POSITION DESCRIPTION

Marin Water currently has three open, full-time positions of Assistant Utility-Maintenance Worker within the District’s Operations Division. Interested persons must submit a completed District application and supplemental questionnaire responses to the Human Resources Department no later than the filing deadline.

DEFINITION

The purpose of this classification is to perform a variety of unskilled and semi-skilled tasks in the construction, maintenance, repair and landscaping of District facilities and distribution systems, and to do other work as required.

DISTINGUISHING CHARACTERISTICS

This is the trainee or pre-entry level class in the maintenance or utility series.  Incumbents perform physical labor in construction, repair, maintenance, and landscaping assignments. Work is closely supervised and performed according to established procedures or specific oral or written instructions. Assistant Utility/Maintenance Workers can be assigned to any one of the operational departments in the Operations Division and the work performed is determined by the assignment.

Positions in the Utility/Maintenance Worker class series are flexibly staffed; positions at the Maintenance Worker I and Utility Worker I level are normally filled by advancement from the Assistant Utility/Maintenance Worker level; progression to either the Maintenance Worker I or Utility Worker I level is dependent on (i) management affirmation that the position is performing the full range of duties assigned to the classification; (ii) satisfactory work performance; (iii) the incumbent meeting the minimum qualifications for the classification including any licenses and certifications; (iv) the incumbent satisfactorily meeting the internal promotional criteria; and (v) management approval for progression to the Maintenance Worker I or Utility Worker I level.

EXAMPLES OF DUTIES

In addition to the duties listed below, tasks within assigned areas may include, but are not limited to, the following duties.  Any single position may not be assigned all duties listed for an area of assignment, nor do the examples cover all duties which may be assigned.

• Follows all safety regulations, rules and precautions;
• drives pickup trucks and dump trucks;
• operates construction equipment;
• uses a wide variety of hand tools including picks, shovels, pneumatic and hydraulic tools, chain saws, jackhammers, tampers, compressors, trucks and related equipment;
• loads, unloads, and transports construction materials and supplies;
• maintains equipment and tools used on the job;
• performs clean-up duties at the worksite; and
• performs related duties as required.

MAINTENANCE OF WATER DISTRIBUTION SYSTEMS

• Excavates and backfills trenches;
• assists in the installation and repair of mains, services and other water distribution facilities;
• builds forms and pours concrete;
• repairs and replaces concrete and asphalt pavement;
• assists with setting up safety equipment on jobs; and
• performs traffic control at job sites.

MAINTENANCE OF FACILITIES AND BUILDINGS

• Assists or performs repairs and maintenance of structures, buildings and equipment;
• applies paint and other coatings by hand or spray; prepares a variety of surfaces for painting;
• assists and/or performs repairs, maintenance and maintenance of roads and trails, access to tank sites and other District facilities;
• assists in the installation of erosion control structures;
• works on ladders and scaffolding at heights; and
• may be assigned to perform other general maintenance duties as required.

MAINTENANCE OF DISTRICT LANDSCAPE AREAS AND PROPERTIES

• Performs a variety of tasks in connection with maintenance of the watershed, tank sites and landscaped areas, including watering, pruning, fertilizing, cultivating, trimming, mowing, transplanting and general clean-up;
• applies, or may assist in the application of chemicals using power and hand spray equipment to control pests, plant disease, weeds and other undesirable growth;
• removes debris; cleans and removes litter leaves, brush and tree trimmings; cuts and removes weeds and other undesirable plant growth;
• maintains simple records of work performed, materials used, and job site conditions in writing, and using a computer; and
• assists in the installation, maintenance and troubleshooting of irrigation systems.

MAINTENANCE OF NATURAL RESOURCES AND WATERSHED FACILITIES

• Under direction performs a variety of maintenance, construction and repair tasks of the Watershed facilities and natural resources including hiking trails, watershed roads, erosion control structures, recreation facilities, fish habitat improvements, employee housing and other administrative buildings;
• assists with vegetation management, application of herbicides and pesticides, removal of exotic plant species and hazardous trees, and restoration of native habitat, seed collection, and planting native vegetation;
• assists and/or participates in tasks related to wildland firefighting and prescribed vegetation burns, construction and maintenance of fire fuel breaks;
• assists with mapping watershed features including facilities and natural resources using global position system;
• may monitor and coordinate maintenance, construction or repair activities of the watershed volunteers or adult offender work program workers; and
• may enter data into various information systems.

The Maintenance Worker II - Parks & Trees is the journey level class in the Public Works Maintenance series in which incumbents are expected to independently perform the full scope of assigned duties. Incumbents perform a full range of maintenance and construction tasks. Incumbents may advance to the higher level after gaining experience and demonstrating a level of proficiency that meets the qualifications of the higher level class. This classification is distinguished from the next higher classification of Lead Maintenance Worker, which is responsible for performing the more complex maintenance assignments and has lead responsibility duties. 

