The City of Thousand Oaks is hiring an Engineering Technician I/II in the Public Works department!

We are seeking a positive and motivated individual to perform the technical functions in support of the City’s engineering and development construction projects.  The successful candidate should be highly organized, pay great attention to detail, and be flexible and adaptable in a work environment with constantly changing priorities.  The successful candidate will be a team player and provide the highest quality of customer service to internal and external customers.

Primary responsibilities:

• Performs calculations and technical plan checks of public works and utility projects
• Assists in performing field-related surveys and utility inspections for private and public construction
• Assists in preparing oftentimes extensive research of engineering plans for public and private construction plans
• Assists in construction drawing plan review and participates in post-construction inspections in the field
• Participates in the filing and retrieval of engineering maps, documents, and records as requested by the public and City personnel
• Provides exceptional customer service at the public counter, via email, and on the phone
• Prepares permits and work orders for water and wastewater connections and installations, and coordinates work with City field crews
• Responds to inquiries from consultants, contractors, and the public regarding City engineering requirements

The City of Berkeley is now accepting applications for Assistant Inspector in the Building & Safety Division of the Planning Department! This is a temporary, two-year position with an option for a third year upon approval by the Building Official, once certain criteria and milestones are met during the initial two years.

The Assistant Inspector will learn, in phases, every aspect of the building inspection process under the tutelage of the Building Inspection Section and Permit Service Center staff. This training will include learning and understanding the building permit review and issuance process, gaining and cultivating good customer service skills, studying and learning how to enforce the California and City of Berkeley Building Standards Codes, and acquiring proper building inspection techniques.

Upon approval from the Building Official, the Assistant Inspector will have the opportunity to demonstrate their knowledge and skills by performing inspections in the field throughout the City of Berkeley as allowed by State regulations and under the guidance of a Building Inspector as assigned. These inspections will gradually increase in scope and difficulty as new skills and knowledge are acquired and confidence grows. It is expected that the Assistant Inspector will acquire an ICC Residential Building Inspector (ICC B1) certification by the end of year one and an ICC Commercial Building Inspector (ICC B2) certification by the end of the two-year position. At the end of the term and upon Building Official approval, the Assistant Inspector will have the option of promoting into the role of Building Inspector I (certified).

MINIMUM QUALIFICATIONS

A typical way of gaining the knowledge, skills, and abilities for this position is:

Equivalent to graduation from high school and:

1. Two years of full-time paid experience in one of the following: 
   • Building, civil, or architectural design drafting;
   • Building, housing, or home inspection;
   • Code enforcement;
   • Permit processing;
   • Performing carpentry, electrical, heating and refrigeration, plumbing, or similar work; OR
2. Three years of full-time experience in support of building inspections, housing inspections, or code enforcement; OR
3. Completion of two years of education in a recognized college or university with completion of 12 semester or 16 quarter units in any of the following or similar areas: civil or structural engineering, construction technology, design, inspection technology, architectural drafting, mechanical or, electrical engineering.

Other requirements: Must be able to travel to various locations within and outside the City of Berkeley to meet the program needs and to fulfill job responsibilities. When driving on city business, the incumbent is required to maintain a valid California driver's license as well as a satisfactory driving record.

The City of Berkeley invites you to apply for the position of Traffic Maintenance Worker I in the Public Works Department! In this role you will have the opportunity receive on-the-job training in traffic maintenance. You'll learn to paint and install traffic control markings on pavement as well as design, fabricate, install, repair and maintain traffic warning signs, parking signs and other signs.

MINIMUM QUALIFICATIONS

A typical way of gaining the knowledge, skills and abilities for this position is: 
Equivalent to graduation from twelfth grade and six months of work experience as a laborer in construction or maintenance work.

OTHER REQUIREMENTS:

• Must possess a valid California driver's license and have a satisfactory driving record.
• Must possess sufficient strength and stamina to lift and carry objects weighing up to 60 pounds and to perform sustained physical labor.
• Must be willing to work out of doors in all weather conditions and to work with exposure to heavy traffic.
• Must be willing to work overtime and off-hours shifts in emergency situations. 
• Possession of a Level I IMSA Sign and Pavement Markings Certificate within 6 months of hire.

