Park Ranger I

Summary:
Under general supervision, performs skilled and unskilled maintenance duties and patrol; encourages the safe and effective promotion, protection and utilization of park resources and open-space preserves; and performs other related duties as assigned.

Essential Duties and Responsibilities:

• Patrols park areas to promote an orderly and congenial atmosphere among park visitors; issues warnings and citations for non-compliance of local park regula­tions and, if needed, utilizes law enforcement agencies to achieve compliance.
• Constructs, maintains and repairs trails, bridges and buildings using hand and power tools or mechanized equipment.
• Interprets and explains park policies, rules and regulations to the public; answers inquiries and complaints concerning park conditions, operations and maintenance.
• Conducts interpretive programs and outdoor activities; describes the natural features of the open- space area to visitors.
• Maintains stream crossings, hiking, biking and equestrian trails utilizing tractors and specialized trail-building equipment.
• Participates in custodial, carpentry, plumbing, maintenance and cleanup of park and open-space   structures and grounds.
• Plans, develops, coordinates and executes work programs and resource management projects.
• Assists in maintaining park water distribution and irrigation systems.
• Maintains park areas to reduce fire hazards and performs fire fuel-reduction activities, as necessary.

Other Duties and Responsibilities:

• Administers emergency first aid to sick or injured park visitors.
• May be required to drive District or personal vehicle.
• May operate heavy motorized equipment.
• Participates during disaster or when emergency response is needed.
• Non-exempt employees may be required to work overtime.
• Performs related duties as assigned.

Qualifications:
To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. Any combination of experience and training that would likely provide the required knowledge, skill, and/or ability listed below is qualifying.

Education/Experience: A typical way to obtain the knowledge and abilities would be: an Associate of Science degree with work in natural resources or a closely related field, and one year of experi­ence in trail care, protection of flora and fauna, public facilities care, law enforcement and interpretation; or an equivalent combination of education and experience.

Language Ability:
Ability to read, analyze and interpret common professional and technical journals and legal documents. Ability to respond to common inquiries or complaints from visitors. Ability to write routine reports and present information to the public.

Math Ability:
Ability to work with mathematical concepts such as probability and statistical inference. Ability to calculate figures and amounts such as percentages, area, circumferences and volume. Ability to apply concepts such as fractions, percentages, ratios and proportions to practical situations. Ability to apply concepts of basic algebra and geometry.

Reasoning Ability:
Ability to define problems, collect data, establish facts and draw valid conclusions. Ability to interpret a variety of technical instructions and deal with abstract and concrete variables.

Certificates and Licenses:

• First Aid/CPR/AED certification required within 90 days of employment with ability to maintain certifications thereafter as a condition of employment.
• Possession of, or ability to obtain, certification as a limited peace officer of the State of California (P.C.832).
• Valid California driver’s license with a good driving record and current automobile insurance.
• All full-time candidates require completion of a pre-employment functional capacity examination.

Supervisory Responsibilities:
This position has no significant supervisory responsibilities. May provide supervision to contractors, temporary, and volunteer staff

This position may coordinate and supervise the work activities of weed abatement crews, work furlough crews or volunteers, to include providing training in methods and inspecting their work.

Examination:

• Written Test/Practical Exercise:  A written test and a practical exercise may be used, in addition to the appraisal interview. 
• Appraisal Interview:  A job related appraisal interview will be conducted to evaluate and compare participating candidates’ knowledge, skills, and abilities in relation to those factors which job analysis has determined to be essential for successful performance of the job.

POSITION INFORMATION

The Seasonal Park Ranger Aide position requires flexibility with a variable schedule including split shifts and on call availability from May through Labor day.  The site location is at Camp Shelly in South Lake Tahoe.  Lodging will be provided.

SUMMARY

Under general supervision, performs a variety of support duties for District parks and open space areas and facilities; ensures areas and facilities are available for use and consistently maintained in a safe and clean condition.  Areas of responsibility, include, but are not limited to, serving as staff for kiosks, entry stations, and visitor centers; patrols areas to monitor activities and take action as needed; and performs related work as required.

SUPERVISION RECEIVED AND EXERCISED

Receives general supervision from higher-level supervisory staff and direction from higher-level staff.  Exercises no direct supervision over staff. 

DISTINGUISHING CHARACTERISTICS

This is the entry-level classification in the Park Ranger series responsible for performing a variety of routine maintenance for District parks and open space areas and facilities.  Incumbents at this level receive only occasional instruction or assistance as new or unusual situations arise and are fully aware of the operating procedures and policies.  Work is reviewed upon completion for soundness, appropriateness, and conformity to policy and requirements.  This class is distinguished from the Park Ranger in that the latter provides enforcement of land use laws and regulations and serves as a Peace Officer under the California Penal Code.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Management reserves the right to add, modify, change, or rescind the work assignments of different positions and to make reasonable accommodations so that qualified employees can perform the essential functions of the job.

