We currently have one opening at the Windsor Regional Library and are also accepting applications for the Central Santa Rosa Library, Cloverdale Regional Library and Healdsburg Regional Library. Candidates who successfully complete the interview process will also be considered for other vacancies that may arise in the next six months.
 

THE POSITION: 
This non-benefitted position performs sorting, shelving and straightening, and related manual work in support of library services. Please see the attached job specifications for full details about this position. Spanish bilingual skills desired. TYPICAL TASKS include, but are not limited to: 

• Sorts and shelves various types of library materials; maintains shelves in proper order and appearance (e.g. shelf facing).
• Shelf reads and corrects sorting errors on bookshelves; relocates library materials as required.
• Retrieves library materials from book drops or other deposit areas.
• Keeps library premises clean and in good order, collects loose books and materials, and performs item counting for check out statistics.

MINIMUM QUALIFICATIONS:
Education and Experience: Demonstrated ability to read and the ability to file or learn to file alphabetically and numerically.  At least 16 years old, and the ability to obtain a work permit if required. Spanish bilingual skills desired.

WORKING CONDITIONS:
Incumbents must possess the ability to lift, carry, push, and pull items, storage containers, and shelving units weighing an average of 20 pounds, and up to 50 pounds of weight, in order to move materials from one place to another, with the aid of lifting/moving equipment.
 
SALARY RANGE:               $18.08/hour

The mission of the City of San José 's Park Ranger Program is to provide a safe, enjoyable park experience by protecting and educating the public, providing recreational opportunities, and by protecting, preserving, and enhancing the natural and cultural resources of the City's parks, trails, and open spaces.

Over the course of the program's 50+ year history, San José Park Rangers have worked to ensure a safe and enjoyable atmosphere in city parks. Park Rangers assist park users, provide information on appropriate park use, and educate visitors on park rules and procedures. As public safety officers, Park Rangers also render emergency medical care, conduct search and rescue operations, and perform wildland fire prevention patrols as well as provide initial wildland fire suppression. Supervising Park Ranger Position & Duties:

Supervises staff to include: prioritizing and assigning work; conducting performance evaluations; ensuring staff are trained; and making hiring, termination, and disciplinary recommendations.

• Evaluates training needs and workload balance for staff and prepares plans for implementation.
• Supervises staff engaged in park, trail, and facilities patrol, protection, or enforcement, and performs enforcement of park rules and regulations.
• Supervises and prepares and provides responses to park visitor complaints.
• Prepares and reviews written reports such as police, fire, injury, activity, vandalism, and visitor data reports; may make court appearances.
• Assumes responsibility for safety of subordinate personnel and park visitors.
• Operates light vehicles, radios, and other equipment necessary to perform Rangers activities.
• Supervises and performs the preparation and presentation of interpretive and educational programs related to park services to civic groups and park visitors.
• Recommends improvements and inspects conservation and resource management projects to maintain and restore the natural and cultural resources in City parks and undeveloped City park lands.
• Monitors weather and fire condition reports; may recommend restricting park use.

Additional duties may include:

• Performs and directs search, rescue, fire suppression, and other emergency activities; may coordinate activities with other public safety agencies.
• Completes equipment and supply requisitions.
• Provides budget input on needed personnel, equipment, supplies, and related items.
• Performs enforcement duties such as park patrol and writing misdemeanor citations; may make arrests of persons in violation of Federal, State, or Municipal rules and regulations.

We are seeking a customer service driven professional with excellent communication skills to join our team as an Adult Literacy Associate. This is an exciting opportunity to work with a group of dedicated professionals who are helping to change the literacy landscape in Sonoma County. This position is part of the Adult Literacy department located in the downtown Central Santa Rosa Library. Spanish/English bilingual skills are highly preferred.

Under direction of the Adult Services Administrator and the Supervising Literacy Program Coordinator, this position coordinates and administers tutor services for the Adult Literacy Services Program (ALS), recruits and provides orientations, training and in-service workshops to tutors for various adult literacy programs, and provides on-going coaching and support for tutors.
 
