THE POSITION

Under general supervision, lead and conduct activities in the delivery of recreation program areas for the preschool program.

The Recreation Leader classification is distinguished from the Recreation Aide level in the complexity of duties assigned, independence of action taken, the amount of time spent performing the duties, the nature of the public contact made, and its training responsibilities of new staff. Positions at this level are required to be fully trained in all procedures related to assigned area of responsibility.

Work Schedule:
A typical work schedule is Monday - Friday 11:30 am - 3:00 pm - school days only; summer and school holidays off.

• Develop weekly lesson plans; plan and direct lessons, games, crafts and songs for after school and pre-school programs.
• Post City information as required and remove outdated and or unauthorized notices. Confirm reservations for specific permitted areas; resolve conflicts when appropriate.
• Make determinations and interpretations regarding reservations for specific permitted areas.
• Provide advice and information on park and recreation regulations to the public when requested and/or as needed; prepare incident reports and related documentation as needed.
• Train and oversee activities of part-time staff, as assigned.
• Ensure that activities operate in accordance with general department philosophy, objectives and guidelines.

THE POSITION

As part of the Parks and Community Services Department, the intern will broaden their knowledge of the operations involved in coordinating City-provided programs, facilities, and events. The Department of Public Works is seeking an Associate Civil Engineer in the Road Operations Unit of the Road Services Division.

Associate Civil Engineer is the registered journey level classification in the engineering series. At this level, a high degree of technical expertise and some periodic lead responsibilities are required. Under general supervision, incumbents may perform a variety of professional engineering tasks in such areas as planning, design, traffic engineering & operations and construction inspection of roads, park trails, bridges, drainage, sanitary sewer systems, water supply, and other public works projects. Associate Civil Engineers may provide lead direction to other staff in completing projects of greater difficulty and complexity. Incumbents will be required to perform field work in support of the planning, design, and/or construction inspection of public works projects.

The ideal candidate for this position will be:

• Technically knowledgeable and experienced in the principles and practices of civil engineering, public works design, construction, and/or maintenance.
• An effective communicator, both orally and in writing; able to represent the County in meetings and presentations to various groups including property owners, community groups, regulatory and other governmental agencies, and the public.
• Customer-focused and interpersonally effective in dealing with staff, engineers, contractors, and the public, and in coordinating with law enforcement agencies, emergency responders, and other agencies when necessary.
• Able to provide information to the public and other governmental agencies, in person or over the telephone, regarding County procedures and regulations, facility locations, plan requirements, and property ownership, which may require the interpretation of policies and procedures.
• Able to perform development plan reviews and prepare plan review comments.

Qualifications

Licensure/Certification: Candidates for Associate Civil Engineer must possess a valid Certificate of Registration as a Professional Civil Engineer in the State of California at the time of hire. Some positions require possession of a class C California driver license or equivalent.

Education and Experience: Any combination of education and experience that would likely provide the required knowledge, skills and abilities is qualifying. A typical way to qualify is:

• Possession of a valid Certificate of Registration as a Professional Civil Engineer in the State of California at the time of hire,
• Two years of professional civil engineering experience which has included field and office work in the planning, design, construction, and maintenance of a variety of civil engineering projects.

Knowledge of:

• Civil engineering practices and procedures including design and construction methods and techniques.

THE POSITION

Perform professional civil engineering work in the planning, design, technical investigation, and construction of projects in public works, transportation, capital improvements, and structural engineering. An example of duties include:

MINIMUM QUALIFICATIONS

Equivalent to a Bachelor’s degree with major coursework in civil engineering or a closely related field;

OR

Possession of a current Engineer-in-Training Certificate, issued by the California State Board of Registration for Professional Engineers, and one (1) year of professional civil engineering experience.

We are seeking a customer service driven professional with excellent communication skills to join our team as an Adult Literacy Associate. This is an exciting opportunity to work with a group of dedicated professionals who are helping to change the literacy landscape in Sonoma County. Under direction of the Adult Services Administrator and the Supervising Literacy Program Coordinator, this position coordinates and administers tutor services for the Adult Literacy Services Program (ALS), recruits and provides orientations, training and in-service workshops to tutors for various adult literacy programs, and provides on-going coaching and support for tutors.
 
TYPICAL TASKS include, but are not limited to:

• Organizes, conducts and evaluates orientations, trainings and in-service workshops for tutors of adult learners; organizes conversation classes and determines the schedule and use of the student computer. 
• Recruits, selects, supervises, supports and encourages tutors; plans and implements methods to both recruit and retain tutors.

Generally, this would be achieved by two (2) years of administrative or programmatic experience including one year of library or literacy experience.  Experience working with adults in an educational setting. Spanish bilingual skills preferred.

