THE POSITION

To perform semi-skilled and skilled work involving the City's Pollution Prevention Program, Industrial Pretreatment Program, Stormwater Program, and related programs.  The purpose of this recruitment is to fill a current vacancy, as well as establish an eligibility list for future vacancies.

 

IDEAL CANDIDATE

The Ideal Candidate for this position will have strong communication and customer service skills, the ability to prioritize work and maintain deadlines. Candidates should be willing to work in a variety of conditions exposing them to inclement weather, wastewater and stormwater, as well as vehicle traffic. The Ideal Candidate will be able to work well independently, as well as in groups both internally and externally to the City.

 

ESSENTIAL JOB FUNCTIONS

Assist in developing and implementing the Pollution Prevention Program.  Assist in the day-to-day enforcement of the Industrial Pretreatment Program, Pollution Prevention Program and the Stormwater Program.  Inspect Pollution Prevention Program facilities to ensure compliance with City Pretreatment regulations.    Assist with inspection of Industrial Pretreatment Program facilities to ensure compliance with Pretreatment regulations. Inspect construction sites to ensure compliance with NPDES Phase II requirements. Issue discharge permits for new and existing businesses regulated under the Pollution Prevention Program. Regular and consistent attendance.  Work weekends and holidays as assigned. 

 

OTHER JOB FUNCTIONS

Collect samples and perform routine laboratory tests and analyses.  Serve in a stand-by status after regular working hours and respond to emergency call-outs.  Keep detailed records of Pollution Prevention Program activities. Assist with public education and outreach activities to permitted businesses and residential customers. Perform related duties as assigned.

 

QUALIFICATIONS

Environmental Compliance Inspector I:

Education: High School Diploma or equivalent.  Specialized training or coursework in the water pollution control field is highly desirable.

Experience: One (1) year of experience in working with mechanical equipment and basic water or wastewater chemical and bacteriological processes is desirable.

License or Certificate: Required upon hire, possession of a valid California Driver's license.  A Grade I Environmental Inspection Certificate issued by California Water Environment Association is required within 12 months.

 

Environmental Compliance Inspector II:

Education: High School Diploma or equivalent, supplemented by specialized training or coursework in the water pollution control field.

Experience: One (1) year of experience in the operation of a Pretreatment program. One (1) year of experience in the operation and maintenance of wastewater treatment plant and/or related facilities or programs is desirable.

Licenses and Certificates: Grade I Environmental Inspection Certificate issued by the California Water Environment Association required upon hire. Must obtain a Grade II Environmental Inspection Certificate issued by the California Water Environment Association within 12 months of appointment.

THE POSITION

To collect and examine water, wastewater, stormwater and related materials.  Performs a variety of standardized and complex tests and analysis of such samples. Maintains and calibrates laboratory equipment, prepares glassware, mixes reagents and media. Laboratory Technician I:

This is the entry-level classification in the flexibly staffed Laboratory (Lab) Technician series.  Positions at this level are distinguished from the Lab Technician II level by providing a narrower range of duties, usually of a less complex nature in the treatment plant laboratory.  Incumbents learn and perform a variety of clearly defined duties involved with cleaning and maintaining laboratory material and equipment and performing routine testing and analysis in the laboratory. Laboratory Technician II provides lead supervision and training as needed to the Laboratory Technician I.

Laboratory Technician II:

This is the journey level classification of Lab Technician series.  Positions at this level are distinguished from the entry level by performing complex testing and analysis in the treatment plant laboratory.  Incumbents are thoroughly familiar of defined duties involved with calibrating and maintaining sophisticated laboratory equipment.  Provides lead direction to Lab Technician I in addition to performing NPDES required analyses in the laboratory and the more complex laboratory analysis. The Laboratory and Environmental Compliance Manager provides direct supervision. 

 

ESSENTIAL JOB FUNCTIONS

Laboratory Technician I - Collects and prepares water, wastewater, receiving waters and related samples for analysis.  Conducts standard physical, chemical and biological analysis of such samples.  Makes mathematical calculations and statistical analysis for test results.  Prepares and maintains a variety of logs, records and reports related to the work performed.  Performs complex sampling techniques.  Prepares lab supply and equipment order lists.  Regular and consistent attendance.

Laboratory Technician II – All of the essential functions listed above and:  Prepares standardized reagents and media used in laboratory analysis.  Samples, schedules and ships samples to outside laboratories.  Performs analysis on quality assurance samples for compliance with State Health Department to maintain laboratory certification.  Participates in the laboratory quality assurance program by reviewing and verifying records and reports for the NPDES permit requirements.  Schedules laboratory and maintenance work, ordering of materials, and maintains records as directed by the Laboratory and Environmental Compliance Manager.  Ensure proper maintenance and repair work on all laboratory equipment.

OTHER JOB FUNCTIONS

Cleans and prepares laboratory equipment and glassware.  Maintains laboratory in a clean and orderly condition.  Observes safe work methods, practices and precautions; uses appropriate safety devices and equipment in accordance to laboratory standard operating procedures.  Perform related duties as assigned.

