About the Position:  The incumbent will be a part of a collaborative, three-person Grants Program team within Administrative Services. The Grants Program identifies and secures external funding and manages a small Grantmaking Program. In this role, the Senior Technician supports the entirety of the grant lifecycle, including identifying funding opportunities, application review and editing, and, once awarded, developing funding agreements, monitoring compliance with the grant agreements, and working with Midpen departments to submit reimbursement requests, reports, and project deliverables. Additionally, the Senior Technician supports the administration of a small grantmaking program. Other duties include administrative and record-keeping functions, including editing board reports, meeting scheduling, contract management, invoice processing, and data management.  This is an advanced journey-level classification, where you will be asked to perform detailed and technical work accurately and in a timely manner.

The Novato Sanitary District is seeking an organized, collaborative, and fast-learning Administrative Services Technician to support a wide range of essential administrative services functions, such as risk management, human resources, purchasing, record management, and general administration. Under general direction of the Administrative Services Manager, the Administrative Services Technician is a confidential position that provides paraprofessional, technical, administrative, and secretarial support to District programs and services. The Administrative Services Technician learns and then applies procedural, program, and compliance knowledge; assumes ongoing, technical responsibilities specific to assigned areas, such as risk management and record management; works with departments and outside agencies to coordinate assigned programs, projects, and services; and performs research and routine analysis on a wide variety of special projects.

The Administrative Services Technician also supports the general administration of the District office, such as proofreading, filing, processing mail, answering the telephone, providing front counter customer service, maintaining calendars, organizing office storage, and setting up and breaking down the Board Room for meetings and events.

IDEAL CANDIDATE

The ideal candidate has experience in either of two backgrounds. The first is a background in providing journey-level clerical or technical support in the public or private sector that included interpreting and explaining complex rules and regulations, researching information, and preparing accurate documents and reports. Alternatively, the second is a background in providing advanced office support that included data entry and the processing of forms and records.

In addition to one of these two backgrounds, the ideal candidate is curious and enjoys learning about new systems and functions at a technical level. They appreciate when careful precision and accuracy is necessary to complete a task. The ideal candidate is open to helping with functions and tasks that they are not familiar with and will seek out resources and guidance to better understand the function and complete the task accurately. They are also proactive in identifying needs, developing and recommending solutions, and ensuring the solution is fully implemented.

QUALIFICATIONS

Education & Experience: A combination of training and experience that demonstrates that a person has obtained the required knowledge and is able to perform the essential duties of the position. A person with the following combined training and experience would typically qualify to compete in a selection process:

• Equivalent to graduation from high school and four (4) years of increasingly responsible journey-level clerical or technical support experience which included responsibility for interpreting and explaining complex rules and regulations, researching information, and preparing accurate documents and reports, or advanced office support work that included data entry and the processing of forms and records.
• Equivalent to an associate degree from an accredited educational institution and two (2) years of journey-level clerical or technical support experience which included responsibility for interpreting and explaining complex rules and regulations, researching information, and preparing accurate documents and reports, or advanced office support work that included data entry and the processing of forms and records.

Other Requirements:

• Valid California motor vehicle driver's license and good driving record
• Eligibility to work in the United States under appropriate federal regulations.
• Completion of a medical examination administered by a licensed medical doctor, selected and paid by the District, to determine physical fitness for the job.
• All Novato Sanitary District employees are designated Disaster Service Workers through state and local law (California Government Code Section 3100-3109). To perform a wide variety of general clerical and administrative duties for a City department; and assist the public.  The purpose of this recruitment is to fill a current vacancy in the Public Works Department, as well as establish an eligibility list for future vacancies.

IDEAL CANDIDATE

ESSENTIAL JOB FUNCTIONS

Administrative Clerk II:  This is the journey level class in the series and is distinguished from the I level by the ability to perform the full range of duties assigned with only occasional instruction or assistance.

Provides excellent customer service; answer telephone and direct callers; receive visitors at a public counter and identify a variety of needs; provide information on department policies and procedures as appropriate; schedules appointments. Performs a wide variety of routine clerical work including filing, billing, checking and recording information on records, maintaining logs for assigned functions. Type, proofread and process a variety of complex and/or sensitive documents including general correspondence, memos, and charts from rough draft or verbal instruction. Enter and retrieve data from on-line or stand-alone computer systems; operate computer systems to generate reports and perform other automated processes. Work cooperatively with others. Regular and consistent attendance.