1. Performs a variety of support duties for District parks and open space areas and facilities, including, but not limited to, assisting Park Rangers, visitor services, interpretation services, and camp services.  
2. Ensures facilities are available for use and consistently maintained in a safe and clean condition.
3. Patrols park, open space, and recreation areas; reports problems regarding safety and sanitary conditions.
4. Staffs kiosks, entry stations, and visitor centers; greets and welcomes park visitors; collects fees.
5. Implements, monitors, and enforces relevant laws, rules, policies, and procedures; cautions patrons regarding unsafe activities and reports incidents to Park Ranger as needed.
6. Provides information to patrons pertaining to park use, local natural and cultural history, points of interest, and recreation opportunities; answers inquiries and gives directions.
7. Receives and responds to questions, concerns, and complaints from patrons; determines issues and resolves or refers to Park Ranger or Chief Ranger as needed.
8. Performs custodial tasks.
9. Assists with preparing marketing and educational material; may assist with program delivery.
10. Assists in emergencies involving injury, illness, fire, hazardous water conditions, or other critical incidences by notifying proper authorities; provides first aid/medical care to the level of training.
11. Inspects facilities and grounds for safety and security; identifies and reports hazardous conditions and facility maintenance needs to supervisor.
12. Follows safe working practices and makes appropriate use of related safety equipment as required.
13. Performs administrative tasks, such as attending meetings and training, preparing reports, monitoring expenditures, and maintaining records.
14. Assists with District special events as needed.
15. Performs related duties as assigned.

 
QUALIFICATIONS
Education and Experience:

• High School Diploma or GED;
  AND
• Six months of relevant work experience.
  OR
• Any combination of training, education, and experience that would provide the required knowledge, skills, and abilities.

• Methods and techniques used in the operation, repair, and maintenance of park and open space areas and facilities.

PHYSICAL DEMANDS
Must possess:  mobility to work in various parks and open space areas; strength, stamina, and mobility to perform medium to heavy physical work, to work around machines, to climb and descend ladders, to operate a variety of tools and equipment, and to operate a motor vehicle; vision to read printed materials and a computer screen and to distinguish colors in wiring; hearing and speech to communicate in person and over the telephone or radio.  Frequent walking in operational areas to identify problems or hazards.  Finger dexterity needed to access, enter, and retrieve data using a computer keyboard and/or calculator and to operate tools and equipment.  Incumbents in this classification bend, stoop, kneel, reach, and inspect work sites.  Incumbents must possess the ability to lift, carry, push, and pull materials and objects weighing up to 50 pounds or heavier weights with assistance and/or the use of proper equipment.
 
ENVIRONMENTAL ELEMENTS
Incumbents work in both indoor and outdoor environments with moderate to loud noise levels.  May work in controlled temperature conditions, cold and hot temperatures, or inclement weather conditions.  Exposure to a variety of plant and animal species.  Incumbents will interact with individuals in interpreting and enforcing rules, policies, and procedures.
 
WORKING CONDITIONS
Incumbents may be assigned an on-call and irregular work schedule, including weekends, early mornings, evenings, and holidays.

Senior Park Ranger Duties:  Under direction, provides lead direction to staff engaged in park patrol, protection, and enforcement of park rules and regulations. Participates in the protection, improvement, and maintenance of parks, trails, and facilities, and in the organization of day-to-day operations of the work group. Performs related work e.g. staff planning and scheduling, managing supplies and materials, purchasing materials and equipment as required.

Actual salary will be determined by the final candidate’s qualifications and experience.  The Park Ranger classifications consist of a base amount and an approximate five percent (5%) ongoing non-pensionable compensation pay as follows: 

·       Senior Park Ranger:  $92.776 - $113,087 (includes 5% non-pensionable compensation) annually

·       Park Ranger (FT):      $84,564 - 102.779  (includes 5% non-pensionable compensation) annually.

The Assessor's Office is currently involved in several major projects, including the development of a new Assessor's Property Assessment System (APAS), and the appraisal and assessment of several large-scale new generation commercial, manufacturing, research and development, and mixed-use developments being built throughout San Mateo County.  Principal Appraisers may be called upon to provide subject matter expertise in the development of the Assessor's Property Assessment System.

