Summary
The primary purpose of this position is to plan, coordinate, assign, and review the work of support staff within the Housing Department of the South San Francisco Housing Authority (Agency). The supervisor provides day-to-day oversight of case management activities, waiting list maintenance, eligibility determination, leasing, reexamination, client services, portability, Maintenance Staff Supervision and Work Order distribution and completion and all other technical and program support functions; administers training and quality assurance programs; oversees the delivery of enhanced customer services activities, ensures effective program administration and technical compliance with all applicable Federal, State, local, Agency, and program regulations, policies, procedures, and requirements; fosters cooperative working relationships among Agency departments and acts as a liaison with various community, public, and regulatory agencies. This Housing Programs Supervisor reports directly to the Executive Director.

THE POSITION

Under general direction of the Water Resources Division Manager, this position serves as the Chief Plant Operator of the City’s Water Reclamation Plant (wastewater treatment). The selected candidate will plan, organize, direct and manage the operation of the Water Reclamation Plant including wastewater treatment and recycled water production. They will coordinate activities with other sections/divisions/departments, external customers, regional wastewater agencies, and contractors. This position will ensure that all regulatory compliance targets are met and act as a liaison to regulatory agencies. This position requires a valid Grade IV Wastewater Treatment Plant Operator Certificate issued by the State Water Resources Control Board at the time of appointment.

 

Position Responsibilities:

• Serves as the Chief Plant Operator for the Water Reclamation Plant
• Recommends and implements section goals and objectives
• Implements goals and objectives set by the Division Manager
• Coordinates the execution and process impacts of capital improvement projects with project managers, consultants and contractors
• Establishes performance standards, guidelines, and methods
• Develops, implements, and administers current and new programs and policies
• Sets overall process-control parameters for the wastewater treatment and water recycling facility
• Develops standard operating procedures and trains staff in order to ensure compliance with State and Federal wastewater and recycled water regulations
• Reviews and interprets operational data to effectively and quickly identify, diagnose, and correct problems with the wastewater treatment process

ABOUT THE POSITION:
The Housing Coordinator supports the Housing and Community Development division by assisting in the formulation and implementation of the City’s affordable housing policies and programs. This position monitors the City’s inventory of affordable housing units for compliance with the applicable deed restrictions or affordability covenants, assists developers in complying with the City’s Affordable Housing Ordinance, and coordinates the funding processes for the City’s affordable housing funds. The Housing Coordinator stays current with local, state and federal housing laws and helps advance the various affordable housing policies and programs in the City’s Housing Element. This may include drafting funding agreements, reviewing scopes of work for housing rehabilitation projects, and income verification of applicants for affordable housing programs.

DEFINITION

Under the direction of the Housing and Community Development Manager, the position is responsible for the development, coordination and oversight of the City’s housing policies and programs to meet the City’s long and short-term housing goals and objectives.

EXAMPLES OF DUTIES

Identify and work with for-profit and non-profit housing development organizations in developing affordable housing projects; negotiate and monitor contracts; develop and evaluate RFP’s relating to affordable housing development; assist in developing new housing assistance programs, new housing development projects, criteria for new construction programs, and in negotiating lending agreements and contracts with financial institutions for housing programs; work on site acquisition for housing programs. Additional duties are to analyze housing project development Pro Forma; maintain a liaison relationship with the County, the State and Federal Agencies which administer housing programs; provide assistance to those individuals seeking housing assistance; monitor compliance of affordable housing projects; prepare and maintain the HUD Consolidated Plan and Annual Performance Reports; and, assist with the compiling of the Housing Element; and, performs related work as required.

 

MINIMUM QUALIFICATIONS

Knowledge of: Real Estate lending practices and underwriting standards, and housing development finance; as well as, knowledge and experience with housing funds and HUD’s Community Development Block Grant (CDBG) and HOME programs along with laws, regulations and funding requirements relating to State and Federal assisted housing programs.

Ability to: Prepare clear and concise written reports and recommendations, both written and oral, to the City Council, Daly City Housing Development Finance Agency, and at public meetings; maintain effective working relationships with City Council members, City Staff, the real estate development community, non-profit organizations, civic groups and the general public. Additionally, be sensitive to the housing needs of the City’s
lower-income residents, and translate knowledge into policy options for City Council and Housing Development Finance Agency programs. Interact positively and cooperate with co-workers, respond politely to customers, work as a team member, function under demanding time pressure, respond in a positive manner to supervision, and attend work and perform duties on a regular and consistent basis.

 

Education: Bachelor’s degree in Public Administration, Business Administration, Economics, Planning, Sociology or a related field. A Master’s degree is highly desirable.

Experience: Three years of increasingly responsible experience with housing programs, construction industry, financial institutions, real estate and local agencies is required.

License: Possession of a valid California Class C California Drivers License.

The City of Dixon is excited to announce the recruitment for one (1) full-time, regular position of Water Operator I. This position performs a variety of maintenance, operations, and repair work on the City's water distribution system, including pumps, mains, chlorinators, meters, and other equipment. 

Working Conditions/Physical Demands

Work is performed in a variety of different environments with exposure to varying weather conditions including high temperatures, rain, and wind. Work is performed with exposure to hazardous materials, smoke, gasses, and fumes; with exposure to hazards such as, moving machine parts and live electrical current; and exposure to loud and/or high frequency noise. Occasional performance of heavy manual labor; occasional standing or driving for long periods of time; use of a computer; occasional climbing, work at heights above 10 feet; working on ladders, bending, stooping, crawling, squatting, kneeling, twisting, and repetitive hand movement. Occasional lifting up to 50 pounds. Constant use of overall color vision. Frequent grasping, holding, and reaching. Frequent contact with other staff, outside agencies and the general public; occasional working alone. Night, weekend, and holiday hours will be required on a rotating schedule for 24/7 standby and weekend/holiday rounds.

The Housing Authority of the City of Alameda (AHA) is seeking an exceptional, process-orientated professional to serve as the Director of Housing Programs to assist with planning, organizing, managing, and providing administrative direction and oversight for all functions and activities of the Housing Programs Department which administers the various assistance programs the AHA operates. This is a fast-paced agency that seeks to meet the mission through a high level of accountability and transparency.

AHA is particularly interested in applications from candidates with a strong track record in a Housing Choice voucher program management in a HUD or PHA position. Valley Water Telework Program: Eligibility for telework will depend on the type of work performed, operational needs, and the ability for the employee to perform the essential functions of their job duties while teleworking. Employment with Valley Water requires employees to live within 150 miles of their primary physical work location located in San Jose, California by their start date.

 

This position is eligible for a hybrid telework schedule, typically working 40% remote and 60% onsite, after completion of the probationary period (one year).

 ABOUT THE POSITION

The City of Redwood City Public Works Services Department invites you to apply for the position of Utilities Field Supervisor in the Wastewater Division. The Wastewater Division operates and maintains the City’s sanitary sewer collection system and municipal stormwater system. Under general direction, the Utilities Field Supervisor plans, organizes, supervises, trains, and evaluates the work of assigned crews engaged in maintenance, repair, installation, construction, and regulatory compliance duties within the sanitary sewer collection system and municipal stormwater system.  Primary duties include supervising and evaluating performance of assigned staff, scheduling maintenance and repair work, responding to customer inquiries and requests, and traveling among various worksites to direct, supervise, and evaluate work performed in the field. This position is distinguished from the Public Works Superintendent in that the latter is responsible for the administration and management of a large operational division.
