The Town of Atherton is approximately five square miles. The City is located in the San Francisco Peninsula in Southern San Mateo County. Atherton is a small, rural, and residential community, with no industrial land-use base. Native trees cover the five miles of town. Atherton’s current population is 7,133 according to the California Census in 2020.       

The Town of Atherton invites you to apply for the position of Police Sergeant. This is an internal and external opportunity. Under the general supervision of the Police Commander, the Police Sergeant plans, schedules, deploys, trains, supervises, and reviews the work of Police Officers and civilian staff.  The Sergeant performs a wide range of patrol and related duties in the prevention of crime, maintenance of public order, protection of life and property, and the enforcement of laws and ordinances.  As part of the Management Team, the Sergeant assists in the preparation of collision investigations and criminal cases, provides courtroom testimony, serves in specialized organizational roles, and assists with various administrative functions. 

A letter of interest and current resume is required. All submissions will be reviewed for relevant education, experience, training, and other job-related qualifications.. An extensive background includes a polygraph examination and/or voice stress analysis, completion of the POST Personal History Statement along with medical and psychological exams if selected.

Those meeting the stated qualifications / requirements will be reviewed for selection to participate in the interview and evaluation process for the position. Those selected to participate in the competitive process will be provided with the details of the testing process, which has been tentatively scheduled for the week of August 26, 2024.

MINIMUM QUALIFICATIONS

Education & Experience

• Completion of an associate degree and 4 years’ experience as a sworn Police Officer.
• Must have applied for the Intermediate P.O.S.T. Certificate.
• Highly desirable qualifications may include: an Advanced or Supervisory Certificate from P.O.S.T.; bachelor’s degree and/or completion of the Supervisors’ Leadership Institute (SLI) Course.

To excel as a Police Sergeant, you need a comprehensive blend of knowledge, skills and experience.  A thorough understanding of law enforcement protocols, including arrest procedures, search and seizure laws, use of force policies, and evidence handling, is essential for ensuring officers operate within legal boundaries. Familiarize yourself with our department's policies, regulations, and standard operating procedures. This includes administrative procedures, disciplinary protocols, and codes of conduct. As a sergeant, you'll be responsible for leading and managing a team of officers. Knowledge of leadership theories, personnel management, conflict resolution techniques, and performance evaluation methods will help you effectively supervise and motivate your team. Understanding community policing concepts and strategies is crucial for building positive relationships with community members, addressing local concerns, and implementing proactive crime prevention initiatives. Stay updated on legal developments and ethical standards relevant to law enforcement. This includes constitutional rights, case law precedents, ethical dilemmas, and the ethical responsibilities of police officers. Effective communication is vital for a police sergeant. Have strong verbal and written communication skills to convey information clearly, resolve conflicts, and interact professionally with colleagues, community members, and stakeholders. Have the ability to assess risks, evaluate options, and make informed decisions in high-pressure situations. This includes critical thinking skills, problem-solving abilities, and the capacity to weigh potential consequences effectively.

The Security Manager plays a pivotal role in overseeing and coordinating organization-wide security services at Valley Water. Reporting to the Assistant Officer of Emergency, Security & Safety, this mid-management position is responsible for planning, managing, and executing strategic security initiatives to protect Valley Water's infrastructure, assets and staff, and the community. The Security Manager provides expert guidance, formulates policies, and fosters partnerships with local, county, state, and federal agencies to ensure the highest level of security preparedness. The Security Manager is entrusted with the strategic development and implementation of security programs, plans, and processes. This role requires extensive professional expertise, strong leadership skills, and the ability to collaborate effectively with internal and external stakeholders.
 
 Key Responsibilities include, but are not limited to:

• Plans, manages, and oversees all functions, operations, and activities of the security unit, including contract security services, physical security systems and technologies, un-housed abatement, shooter awareness program, threat and vulnerability assessments and communication protocols.
• Develops programs, strategies, and solutions for security to ensure effective planning for accomplishment of organizational objectives, safety and security for employees, the community and Valley Water’s infrastructure and assets, including water supply and distribution systems, and compliance with all applicable policies, regulations, rules, and laws.
• Develops, implements and manages strategic vulnerability and threat assessments and mitigation plans to protect water supplies, distributions systems and all District facilities from including acts of terrorism; performs vulnerability studies and analysis of disaster and security response capabilities, including Federal Energy Regulatory Commission (FERC), Risk Assessment Methodology for Water Utilities (RAM-W) and Dam Assessment Matrix for Security and Vulnerability Risk (DAMSVR) assessments; assesses and determines appropriate level of security needs. 
• Leads efforts to explore new tools and technologies to improve existing physical security and add security assets to new facilities and property.
• Works collaboratively and engages with appropriate social service and law enforcement agencies to address un-housed abatement in Valley Water creeks and other properties; fulfills security requests to support field work.
• Administers contracts for security and security related services; reviews and evaluates compliance of contractor services with Valley Water’s contract standards and provisions; recommends improvements as required in procedures, techniques, and training.
• Provides staff leadership, oversight, guidance, and daily management of assigned unit; develops and implements goals, objectives, policies, and priorities for assigned programs; manages budgets and forecasts resource needs.
• Plans, directs, coordinates, and reviews the work of assigned staff; provides staff and performance reviews and implements discipline measures and manages the Security Office on-call program.

