mechanics and spelling, contract negotiation and administration; conflict resolution techniques, principles of budget development and monitoring including development of control measures to remain within budget, personal computer systems and applications, principles and techniques for persuasive presentation of ideas and concepts in both oral and written formats.

Minimum Qualifications: Education and Experience: Equivalent to a Bachelor's degree from an accredited college or university in civil engineering, landscape architecture, architecture, construction management, or other relevant degree; and five to seven years of increasingly responsible technical and professional work experience with complex municipal design and construction projects, including two years of performing increasingly responsible project management functions.

Possession of: Valid California Driver's License.

DEFINITION

Under the direction of the Recreation Supervisor; instructs, supervises and assists in the training of boxing skills to youth ages 8-17 and adults; prepares instructional plans, performs a variety of record keeping as assigned; plans and implements boxing activities such as instruction, sparing, and special events. All job duties performed under this classification will take place in an instructional or gym setting. 

EXAMPLES OF DUTIES

• Assist in the planning, organization, and implementation of daily and weekly activities/instruction.
• Supervise and lead daily activities/instruction.
• Assist in the inspection of boxing equipment including, but not limited to the boxing ring, punching bags, and other equipment.

• Encourage involvement in activities by all participants.
• Ensure that all activities are conducted in a safe and responsible manner for all ages.
• Maintain inventory and equipment on a daily basis.
• Assist participants in the building of self-esteem and development of a value system.  
• Assist participants by providing proper examples, emotional support, friendly attitude and general guidance.
• Serve as the City liaison/representative to the Central California Boxing Association.
• Monitor facility and guests for violations of rules and safety standards.
• Attend special events such as Farmers Market, National Night Out, Tour de Fresno, and Jensen Avenue Clean Up.
• Promote boxing gym programs, events and activities.
• Perform other duties as assigned.  

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge of:

• Currently hold or ability to obtain USA Boxing Coach Certification.
• Must possess a valid First Aid certificate prior to start of the program.

TUBERCULOSIS TESTING:  Candidates selected to work in a position requiring contact with children must submit a certificate or notice documenting that within the last two years they have been examined and found to be free of communicable tuberculosis. The certificate or notice must be signed by a licensed examining physician or public health agency.

THE POSITION

Tri-City is looking for three (3) individuals to serve as Certified Substance Abuse Counselors for the Adult Outpatient Program (AOP), Adult Full Service Partnership (FSP) Program, and the Children’s Clinic. These positions provide comprehensive counseling services and psychoeducation for children, youth, families, and older adults that addresses problems related to the use and abuse of tobacco, alcohol and other drugs.  These positions will report to a Program Supervisor.

This position is responsible for a variety of ongoing responsibilities including, but not limited to:

• Screen, evaluate, and provide counseling and prevention/early intervention activities to a range of individuals, groups, and families experiencing problems related to co-occurring disorders;
• Develop effective treatment intervention methods in collaboration with a multi-disciplinary treatment team;
• Counsel and assist clients, either in the office or out in the field, with understanding the addiction process utilizing harm reduction, motivational interviewing, and other therapeutic models.
• Conducts group education programs.
• Maintain records of all activities relating to clients’ care in a timely and appropriate manner and in accordance with Agency, State and Federal guidelines.

THE POSITION

Tri-City is looking for one (1) Mental Health Rehabilitation Specialist (MHRS) I/II/III whom will provide mental health rehabilitative support services to clients as part of the Children’s Clinic Full Service Partnership/Transitional Age Youth (FSP/TAY) Team. The MHRS I/II/III will appeal to individuals who are inspired by challenges and opportunities presented in working with an engaged and active community by providing participant advocate and case management services to adults in group facilitation.  The MHRS I/II/III will report to the Program Supervisor.

This position is responsible for a variety of ongoing responsibilities including, but not limited to:

• Provide rehabilitative skills and case management services for children, adolescents and young adults with mental illness;
   
• Provide parenting and collateral support;

THE POSITION
To perform a variety of semi-skilled and skilled tasks in the construction, maintenance, and repair of water lines, sewers, storm drains, and pump stations.  The purpose of this recruitment is to fill a current vacancy in the Water Distribution Division, as well as establish an eligibility list for future vacancies.  Initial position and salary of the selected candidate will be based on previous work experience and valid licenses/certificates.