TYPICAL TASKS include, but are not limited to:

• Organizes, conducts and evaluates orientations, trainings and in-service workshops for tutors of adult learners; organizes conversation classes and determines the schedule and use of the student computer. 
• Recruits, selects, supervises, supports and encourages tutors; plans and implements methods to both recruit and retain tutors.
• Provides tutors with all instructional resources and materials needed to work with the student and provides ongoing support to the tutor for the duration of their service.
• Plans and organizes events in support of the Sonoma County Library adult literacy programs; participates in public meetings.
• Plans and implements outreach methods for the recruitment of volunteer tutors such as providing information on our program to newspapers, radio stations (PSA), and sending mailers to service and business groups; follows-up on recruitment efforts.
• Maintains the literacy library with relevant materials for the ALS programs.

 
MINIMUM QUALIFICATIONS:
 
Education: Equivalent to graduation from an accredited four-year college or university with major coursework in education, public administration or related fields. Experience: A combination of education and experience that creates an understanding of adult illiteracy. Generally, this would be achieved by two (2) years of administrative or programmatic experience including one year of library or literacy experience.  Experience working with adults in an educational setting. Spanish bilingual skills preferred.
 
SALARY RANGE:               $35.20/hour to $43.96/hour

The Air District is currently accepting applications for the position of Principal Staff Specialist in the Strategic Incentives Division (SI) Division. This is an open recruitment for one (1) full-time, represented position.

The Strategic Incentives Division supports the Air District’s mission by implementing incentive programs (grant programs) that achieve voluntary reductions of air pollutants and greenhouse gases, primarily from on- and off-road vehicles and equipment that operate in the Air District’s jurisdiction. In 2023-2024, the SI Division is administering more than $90 million in new revenue to fund programs and projects that replace older diesel-fueled vehicles and equipment such as school and transit buses, marine vessels, locomotives, trucks, construction equipment, agricultural equipment, and other mobile equipment, with newer, cleaner alternatives, including zero-emission technologies, and install refueling/charging infrastructure that supports the accelerated adoption of zero-emissions vehicles and equipment. Other programs administered support the reduction of single-occupancy vehicle, provide cash and mobility options to residents for turning in their older vehicles, and provide grants to reduce pollution from woodburning devices. The Division develops programs to meet community identified strategies for reducing air quality disparities and that benefit the Bay Area’s most overburdened communities.

About you in the position

The Principal Staff Specialist (AB 617 role) in the SI Division will coordinate the division's efforts in bringing greater equity to grant programs through program development, collaboration with other divisions, and engagement with communities under the AB 617 program. With your in-depth knowledge of the Air District’s emission reduction grant programs, you will lead the division's participation in internal and external AB 617 engagement, including communicating the role of the division; analyzing, reporting, and presenting information about air quality improvement incentive programs and mobile sources, participating in community meetings, proposing and guiding discussions on incentive-related emission reduction strategies and actions, developing plans/programs to implement action, and soliciting feedback on strategy implementation. Examples of other tasks include preparing written materials related to grant programs, reports and plans; proposing recommendations for updates to current incentive programs; developing and supporting the development of new programs; assessing impacts of regulatory actions on mobile source categories; presenting to the Board of Directors and other stakeholders; and leading and training staff. This position will require working nights and weekends on occasion to attend community meetings and public events. Education & Experience

A typical way to obtain the knowledge and skills is:

Equivalent to the completion of a Bachelor’s degree from an accredited college or university and four years of professional analytical experience, including developing and administering programs. Some positions may require more specialized education, training, and experience. A graduate degree may substitute up to two years of the required experience. Desirable qualifications/skills Excellent communication and presentation skills, with the ability to adapt to the audience. Professionalism and good judgement in representing an agency/company with external stakeholders including the public, businesses, and other agencies. Training or experience working with and for the public and community groups to advance equity and environmental justice. Competency in managing time and responsibilities with little oversight and working efficiently. Reading and interpreting laws, policies, procedures, regulations, guidelines, maps, specifications, and other data. Bilingual proficiency in one or more languages commonly spoken in the San Francisco Bay Area. Interdisciplinary knowledge and/or learning agility with respect to state or other incentive programs, mobile sources of air pollution, zero-emission technology and infrastructure, heavy-duty equipment operations at Bay Area ports and other industrial hubs, and/or impacts of air quality regulatory actions on industry.