• Establishes ongoing relationships with local, state and federal law enforcement agencies, including the Northern California Regional Intelligence Center (NCRIC); monitors notifications of intelligence, information and alerts from the Office of Homeland Security, Federal Bureau of Investigation, Environmental Protection Agency, Department of Energy, Department of Transportation, U.S. Bureau of Reclamation and the Awareness National Security Intelligence Reports, as well as the Association of Metropolitan Water Agencies and American Water Works Association.

Overview:
The Grants and Claims Management Unit with Valley Water is the centralized unit for seeking and managing grants brought in to help fund Valley Water projects. Core components of this work that this position will support include pre-award (seeking grant opportunities, helping to write applications, working with project teams), compliance (ensuring Valley Water can meet state and federal grant terms and conditions, including The Federal Emergency Management Agency (FEMA) standards, working with Procurement), and communications with project teams, management, and the Board of Directors. Additional work in the unit includes tracking and reporting awarded grants for reimbursement, which this position may support during high workloads (e.g., end of quarter, annual reporting).

The work will include preparing technical documents such as grant applications, reimbursement packages, work plans, and budgets for grants. The management analyst helps conduct research from internal and external sources on topics related to grant administration. The analyst will organize and maintain grant databases, will assist in identifying and pursuing grant opportunities, and assist in writing grant applications.

The Yuba County Sheriff’s Department is currently accepting applications to establish an eligibility list for the classification of Correctional Officer.  Under continuing supervision incumbents perform a wide variety of support in two areas: corrections, in which incumbents ensure the security, safety and care of individuals in custody; and bailiff, in which incumbents ensure the safety and security of the courts and their personnel during court proceedings; and perform related work as assigned. The Yuba County Sheriff's Department is responsible for the administration of the Yuba County Jail and Jail staff. The Mission of the Yuba County Jail is to provide safe, efficient, humane and secure custody of all persons incarcerated. The county prisoner population is made up of those who are sentenced to county jail, those serving state prison sentences in the county jail under AB109, and those who are pre-trial and who have not yet been sentenced. The jail provides a necessary link in the criminal justice system. THE POSITION

The City of Rocklin is hiring Academy Graduate Police Officers to join the Rocklin Police Department. Academy Graduate Police Officers will join the department and begin an 18-month program to earn their Basic POST certificate. An example of duties that an Academy Graduate Police Officers will perform under close supervision are:

• Assumes responsibility for the preservation of the public peace and the protection of life and property by preventing crime and enforcing all laws.
• Patrols an assigned area in an automobile, other vehicle, or on foot for the purpose of preventing criminal activity and enforcing traffic laws and regulations; issues citations and makes arrests as necessary; responds to calls for protection of life and property and performs enforcement duties.
• Conducts interviews with victims, complainants, witnesses, and suspects; searches crime scenes for evidence; collects, packages, and preserves evidence; testifies in court.
• Detects, pursues, apprehends, and arrests or detains persons involved in crimes or misconduct; confronts and arrests violent combative subjects; books and transports prisoners; serves warrants and subpoenas.
• Conducts preliminary or follow-up investigations; prepares reports on arrests made, activities performed, and unusual incidents observed.
• Directs traffic and/or performs crowd control during special events and in emergency situations.
• Responds to and resolves difficult and sensitive citizen inquiries and complaints. • Actively develops and fosters community partnerships and demonstrates integrity and professionalism within the organization and community.
• Represents the City and the department in a courteous, professional manner.

MINIMUM REQUIREMENTS

Equivalent to graduation from high school, supplemented by 30 college-level semester units from a regionally accredited educational institution.

Licenses and Certifications

• Possession of, or ability to obtain and maintain, a valid California Class C Driver License and a satisfactory driving record is required. Individuals who do not meet this requirement due to a disability will be reviewed on a case-by-case basis.
• Certificate of completion from a POST approved California law enforcement academy.

Working Conditions

Must be 21 years of age at time of appointment. Must be legally authorized to work in the United States under federal law. Candidates must pass a thorough background investigation.

Must be willing to work emergencies as well as evenings, weekends, and holidays.

Must meet physical, psychological, and background standards established by POST as well as ongoing peace officer requirements pursuant to federal, state, and local legislation. This classification requires wearing respiratory protective equipment at times. When assigned to such work, facial hair must be shaven when it interferes with the safe fitting of respiratory protective equipment. This classification functions as a peace officer within the authority and limits of California Penal Code Sections 830.1(a) and 832.

Applicants will be screened against the minimum requirements. Candidates who meet the minimum requirements will be invited to attend a Physical Agility Test (PAT). 

Those who receive a passing score on the PAT will be invited to a Structured Oral Examination.

