The County of Yuba is recruiting for both Extra-Help and Full-Time Juvenile Corrections Officers I/II, in an effort to fill current vacancies and expand staffing levels. These positions are located on the Tri-County Youth Rehabilitation Campus which falls under the Juvenile Institutions Division of the Yuba County Probation Department.  The primary responsibilities of this flexibly staffed position are to: provide care, custody, supervision, and control of youth housed in the secured detention facilities while they are pending legal action or serving a post adjudication commitment; ensure and sustain a safe and secure environment for youth; and coordinate counseling and behavior modification activities associated with the operation of the facilities.

About Detention Services & Yuba County:

Our Department believes people can change and we can be instrumental in supporting that change.  We are  a small workplace family that supports one another to accomplish our mission and allow our team members to live full lives outside the workplace. Our Campus provides youth detention services to the communities of Yuba, Sutter, and Colusa Counties as well as several contract counties through our Camp Singer program.  We operate 24 hours a day, 365 days per year, and includes the Tri-County Juvenile Hall, Secure Housing Unit, and Maxine Singer Youth Guidance Center (Camp Singer), under a Joint Powers Agreement between the three counties. Our Department is the administrative agency responsible for the management and daily operation of the facility. The shared goal of facility staff is to provide youth with support and tools that will assist them with successfully reintegrating back into the community.  Staff are provided with state mandated relevant training, which includes youth trauma; crisis management; cultural competence; mental health awareness; sexual abuse and harassment; and proper use of force.

About the Role

The newly created Community Services Division Director position is an exciting and unique opportunity to build a new division of the City of San Rafael.

The Community Services Division Director will play a pivotal role in shaping and leading the City of San Rafael's efforts to address critical social issues, particularly focusing on homelessness at this time.  Reporting directly to the Assistant City Manager, the Division Director will oversee and develop the newly created Community Services Division, ensuring the effective development and implementation of programs that improve the quality of life for residents in need.

In this role, the Division Director will manage a broad range of responsibilities, from strategic planning and policy development to budget management and interdepartmental and interagency coordination. They will be a key liaison between the City and  our County partners, and various other stakeholders, including public agencies, community organizations, and residents. Their work will involve close collaboration with other City departments, public and private partners, and community groups to advance initiatives that address homelessness and related services.

In their first year, they’ll work to develop the City’s first homelessness strategic plan, setting priorities and policies to guide the City’s work in this space for the next five years.

One of the key, immediate priorities the Division Director will oversee is the implementation of the City’s $6M Encampment Resolution Fund Grant. This includes leading the contractor and staff team operating the City’s planned Sanctioned Camping Program and spearheading the identification of a site for a future interim shelter and/or transitional housing. In addition, they’ll also coordinate the implementation of the City’s Camping on Public Property ordinance.

The Community Services Division Director will directly and indirectly lead a dedicated team, guiding their efforts to deliver high-quality services that meet and respond to the needs of the community. The Division Director will also be responsible for securing and managing funding, developing and maintaining partnerships, and ensuring that the Division's programs are both effective and sustainable. This position prepares hot and cold food for inmates; supervises and instructs inmates in the preparation and serving of meals to other inmates in a detention facility; receives, stores, and maintains ingredients used for meals; and monitors and maintains security of the kitchen facility, equipment, and inmate workers. WHAT YOU’LL DO

• Checks menus and number of persons to be fed; instructs inmates in obtaining necessary ingredient for meals and preparing work area; instruct inmates in a variety of chopping, cutting, mixing, grating, and food preparation tasks; instructs inmates on the operation of stoves and other equipment.
• Prepares or supervises the preparation of special meals for inmates with medical problems.
• Supervises inmates in the cleaning of all equipment and kitchen work area; counts and keeps logs on all knives. Assists in keeping current inventory of kitchen and food supplies.

MAINTENANCE WORKER (Full time)

DISTINGUISHING CHARACTERISTICS:

Maintenance Worker I:  This is the entry level class in the maintenance worker series. Positions in this class normally perform a variety of unskilled and semi‑skilled maintenance tasks. Although trucks and other motorized equipment may be operated by a Maintenance Worker I, the equipment is used on a training basis or for tasks which are repetitious in nature. Under this training concept, positions assigned to the class of Maintenance Worker II which become vacant may reasonably be filled at the Maintenance Worker I level, with the understanding that reassignment to the Maintenance Worker II class may be expected following successful job performance and personal development.