IDEAL CANDIDATE

The City of Woodland is looking to fill a Utilities Maintenance Worker I/II position in the Public Works Water Distribution Division.  The Ideal Candidate for the current vacancy is someone who has a good understanding of all aspects of underground water distribution maintenance and repairs, and is familiar with the operation of light and heavy equipment.  This position requires a “team player” with good interpersonal, time management, and communication skills.  Candidate must be able to follow direction and display good judgment, as well as be organized, flexible, approachable, resourceful, and a positive team contributor.  Current and valid distribution certifications and Class A/B commercial driver’s license are a plus.

Utilities Maintenance Worker I: This is the entry level class in the Utilities Maintenance Worker series. The Utilities Maintenance Worker I may often perform many of the duties required of Utilities Maintenance Workers II but is not expected to have the depth of experience, skill level and certifications of the Utilities Maintenance Worker II. As a result, the Utilities Maintenance Worker I will have fewer opportunities to exercise independent discretion and judgment on matters related to work procedures and methods.

Utilities Maintenance Worker II: This is the Journey level in the Utilities Maintenance Worker series. This class differs from Utilities Maintenance Worker I in that incumbents perform more complex maintenance duties including working independently, exercising judgment, and operating the full range of tools and mechanical equipment related to a specific assignment. The Utilities Maintenance Worker II may also be expected to assist in the oversight and training of less experienced personnel. Positions in this class are flexibly staffed and are normally filled by advancement from the I level, or by candidates with prior work experience elsewhere.

ESSENTIAL JOB FUNCTIONS

Operate a variety of light and moderately heavy construction and maintenance equipment including such pieces as a loader, dump truck, water truck, steel rollers, High Velocity Vacuum Cleaner, mole trencher, and rubber-tired tractor with all attachments in order to perform a variety of routine construction and maintenance operations. Operate fork lift as assigned and trained. Perform general maintenance and repair on storm and wastewater collection facilities including installation, testing, and backfill of service laterals. Within the sewer and stormwater collections division, employees will be expected to use the Closed Circuit Television Truck, sewer cable machine, flush sewer laterals and mains, assist in sewer tap installations, clean storm drain lines and catch basins.  All Utilities Maintenance Worker I/II will operate equipment and vehicles with possession of all necessary licenses and certificates, utilize proper safety precautions related to all performed work and comply with the policies and procedures in the department Injury & Illness Prevention Program (IIPP). Regular, predictable, consistent and timely attendance is an essential function of the position, in that employee must be present to work on facilities and equipment impacting the public’s health and safety.

OTHER JOB FUNCTIONS

Respond to inquires from the general public. Prepare as built sketches, when required to convey information to engineering for graphic documentation. Check water meters for proper operation; troubleshoot registers and repair. Initiate and discontinue water service to customer accounts as directed. Operate telemetering and flow monitoring equipment. Work cooperatively with others. Perform related duties as assigned. Both Assignments will require employees to be “On Call” as needed.

QUALIFICATIONS

Utilities Maintenance Worker I:

Education: High School Diploma or equivalent.  Courses in, or graduation from, the American Public Works Association’s Public Works Institute is desirable

Experience: One (1) year of experience in construction or related field.

License and Certificate:  Requires possession of a California State Drinking Water Operator Certification Program (DWOCP) Grade I Water Distribution Operator (D1) and a Grade I Wastewater Collections System Maintenance certificate issued by California Water Environment Association prior to permanent appointment. A Pipeline Assessment and Certification Program certificate issued by the National Association of Sewer System Companies (NASSCO) is desirable.  Requires possession of a valid California Driver's License. A Class B Driver’s permit and DMV Medical Certification are required within three (3) months of hire. Prior to permanent appointment employee must obtain a valid Class B Driver's License, a Work Zone Safety certification issued by the International Municipal Signal Association, First Aid and CPR certifications, Competent Person certification, and Confined Space certification.

Utilities Maintenance Worker II:

Education: High School Diploma or equivalent.  Courses in, or graduation from, the American Public Works Association’s Public Works Institute is desirable

Experience: One (1) year of experience performing duties comparable to those of a Utilities Maintenance Worker I.

License and Certificate: Requires possession of a California State (DWOCP) Grade II Water Distribution Operator (D2) and a Grade I Wastewater Collections System Maintenance certificate issued by California Water Environment Association upon hire. Requires all of the certifications necessary for a Utilities Maintenance Worker I and possession of a valid Class B California Driver's License with Tank and Air Brake Endorsement upon hire.