THE DEPARTMENT is committed to providing the highest standards of service delivery to its citizens as it works to build, maintain, and update the City’s civic infrastructure. The Department of Public Works (PW) is comprised of approximately 50 employees with a general budget of $15 million and a Capital Improvement Program (CIP) budget that ranges between $10–$40 million depending on the City’s annual infrastructure needs. Its mission is to ensure San Rafael’s infrastructure meets the needs of a vibrant and growing city through careful management of major improvements and the maintenance of the City’s assets. Recently, the Department underwent a process of restructuring as management of all City engineers was placed under the Assistant Director for enhanced oversight, communication, and workflow. THE IDEAL CANDIDATE will have strong organizational, planning, communication, and leadership skills that allow them to effectively manage different aspects of public works operations and maintenance. They will also have a strong sense of customer service and the ability to help find solutions to complex service issues. They will be flexible, with the ability to adjust priorities at short notice and respond to emergencies. They will be able to think analytically but also be very decisive when needed. The successful candidate will lead by example to foster a positive, creative, and productive work environment for all staff.

UPCOMING PROJECTS & INITIATIVES:

• Public Works will be implementing computerized asset and maintenance management software that will require significant change management within operations and maintenance. The superintendent will play a key role in the implementation and change management of this technology.
• It is a goal to implement safety and developmental programs that engage, educate and train staff for their current and future roles. The superintendent will assist with the development and management of these programs.
• Improving service delivery is a constant challenge. The superintendent will assist with finding creative ways to improve service delivery that benefits internal and external stakeholders.

THE POSITION:

This position is part of the Represented Mid-Managers group and is “at will”.  Employment may be terminated with or without cause or notice, at any time by the City of San Rafael. 

This position performs the following essential job duties (including but not limited to):

• Provide leadership, direction, and supervision to operations and maintenance staff, including assigning tasks, monitoring performance, and providing feedback and coaching.
• Foster a positive and productive work environment that encourages teamwork, collaboration, and professional growth.
• Develop and implement operational plans, policies, and procedures to ensure the efficient delivery of services.
• Coordinate with other City departments and external agencies to prioritize and schedule operations activities, including street maintenance, park maintenance/landscaping, facility upkeep/repair, fleet maintenance/replacement, and utility services.
• Oversee the planning and execution of maintenance activities for city infrastructure assets, including streets, sidewalks, parks, buildings, vehicles, and utilities.
• Coordinate with contractors, vendors, and service providers to ensure timely and cost-effective completion of maintenance projects.
• Monitor the condition of infrastructure assets and develop strategies for preventative maintenance and repairs.
• Maintain accurate records and inventory of city-owned infrastructure assets, including condition assessments, maintenance history, and replacement schedules.
• Develop and implement asset management strategies to optimize the lifecycle of infrastructure assets and maximize return on investment.
• Prepare reports and presentations on asset performance, budget projections, and recommendations for capital improvements.
• Ensure compliance with federal, state, and local regulations, codes, and standards governing public works operations and maintenance activities.
• Coordinate safety program for department staff ensuring proper training and protocol.
• Obtain necessary permits, licenses, and approvals for maintenance projects and activities, and ensure timely renewal and compliance with regulatory requirements.
• Respond to inquiries, complaints, and requests for information from the public, elected officials, and regulatory agencies regarding operations and maintenance issues.
• Performs related duties as required

To be eligible for this position, you must have knowledge of/ability to:

• Principles and practices of supervision (including selection, employee evaluation, counseling and motivation of employees), work planning, and control, budgeting, planning, scheduling, estimating and directing work. 
• Methods, materials, tools, and equipment used in the maintenance of Streets, Parks, Facilities and Vehicles.
• Techniques and City processes for planning, specifying, and requisition materials, supplies and equipment, and administering contracts. 
• City personnel and administrative policies and procedures. 
• Memorandum of Understanding and related documents governing working conditions. 
• Safe working practices. 
• Supervise several work units through supervisors. 
• Plan, schedule, assign, appraise and counsel employees. 
• Establish and maintain effective working relationships with employees, public, and other agencies 
• Communicate tactfully and effectively with the public, before groups, elected officials, or employees of the organization. 
• Identify operations problems and develop effective course of action for resolution.
• Maintain records and prepare routine reports and correspondence of division activities, hours and materials expended. 
• Develop and monitor budgets, ensuring each project stays in budget. 
• Use personal computer and related software. 
• Read and interpret construction plans, specifications and engineering drawings and diagrams.
• Occasionally participate in work supervised. 
• Work on an on-call basis during emergencies. 
• Direct, perform inspections, and supervise work outdoors in inclement weather, underground, and in unpleasant or potentially hazardous conditions. 
• Read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals. 
• Ability to apply common sense understanding to carry out instructions furnished in written, oral, or diagram form. 
• Work safely in potentially hazardous conditions.

EDUCATION and/or EXPERIENCE:

Any combination of education and experience that demonstrates possession of the requisite knowledge, skills, and abilities.  A typical way to obtain these would be:

• Graduation from high school or G.E.D. equivalent, supplemented with training/education in supervisory principles.
• Five (5) years of progressively responsible experience in streets maintenance and repair, parks maintenance, facilities maintenance and/or vehicle maintenance, including a minimum of two (2) years in a supervisory capacity.
• Training/experience in database management and/or experience using database systems is highly desirable.
• Valid California Driver’s License