Supervision Received/Exercised:

Maintenance Worker I - Receives immediate supervision from a Public Works Superintendent. Incumbents may receive lead direction from a Maintenance Worker II or a Lead Maintenance Worker. Incumbents in this class do not routinely exercise supervision.

Maintenance Worker II - Receives general supervision from a Public Works Superintendent. Incumbents may receive lead direction from a Lead Maintenance Worker. May exercise functional or technical supervision over lower level workers.

Summary:
Under general supervision, assists in organizing, leading, and conducting day camp and outdoor programs and provides highly responsible and technical professional staff assistance in the development and conduct of day camps, in accordance with District policies and procedures. • Instructs participants in various athletic and recreational activities.
• Supervises, trains, and appraises staff; prepares work schedules.

• May coordinate activities, finances, and meetings of an Outdoor Advisory Council.
• Assists in preparation of day camp program budget.

Qualifications
To perform this job successfully, an individual must be able to perform each essential duty* satisfactorily. The requirements listed below are representative of the knowledge, skills, and/or ability required:

Education/Experience: Bachelor’s Degree with emphasis in Recreation or a closely related field; two years (2) in day camp and outdoor activity leadership experience including supervisory, public relations, marketing skills. Knowledge of principles and techniques pertaining to the day camps and outdoor activities and, program marketing and evaluation methods; or an equivalent combination of education and experience.   

Language Ability: Ability to read, analyze, and interpret documents in area of expertise, technical procedures, or government regulations. Ability to write reports, correspondence and procedure manuals. Ability to communicate effectively in written and oral form. Ability to present information and respond to questions.

Math Ability: Ability to calculate figures and amounts such as percentages and costs. Ability to determine cost of contractors and provide budget input.

Certificates and Licenses: First Aid and CPR certificates within 6 months of employment; California Driver’s License. THE JOB and THE IDEAL CANDIDATE

The Assistant Library & Recreation Director (Recreation & Childcare Division) will provide complex assistance to the Director of Library and Recreation while exercising a strong leadership ability, project management capabilities, and attention to detail. This individual will have direct oversight of recreation and childcare staff and a great deal of autonomy and independence. Responsibilities include oversight of assigned programs and facilities, ensuring the Division’s ongoing goals and objectives are met, and presenting reports to City Council and City Staff. WILDFIRE MITIGATION PROJECT COORDINATOR

The City of San Rafael Fire Department is seeking to fill one (1) full time position of Wildfire Mitigation Project Coordinator.

Under limited supervision, the Wildfire Mitigation Project Coordinator will support the implementation of the San Rafael Wildfire Prevention and Protection Plan and Marin Wildfire Prevention Authority (MWPA) goals; work to improve community disaster preparedness through outreach, education, and engagement; support Emergency Operation (EOC) functions; and augment designated fire prevention and emergency management staff on strategic projects and programs.

• Lead the development and operations of community assistance programs focused on wildfire mitigation and prevention such as grant and voucher programs, and direct assistance.
• Support the Defensible Space and Home Hardening Program.

Knowledge of:

• Emergency, environmental and fire hazard prevention; principles and practices of emergency management, including hazard identification, mitigation and disaster preparedness; urban interface education/training.
• California Standardized Emergency Management System (SEMS), incident Command System (ICS) and the National Incident Management System (NIMS); Emergency Operation Center (EOC) structure and operating procedures; emergency operations communications systems.
• State and Federal damage reporting and reimbursement procedures; accounting, budgeting, and contract principles and methods; principles and practices of program coordination, development, administration, and evaluation.

Minimum Qualifications:

Required:

• Ability to obtain Wildfire Mitigation Specialist Certification within 6 months of appointment.
• Bachelor’s degree from an accredited college or university with major coursework in emergency management, fire management, public administration, or a related field; OR an equivalent combination of education and experience sufficient to successfully perform the duties and responsibilities of the position.
• Possession of a California Class “C” driver’s license with a satisfactory driving record.   Maintenance of a California driver’s license is a condition of employment.

Desired:

• Three (3) years of technical-level experience in an organization performing emergency management, disaster planning, and/or response, which has provided knowledge of emergency management concepts, terminology and basic procedures OR
• A background in customer service or public service.
• An Advanced Degree
• Certified Program Manager (CPM), Project Management Professional (PMP) certification or similar.
• Bilingual English/Spanish is strongly desired.

Proof of COVID-19 Vaccination:

• MUST be fully vaccinated (two weeks have passed since your second dose of a Pfizer or Moderna vaccine or single dose of Johnson and Johnson) prior to starting as an employee with the City of San Rafael.

Disaster Service Workers:
