Salary range for this classification is: $131,187.68 - $207,658.10

The City is seeking a Division Manager to manage all services and activities in the Benefits Division of the Human Resources Department. The Benefits Manager will report to the Director of Human Resources and will be responsible for administering the City of San José's extensive benefits program, which includes insurance programs and other health, financial and professional benefits. Minimum Qualifications

Employment Standards

DISTINGUISHING CHARACTERISTICS:
 
This is an unrepresented mid-management classification that oversees, directs, and participates in the day-to-day operations of an assigned Human Resources division, including planning, and budgeting, coordinating with other divisions and departments, and managing and accomplishing the complex and varied functions of the department. Experience: Five (5) years of increasingly responsible Human Resources management experience including assignments in the areas of recruitment, selection, classification, training, compensation, employee and labor relations, worker's compensation and safety administration, and employee benefits or other pertinent job-related areas, including two (2) years of supervisory or lead experience.

Education: Equivalent to a Bachelor's Degree from an accredited college or university with major course work in human resources, business, or public administration or closely related field.

• Evaluates and prepares statistical analyses on applicant data, including trend analysis, utilization analysis and adverse impact analysis.
• Analyzes and interprets federal laws, state laws, District policies and procedures, and collective bargaining agreements.

• Conducts job analysis for assigned positions, including identifying job content, analyzing position description questionnaires and writing job descriptions.
• Coordinates and implements recruitment processes for District departments; confers with department managers and supervisors to determine recruiting needs.
• Collaborates with hiring department on workforce planning initiatives.
• Prepare and organize appropriate salary surveys and benchmark comparable positions. May be assigned various human resources special projects as needed.

MINIMUM QUALIFICATIONS:

Education: Equivalent to a Bachelor's Degree in Human Resources, Industrial/Organizational Psychology, Organizational Development, Public Administration, or a related field, from an accredited college or university.

Experience: Equivalent to at least four (4) years of increasingly responsible Analyst level experience in a Human Resources Department. Experience in a supervisory or lead capacity is desired. Additional education, such as a graduate degree in one of the above disciplines from an accredited college or university may be substituted for experience on a year-for-year basis.

Desirable Experience: Experience in high level complex, high volume recruitments, and compensation analysis. Excellent communication skills and presentation skills, ability to develop strong rapport with hiring managers and provide outstanding customer service to internal and external clients. This position requires the incumbent to occasionally travel to District facilities, with the flexibility to work early mornings, late afternoons/evenings, and or on the weekends as needed for events at various District locations and in the community. Union experience is desirable but not required.

License Requirement: Must possess, or obtain and maintain a valid California Class C Driver License and meet the District’s safe driving standards.

The Position

The Human Resources Analyst I/II will perform a wide range of responsibilities in the Human Resources Department. The current vacancy will primarily focus on recruitment and examination responsibilities. The Position

The Human Resources Benefits & Payroll Manager is one of three division level manager positions reporting to the Human Resources Director.  The position is a working manager and has overall responsibility for planning, managing and evaluating the benefits and payroll activities, programs and staff (Human Resources Analysts and Technicians) within the division.  Major responsibilities include, but are not limited to:
- Manage and coordinate a diverse portfolio of medical, dental, vision and other employee benefits plans and programs, including short term and long term disability, flexible spending accounts, basic and supplemental life,  deferred compensation and many other benefits plan options.
- Monitor the developments and legislation related to human resources benefits and payroll-related matters, including evaluating the impact upon City operations, and recommends and implements policy and procedural improvements.
- Manage and assist the team with troubleshooting and initiating the appropriate resolution on a variety of benefits and payroll issues.
- Lead and engage the benefits and payroll team to update and modernize administrative policies and processes.
- Manage and coordinate the annual benefits open enrollment process.
- Partner and coordinate with benefits providers and the City’s benefits broker to obtain the best rates and coverages for a variety of products.
- Conduct benefits costing and analysis in support of the labor negotiation process.