THE POSITION

Under general supervision, performs a wide variety of activities in the installation, inspection, maintenance and repair of irrigation systems and related equipment within City facilities; performs related work as required. An example of duties are:

• Performs daily inspection and preventive maintenance of the City’s irrigation systems; identifies any safety or repair issues.
• Installs, maintains and repairs irrigation systems; changes and adjusts sprinkler heads and maintains controllers; performs repairs on field irrigation computers, controllers, pumps, wiring, valves, pipes, and sprinklers.
• Monitors soil moisture and effectiveness of irrigation systems.
• Installs backflow devices; inspects and tests as necessary to ensure proper operation; certifies devices in compliance with regulatory requirements.
• Monitors and controls computerized irrigation systems.
• Works effectively with contractors on City-approved irrigation projects; seeks bids and/or estimates for proposed projects.
• Identifies, schedules, and supervises system repairs and installation of new irrigation systems; reviews plans and inspects installation of new irrigation systems; performs annual testing of systems.
• Performs Underground Service Alert (USA) markings as specified and according to accepted guidelines and requirements.
• Designs small irrigation systems.
• Plans and recommends materials needed for work projects; orders approved supplies and materials

MINIMUM QUALIFICATIONS

Any combination of training and experience which would provide the required knowledge, skills and abilities is qualifying. A typical way to obtain the required qualifications would be:

Equivalent to the completion of the twelfth (12th) grade

          AND

Two (2) years of responsible landscape/irrigation, public works or parks maintenance experience, including experience in design and/or maintenance of irrigation systems

License Requirements:

• A valid California Class C driver license or higher with a satisfactory driving record is required at the time of appointment. Individuals who do not meet this requirement due to a disability will be reviewed on a case-to-case basis.
• A Work Zone Traffic Control Safety Certificate issued by the International Municipal Signal Association (I.M.S.A.), or successful completion of the Traffic Control Technician-CA State Specific Training Course thru the American Traffic Safety Services Association is required within twelve (12) months of appointment.
• A certified Landscape Irrigation Auditor certificate is desirable.
• Possession of a Backflow Prevention Assembly Testers Certificate from either the American Water Works Association (AWWA), or the American Backflow Prevention Association (ABPA), or the Northern California Backflow Prevention Association (NCBPA), or equivalent is required within twelve (12) months of appointment.

About the Position

This position is responsible for inspecting public works construction and capital improvement projects to ensure conformance with plans, specifications, standards, laws and regulations and to perform a variety of tasks relative to this area of responsibility. Projects include those involving federal and municipal funds and both public and private improvements. This is a skilled journey-level class and requires independence of action, judgment, and discretion in interpreting plans and specifications and enforcing local, state, and federal construction regulations.

This position is distinguished from that of the Civil Engineering Technician position in that the preponderance of the Public Works Inspector duties are related to field work rather than office work. The Public Works Inspector has a greater depth of knowledge and ability regarding construction materials and methods and greater experience in managing complex construction projects.

Reports to the Senior Engineer. This position is not responsible for any direct supervision but does indirectly supervise contractors.