As the Executive Director, your responsibilities will include:

• Plan, direct, monitor and evaluate the effectiveness of comprehensive County-wide services and programs, including needs assessment, program design and planning, implementation, evaluation and regulatory enforcement.
• Direct, coordinate, and participate in the development and implementation of program goals, objectives, policies, procedures and priorities that balance both mandated services and community needs.
• Act as liaison between the Sheriff and executive staff, advisory boards and the SAL Board of Directors, and program staff to ensure that all appropriate policies and guidelines are followed, and that programs are funded with adequate resources to maintain mandated and expected levels of service.
• Maintain an effective working relationship with a variety of public and private organizations, including other County departments and agencies.
• Consult with other program managers on relevant program issues; develop alternative strategies for dealing with community needs as it pertains to youth and assist in the implementation of solutions as necessary.
• Conduct or participate in negotiating contracts with outside vendors, consultants or organizations; monitor and evaluate fiscal and legal liability of same.
• Act as advocate and spokesperson in the community in support of SAL and its mission.
• Prepare, administer, and monitor the program budget to ensure the accomplishment of program and service objectives within budget restrictions.
• Acquire, develop, and maintain funding sources, such grants and donors.
• Provide highly complex staff assistance to the Sheriff and executive team, SAL Board of Directors and other stakeholders on program issues.
• Prepare detailed written reports, policies, procedures and contracts.
• Select, supervise, train, and evaluate civilian SAL managerial, professional, technical, and clerical subordinates.
• Perform related duties as assigned.

Education and Experience:

Any combination of education and experience that would likely provide the required knowledge, skills and abilities is qualifying. A typical way to qualify is:

Three years of experience in a health, social or community services organization, including at least two years of significant responsibility for one or more of the following: program and budget development or coordination of community resources or program evaluation.

Under general supervision of the Inspection and Neighborhood Preservation Manager, the Neighborhood Preservation Officer seeks public compliance with Municipal Code sections, ordinances, and resolutions in such areas as planning, zoning, signs, community nuisance, business license, and related areas; and performs other duties as assigned. The incumbent will have a broad range of knowledge and independence within general parameters in the application of field investigations, evidence collection and violation resolution in the enforcement of municipal regulatory processes.

• Investigates reported violations of municipal codes, ordinances, and resolutions
• Seeks abatement of violations through education and voluntary compliance or through direct enforcement activities including the issuance of infraction citations

THE POSITION

Rocklin Police Officers perform law enforcement and crime prevention duties involved in the protection of life and property; perform traffic control and enforce state and local traffic regulations; perform a variety of technical and administrative tasks in support of law enforcement services and activities; and perform related duties as assigned. An example of duties are:

• Assumes responsibility for the preservation of the public peace and the protection of life and property by preventing crime and enforcing all laws.
• Patrols an assigned area in an automobile, other vehicle, or on foot for the purpose of preventing criminal activity and enforcing traffic laws and regulations; issues citations and makes arrests as necessary; responds to calls for protection of life and property and performs enforcement duties.
• Conducts interviews with victims, complainants, witnesses, and suspects; searches crime scenes for evidence; collects, packages, and preserves evidence; testifies in court.
• Detects, pursues, apprehends, and arrests or detains persons involved in crimes or misconduct; confronts and arrests violent combative subjects; books and transports prisoners; serves warrants and subpoenas.
• Conducts preliminary or follow-up investigations; prepares reports on arrests made, activities performed, and unusual incidents observed.
• Directs traffic and/or performs crowd control during special events and in emergency situations.
• Perform field training officer duties as assigned.
• Coordinates and cooperates with outside agencies, other law enforcement agencies, and organizations to provide information or assistance as needed.
• Responds to and resolves difficult and sensitive citizen inquiries and complaints.
• Actively develops and fosters community partnerships and demonstrates integrity and professionalism within the organization and community.
• Represents the City and the department in a courteous, professional manner

MINIMUM REQUIREMENTS

Equivalent to graduation from high school, supplemented by 30 college-level semester units from a regionally accredited educational institution;

AND

Current employment as a full-time, sworn peace officer in a California POST participating law enforcement department or agency AND one (1) year of full-time experience as a sworn law enforcement officer in a California POST participating law enforcement department or agency;

OR

Current employment as a full-time, sworn peace officer in another state AND one (1) year of fulltime experience as a sworn law enforcement officer AND possess a Basic Course Waiver from the California Commission on Peace Officer Standards and Training (POST).

Licenses and Certifications

• Possession of, or ability to obtain and maintain, a valid California Class C Driver License and a satisfactory driving record is required. Individuals who do not meet this requirement due to a disability will be reviewed on a case-by-case basis.
• Possession of a POST Basic Certificate or possession of a Basic Course Waiver from the California Commission on Peace Officer Standards and Training (POST).

Working Conditions

Must be 21 years of age at time of appointment. Must be legally authorized to work in the United States under federal law. Candidates must pass a thorough background investigation.

Must be willing to work emergencies as well as evenings, weekends, and holidays.

Must meet physical, psychological, and background standards established by POST as well as ongoing peace officer requirements pursuant to federal, state, and local legislation. This classification requires wearing respiratory protective equipment at times. When assigned to such work, facial hair must be shaven when it interferes with the safe fitting of respiratory protective equipment. This classification functions as a peace officer within the authority and limits of California Penal Code Sections 830.1(a) and 832.
