Glenn County is recruiting individuals to fill three full time and multiple Part Time/ Extra Help positions in the Public Works Agency. The Public Works Maintenance Worker I/II/III position performs a variety of semi-skilled and skilled labor in the construction, maintenance and repair of County roads, bridges, and other related structures, and in various traffic control maintenance and  repair activities of the Public Works Agency; operates a variety of construction, maintenance and transportation equipment as necessary to complete daily tasks at the Glenn County Public Works Agency. The Public Works Maintenance Worker III position is the journey-level class in the series, and is distinguished from the Public Works Maintenance Worker II by the primary responsibility to operate heavy diesel and gasoline-powered construction equipment in the maintenance of roadways, drainage systems. 
 

WHAT YOU’LL DO

• Prepares roads for patch repairs, overlays, or chip seals; prepares mix for patching roads; repairs and reconstructs roads.
• Cleans roadsides and drainage systems; inspects and clears debris from drainage systems; conducts roadside burning as needed.
• Prunes trees and other vegetation as needed.
• Directs and controls traffic around work sites.
• Operates semi-trucks, dump trucks, water trucks, boom truck, front loader, rollers, snow plow, etc.; operates a compressor, sand blasters, jack hammer, chipper machine, welding equipment, cutting torch, compaction tools, weed eater, blower, and other hand and power tools.

I-   $18.29 - $22.24 Per Hour
II-  $19.70 - $23.94 Per Hour
III- $20.72 - $25.19 Per Hour

DEFINITION:

Under general direction, manages and directs the Accounting Division of the Finance Department, including the budget development process and preparation of the budget book; budget monitoring, analysis and reporting; short- and long-range fiscal forecasting; ensuring adherence to financial policies and procedures; and capital planning.  The Accounting Manager trains and evaluates assigned staff.

CLASS CHARACTERISITICS:

This is a single position classification at the managerial level in the Finance Department responsible for managing the budget and accounting functions. The Accounting Manager has a broad range of independence within policy and procedural limitations and works under minimal supervision. The incumbent is accountable to the Finance Director for the quality and efficiency of services directed.  The Accounting Manager is expected to provide resources, system support, and oversight to all subordinate professional and paraprofessional staff. This position is responsible for the successful planning and implementation of the citywide budget process and the day-to-day accounting operations.  

EXAMPLES OF DUTIES (illustrative only):

• Plan, organize, direct and evaluate the activities of the Accounting Division including general accounting, accounts payable and payroll.
• Recommend the appointment of personnel; provide or coordinate staff training; conduct performance evaluations; work with employees on performance issues; and implement disciplinary procedures.
• Prepare, review and maintain journal entries and general ledger postings and supporting financial records and supervise the maintenance of the General Ledger.           

• Conduct and coordinate the annual audit and serve as the liaison between the City and the external auditors, provide requested information and necessary documentation for completion of the audit, and ensure timely completion of the audit, State Controller’s Office reports and other compliance reports as required.
• Oversee reconciliations of the City’s financial activities including bank accounts and investments, month-end and year-end close processes and prepare related reports.
• Plan and implement citywide budget process and related fiscal programs.
• Effectively communicate budget preparation calendar and information needs, capabilities, and limitations as well as budget policies, procedures and outcomes to departments, city officials, citizens, and other interested parties.
• Project citywide personnel costs on an annual basis and as needed.
• Monitor the City’s budget, perform budget analysis, prepare quarterly budget status reports, develop financial and capital plans, and prepare short- and long-range financial forecasts.
• Research and implement new budget initiatives that increase the usefulness and clarity of budget presentations and maximize staff efficiency.
• Conduct a variety of special studies; prepare and present various analyses, statistical compilations, and reports to City staff, City Council, or the public.
• Assist in the management of the City’s capital financing programs, including debt issuance.
• Facilitate development and implementation of improved processes and standard procedures.
• Participate in the development and implementation of Department goals, policies, and priorities.
• Assist in operational administration of risk management activities as assigned.

The County of Yuba is currently recruiting for the position of Public Health Nurse Intern/Public Health Nurse in the Health and Human Services Department. This position provides the full range of public health nursing services including teaching, health assessment, and counseling services in homes, clinics, schools and community centers in connection with the prevention and control of diseases and adverse health conditions. Public Health Nurses are assigned to specific programs such as Maternal, Child and Adolescent Health, California Children’s Services, Child Health and Disability Prevention, Foster Care and communicable disease control. Performs related work as assigned.

Public Health Nurse Intern: is a recruiting and training level class established to qualify candidates for duties as a PHN in Yuba County Health & Human Services Department. Under close supervision, incumbents learn and perform a variety of public health nursing duties in assigned program areas while pursuing a Public Health Nurse Certification. Upon satisfactory completion of the PHN Certification, the PHN Intern are eligible for promotion to the level of PHN. Incumbents who do not successfully complete the PHN certification as prescribed herein may be released from employment.

Public Health Nurse: is the entry level in this class series. Initially under close supervision, incumbents learn and perform a variety of public health nursing duties in assigned program areas. As experience is gained, assignments become more complex and are performed under more general supervision.

About the Position 

The City of Fremont's Finance Department is seeking a full-time Accounting Specialist I/II that will support the Revenue function. The incumbent will provide a variety of customer service, financial and accounting duties in the preparation, maintenance and processing of accounting records and financial transactions. The Department

The Finance Department functions include budgeting, revenue collection, debt management, purchasing, cash management and investment, disbursements, accounting, and financial reporting. Budget activities include coordinating and producing the annual budget document, monitoring revenue and expenditure performance, preparing mid-year and year-end budget presentations to the City Council, evaluating the effects of budget changes on service levels, assisting departments with business planning, and supporting citywide economic development projects. Treasury activities include maintaining the City’s banking relationships, ensuring sufficient liquidity to meet projected cash flow needs, supervising the City’s investment portfolio, preparing monthly cash and investments reports to the City Council, issuing debt, and administering the City’s debt portfolio.

The Ideal Candidate

Professional experience in public sector budget preparation, treasury operations (e.g., cash handling, banking, securities transactions, cash flow forecasting), and/or debt administration are highly desirable, as well as the following:

• Strong written and verbal communication skills
• Proficient skills in Microsoft applications (Excel, PowerPoint, Word, etc.)
• Strong research and analytical skills
• Ability to work independently and as part of a team, establish priorities, and develop action plans
• Project management skills and the ability to manage multiple projects concurrently
