Civic Engagement Manager

The City of San Rafael is seeking a dynamic and experienced Civic Engagement Manager (formal title is Civic Design Manager) to spearhead comprehensive engagement programs while coordinating the Communication Team's activities. THE JOB
This is an exhilarating opportunity that puts this Civic Engagement Manager at the forefront of transforming community engagement, technology, and communication in the vibrant community of San Rafael. Reporting to the Director of Digital Service and Open Government, they will oversee the interdepartmental Communications Team and manage engagement operations in coordination with both the City Manager’s Office and other departments.

The Civic Engagement Manager will ensure that projects are completed on time, according to budget, and within the bounds of work contracts. They will direct website content strategy, guiding staff on user experience enhancements that will revolutionize the City's online presence. They will also take the reins on managing the City’s social media strategy, shaping its voice and swiftly responding to media inquiries. Providing critical creative direction for the City’s online presence is the key responsibility of this role – seizing the opportunity to lead crucial engagement strategies that promote equitable access to services and information!

UPCOMING PROJECTS & OPPORTUNITIES

• Communications Strategy: Establish an advanced strategy for communicating the City’s mission, vision, and values.
• Citywide Language Access Plan: Increase the accessibility of  City services by establishing consistent guidelines and practices for multilingual engagement.

THE POSITION

The City Attorney's Office seeks a well-qualified, motivated attorney for the position of Assistant City Attorney. This is an at-will position that serves as part of the City's executive management team. 

The Assistant City Attorney will provide legal advice, counsel, and representation to the City in areas including, but not limited to, land use, real estate, housing, and environmental law. Duties include drafting and reviewing contracts, ordinances, resolutions, deeds, permits, licenses, and other legal documents, conducting research, interpreting and updating the City Municipal Code, and providing advice to City staff. 

The Assistant City Attorney will provide counsel to the Planning Commission, the Community Development Department, other City departments, and assist with the enforcement of City Municipal Code. The Assistant City Attorney receives general direction and supervision from the City Attorney and may provide oversight and supervision to support staff. THE IDEAL CANDIDATE

The ideal candidate will have a broad base of knowledge and experience in a variety of areas of municipal law such as the Brown Act, Political Reform Act, Public Records Act, contracts, personnel matters, public safety, public works, and advisory and litigation services. Extensive expertise in land use, Planning and Zoning, the Subdivision Map Act, CEQA, and Housing is especially desirable. However, applicants without land use expertise are also encouraged to apply.

THE DEPARTMENT

The City Attorney's Office consists of the City Attorney, Assistant City Attorney, and Department Administrative Specialist and has a departmental budget of, $1,118,400. The City Attorney's Office advises the Rocklin City Council, City Boards and Commissions, and City Departments on the legal propriety of proposed municipal actions. The City Attorney's Office also prepares and/or reviews all ordinances, resolutions. contracts and other documents and represents the City in civil litigation and acts as liaison to outside special counsel.

MINIMUM QUALIFICATIONS

Graduation from a law school accredited by the American Bar Association with a Juris Doctorate degree;

AND

Five (5) years of increasingly responsible experience as an attorney in the practice of civil or municipal law.

Licenses and Certificates:

• Active membership, in good standing, in the State Bar of California.
• A valid California Class C driver license or higher is required at the time of appointment. Individuals who do not meet this requirement due to a disability will be reviewed on a case-by-case basis.

The City of Sunnyvale’s Department of Public Works is recruiting for two Senior Maintenance Worker positions within the Street Operations division. One Senior Maintenance Worker position will be assigned to the pavement team responsible for maintenance, repair, sweeping and cleaning of City streets, curbs, gutters, and similar right-of-way infrastructure. One Senior Maintenance Worker position will be assigned to the traffic markings and signs team responsible for a variety of tasks involving installing and maintaining traffic signs, painting pavement markings and striping, and repairing concrete sidewalk for the city. This classification reports to a Public Works Supervisor and receives assignments related to the above-mentioned maintenance tasks.

THE POSITION

The City is currently seeking General Maintenance Workers. This temporary position works with the City’s maintenance staff to perform: unskilled labor in the parks and landscape medians, street and sidewalk maintenance, street sign maintenance, and building maintenance. Duties include, but are not limited to: raking, emptying trash cans and litter removal, irrigation repair, weeding, edging, street sign maintenance and graffiti removal. Work is closely supervised; work methods are explained in specific terms and work is subject to frequent review. 

Incumbents must possess the physical and mental capacity to work under the conditions described in this document and to perform the duties required by their assigned position.

KNOWLEDGE, SKILLS, ABILITIES

• Knowledge of methods, materials, and equipment used in landscaping, street and sidewalk maintenance, and building maintenance, as well as safety practices and precautions to be used in work.
• Skill in operating hand and power tool equipment such as rakes, pick and shovel, etc.
• Ability to work outdoors in all weather and to follow oral and written instructions. Intermittently, sit while studying or listening to training; bend, squat, climb, kneel and twist when performing maintenance, repair, or installation tasks; perform simple and power grasping, pushing, pulling, and fine manipulation; and lift or carry heavy weights up to 90 lbs.; work in conditions of various outdoor exposure.
• Capable of working independently.

SPECIAL REQUIREMENTS

• Driving a city truck is required for the position and the applicant must have an acceptable driving record, subject to California DMV pull records.
• Ability to work Saturday and/or Sunday shifts.  Hours are 7AM-4:30PM and may fluctuate due to operational needs.

• Reviews and prepares asset forfeiture cases.