OTHER JOB FUNCTIONS

Gather information from individuals or reference sources to complete and process various forms, records and applications; compile routine information and data for statistical and financial reports as assigned. Receive, sort and distribute incoming and outgoing correspondence. Issue, receive, type and process various applications, permits and other forms. Accept payment of fees; maintain and process cash records, disburse petty cash funds, and perform related basic computations. Maintain records and process forms, such as time records, purchase requisitions and orders, and other specific to the organizational unit.  Perform related duties as assigned.

QUALIFICATIONS

Education:  Equivalent to the completion of the twelfth grade.

Experience:  One (1) year of experience performing duties comparable to those of an Administrative Clerk I in the City of Woodland.

Licenses and Certifications:  Required upon hire, possession of a valid California driver’s license

The City of San José - San José Mineta International Airport is currently recruiting for Senior Airport Operations Specialist for the Airport Operations Division. This position performs work under the immediate supervision of an Airport Operations Supervisor and the Manager-on-Duty to support the variety of airport operations duties related to compliance, enforcement and customer service essential to the 24-hour operation of a medium-hub international airport. Typical duties and responsibilities include the following:

Airside Operations:

• Respond to emergencies, distressed or disabled aircraft, hazardous materials spills, wildlife or other airfield accidents or incidents

• May perform airfield inspections and other operations duties in support of airside.

• Coordinates cleanup efforts, prepares detailed informational and operational reports related to safety/security incidents, injuries and accidents.

• Use vehicle to patrol the airfield to inspect and observe aircraft, tenants, perimeter fences, gates to ensure compliance with applicable regulations and act to correct deficiencies.

Terminal Management / Customer Service:

• Coordinate common use resources (gates, remote parking, ticket counters, bag belts) to maintain safe, efficient day to day operations.

• Assist in documenting and resolving disruptions to operations such as bag jams, passenger queue control and irregular airline operations.

• Regular inspections of the terminal facility to ensure a clean, reputable terminal facility is available to the traveling public.

• Conducting customer service surveys to drive improvements for the overall passenger experience.

Landside Services:

• Uses data entry and personal interaction to process permits, reports, and work orders to ensure regulatory compliance and exceptional customer service.

• Observes, records, and enforces activities conducted on the Landside (terminal curbs, roadways, traffic control, public & employee parking facilities, and Ground Transportation areas).

• Responds to emergencies, vehicle accidents, or other Landside incidents to maintain a safe and efficient operation. Includes on-site inspection of the area, and performing or coordinating activities as required.

Security Compliance:

• Perform surveillance, inspection and investigations for enforcement of the Airport Security Program, investigates security breaches and violations.

• Use of a vehicle to patrol the airport to inspect tenants, perimeter fences, employees, and contractors to ensure compliance with applicable regulations and take action to correct deficiencies.

• Enforces proper procedures for Airport's Access Control System to prevent unauthorized and/or unescorted access to the Air Operations Area (AOA)

Airport Operations Center:

• Monitors the Airport's CCTV, Access Control, Fire Monitoring System, Building Management and Baggage Handling Systems. Coordinates appropriate responses.

• Monitors and utilizes all Airport and public safety radio frequencies.

• Performs passenger paging and other customer service functions throughout the facilities.

• Coordinates internal Airport/Tenant communications via radio, telephone etc.

In addition, the Senior Airport Operations Specialist will be required to multi-task and utilize various computer programs within each section of Airport Operations including Access Control System, Resource and Gate Management systems, Internet Protocol Television (IPTV). The Senior Airport Operations Specialists will also be expected to manage multiple phone lines and radio channels to coordinate airport activities within the AOC and perform a variety of general clerical duties such as: filing, preparation of records, forms, and other pertinent documents.

Other duties the Senior Airport Operations Specialist may be assigned include but are not limited to; compiles data, prepares reports, completes necessary and required forms and oversees recordkeeping to provide top-notch customer service to business stakeholders and the traveling public. Successful candidates must demonstrate excellent communication skills and the ability to handle confidential and sensitive information. As well as poses the ability to enforce and correct deficiencies regarding compliance with rules and regulations under the following agencies: California Public Utilities Commission (CPUC), Federal Aviation Administration (FAA), Transportation Security Administration (TSA), City of San Jose, and the San José Mineta International Airport.
