This classification is for the City Clerk (CC) and Assistant to the City Manager (ACM); due to this caveat this classification specification will list duties and responsibilities for the two (2) positions.
To perform a variety of administrative and managerial responsibilities in the conduct and management of the activities of preparing City Council agendas, minutes, and Council packets, as well as responding to Public Records request and maintaining all official City records.

SUPERVISION RECEIVED AND EXERCISED
Reports to and receives general direction from the City Manager. May exercise direct supervision over clerical staff.

Provides continuous leadership in carrying out the program mission, as amended from time to time, including:
• Maintains records and prepares daily reports related to work performed.
• Compile information for agenda preparation; collect background information; assemble agenda for printing; distribute packets to City Council and various agencies.
• Prepare and distribute updates and revisions of Council Policy and those of city boards, commissions, and committees.
• Respond to inquiries from the public by letter, telephone and in person regarding Council action and records; research information for public or city staff when necessary.
• Maintain administrative files including historical legal documents, resolutions, ordinances, agreements, deeds and annexations.
• Serve as custodian of the city seal and city archivist for official records.
• Process all municipal elections to County Elections Office and maintain election files for all municipal/special elections; receive initiatives and process accordingly.
• Maintain list of commissions and boards; receive applications for membership on boards and commission; publish notices for vacancies; process applications for Council selection; notify applicants of results.
• Assist City Manager in responding to various inquires related to city operations, policies, and programs.
• Serve as financial disclosure officer for Fair Political Practices Commission for campaign disclosure forms and statement of economic interest.
• Represent the department to outside agencies and organizations; participate in outside community and professional groups and committees; provide technical assistance as necessary.
• Build and maintain positive working relationships with co-workers, other city employees and the public using principles of good customer service.
• Process Worker’s Compensation Claims and coordinate other confidential HR-related activities.
• Perform related duties as assigned.

The County of Yuba is currently recruiting for the County-wide classification of Senior Accounting Technician. The current vacancy exists within the Treasurer – Tax Collector’s Office. Under direction, the incumbent performs a variety of technical financial and accounting duties that require a specialized knowledge; provide administrative support to assigned supervisor; perform the most difficult and responsible types of duties assigned to classes within this series, which may include providing lead direction over assigned personnel and performing duties including, but not limited to, verifying and updating assessment tax roll information, leading the centralized payroll function, and assisting with the preparation of budget documents and perform other duties as assigned. This is the advanced journey level in the technical accounting series. 

This is a County-wide classification. The employment list established from this recruitment may be utilized to fill additional vacancies within the same classification in other departments if they arise during the duration of the list.

DEFINITION:
Under general administrative direction of the City Manager, plans, directs, manages, and oversees the activities and operations of the Public Works Department including streets, utilities, water treatment and wastewater treatment, ensures all resources within each division are properly allocated and managed; provides long range planning for department programs, projects, and needs; coordinates assigned activities with other departments and outside agencies; and provides highly responsible and complex administrative support to the City Manager.

CLASS CHARACTERISTICS:
The Director of Public Works is considered a Department Director with responsibility for directing the activities of a Department within the City. Positions at this class level serve as a member of the City's senior management team and provide advice and counsel to the City Manager regarding strategic policy and problem solving issues relating to the assigned Department and the City overall. The incumbent is responsible for accomplishing the City's goals and objectives related to assigned program areas.

EXAMPLES OF DUTIES:

• Assumes full management responsibility for all Public Works Department services and activities including streets, utilities, water treatment, wastewater treatment.
• Manages the development and implementation of departmental goals, objectives, and priorities for each assigned service area; recommends and administers policies and procedures.
• Establishes, within City policy, appropriate service and staffing levels; monitors and evaluates the efficiency and effectiveness of service delivery methods and procedures; allocates resources accordingly.
• Assesses and monitors workload, administrative and support systems, and internal reporting relationships; identifies opportunities for improvement; directs and implements changes.
• Plans, directs, and coordinates, through subordinate level staff, the Public Works Department's work plan; assigns projects and programmatic areas of responsibility; reviews and evaluates work methods and procedures; meets with key staff to identify and resolve problems.
•  Selects, trains, motivates, and evaluates assigned personnel; provides or coordinates staff training; works with employees to correct deficiencies; implements discipline and termination procedures.
• Oversees and participates in the development and administration of the Public Works Department budget; approves the forecast of funds needed for staffing, equipment, materials, and supplies; approves expenditures and implements budgetary adjustments as appropriate and necessary.
• Directs the activities and operations of the City's utilities, streets, and equipment maintenance programs; ensures maintenance activities are completed on time and within budget.
• Provides staff assistance to the City Manager; prepares and presents staff reports and other necessary correspondence.
• Represents the Public Works Department to other departments, elected officials, and outside agencies including community organizations; develops community resources; coordinates assigned activities with those of other departments and outside agencies and organizations.
• Explains, justifies, and defends department programs, policies, and activities; negotiates and resolves sensitive and controversial issues.
• Responds to and resolves difficult and sensitive citizen inquiries and complaints.
• Performs related duties as required
