The Novato Sanitary District is seeking an organized, collaborative, and fast-learning Administrative Services Technician to support a wide range of essential administrative services functions, such as risk management, human resources, purchasing, record management, and general administration. This position is well-suited for a candidate with a firm foundation of experience in secretarial or clerical support who is ready to build specialized and valuable technical skills. Under general direction of the Administrative Services Manager and assigned management personnel, the Administrative Services Technician will provide paraprofessional, technical, administrative, and secretarial support to District programs and services, applying procedural, program, and compliance knowledge gained over time. They assume ongoing, technical responsibilities specific to assigned areas, such as risk management and record management, and work with departments and outside agencies to coordinate assigned programs, projects, and services.  They also perform research and routine analysis on a wide variety of special projects.

The Administrative Services Technician also supports the general administration of the District office, such as proofreading, filing, processing mail, answering the telephone, providing front counter customer service, maintaining calendars, organizing office storage, and setting up and breaking down the Board Room for meetings and events.

IDEAL CANDIDATE: The ideal candidate has experience in either of two backgrounds. The first is a background in providing journey-level clerical or technical support in the public or private sector that included interpreting and explaining complex rules and regulations, researching information, and preparing accurate documents and reports. Alternatively, the second is a background in providing advanced office support that included data entry and the processing of forms and records.

In addition to one of these two backgrounds, the ideal candidate is curious and enjoys learning about new systems and functions at a technical level. They appreciate when careful precision and accuracy is necessary to complete a task. The idea candidate is open to helping with functions and tasks that they are not familiar with and will seek out resources and guidance to better understand the function and complete the task accurately. They are also proactive in identifying needs, developing and recommending solutions, and ensuring the solution is fully implemented.

QUALIFICATIONS:

Education & Experience: A combination of training and experience that demonstrates that a person has obtained the required knowledge and is able to perform the essential duties of the position. A person with the following combined training and experience would typically qualify to compete in a selection process:

• Equivalent to graduation from high school and four (4) years of increasingly responsible journey-level clerical or technical support experience which included responsibility for interpreting and explaining complex rules and regulations, researching information, and preparing accurate documents and reports, or advanced office support work that included data entry and the processing of forms and records.
• Equivalent to an associate degree from an accredited educational institution and two (2) years of journey-level clerical or technical support experience which included responsibility for interpreting and explaining complex rules and regulations, researching information, and preparing accurate documents and reports, or advanced office support work that included data entry and the processing of forms and records.

Other Requirements:

• Valid California motor vehicle driver's license and good driving record
• Eligibility to work in the United States under appropriate federal regulations.
• Completion of a medical examination administered by a licensed medical doctor, selected and paid by the District, to determine physical fitness for the job.
• All Novato Sanitary District employees are designated Disaster Service Workers through state and local law (California Government Code Section 3100-3109). Employment with the District requires the affirmation of a loyalty oath to this effect. The San José Fire Department is looking to fill a Senior Geographic Systems Specialist position within the BAS/Fire IT division. This role will manage mapping projects and, when applicable, application development activities to support the mapping function. Under the direction of the Department Information Technology Manager, the key duties and responsibilities of this position include:
 

• Oversee GIS data management efforts, including Fire-specific layers, ensuring the quality and timely input of the data. This involves performing quality control and quality assurance (QC/QA) and assisting with hands-on data management to minimize backlogs.
• Coordinate with various departments and the Enterprise GIS team on Fire data conversion and consolidation efforts, contributing to the Enterprise GIS data repository.
• Provide geodatabase development and programming (SQL Server), with the ability to understand complex database concepts, interfaces, and the implications of different database designs.
• Assist in the development and management of GIS project plans, including defining requirements, setting tasks and resource assignments, and ensuring standards, deadlines, and quality standards are met.
• Ensure City staff using GIS receive necessary training and technical support.
• Hire and manage GIS teams, including GIS I/II specialists, cartographers, data managers, analysts, and vendors, to meet GIS project objectives and timelines. Build team capacity to provide GIS project support, training, map production, and analysis services in addition to data management.
• Perform analytical analysis with large datasets.
• Prepare and perform data modeling and create entity-relationship diagrams.
• Develop, document, use, and troubleshoot workflows.
• Troubleshoot software issues related to all GIS service delivery functions.

The City of Belmont is looking for an experienced professional for the position of Budget Manager. Under general direction of the Finance Director, the Budget Manager administers a variety of complex and professional budget and financial support functions within the Finance Department, including preparation and execution of all budgets, reports, accounting records, financial forecasts. This classification is responsible for the development, maintenance, and operation of the City's Annual Budget; providing financial information and analysis to aid in executive management decision making; performs the highest level of complex budget analysis and has frequent interaction with staff and leaders of other City departments. The Principal Accountant will be responsible for leadership and oversight of fiscal management functions for San José Clean Energy (SJCE). The incumbent in this position will lead the Department's fiscal/accounting team and oversee all fiscal management activities for SJCE, including but not limited to the following:

• Develop and maintain accounting policies, procedures, and business processes to comply with generally accepted accounting principles and satisfy the financial management requirements associated with long-term power purchase agreements;
• Lead the development of SJCE standalone audited basic financial statements and SJCE financial statements in the City's Annual Comprehensive Financial Report;
• Prepare quarterly financial statements (unaudited);
• Facilitate external auditor inquiries for standalone financials, City Annual Comprehensive Financial Report, and Agreed-Upon Procedure engagements;

• Oversee the rental application process by providing interested parties with necessary documentation, rental agreements, and pricing details.
• Collect and review rental applications, ensuring all required information is complete and accurate.
• Provide timely updates to both renters and internal stakeholders regarding rental status, payment deadlines, and any changes to rental arrangements.
• Maintain organized records of rental bookings, payments, and rental agreements, ensuring compliance with rental policies and procedures. 
• Schedule and provide regular in-service training for facilities staff. 
• Plan, develop and implement programs and events.
• Evaluate the progress and effectiveness of scheduling and programming utilizing measurable outcomes.
• Assist in the development of policies, procedures, contracts, and manuals for facility users and staff.

Under general direction of the Finance Officer, this position performs professional and technical work of a confidential nature in the areas of payroll, accounts payable, accounts receivable, general accounting, and public employee retirement (CalPERS) reporting. This position assists with the day-to-day accounting and financial operations of the District, including maintenance of accounting and payroll records, and other tasks as assigned. 

TYPICAL DUTIES

• Manage, prepare, process and maintain records for bi-weekly payroll; prepare quarterly and annual tax reports and returns; confirm compliance with applicable Federal, State, and local law, rules, and regulations.
• Prepare and maintain a variety of ledgers, reports, and schedules; process accounts receivables/payables, prepare bank deposits, credit card and bank account reconciliations, and purchase orders and other accounting processes and activities as needed.