Essential Duties

• Performs a variety of technical civil engineering functions including inspecting, plan checking and issuing permits.
• Provides field inspection of public and private civil improvement projects, including, but not limited to, grading, underground utilities, encroachments, curbs, gutters, sidewalk, paving, facilities, structures, and park construction; ensures conformance to approved plans and specifications; requires correction of defective work; recommends approval of acceptable work.
• Reviews plans and specifications of assigned projects with the Senior Engineer and/or the Public Works Director/City Engineer; attend/conduct pre-construction conferences.
• Issues permits. Issues notices to correct violations of public works codes and standards, including storm water, right-of-way encroachments, grading and sewer codes and standards, and recommends action to the Senior Engineer if corrections are not made.
• Performs contract administration duties including preparation of daily construction reports, weekly statement of working days, change orders, progress payments, general correspondence, and checking payroll records, materials submittals and certificates of compliance.
• Prepares daily activity records and reports manually and in computer-based format. Take photography and prepare site sketches.
• Estimates the cost of materials and labor necessary to complete new or unanticipated work. Initiates change orders.
• Writes letters to contractors, homeowners, consultants, agencies, and other city departments.
• Collects and review contractor payroll records to insure compliance with state and federal wage rate laws.
• Reviews submittals, takes samples of materials for examination or testing by laboratories; records amounts of materials used and work performed, and interpret results of soils, materials, and operational tests: including asphalt compliance, concrete strength and soil compaction test reports.
• Represents the Department of Public Works with developers, architects, engineers, contractors and the general public; provide information and assistance; interprets and explains City Ordinances, standards, plans, specification, procedures and policies.
• Provides information regarding existing public works infrastructure to satisfy inquiries from staff developers and citizens.
• Coordinates work with maintenance staff, other City departments and public utilities. Indicates location of various items on plans. Helps locate utilities ahead of work sites. Schedules service interruptions with least interference and least inconvenience to properties.
• Investigates property owner complaints; confer with property owners regarding project schedule, hazards and inconvenience.
• Inspects adjacent properties for damage from construction activity.
• Assists the Senior Engineer in administration of federal-aid construction contracts in accordance with the State of California Local Assistance Procedures Manual.

The City of Thousand Oaks is seeking an Instrumentation & Electrical Technician/Senior Instrumentation & Electrical Technician to join our team!

We are seeking a highly motivated, safety-forward, resourceful, and technically skilled team player to perform a variety of duties in the Water Division at the City’s Municipal Service Center (MSC), primarily working with water pump stations and reservoirs. The position may also involve providing support to other Public Works divisions, including Landscaping, Street Maintenance, and the Hill Canyon Treatment Plant (HCTP). 

Primary Responsibilities

• Identify and perform a variety of maintenance repairs and installations and calibrations on water distribution system instrumentation, electrical equipment and facilities, including but not limited to:
  • Process measurement devices including level, flow, pH, temperature, and process chemical level/residual
  • High and low voltage electrical equipment including Motor Control Centers (MCCs), AC and DC motors, transformers, power panels, wireways, fixtures, receptacles and disconnect switches
  • Various motor control equipment and devices including variable frequency drives, motor controllers, adjustable speed drives, relays, timers and indicating devices
• Maintain and upload/download from programmable logic controllers (PLC) and field human-machine interface (HMI) projects
• Perform prescribed preventative maintenance procedures on all relevant equipment
• Actively participate in maintaining a clean and safe work environment
• Order necessary parts to maintain equipment or construct replacement parts
• Respond to night and weekend emergency calls as needed

In addition, the Senior Instrumentation and Electrical Technician shall:

• Train assigned employees in their areas of work
• Verify the work of assigned employees for accuracy, proper work methods, techniques, and compliance with applicable standards and specifications
• Supervise the use, care, and operation of process control instrumentation, electrical, and related equipment; research, evaluate, and make changes to improve the preventative maintenance program and equipment performance
• Identify safety issues and correct them and ensure adherence to a high level of safe work practices and procedures
• Oversee and participate in planning the installation of new or improved electrical and electronic systems, equipment, and machinery; lead and train City staff on operation of new or modified systems
• Provide technical advice and support to operators, supervisors, City engineering staff, and outside agency personnel; work closely with private control system design and engineering teams
•  Oversee development and oversight of a Preventative Maintenance Program including training and adherence to best standards of electrical safety principles and practices
• Direct contract employees performing electronic or electrical installations and repairs
• Program, install, maintain, modify, and upgrade Software Control Programs that are utilized in programmable logic controllers and operator interface devices, including Supervisory Control Data Acquisition (SCADA) systems

The Extra Help Employee - BH (Harmony House Coach) position provides support, education, and advocacy to persons receiving services through the Mental Health Services Act. The Harmony House Coach may also provide a variety of services related to the operations of the Harmony House Drop-In Center and the Full-Service Partnership Program. This position will provide welcoming and supportive activities, as well as perform tasks in support of facility operations at the center. This position is at-will, temporary, part-time, and scheduled for up to twenty-five (25) hours per week.