Other desired experience includes grant program development, project supervision, team leadership, developing RFP/RFQs, contracts, budgeting, grants management, community organizing, and report writing.

General

The Procurement Administrator II reports to a Procurement Administrator III in Contracts and Procurement and is responsible for preparing and processing Invitations for Bids (IFBs), Requests for Proposals (RFPs), Requests for Quotations (RFQs), and Purchase Orders (PO’s) for the procurement of goods, materials, equipment, professional services, and public works.

Essential Functions & Duties

• Manage all phases of the procurement process in compliance with applicable local, state and federal laws, rules, regulations, and policies governing public agency purchasing (e.g. California Labor Code, Prevailing Wage, and California Contract Code).
• Review solicitation requirements for reasonableness, recommend contract type, determine appropriate procurement strategy, and method of compensation.
• Develop terms and conditions and solicitation provisions.
• Lead contract negotiations to achieve best overall value for the agency. 
• Perform contract administration (e.g., administer contract amendments, prepare in-house memoranda, and correspond with vendors and legal staff).  

• Authorize award of contracts and approve purchases, contract amendments, and work directives consistent with District policy and procedures.
• Prepare and issue professional service agreement work directives. Negotiate and maintain rate agreements and any adjustments in mark-ups or indirect rates with consultants in coordination with project managers. 
• Maintain contract records that includes print and website advertising, leading pre-bid/proposal meetings, lead site walk-throughs, respond to requests for approved equals, address questions and requests for clarification, conduct public bid openings, analyze bids received, determine responsiveness and responsibility of apparent low bidders, check references and perform cost/price analyses. 
• Manage and perform contract activities using PeopleSoft. 
• Develop contract language by collaborating with subject matter experts from such areas as Risk Management, Disadvantaged Business Enterprise (DBE), Labor Compliance, Project Management, Finance, Capital Grants, and Legal Counsel.
• Research and evaluate sole source procurement requests.
• Provide guidance to Project Managers on all aspects of the procurement solicitation and contracting process. This includes evaluating scope of work, identifying evaluation criteria, and developing timelines.
• Prepare written reports and contract award recommendations. 
• Provide guidance and administration on a wide variety of contracts. 
• Interface with government, and transit agencies.
• Perform all job duties and responsibilities in a safe manner to protect one’s self, fellow employees, and the public from injury or harm. Promote safety awareness and follow safety procedures in an effort to reduce or eliminate accidents.
• Perform other duties as assigned.

Minimum Qualifications

Sufficient experience, training and/or education to demonstrate the knowledge and ability to successfully perform the essential functions of the position. In lieu of a degree, work-related experience that demonstrates the skills and experience necessary to perform this role will be accepted. Development of the required knowledge and abilities is typically obtained through but not limited to:

• Bachelor’s degree in Business Administration, Economics, or related field.
• Three (3) years relevant full-time professional-level experience with procurement and administration of equipment, material, maintenance, public works, and professional or other services-type contracts. 

• Experience in public agency purchasing is highly desired. 
• One or more of the following Professional procurement certifications is desired: 
• Certified Professional Public Buyer (CPPB), 
• Certified Public Procurement Officer (CPPO), 
• Certified Purchasing Manager (CPM), or 
• Certified Professional Supply Management (CPSM).
• Construction Experience preferred
• Working knowledge of an Enterprise Resource Program (ERP) such as PeopleSoft, SAP, JD Edwards, and Oracle. 
• Proficient in Microsoft Word and Excel
• Effective verbal and written communication skills.
