THE POSITION

Tri-City is actively recruiting for one (1) special individual to serve as a Quality Improvement Supervisor for the Quality Assurance (QA) Team. The Quality Improvement Supervisor will report to the Manager of Best Practices.

This position is responsible for a variety of ongoing responsibilities including, but not limited to:

• Oversee the Quality Assurance Team and Quality Assurance Program in order to ensure agency compliance with specified County, State and Federal laws and regulations;
   
• Review charts, Electronic Health Records (EHR) medical records, and reports prepared by staff; conduct random chart reviews of at least 5% on a quarterly basis utilizing audit tool(s);

• Participate in all agency audits serving as the facilitator; assist program staff in preparing for audits; collaborate on corrective action plan for affected program and auditor;

• Assist in developing systems and standards for program evaluation; assist in implementing audits, processes, and assure agency activities are in compliance with specified laws; recommend ways to integrate the ethics message into all aspects of the agency’s business and human relations.

• Participate in the attendance of Quality Improvement Committee (QIC) meetings facilitated by Los Angeles County Department of Mental Health (DMH).

The City of Dixon is looking for a full-time talented Computer Support Technician to join our IT Department.  The Computer Support Technician will assist in the maintenance and administration of the day-to-day operations of the City-Wide network which is comprised of multiple site locations; to provide technical and non-technical support for computer equipment and related networks; to provide training and assistance to users as needed; and to provide operational support of the computer network and computer system.  General direction is provided by the Information Technology Manager.

This is the entry-level class in the Fire and Environmental Safety Inspector series. Incumbents work under immediate supervision while learning job tasks, progressing to general supervision as procedures and processes of assigned area of responsibility are learned.

SUPERVISION RECEIVED AND EXERCISED

Fire and Environmental Safety Inspector I

• Receives general supervision from the Fire Division Chief/Fire Marshal.
• May exercise technical and functional supervision over technical staff, as appropriate.

EXAMPLES OF ESSENTIAL DUTIES - Duties may include, but are not limited to, the following:

• Inspect residential, licensed care, commercial and industrial buildings, and places of public assembly to determine and enforce compliance with local, State, and Federal codes and regulations. 
• Conduct routine and special inspections and investigations of a variety of public and privately-owned sites that store and/or use hazardous materials or produce hazardous waste.
• Perform plan reviews related to fire and life safety code compliance; approve or disapprove plans; work with developers, architects, and contractors to correct plans and resolve issues.
• Enforce regulations related to underground and aboveground storage tanks.
• Review hazardous materials plans and risk management plans submitted by businesses and public sector agencies as required to determine compliance with rules and regulations governing use, storage, and disposal of hazardous materials/waste and issue permits for use and control.
• Participate in plan check review and provide professional level review, comment, and recommendations related to hazardous materials use, storage, and disposal.
• Coordinate with Fire Department staff regarding identity and nature of materials stored at various businesses and facilities within the City; ensure proper storage methods and signage are in place.
• Receive, investigate, and respond to citizen complaints.
• Provide technical assistance to fire suppression staff in incidents involving the release of hazardous materials.
• Issue non-compliance citations and show-cause letters; meet with owners, contractors, and other affected parties to reach compliance; impose penalties and fines, as needed, in coordination with City Attorney’s Office.
• Build and maintain positive working relationships with co-workers, other City employees and the public using principles of good customer service.
• Perform related duties as assigned.

MINIMUM QUALIFICATIONS

Knowledge of:

• Report writing and research methods.
• Modern office equipment, including use of word processing, database and spreadsheet applications.

Ability to:

• Learn to perform technical specialized work related to fire and life safety code enforcement and hazardous materials and/or waste storage and control.
• On a continuous basis, know and understand all aspects of the job; intermittently analyze work papers, reports and special projects; identify and interpret technical and numerical information; observe and problem solve operational and technical policies and procedures; determine compliance; identify, interpret, explain and enforce violations; review and interpret codes and rules; and maintain awareness of safety at all times.

Experience and Training

Training:

• A Bachelor’s degree from an accredited college or university, preferably in chemistry, environmental health, toxicology, industrial hygiene, fire science or a related field.  Eight years of fire and life safety code inspection experience may be substituted for the education requirement.

License or Certificate

• Possession of a valid California driver’s license by date of appointment.
• Possession of certification as a California Underground Storage Tank Inspector within 180 days of hire.
• Completion of P.O.S.T. certified California Penal Code Section 832 course within 180 days of hire.
• Possession of certification as a Fire Inspector I from the International Code Council within 18 months of hire.

THE POSITION 

Journey level Stationary Engineer II are responsible for a wide variety of repair and maintenance work in the areas of HVAC, electrical, plumbing, refrigeration, emergency power systems, boiler equipment and piping repair, Building Automation systems, and miscellaneous equipment repair.

In addition to the knowledge, skills and abilities required for this position, the ideal candidate will have:

• Minimum three years of journey level experience in Mechanical, Electrical and Plumbing System.  
• Extensive knowledge and experience working with Boiler and HVAC systems. 
• Proficient in a wide variety of installations and repair on plumbing, gas system piping, chiller/boiler piping, wastewater system and able to operate large sewer snake.  
• The ability to troubleshoot, repair, and maintain a variety of equipment including air conditioning, electric motors, heating units, heat pumps, light commercial furnaces, burners, Fresh Air and exhaust fans, economizers and humidifiers is essential.  
• Experience in energy management and computer-controlled systems is highly desired.
• Experience with Fire Alarm testing, troubleshooting and NFPA codes.
• Backflow Prevention Tester certification is highly desired.

Typical duties include: operating, performing preventive maintenance on chillers, boilers, pumps, motors. Maintaining and repairing electrical, refrigeration, plumbing, heating, air conditioning and ventilating systems; maintaining and repairing boiler equipment; repairing and replacing pipes, fittings and other equipment used in plumbing and gas and steam systems; repairing portable and stationary machinery and appliances; working with emergency power systems; and using hand and power tools.

QUALIFICATIONS 

License: Valid CA driver's license or equivalent. Education and Experience: Any combination of education and experience that would likely provide the required knowledge, skills, and abilities is qualifying. A typical way of qualifying is journey level status as a stationary engineer and demonstrated proficiency in maintaining, installing and repairing electrical, HVAC, plumbing, refrigeration and power equipment in a large building, plant or vessel.

Knowledge of: Common safety practices in the workplace; heating and electrical equipment; principles and techniques used in stationary engineering; proper and safe use of basic hand tools; basic arithmetic for measuring, calibrating and estimating; steam and gas fired heating systems; refrigeration equipment; ventilating and air-conditioning equipment; electrical, plumbing and refrigeration systems; controls and control systems; freon recovery procedures and equipment; emergency power systems; and water treatment systems.

Skill/Ability to: Follow safety practices; troubleshoot, repair, replace, regulate and control electrical, refrigeration, plumbing, heating, air conditioning and ventilating systems; determine and estimate materials required for a job and prepare requisitions; use hand and power tools; make metal parts and equipment; perform minor carpentry and painting tasks; follow oral and written instructions; communicate effectively and tactfully with customers and others; read and interpret plans; prepare and maintain accurate maintenance records; lift and carry materials, supplies and equipment; climb ladders; and crawl in tight spaces.