THE POSITION:
This benefitted, full-time position in the Cataloging Department performs original and derived cataloging for materials in all formats and languages; creates metadata for special collections materials; creates and updates authority records; compiles and reviews records for monthly authority control processing; interprets cataloging policies to staff; and serves as back-up for all copy cataloging tasks and other related duties in the Cataloging Department as needed. The position reports to the Librarian III in the Cataloging Department of the Collection Services Division, located at the Rohnert Park Headquarters.

TYPICAL DUTIES include, but are not limited to:

• Performing original and derived cataloging for special collections materials in all formats, local government documents, local author books; local musician/musical group sound recordings; world language materials and other materials in the circulating/reference collections lacking records; assigns Dewey classification numbers
• Researching names, birth dates, street names, etc. in the Library catalog and other databases to create and update authority records and digital projects metadata
• Entering metadata for photos, archival collections and other special collections materials into Excel spreadsheets
• Loading new records and correcting existing records in the Library’s integrated library system (Horizon), digital asset management system (Quartex), archives system (ArchivesSpace) or other platforms

PREFERRED SKILLS AND EXPERIENCE

Supervise and coordinate laboratory quality assurance and quality control programs; develop new methods of laboratory analysis consistent with Federal and State guidelines. Work with and direct outside labs or environmental firms on water quality matters. Plan, program and supervise the goals and objectives of the Industrial Wastewater Pretreatment program. Coordinate pretreatment program activities for the Sanitary Sewer Management Plan and Stormwater NPDES Phase II permit. Review and approve quarterly and annual pretreatment reports. Interpret and enforce regulations related to pretreatment, wastewater collection and stormwater collection. Prepare detailed draft budgets, assist in preparation of final budgets and administer adopted budgets. Monitor legislation and make recommendations concerning compliance issues related to potable water, wastewater, stormwater, pretreatment and related programs. Compile, sign and submit monitoring and compliance reports to appropriate State and Federal Agencies. Perform advanced analysis on data to provide information for decision making. Represent the City on routine basis with State and Federal agencies, and other public bodies. Participate in professional groups and committees and with the general public regarding potable water, wastewater and stormwater, pretreatment and related programs. Participate in the hiring, training, supervision and evaluation of subordinates. Regular and consistent attendance.

The Mechanic Operator position consists of five levels of competency.  Individuals can either enter into the classification at the beginning level of the job or somewhere between the entry level and the top step depending on the qualifications brought with them.  It is the expectation of NCPA that all employees progress to the top level.  In order to progress to the top level an employee must complete all components in a competency level within the associated training matrix.  Employees who successfully complete a training level matrix and who received a rating of “meets requirements” or higher by their immediate supervisor will be promoted when qualified.  Upon completion/demonstration of competencies employees will be expected to perform work in all completed levels and other job-related duties as required. All employees have the right to challenge any component in the training matrix by proving proficiencies verbally and practically.

General Scope of the Job
Under general supervision of the Mechanical Maintenance Supervisor and at times under the general direction of the Mechanic Operator Lead Person; to maintain, repair, adjust, install, and test, powerplant steam field, water injection systems and equipment and maintain lease site grounds.  The measure of accuracy and reliability is the safe, effective and efficient performance of the Facilities.  This position is predominately mechanic based with operation support as outlined below.

 

Description of Duties and Responsibilities
Level III:
This level of the Mechanic Operator position requires the completion of all Level III training requirements. The employee must perform the duties as described below and as defined in lower levels while attaining Level IV skills and experience through academic and hands-on training. Level III knowledge and skills focus on journey level mechanical duties and responsibilities.

•    Reviews, coordinates and reports work orders, work activities and equipment clearances with appropriate personnel.  
•    Checks equipment to be cleared in advance to guarantee its condition to others.  Informs Operator Technician Lead Person and Supervisors of the status of equipment and systems.  
•    Under direction of the Operator Technician Lead Person or a designee, operates various equipment and performs basic equipment clearances on low voltages (<600 volt) electrical breakers, steam line equipment and effluent equipment.  
•    Terminates and connects motor wiring to facilitate bearing repairs (less than 600 volts.).
•    Conducts online test of equipment before certifying its status and performance.

Machinist Duties and Responsibilities

This classification supports and maintains the Agency’s database infrastructure and related applications. The Paid Call Firefighter (PCF) Entry Level position is the first position in the classification of Paid Call Firefighter. This position is supervised by the Training Battalion Chief, PCF Program Manager or direct supervisor. The Entry Level PCF must successfully complete a 12-month probationary period and acquire the basic knowledge, skills and abilities required for successful performance as a PCF.  During the probationary period, the PCF will attend a Fire Academy provided by the District. Before the end of the 12-month probationary period, the PCF must be a certified Emergency Medical Technician.

• Candidates must have a high school diploma AND a minimum of 21 semester units of college coursework. 
• The following documents should be attached to your application as ONE PDF file.  If you are still in the process of obtaining a Firefighter I or Paramedic License you will be asked to provide a status update prior to full background:
  • CPAT card dated on or after June 14, 2023.  To register for an upcoming exam, visit https://www.fctonline.org/ 
  • Completion of CA State Board of Fire Services Firefighter I curriculum or ability to obtain prior August 1, 2024.
  • Valid California Paramedic License (or equivalent) or ability to obtain prior to August 1, 2024.