Maintenance Worker II: This is the journey level in the maintenance worker series. Positions assigned to this class are expected to perform semi‑skilled and skilled public works maintenance activities and to operate light and moderately heavy power‑driven equipment on a continuing basis. All positions allocated to this class require that an incumbent be able to work independently, exercising judgment and initiative to fulfill assigned tasks. Maintenance Workers II may also be expected to assist in the supervision and training of less experienced personnel.

The Community  Action Program Specialist determines client’s needs for program services and provides case management and/or crisis intervention in one or more various program areas. • Conducts orientation workshops for new and returning participants; explains regulations, rules and policies to clients and apprises them of their rights and responsibilities for program participation.
• Receives and responds to inquiries regarding program services from clients, other agencies, and the general public.

The County of Yuba is currently recruiting for the position of  Human Resources Analyst I/II in the Human Resources Department. The Human Resources Analyst performs a wide range of complex and professional analytical duties in support of a centralized human resources, organizational services and risk management office. 

This incumbent will use their strong understanding of human resources competencies and regulations to provide advice to supervisors, managers, and employees on all aspects of human resources policies, practices and procedures; research and analyze laws and regulations for compliance of human resources functions. Depending on the assignment, the incumbent will manage the County’s workforce development program, oversee employee development and training, and handle leave management. Other responsibilities may include diverse training for new and current staff; safety and risk management support; coordination of employee benefits; HRIS and payroll processes; workers' compensation claims; protected leaves administration and interactive process; and other duties as assigned.

Summary:
Under general supervision, monitors and maintains the District’s central reservation system and main­tains schedules for outdoor facilities including fields, parks and picnic areas; and performs other related duties as assigned.

Essential Duties and Responsibilities:

• Maintains reservation system for the District comprising of outdoor and indoor spaces; manages mobile staging and equipment to include establishing reservation reschedules, posting schedules online, and providing direct oversight of outdoor space usage.
• Responds to online, telephone and in-person inquiries from the public and co-workers, receives web and paper reservation applications, reviews applications for proper use of space according to District guidelines, determines approval/rejection of applications, notifies applicants of decisions, and files documents for recordkeeping.
• Assists in authorizing permits for private and public entities, reviews permit holder’s evidence of insurance, submits and files insurance forms.
• Accepts payments from permit holders including deposits for space, processes payments for accounting purposes, obtains information on after-use condition of facilities, determines amount of refunds, providing justification as needed if part or all of refund is withheld, and processes deposit refunds as appropriate.
• Accurately processes monetary transactions including credit card transactions, issues receipts, reconciles cash and receipts, and prepares bank deposits.
• Researches, studies and interprets city and District rules and regulations related to use of public facilities, provides expert knowledge of space availability, codes and ordinances to the public on use of facilities.
• Assists with troubleshooting issues related to functionality of reservation software program, receives feedback on reservation system, and proposes modifications to program to enhance user experience.
• Distributes printed and posted material related to reservations in marketing efforts.

Other Duties and Responsibilities:

• May drive a District or personal vehicle.
• Participates during disasters or when emergency response is needed.

Qualifications:

Math Ability:Ability to use basic math to perform tasks such as addition, subtraction, multiplication and division in all units of measure, using whole numbers and common fractions and decimals, and prepare bank forms.

Reasoning Ability: Ability to exercise common-sense understanding to carry out instructions provided in written or oral form. Ability to synthesize necessary information related to encounters with the public and District customers in the course of work. 

Other Required Skills: Proficient use of Microsoft Office Suite including Word and Excel, type on a standard keyboard, navigate various office computer applications, operate a calculator, fax machine and other office equipment.

The County of Yuba is actively recruiting to fill current vacancies and establish an employment list for the position of Public Safety Dispatcher within the Sheriff’s Department.  The incumbent receives 9-1-1 system sheriff, fire, medical emergency and rescue calls; dispatches sheriff, fire and medical personnel following established procedures; maintains communication with officers in the field to ensure safety and provide back-up and information; provides relief coverage for the records unit; and performs related work as assigned. These classifications require shift work and the ability to make decisions and act appropriately in stressful situations. The work also involves interdepartmental cooperation with various public safety agencies located throughout the County to coordinate the most effective response to requests for assistance from the public.