 

Examples Of Duties

The technically-savvy and experienced individuals hired for these positions will have the responsibility to supervise appraisal and exemption staff in the timely collection, processing, and analysis of valuation data for real, personal, tangible, and intangible property for tax assessment purposes, and to manage the impact of the new regulations.
 

Additional responsibilities and duties of these Principal Appraisers will include (but are not limited to):

• Planning, organizing, training, supervising, reviewing, and evaluating the work of appraisal staff
• Providing advanced support in the most difficult, specialized, or high-value or high-risk appraisals
• Fostering professional growth and effective working relationships
• Managing, analyzing, and evaluating special projects
• Providing subject matter expert (SME) advice to IT analysts/team in the development of the new Assessor Property Assessment System

The ideal candidates will possess:

• Knowledge of supervisory principles and practices including work planning, scheduling, assignment, and review, and employee training, evaluation, and corrective action
• Technical and professional knowledge of appraisal procedures for real, personal, and intangible property
• Understanding of California Property Tax laws, State Board of Equalization guidelines, and Uniform Standards of Professional Appraisal Practice; and the ability to read, interpret, and apply these rules, policies, and procedures
• Familiarity with systems, technology, and desktop applications
• Ability to appraise and assess complex property interests as per California statutes and Property Tax Rules and Regulations

THE DEPARTMENT AND DIVISION
The mission of the Office of the Assessor-County Clerk-Recorder and Chief Elections Officer is to ensure equitable treatment of County property owners by accurate and fair valuation of land, improvements, and businesses; to create an accurate public record of recorded transactions relating to people and property within San Mateo County; and to register County citizens to vote and efficiently conduct honest elections.
 
The Department is responsible for:

• The maintenance of 240,000 assessments and a local property tax roll of over $238 billion.
• The maintenance of County birth, death, and marriage records.
• The maintenance of over 3,000,000 recorded land records.
• The facilitation of local elections.
• The maintenance of the voter registration rolls representing over 330,000 County voters.

 
The Department is also responsible for a budget of $20 million, election billing to all jurisdictions, and 15 governmental trust funds.
 
 

Qualifications

Licensure/Certification: Acquisition within one year of appointment of a permanent Property Tax Appraiser Certificate issued by the California State Board of Equalization.  
 
Education and Experience: Any combination of education and experience that would likely provide the required knowledge, skills and abilities is qualifying.
 
The preferred qualifications include:

• A Bachelor's degree, and
• Six years of experience performing a full range of appraisals of tangible and taxable property, of which three years are for tax assessment purposes preferably with an Assessor's Office in California, and
• Experience appraising and assessing at least 3,000 or more residential properties, and
• Three years of experience with Assessment Appeals

Additional preferred qualifications include:
 

• Previous completion of advanced level courses offered by the California Board of Equalization and/or the Appraisal Institute
• Advanced Appraiser Certification issued by the State Board of Equalization.

Three years of experience as a Sr. Appraiser with San Mateo County Assessor's Office is considered qualifying experience.
 
The preferred and most highly qualified candidates will have experience in both the commercial and residential areas.
 
Specialized knowledge of Property Tax Rules and Regulations and Revenue and Taxation Code as they relate to Change in Ownership, Transfers, Assessments, etc., is a plus.

The Position

The Community Services Department plays a key role in enhancing the community and ensuring the citizens of Fremont receive excellent customer service through the management of recreation facilities, quality recreation and environmental programs, park planning and the maintenance of City parks, trees, and medians. The Park Ranger/Naturalist will provide information and assistance to the public, as well as enforce laws, rules, regulations, and the Fremont Municipal Code. Additionally, the incumbent will conduct environmental education programs and assist with implementing the initiatives of the Homeless Task Force.

Examples of Duties

- Work in prescribed uniform and is responsible for general patrol and supervision of Central Park, Lake Elizabeth, recreation facilities and parks throughout Fremont.
- Perform as a first responder in the park and facilities and activate emergency response as needed.
- Assist with the development and delivery of environmental education/interpretative programs.
- Initiate and maintain community based relationships with schools and other local organizations in support of interpretive programs and park projects.
- Assist with developing, planning, and delivering special events with an interpretive focus such as Earth Day.
- Supervise and train part-time park staff and volunteers as needed.
- Complete minor maintenance work on vehicles, equipment and facilities.
- Provide assistance and acts as a liaison to the public, responding to questions concerning park and recreation facilities, programs, policies, and rules and regulations.
- Demonstrate knowledge of and enforces the Fremont Municipal Code or other rules, regulations and ordinances pertaining to park operations within the City, including the issuance of citations.
- Investigate, collect evidence, statements and prepare reports in response to complaints, crime, injury accidents, and other park incidents.
- Perform other related duties as assigned.
